GENERAL INFORMATION
A. PHYSICAL AND GEOGRAPHIC CHARACTERISTICS
1. Location and Territorial Jurisdiction
Benguet is one of the six provinces comprising the Cordillera Administrative Region or
CAR. It was by the Republic Act No. 4695 enacted on June 18, 1966 which divided the former
Mountain Provinces of Benguet, Mountain Province, Ifugao and Kalinga-Apayao.
At 5,000 feet above sea level, Benguet, the gateway to the highland provinces of CAR
lies in the southern end of the Cordillera Mountain Range, 256 kms north of Manila and is
bounded on the North by Mt. Province, on the East by Ifugao and Nueva Viscaya, on the
South by Pangasinan, and on the west by La Union and Ilocos Sur and it is accessible by land
and air transport.
Rugged and sloping terrain and deep valleys characterize the province. Amidst these
mountain peaks is a wide plateau wherein the capital town, La Trinidad, is located. A total of
13 municipalities and 140 barangays make up the province.

Other publications and studies, however, cited varying total land areas of Benguet as follows:
In a reconciliation data conference held in December 2007, with the different agencies
in the Province, representatives who attended the conference unanimously agreed that the
area being used by the Department of Budget and Management with 276, 908 hectares be
used while boundary disputes are still being settled.
a. Topography
Benguet has rugged, irregularly patterned ridges, canyons and peaks, many of which
are above 2,400 meters above sea level (masl) in elevation. High mountains, precipitous
escarpments, and high cliffs generally characterize the land. The lowest elevation is about 100
masl at the southern boundary of the province and the highest is at the northern area rising to
more than 2,800 masl. Almost all (93%) areas of the province have an elevation of more than
500masl. Within Benguet is found the second highest mountain in the Philippines. Mount
Pulag is a premier eco-tourist destination having a distinct floral and fauna.

b. Slope
Slope which the gradient of the land surface is measured and characterized as follows:
0.3% level to nearly level; 3-8% gently sloping to undulating; 8-18% undulating to rolling; 18-
30% rolling to moderately steep; 30-59% steep; and > 50%, very steep.
At least two-fifth (60.16%) of Benguet has a very steep slope (>50%) while only one-
fifth (19.41%) is steep (30-50%). All in all, 80% of Benguet has a slope category of steep to very
steep. The remaining 20% constitute a slope category of level to nearly level, undulating to
rolling and rolling to moderately steep.
4. Climate

b. Temperature
Benguet is known for its cold pleasant weather the whole year round. Its temperature
readings are the lowest in the country mainly due to its topography and elevation. From 2000
to 2006 the lowest temperature recorded is 11.2 ˚C and the maximum is 24.4 ˚C in April 2003.

c. Average rainfall
The Southern and western potions of the province received the lowest annual rainfall
ranging from 2,500 to 3,000mm. In the western areas, the mean monthly total show that
approximately 90% of the total annual rainfall occurs from May to October and only 10%
from November to April showing no pronounced seasons. In the eastern portion approximately
60% of the total rainfall was from May to October and 40% from November to April showing
that the seasons are not very pronounced.

b. Soil Erosion
Benguet is highly vulnerable and prone to soil erosion. 81.03% or 211,211 ha of its lands
are classified as severe.
6. Water Discharge
Water resource is mobile and it occurs as both stock and flow. Water involves
economies of large scale and these are evident in water storage, conveyance and
distribution. Surface water tends to flow, evaporate, transpire and seep while groundwater
exists as a stock usually subject to recharge flows.

7. Geology
The present contour of the province is due to its geological history characterized by
frequent rising and subsidence movements recorded in the stratigraphy, the conditions of the
area in which sedimentary rocks were laid down or coralline limestone being built by mollusk
and algae, and the tectonic stresses together with erosion forces.
Lineation of the tertiary sedimentary in the western ranges is produced by the north
and northeast trending faults which cut across easterly fold axis. Generally older rocks exposed
extensively in the province shows that diastrophism greatly happened in the area.
Nine geological rock formations were mapped out in a survey conducted by the
Bureau of Soils, the Department of Environment and Natural Resources and other groups. The
oldest rock series belong to ultrachic rocks dated Upper cretaceous. Thick sedimentary
formations made up of sandstone, siltstone, shale and conglomerate including various size of
limestone overlying the undifferentiated volcanic is located in Baguio City and La Trinidad.
This formation is dated Upper Miocene. Some of the older formations are intruded by plutonic
rocks.
Sedimentary rocks cover 30% and igneous rocks outcrop extensively occupy about 70%
of the land area of the province. Extensive and thick undifferentiated volcanic Meta rocks
occur widely in the province.

