SUBJECT : Security and Safety Plan for the Canonical Installation and
Liturgical Reception for Bishop Villarojo

1. References:
a. 1st Coordinating Meeting dated August 9, 2019 held at Bulacan PPO Post
Conference Room;
b. Letter request from Rev. Msgr. Pablo S. Legaspi, Jr., P.C. Vicar General
dated July 12, 2019; and
c. PNP LOI 13/2011 (SANG-INGAT-CHARLIE) dated April 13, 2011.

2. Situation:

This Security and Safety Plan prescribes the operational guidelines and
procedures for the security coverage, public safety measures and other support
services to be provided by Bulacan PPO during the Canonical Installation and
Liturgical Reception of Most Rev Dennis Cabanada Villarojo on August 21,
2019 (Wednesday) at 8:00 AM, to be held at the Cathedral-Basilica Minore of the
Immaculate Conception, Brgy. Poblacion, City of Malolos, Bulacan. The celebration
will be presided by His Eminence, Luis Antonio Cardinal Tagle together with His
Excellencies, Most Rev. Gabriele Giordano Caccia, Most Rev. Honesto F.
Ongtioco, thirty bishops and 200 priests. Invited VIP to witness the said event were
Sen. Sherwin Gatchalian, Sen. Joel Villanueva, Sen. Sonny Angara, Provincial
Government of Bulacan Gov. Daniel R Fernando, Vice Gov. Wilhelmino Sy
Alvarado, District Congressman, LGUs and other Heads of Province of Bulacan.

Threat groups and some criminal elements may take advantage of the
situation to undertake their nefarious schemes to disrupt the activities for personal
gain and endanger the lives of the priests, bishops and attendees to the detriment
of our national interest.

3. Mission:

Bulacan PPO, in coordination with the Office of Cathedral-Basilica Minore of the

Immaculate Conception, Malolos shall provide security coverage and other public
safety services inside and outside of the Cathedral to ensure the safety of the
priests, bishops and other attendees to ensure the success conduct of the
Canonical Installation and Liturgical Reception.
 4. Execution:

The Government policy on the conduct of events is zero incident, as such,

security coverage to be implemented must be airtight and within national standards
through “Whole Government Approach” to ensure the safety of all foreign and local
participants, spectators, and the deployed security of personnel.

a. Tasks:

1) DPDO
- Designated as the Task Unit Peace and Order Commander.

2) DPDA
- Designated as the Task Unit Security and Traffic Commander.

3) C, POB
- Designated as Task Secretariat.

4) C, PIB
- Designated as the Intelligence Officer; and
- To ensure the availability of Drone.

5) C, PPRMB
- Issue orders to all tasked personnel.

6) C, PLB
- Provide logistical support to all tasked units.

7) C, PCADB
- Designated as the Task Unit Community Relations Commander.

8) C, Finance Branch
- Provide fund requirements to all tasked offices/units.

9) C, PIDMB
- Provide investigative support to all tasked Offices/Units.

AREA SECURITY INSIDE THE VENUE PERIMETER

FC, 1st PMFC

- Provide two (2) teams to act as Area Security and Roving
Security inside the Cathedral-Basilica Minore of the
Immaculate Conception;

- Provide two (2) teams to act as Area Security and Roving

Security at the live screen at the Parking Area inside the
Cathedral-Basilica Minore of the Immaculate Conception;

- Provide two (2) teams to act as Covert Security inside venue and
outside parking of the Cathedral-Basilica Minore of the
Immaculate Conception.
AREA SECURITY OUTSIDE THE VENUE PERIMETER

2ND PMFC
- Provide six (6) teams (seven personnel each team) from post 1 to
post 6 with two (2) PCO Supervisor to act as Perimeter Outer
Security outside the Cathedral.

CHECKPOINT AND TRAFFIC ASSISTANCE WITHIN THE

VICINITY

- Provide one (1) team Office Led to conduct Checkpoint Operation
at Brgy. Sto. Rosario infront of Malolos Central School.

