Immigration facilities for dependants of expatriate officials

1. Dependant Pass

This facility is accorded to families of Expatriate Officials.

Who are eligible for Dependant Pass.

i. Husband/wife.

ii. Children not more than 21 years old.

iii. Handicapped/disabled child.

iv. Legally adopted child.

Application Procedures

Application for Dependant Pass can be submitted together with an application


for Employment Pass or after the application for Employment Pass has been approved.

Supporting documents for application

i. Covering letter and authority letter from the company.

ii. Form DP11A with recent passport size photograph.

iii. Proof of relationship with the Expatriate (a translated copy has to be


certified by the Embassy officials if the document is neither written in English or
in Malay Language).

iv. Complete photocopies of Dependant's Passport (Two copies for PRC


citizen)

v. Complete photocopies of Expatriate's Passport.

Fees Charged
Pass - RM90.00 per year or part thereof.

Processing fee - RM50.00.

Journey Performed Visa Fee - RM500.00 (if relevant).

Visa fee - according to the individual country.

2. Social Visit Pass

Who are eligible for Social Visit Pass

i. Parents of Expatriate Official.

ii. Common law wife (required to have confirmation from the Embassy).

iii. Children below 21 years old.

iv. Step children

Application Procedures

Application for Social Visit Pass can be submitted together with an application
for Employment Pass or after the application for Employment Pass has been approved.

Supporting documents for application

i. Covering letter and authority letter from the company.

ii. Form DP11A with recent passport size photograph.

iii. Personal Bond (RM10.00 Stamped)

iv. Proof of relationship with the Expatriate (a translated copy has to be


certified by the Embassy officials if the document is neither written in English or
in Malay Language).

v. Complete photocopies of Dependant's Passport (Two copies for PRC citizen)

vi. Complete photocopies of Expatriate's Passport.


Fees Charged

Passes - First 3 months (Gratis)

Subsequent months - RM50.00 x 9 months

Processing fee - RM50.00

Journey Performed Visa Fee - RM500.00 ( if relevant)

Visa fee - according to the individual countries

3. Long term Social Visit Pass

Who are eligible for Long Term Social Visit Pass

Husband/wife and children below 21 years old of Expatriate Official holding


Visit Pass (Temporary Employment)

Application Procedures

This Pass can be applied together with an application for Visit Pass (Temporary
Employment) of Expatriate or after application for Visit Pass (Temporary
Employment) of Expatriate has been approved.

Supporting documents for application

i. Covering letter and authority letter from the company.

ii. Form DP11A with recent passport size photograph.

iii. Proof of relationship with the Expatriate (a translated copy has to be


certified by the Embassy officials if the document is neither written in English or
in Malay).

iv. Complete photocopies of Dependant's Passport (Two copies for PRC citizen)

v. Complete photocopies of Expatriate's Passport.

Fees Charged
Passes - RM90.00 per year or part thereof

Processing fee - RM50.00

Journey Performed Visa Fee - RM500.00 ( if relevant)

Visa fee - according to the individual countries

Others Facilities

a. Permission to conduct Charity Works.

Who are eligible?

Wife of Expatriate Officer holding Dependant Pass

Application Procedures

i. Application to be submitted in writing to the Director General Immigration


or Director of Employment Pass Division or Director of Immigration in the various
States.

ii. Without any fix income

iii. Does not involve in any activities which is against the local culture.

iv. Charity Works include:

a. Old Folks Home

b. Disabled/Handicapped Children Home

c. Orphanage

d. Welfare Home (a letter from the Welfare Association)

e. Red Crescent
f. Special cases as decided by the Director General Immigration

i. Covering letter and authority letter from the company.

ii. Offer Letter

iii. Passport copies which shows proof of Dependant Pass

b. Educational Facilities for children of Expatriate Officers

Who are eligible?

i. Children of Expatriate Officers who are below 18 years and below

ii. Holder of Dependant Pass who have been given approval prior to apply for a
Student Pass

Requirements

i. Studying in a school or an institution which is recognized by the


Government.

ii. Fulfilling all requirements of a Student Pass application.

Supporting documents for application

i. Covering letter and authority letter from the company.

ii. Letter of confirmation from the Institute of Higher Learning/Secondary


School/Primarily School/Pre-schooling

iii. Passport copies of Expatriate Officer and Dependants (Student)

iv. Student's Personal Data Form


v. Other relevant documents

No Fees Charged

c. Working conditions for Dependant Pass holder

Husband/Wife of Expatriate Officer holding Dependant Passes are permitted to


work without having to change their Dependant Passes to Employment Passes with
condition of acquiring working approval from the Immigration Department.

Terms and conditions

i. Job Offer from any companies/Government Agencies

ii. Prior approval from approving agencies such as: MIDA, MDEC, Bank Negara,
Securities Commission, Public Services Department.

iii. Those without approval from any agencies, application are subjected to
conditions as laid down by the Expatriate Committee.

Procedures - Work Permit by Endorsement

a. Application can be submitted at the Employment Pass Division of the


Immigration Headquarter Putrajaya or nearest Immigration Office in any states.

b. Application for Work Permit by Endorsement can be submitted on approval of


Dependant Pass or after its issuance.

c. Supporting documents for application:

i. Covering letter and authority letter from the company.

ii. DP11 Form

iii. Job offer or Employment Contract

iv. Complete photocopies of passport.

d. Approval for Foreign Maid of Expatriate Officer


Approval is given to expatriate who intends to bring in foreign maid regardless
of nationality and age of the maid.

Application Procedures

Application can be submitted before or after Expatriate entry into Malaysia.

Supporting documents for application:

i. Covering letter from Expatriate Employer

ii. DP11A Form

iii. Personal Bond (RM10.00 Stamped)

iv. Relevant photocopies of passport pages showing recent entry of PRA into
Malaysia

v. Passed medical examination from any clinic registered with FOMEMA

vi. Employment Contract (duly Stamped)

vii. Approval from the Philippine Oversea Employment Administration (POEA) for
Filipino maid only.

Fees Charged

Passes - RM60.00 per year or part thereof

Processing fee - RM10.00

Journey Performed Visa Fee - RM500.00 ( if relevant)

Visa fee - according to the individual countries

Levy - RM360.00

e. Executive Counter Services

Executive Counter Services was located at Employment Pass Division of the


Immigration Headquarter Putrajaya since year 2005 and will be extended to all
Immigration Office in the country since November 2007. Expatriate holding
executives/professional and managerial post are welcomed to the Executive Counter
Services.
f. Overlapping Passes

Overlapping Passes for the purpose of taking over key-post are permitted for a
maximum period of 3 months.

Issuance of I-Card

I-Card issued to the foreigner with holding the following passes:

i. Expatriate and Dependant Pass

ii. Visit Pass (Temporary Employment)

iii. Foreign Maid

Application Procedures

i. Registration process of I-Card requires an examination by an officer at the


counter, to scan thumbprint for the purpose of biometric, and the photograph to be
the exact likeness before the I-Card is issued.

ii. Photograph size - 5.0cm x 3.0cm with white background and dark dressing.

iii. Completed I-Card is delivered at the Immigration Headquarters Putrajaya


and/or at any States Immigration Office.

Additional Information

Visa on Arrival(VOA) Facilities for Expatriate

Government has decided to grant Visa on Arrival for Expatriate including the wife,
children and maid.
VOA can be applied at:

i. Kuala Lumpur International Airport

ii. Kuching International Airport

iii. Kota Kinabalu International Airport

iv. Bayan Lepas International Airport

v. Senai International airport

vi. Langkawi International Airport

vii. Low Cost Carrier Terminal (LCCT)

viii. Sultan Abu Bakar Complex (Second Link)

Procedures and conditions

i. Applicant to appear personally

ii. Duly completed Form IM47

iii. In possession of National passport with validity not less than 24 months

iv. VOA issued after approval for the Employment Pass has been given by Expatriate
Committee/ Central Bank of Malaysia/ Securities Commission/ Public Service
Department/ Ministry of Home Affairs

Requirements of Expatriate to undergo "Cooling off Period"

Changes of job position from one private company to another require an Expatriate
to undergo "Cooling off Period" of 6 months.

Criteria for Exemption :

i. Expatriate is a shareholder himself

ii. Employer is a "common share holder" or "common director" both in the new and
previous company
iii. Services of an Expatriate from a private company to Government Agencies

iv. Services from Government Agencies to another related agencies

v. Changes of Employer vertically

vi. Release letter from previous employer

vii. Exemption appeal letter from Expatriate's company
