Course Title: Project Risk Management


Project Overview: Renovation of SOS Village Schools in Rawalpindi & Islamabad,
Pakistan

According to a UNICEF report, Pakistan is home to 4.2 million orphaned children. Though the
creation of the welfare fund is a well-intentioned step, the problem of orphans in Pakistan is much
bigger. The current adoption process in Pakistan discourages the taking in of orphans, who are left
to the mercy of the state, or private charities. Adoptive parents are only recognized as legal
guardians and not as parents, which raises complications when obtaining identification papers
from NADRA. This becomes even more complicated in cases where the identity of biological parents
is unknown. The rights of adopted children are not clearly defined by law either. Altogether, the
renovation of institutions like the SOS Village is vital in order to continue to provide them basic
necessities.

The aim of the project is to renovate the SOS village schools in Rawalpindi and Islamabad which will
be a major step towards the resilient educational system. For infrastructure, funds have been
committed by donor agency USAID and UNICEF.

In line with the project vision, the buildings will be reconstructed according to current enrollment
needs and future demand, improved seismic safety standards and improved service delivery
standards.

Project Objectives:

a) Safety to the school children in case of any future disaster


b) The avoidance of wastage of money in case of schools reconstructed in unsafe locations
c) Quality of education improved with better school construction standards by the donors.
d) Increase in enrollment as observed leading to increased literacy rate.
e) Better school environment with high level motivation and satisfaction of teachers and
students.
f) School equipped with furniture, computer labs, cafeterias, etc.

Project Scope:

The scope of the schools approved consists of reconstruction which will include academic blocks,
administration blocks, lavatory blocks, external & internal electrification, water supply, plumbing
and sewage system, boundary wall and other relevant design and development works.