COP, Paombong MPS

- Provide one (1) team Office Led to conduct Checkpoint Operation
at Brgy. Sto. Niño infront of Iglesia ni Cristo, Malolos, Bulacan.

COP, Malolos CPS

- Provide one (1) team Office Led to conduct Checkpoint Operation
at Brgy. San Vicente, Malolos, Bulacan; and
- Provide one (1) team to act as Traffic Assistance along the stretch
of Barasoain Church to Caingin to be ended at Cathedral.

AREA SECURITY AT BARASOAIN CHURCH

- Provide two (2) teams to act as Inner/Outer Perimeter Area
Security.

- Provide one (1) team PCO Led to act as Area Security at Malolos
Convention Center.

COP, Hagonoy MPS

- Provide one (1) team PCO Led to act as Area Security at Patio
Tengco, Brgy. Santiago, Malolos, Bulacan

COP, Calumpit MPS

- Provide one (1) team PCO Led to act as Area Security at Eden
Cinema in Brgy. Sto. Nino, Malolos, Bulacan.

FC, 1st PMFC

- Provide one (1) team PCO Led to act as Area Security at
Barasaoin Church.

BILLETING SECURITY

COP, Meycauayan CPS

- Provide one (1) team PCO Led to act as Area Security at
Serenity Brgy. Malhacan, Mecauayan, Bulacan;
 - Provide Convoy Security from Serenity going to Hiyas ng
Bulacan Convention Center, Malolos, Bulacan on August 20,
2019 at 6:00 PM (vice-versa).

COP, Malolos CPS

- Provide one (1) team PCO Led to act as Area Security at Barcie,
La Consolacion, Brgy Catmon, Malolos and Paradise Hotel,
Brgy. Sta. Isadel, Malolos, Bulacan.

FC, 1st PMFC

- Provide one (1) team as Area Security on August 20, 2019 at
6:00 PM at Hiyas Pavillion, Center during Testimonial Dinner

SECURITY CONVOY

PO, HPT
- Provide two (2) motorcycle riders with crew as security escort
of the His Eminence Cardinal Tagle from Intramuros, Manila to
Malolos Cathedral and vice-versa;
- Provide two (2) motorcycle riders with crew as security escort
to Apostolic Nuncio from NU, Manilao to Malolos Cathedral
and vice-versa;

- Provide one (1) team SWAT for Security Convoy from Tabang
Exit going to Cathedral.

- Provide EOD Technician and K9 Handler to conduct paneling at
the Malolos Cathedral (inside & outer perimeter) NLT 4:00 AM,
August 21, 2019.

PADS and ACP

- Provide four (4) personnel and establish PADs to be
prepositioned infront of Basilica Cathedral;
- Provide four (4) personnel and establish ACP with Ambulance
and Medical Team with Fire truck with crew located infront of
Old Municipal Hall of Malolos.

ROUTE SECURITY ALONG NLEX

- Establish PADs in all gasoline station along NLEX (Northbound
and Southbound) in your respective AOR.

HIGH RISE BUILDING

a) ICSB Building (Left portion of Malolos Cathedral);
b) Old City Hall (Infront of Malolos Cathedral); and
c) Papers Commercial Building (Left portion of Malolos
Cathedral).
 5. Coordinating Instructions

a. Police Operational Procedures and respect for human rights

must
be strictly observed;
b. Anti-criminality campaigns and other normal/routine police
operations
in respective AORs shall not be hampered;
c. All police units in Bulacan shall be ready to provide appropriate
assistance;
d. Current CEOI is in effect. Both radios and cellphones shall serve
as
primary modes of communication.
e. Uniform: All personnel detailed shall be in “GOA C” except for the
SWAT;
f. Deployment of personnel shall commence on NLT 6:00 AM of August
21, 2019 until the termination of the activity;
g. Submit the names and contact numbers of your personnel to this Office
(Attn: POPB) NLT 9:00 AM August 14, 2019 following the attached
format; and

6. Effectivity:
