VI. PROJECT RATIONALE AND OBJECTIVES

RATIONALE

The municipal officials and employees of the Local Government Unit of Santol observe
flag raising ceremonies every Monday and flag lowering every Friday of the month. The
ceremony includes the singing of both the National Anthem and Santol Hymn with flag raising
activities.

The Department of Education under the new administration had implemented the new
guidelines on the proper and correct observance of flag raising and lowering ceremonies to be
instituted in all government agencies and local government units as well as in accordance of the
Civil Service Commission (CSC) No. 19, s. 2012 re: Observance of Flag Ceremonies.

In view of our quest for good governance and to uplift the standards of professionalism
among new employees in the Local Government Unit of Santol, hence the seminar workshop on
National Flag and Anthem.