c. Geological hazard
The major faults are in the area located in the southern part of the province along the
Agno River while another is located in the northern portion of the province. These faults are
northwest in direction, numerous smaller tensional splays are conspicuous with northeast
direction. Generally Benguet is part of the Philippine fault zone.

B. DEMOGRAPHIC PROFILE
1. Population
Populations are most concentrated in growth and convergence areas like Baguio City,
La Trinidad, Buguias, Mankayan, Itogon and Tuba.

2. Fertility Rate
The (projected) fertility rates (medium assumption) for 2005-2010 for the province of
Benguet is 2.95%, where a decrease is noted from the 2000- 2005 projection of 3.17.
Comparing CAR to the NCR, a decreasing trend is noted. The projected fertility rate for 2010-
2015 for the province is 2.75%.
3. Migration
The province continues to be an in- migration area. Upon observation, people from
other provinces are employed in agricultural areas in the province. Agricultural laborers in the
province come from as far as Mindanao and Visayas and other lowland provinces and from
Cordillera Administrative region.
The NSO projected migration rate of the province for 2005-2010 it is 0.012%, where
0.0021 are males and 0.0099 are females. The region’s (CAR) net migration rate for the same
period is -0.0007 males and -0.0018 females.
4. Life Expectancy
The National Statistics Office reported that the female population is expected to live
longer than the male population. The male as projected, will live up to 67 years old while the
female population is expected to live up to 72 years old.
5. Literacy Rate
According to the National Statistics Office, the province’s literacy rate for 2007 is 91%. In
the same report, it is showed that there are 52% literate males and 48% literate females.

C. EDUCATION
There are 15 tertiary schools in the province of which are 12 are formal tertiary
education establishment and three technical/vocational tertiary educational establishments.
Eight of these are private owned and the rest are government, most of these establishments
are concentrated in the urban areas. All Municipalities have both Public Elementary and High
Schools while Tertiaries are found in Baguio City, La Trinidad, Bokod, Buguias and Tuba.

There are two (2) dominant ethnic groups within the Province of Benguet, the
Kankana-ey tribe and the Ibaloi tribe.
The Kankana-eys are predominant in the municipalities of Itogon, some parts of
Baguio, Bakun, Buguias, Mankayan, Kibungan, Kapangan and some parts of Tublay, La
Trinidad, Sablan and Tuba. The Ibaloi’s on the other hand, can be found mainly in the
municipalities of Kabayan, some parts of Baguio, Atok, Tuba, Sablan, La Trinidad, Tublay and
some parts of Kapangan and Kibungan.

The three (3) major dialects spoken as a means of Communication in the Province
coverage are Kankana-ey, Ibaloi and Ilocano except for a few using Tagalog and English as
they communicate with the local populace.

3. Price of commodities/Consumer price index (CPI)
Based on the survey and report submitted by the NSO/NSCB, the CPI in Benguet was
recorded at 108.0 in CY 2003, while in 2006, the average CPI was recorded at 129.9. The
average annual inflation rate in the province in CY 2003 is 4.2% and 2.9% in CY 2006. The
purchasing power of the peso in the province in 2003 is 0.93, while in 2006; it was worth only
0.78 centavos.

5. Poverty Incidence/Magnitude
The incidence of poverty in the province is 18%, the lowest in CAR however; the
magnitude of poor populace is the highest in the region.

F. INFRASTRUCTURE
The province also has 76 bridges out of it are 38 provincial road bridges and one (1)
viaduct.

G. TRANSPORTATION
The province is accessible by either land or air from Manila, it can be approached by
land through Marcos, Naguillian, or Quirino Highways and through Kennon Road. Through air
travel, there is also an airport at Lepanto, Mankayan used privately by Mining Company. On
the interprovincial and municipal level, transportation is generally provided by buses,
jeepneys, trucks and taxis.
In the province, out of 12,193 motor vehicles, 10,125 or 83% are privately owned and
1,616 or 13% are public utility vehicles and 2% are government owned vehicles.

