Status of the Work:
- Held many meetings since 2010 at BSI-headquarters, London (5
meetings in 2013)
- Main body (except for Annexes) now completely overhauled; new
and additional text and changed theories were implemented; some
sections were deleted; all accepted by attending members (see
Minutes of Meetings)
- EN 1991-4 and EN 1993-4-2  (Silo’s  and  tanks)  are  different  codes  
and, where appropriate, conflicts between codes are highlighted.

The EN 1993-4-2  (design  and  calculations  methods  for  Silo’s  and  tanks)  covers  
different storage tanks as this European Standard in one of the preambles states:
“Characteristic  internal  pressures  above  the  liquid  level  should  not  be  less  than  -100 mbar
and  not  more  than  500  mbar”.    
The EN 14015 is valid for storage tanks with a maximum operating vacuum level
of -6,0 mbar only (for stability of tank shell: 2.5 mbar should be added: value to be used is -8.5 mbar)
and formulae for higher vacuum levels are not given in the EN 14015. Moreover
the EN 14015 is meant to be valid for a maximum internal pressure of 60 mbar
only.
Another preamble of the EN 1993-4-2 states as follows: “Design  metal  temperature  in  
the range of -50 to +300 oC”.
The EN 14015 limits the applicable temperature range from -40 to +300 oC.
The third reason to not comparing the EN 1993-4-2 and the EN 14015 is that the
latter standard covers fully supported flat bottomed tanks only. Where higher
levels  of    vacuum  values  used  can’t  be  accommodated  in  flat  bottomed  tanks  .

Status of EN 1991-4  (loads  on  structures  Silo’s  and  Tanks)  is  still  to  be  
assessed by WG, but now formally not accpeted by WG.
In fact the load combination factors ξ (tables A2 etc in Annex A of EN
1991-4, which are informative in EN 1991-4 but normative in National
Annex of NEN) for Self weight (0.9), Wind 0.6 and Imposed loads
(0.7) are considered to be 1.0 in EN 14015.
Safety factor against overturning to be 1.5 in EN 14015.
From factor C for shell and different types of roofs now 0.7 in the
current edition of EN 14015 is changed into 0.6 for teh cylindrical
shell and 0.5 for fixed dome and cone roofs.

Now allows the use of (new) NDT techniques like:
TOFD (Time-of-Flight Diffraction) - see  ISO  EN  16809:2012:  “the  
principles for ultrasonic thickness measurements of metallic and non-
metallic  materials  by  direct  contact,  based  on  measurements  of  “time-
of-flight”  of    ultrasonic  pulses  only”  
PA-UT (Phased Arry Ultrasonic), not yet covered in an EN or ISO
norm, but waiting to be allowed upon first publication in a norm.
ACFM (Alternating Current Field Measurements) not yet covered in
an EN or ISO norm, but waiting to be allowed upon first publication in
a norm.

Focus on:
- To give more information about theories behind formulae and
calculation routines
- To adopt new theory on design of higher tanks (up to 50 m in
height)
- To limit the use of high pressure tanks (max 60 mbar) to focus on
operations without pressure by installation of floating roofs and
internal floating covers
- Limitation of maximum allowed vacuum to -6 mbar (was -8.5
mbar) in order to prevent uplift of bottom plates and avoidance of
excessive roof supporting structures

Actions since last meeting:
References to (new and updated) standards, norms and codes have
been completed – but will remain open action until publication of new
revision.
To seek agreement on maximum allowed pressure under emergency
conditions (anomaly between ISO 28300 and EN 1991/EN 1993).
Reference will be made to EN 1999-1-5 to include design and
construction rules for Geodesic Aluminium Dome roofs (like API 650
Appendix G).

Actions since last meeting:
- All revision work on Annexes A to R has still to be performed.
- Liaison with Normalisation Bodies of remaining 21 EU member
states to seek approval on work done to date (through BSI).

Status of the work
Theory on rejection limits covering tanks designed in acc. with EN 14015
is now fully incorporated (was – previously – mainly based on BS 2654
and API 650)
Of all main tank components rejection limits under corrosion and under
settlement degradations are detailed (either by specifying calculation
routines or by stating fixed limits. Now also incorporating (but not
limited to):
Bottom plates, annular plates in bottom, shell plates, roof plates in fixed
roofs, roof supporting structures, plates in floating roofs (innerrim plates,
outerrim plates, top deck plates pontoons, bottom deck plates pontoons,
central deck plates), internal piping, corner weld bottom/shell
connection, toe of bottom protruding tank shell, differential settlements
along circumference,, radial differential settlements, edge settlement,
ripples in bottom plates and bulges/deformation in bottom plates.

Status of the work
- Detailed NDT- inspection lists are now included for all main tank
components, based on a statistical approach and on the criticality of
the component
- New and additional theory on RCM methodology has been
incorporated
- Differential settlements on higher tank than 30 m has been updated in
line with new theory of EN 14015
- New and additional calculation routines have been incorporated with
respect to addressing: Operational integrity, Structural integrity and
Safety integrity of tanks and their components.
