INTRODUCTION

Hazard Identification, Risk Assessment & Risk Control (HIRARC) can be defined as
principles that employers and self-employed person need to apply in workplace to manage
their safety and health to avoid and at least reduce the hazard from the surrounding. The
principles can be find in Section 15(2)(a) of OSHA 1994 that states “the provision and
maintenance of plants and systems of work that are, so far as is practicable, safe and without
risks to health”. It can be start by having an internal audit to evaluate the effectiveness of the
organization. Risk management activity are indicate to the identification, evaluation and
reduce of strategic, operational, and external environment risks and assists by the committee
that has responsibility for observing and approving the risk management framework and
associated practices of the company. Then an external audit is needed followed by specific
organization policy which is hazard specified that can be find in our surrounding at
workplace. The participation of all the employees for meeting and training is must for each
employee that at least to know the safety as basic training that can be applied in our daily life.

As people know, hazard is can be defined as a source or any situation with a potential
harm for humans, property, and damage of environment or a combination of these. So, people
are exposed to danger are also exposed to the hazard that risks our life. Risk is a combination
of likelihood of occurrence and severity of injury or damage. So, there are 4 HIRARC
procedure which are the first one is classify all work of activities. The second one is identify
hazard and followed by conduct the risk assessment by analyze and estimate risk from each
hazard by calculating the likelihood of occurrence and severity of hazard. The last step need
to apply is decide if risk that area exposed is bearable and apply if the risk control if
necessary. There are classifications and potential sources of hazard such as mechanical
hazard (sharp points & edges, overload), electrical hazard(insulation damaged or cover
broken), biological hazard(exposed, airborne/blood borne microorganism), chemical
hazard(expose to carcinogens chemical), ergonomics hazard(expose to unnatural postures)
and psychological hazard(stress or violent at workplace).

The hazard can be assess by looking for the hazards for the first step followed by
deciding who might be harmed and how are they exposed by evaluating the risk and check
what is done to avoid it from happening to other people. Then record the finding and review
what has been observed and recorded to revise it if necessary.
One of the experiments in Physical Chemistry is use in this practical which is
experiment 3, determination of reaction rate. This experiment is about determination of the
effects of concentration, temperature and catalyst on reaction rate. So, it is exposed to hazard
which is come from the chemical and equipment. So, students need to apply HIRARC during
their experiment to ensure their safety and health in order to avoid any hazard exposed.