H. HEALTH
Health care services for the Province is being delivered by the Provincial Health Office
and its field offices including the Benguet General Hospital, Atok District Hospital, Itogon
Municipal Hospital, Kapangan Medicare Community Hospital, Dennis Molintas Memorial
Hospital and Abatan Emergency Hospital.
Privately operated Hospitals also provide additional health services which include
Lepanto Consolidated Mining Hospital, Lutheran Hospital and Philex Mine Hospital.

I. COMMUNICATION
Telecommunications/Internet Services or access
Benguet readily access vast information through the worldwide web. There are several
internet service providers operating in the province. These include the Philippine Long Distance
(PLDT), PILTEL, DIGITEL, and BAYANTEL which serve parts of the municipalities. Internet
services are also provided by the SMART and GLOBE telephone companies and also internet
services are provided by TV cable companies, particularly the PILIPINO CABLE NETWORK
and the Mountain View Satellite, through using their own TV cable wires. Municipalities
without landlines may use wireless phone using the facilities of SMART, TM, Sun Cellular
GLOBE and other companies.
Postal Services
There are 17 postal stations in the Province. Matters sent through, it may take
sometime to reach their destinations because of the limited access routes and rugged terrain of
the province. JRS, FEDEX LBC and other postal delivery enterprises augment the services in
some areas of Benguet. Telex, radiotelephone and internet services are new additions to the
array of communication facilities.
J. LABOR FORCE
Ages 15 and above of both sexes contribute the largest labor force in the province.

II. Sectoral Statistical Profile

A.1 Status of Land Classification
The Province including Baguio has an estimated total land area of 267,396 hectares. As
per Thematic Maps of 1995, these are broken down as follows: NIPAS Areas 46,795.5; Non-
NIPAS 23,330; Environmental Constrained Areas 13,907.25; Agricultural Areas 9,558.75; Brush
land/Grassland 26,459.157; Production Forest 13,419; Alienable and Disposable 45,937.25; while
87,989 hectares are considered Unclassified Areas.
However, based on Forest Management Service ENR Statistic of CY 2007, the province
of Benguet with a total land area of 265,538 has the following classification:
Forests are vital natural resources. They provide timber and non-timber products,
serve as the main watersheds of rivers, streams and creeks and habitat of diverse flora and
fauna which are important genetic sources of medicine, food and other products of economic
use.

Based on the DBM Survey which is 276,908.00 land area of Benguet the ratio
are the following:
Timber/Non-timber Resources
Timber:
The dominant forest cover of the Province is the pine forest type comprising a total of
58,471 hectares, broadleaved species of 48,936 and mixed forest species of 8,634 hectares. The
estimated volume of the aforesaid forest types can not be ascertained, as no record of this
office anent the matter, however, based on the Regional Forest Protection Plan provided to
this office disclosed that an estimated volume of 6,613,152.0 cubic meters of Benguet pines
abound in Benguet and Mt. Province, which could be utilized for personal and commercial
purposes.
Non-Timber Resources:
On the other hand, minor forest products which are found in the province such as rono,
cogon, bamboo, and bolo are gathered for farm use such as trellis for climbing plants and
availed into handicrafts and novelties for commercial and domestic use.

Thru CENTRAL OFFICE BASED BUDGET
Minerals are natural substances extracted through the process of mining. Compared to
other natural resources, the mineral resource is unique because: 1) its special features are
initially unknown, fixed in size and location and variable in quality; 2) mineral reserves are
dynamic and 3) minerals resources are non-renewable.
The Province of Benguet is naturally endowed with variety of metallic and non-
metallic minerals. The presence of big metallic mines, non metallic quarry mines and the
proliferation of small- scale mining operations is an indication of its rich mineral resources. The
important metallic mineral resources are gold, silver and based metals such as copper, zinc
and lead with pyrite as by- product. Among the non- metallic mineral are industrial
limestone, solidified volcanoes and aggregate material.
