BASKETBALL
Technical Guidelines

(The international Basketball Federation (FIBA) Rules valid as of 1 st October 2018


including latest amendments shall govern the competitions except for the
amendments introduced and approved in these special guidelines and Ground Rules for
the Elementary level. )

I. STATEMENT OF PURPOSE:
1. To foster closer relationships among ATHLETES and OFFICIALS of the Schools Division
of Antipolo and at the same time enhance physical fitness.

2. To promote the spirit of sportsmanship and fair play among the learners and their coaches
through FRIENDLY competition.

3. To enhance values formation and love for sports and basketball in particular.

4. To develop the basic skills and fundamentals of the game.

II. SPECIFIC OBJECTIVE OF THE GAME

1. To throw the ball into the playmates basket and to prevent the players of the other team
from securing the ball or scoring based on fair play and within the spirit and intent of the
rules. The games shall be DEVELOPMENTAL in nature and approach.

2. To enhance camaraderie, goodwill, sportsmanship, discipline, teamwork and other


positive values inherent in the practice and participation in sports.

III. TEAM (Players, coaches & other team officials)

a. Eligibility

Based on Palarong Pambansa Guidelines

b. Team Composition

A team shall be composed of not more than 12 officially registered team


members and an official COACH and Co-COACH, while a CHAPERON
maybe allowed (when the coaches is of opposite gender with the players).
Only the registered players and officials reflected in the Athlete's Gallery are
allowed to sit on the team bench.
c. COACH
1. A team shall be headed by a responsible Coach and or Co-Coach. A team
cannot play without the officially designated coach.
2. Only the coach and co-coach shall be allowed to stay within the team bench
area during official games. It is the responsibility of the coaches to maintain the
number of team members at their own bench.

IV. Equipment and Materials


1. The size of the ball for basketball boys secondary shall be size 7.
2. The size of the ball for basketball girls and elementary shall be size 6.
V. TIMING REGULATIONS
1 . For ELEMENTARY:
1.1. The game shall consist of 4 periods of 8 minutes and 5 minutes of every
extra period.
2. For SECONDARY
2.1. The game shall be played in four quarters of ten (10) minutes each.
3. For BOTH
3.1. The intervals between periods, is one (1) minute while the interval between
halves is 5 minutes.
4. FOR FIETING TIME:
4.1. Teams who fail to field five (5) eligible players after 5 minutes of their
scheduled game time will forfeit the game in favor of their opponents.
VI. PLAYERS' PLAYING REGULATIONS
1. For ELEMENTARY:
1.1. All players (healthy and warm bodies present at the team bench) of the team
shall be to field a player in the first half shall be penalized with a technical
foul (1 FT + BP) charged to the coach.
1.2. All players shall play atleast one (1) period BUT not more than three (3)
periods and MUST be rested for one (1) period.
1.3. If a coach fielded a player for more than three (3) periods, the offender
shall be substituted and the coach shall be penalized with a technical foul (1
FT+BP).
1.4. Normal substitution procedures shall apply in all periods (except when
certain rules does not apply). A player may enter in a game as a
substitute as a many times as possible within that period and considered
as having played only in that period.
1.5. One (1) time-out for every period shall be granted to each team for the first
three (3) periods and two(2) time-outs for the fourth period, and one(1)
time-out for every extra period. In the first three periods the Timeouts shall
either be used or forfeited.
1.6. In case a team has an incomplete line-up during the scheduled game, the
first period shall always start with 5 players while the other periods may
be played with the remaining members of the team. A team with only
seven(7) players (physically present) at the start of the game shall be
declared LOSER by FORFIET.
1.7. EXEMPTIONS: IN CASE OF INJURY/DISQUALIFICATION:
1.7.1. —(in the 1st /2nd period) — an injured player may be substituted by any
player and as such said "substitute player and injured player" will be
considered as having played in that particular period.
1.7.2. The "injured player" upon recovery may re-enter in the same period
or may play in any period following f.1.4.
2. FOR SECONDARY
2.1. The official FIBA Rules shall apply.

VII. IN CASE OF DISQUALIFICATION


1. A thrown out player must leave the confines of the playing area.
2. Players sent out of the game by the referees shall be suspended from their
team's next scheduled game and the suspension may be upgraded depending on
the severity of their actions which shall be determined by the technical committee.
VIII. PLAYERS'/COACHES' CONDUCT:
1. Any player/coach, who is penalized with Disqualifying Foul and ejected
bemuse of FLAGRANTLY UNSPORTMANLIKE ACTION/CONDUCT, shall be
penalized accordingly PLUS an additional 1-game suspension / total
disqualification or banned from further participation, depending on the gravity
of the offense. (As maybe determined by the technical committee)
2. Uttering/shouting of obscene/foul language/bad words or verbal abuse from the
players/coaches to opponents/officials or teammates shall not be tolerated. Such
act shall be dealt with a warning or a technical foul. The coach shall be
responsible for the discipline and behaviour of the followers, supporters and
friends of the team.
3. Teams shall keep and leave their bench areas clean and orderly. Non-compliance
shall be dealt with a warning for the first offence, technical foul for the second
offence.
4. Coaches shall always confirm their next schedule of game with the tournament
manager before leaving the playing venue or after their game.
IX. TOURNAMENT FORMAT
The competition shall be run on a best of three format.
X. PROTEST
1. Protest on eligibility will be settled at the level of the jury of appeals.
2. Protest on technicality will be settled at the level of the Tournament Managers

XI. SELECTION OF PLAYERS and COACH


The tournament Manager and Technical- Committee has the power to select the
players and coach to the benefit of the team and to the best interest of the Division.
