Dear Dr. Rajgopalan


I hereby submit the business proposal for CSR plan for the year 2018-19. The CSR Plan
mainly focus on developing and setting up milk cooperatives that are automated and
technology driven. The areas that will be covered, are the villages of Kaital district of
Haryana, like Pundri, Karora and Pharel.
The budget required to be allocated, for this year will be around Rs.25 crores, which is almost
equal to the previous year figures.

EXECUTIVE SUMMARY

As an integral part of our commitment to good corporate citizenship, we at TATA Motors


believe in actively assisting in the improvement of the quality of life of the people in the
communities, giving preference to local areas around our business operations.
This spirit brings us to this year’s CSR proposal, which majorly focuses on rural development
and empowering the lives with cutting-edge technology and internet connectivity. Under our
flagship campaign AADHAR, which includes affirmative actions to improve Education,
Entrepreneurship, Employability and Employment. This year we will be extending our
branches towards empowering dairy farmers. Since this will be the pilot year for this project,
it will initially start in the Kaithal district of Haryana, covering villages like Pundri, Pharel,
Karora. The project further aims to enhance the milk production capacity in these villages.
For this purpose it will establish milk co-operatives in villages and bring automation in
process of milk collection society. Introduction of automation will not only increase the
production but it will also make the whole process transparent and faster.
Further, we also wish to establish an integrated information system. Which will be capable
enough to provide complete and reliable information regarding the farmers associated with
the scheme and the facts regarding the production and distribution figure in the district.
Company will be extending the internet connectivity to farmers as well, and enabling them to
place orders for goods and services offered by different agencies in the co-operative sector
and seek information on subjects of interest.
Out of the entire CSR budget of around 25 crores, project Aadhar may be sanctioned a budget
of 4 crores. The detailed breakup of expenditures to be incurred is given further in the
proposal.

INTRODUCTION

Scope
Since this is the pilot year of this project under the Aadhar campaign. We will be limiting the
boundaries of this project to just one district of Haryana. The district selected for this year is
Kaithal, Haryana. If the project turns out to be fruitful for the society, we will be expanding
in other states and districts as well.
The rationale behind taking Haryana state form this project is because of the massive milk
production. In the lieu of expanding the milk production capacity the district, project also
aims at expanding the cattle population. Currently there are 2000+ cows and 1800+ buffaloes.

Problem
Even after having an immense supply of milk, the state is not able utilize their capacity to the
full and the condition of the farmers that are engaged in this business is still very poor. There
is a lack of any proper system or automation in this industry. Also, comparatively the literacy
rate is lower in Haryana, with respect to other milk producing states, due to which masses are
unaware and being exploited by the middlemen. As a result, even after the increase in
production, they are still not able to live a decent life.
The other problem that might be dealt by the execution team is the problem of setting up the
kiosk, in the backward area like that of Kaithal. Serious issues like lack of infrastructure,
electricity and, technological equipments and support team will be faced by the team.

Project team
For the administrative related work, we will not require any new hiring. The work force that
was previously indulged in the other projects of Aadhar campaign will be sufficient enough
to manage this as well.
But for field work and other related activities special hiring needs to be done for majorly two
positions. First, is for the supervisor of the collection center and second, is for the volunteer
which will ensure a smooth functioning of the whole project.

Purpose
The purpose of this project is to protect and promote the interest of the farmers who are into
dairy farming. The project will protect the farmers from the exploitation of the middlemen,
who cheat them in paying the fair price of their produce. This will also motivate the farmers
to produce more, as now their revenue generated will also increase relatively with the
increase in their production.

Background

Tata Motors strives for inclusive development through its affirmative action programmes
under the umbrella of Aadhar. Affirmative Action focuses specifically on dalit and tribal
communities and as a strategy it ensures 40% beneficiary coverage and budgetary allocation
from its CSR expenditure. The initiative falls under the direct purview of the CSR committee
of board and is championed by senior management across all plants.
This year we wish to broaden our prospective to small villages and empowering dairy farmers
of the entire district. With the help of cutting edge technological solutions, we aim to
introduce automation in the entire collection and payment process.
Kaithal District, Haryana is producing around 1000 litres of milk every month, but with an
extended capacity of 1500 litres. TATA Motors strive to fill that gap and protect and promote
the interest of the farmers.

Procedures

This project is inspired by the success of NDDB in the kheda district of Gujrat. The two
components towards which the operations of the company will focus, the resource on are:-

Automated Milk Collection Booth


As the name suggest, milk will be collected automatically in these booths. The farmers need
to empty the milk in steel trough kept over a weighbridge. Instantly, the weight will be
displayed to the farmer and communicated to the PC. One operator is required to fill cans.
Another operator sitting next to the trough takes a 5-ml sample of milk and holds it up to a
tube of electronic milko-tester.
The Personal Computers have been in the Automatic Milk Collection Systems at the milk
collection Centres to process the data collected by the electronic milko-testers. They have
worked flawlessly at several rural societies for more than five years. Local agencies have
gained experience and expertise to handle such systems in rural societies.

Dairy Information Services Kiosk (DISK)
The DISK project was conceived with two components:
1) An application running at the society level that could be provided Internet connectivity
2) A Dairy Portal at the district level serving transactional and information needs of all
members and staff in the district co-operative structure.
The software used at the society level was developed to provide:
• Data analysis and decision support to help a rural milk collection society in improving its
performance i.e. increasing milk collection.
• Data analysis to improve productivity and yield of milch cattle.
• Farmers with facilities to place orders for goods and services offered by different agencies
in the co-operative sector and seek information on subjects of interest.

To achieve the objectives of the project, which is divided into 2 parts, following are the
equipments and facilities that will be required:

Personnel

As described in the executive summary, the personnel requirement of the project can be
bifurcated in the following three roles:
Managerial and Administrative Role
Since, the project is brought under the flagship campaign, Aadhar. It we be managed by the
same effective team, which has been monitoring and carrying out the previous initiatives
under this project. Hence no more hiring will be done for this position.
Volunteering Role
We will be looking forward for 100 new openings, for the volunteering program. Following
are the requirements that will be looked upon;
- Preference will be given to local citizens.
- Candidate should have atleast completed 10+2.
- Proficiency in the regional languages.
Supervisory Role
We will be looking forward for 25 new openings, for the volunteering program. Following
are the requirements that will be looked upon;
- Preference will be given to local citizens.
- IT Background will be appreciated.
- Work experience of minimum 3 years is required.

Budget

The budget for the CSR Framework needs to be decided on the basis of the costs associated
with implementing IT, providing mobile and telecom services, hiring NGOs and partnering
with external organizations. The total cost estimate of the projects which is required for set-up
is INR. 1,20,00,000. There will be cost of running it on monthly basis which is INR 10,00,000.
This will take around 8 months. Help from local people would be taken.
