1. General
a. Rule Changes
i. The SCL reserves the right to amend, remove, or otherwise change the
rules outlined in this Rulebook, without further notice. The SCL also
reserves the right to make judgment on cases that are not specifically
supported, or detailed in this Rulebook, or to make judgments that even
go against this Rulebook in extreme cases, to preserve fair play and
sportsmanship.

b. Validity of Rules
i. If any provision of the Rulebook shall be invalid or impracticable in whole
or in part this shall not affect the validity of the remaining part of this
Rulebook. In lieu of the invalid or impracticable provision an appropriate
provision shall apply which is nearest to the intent of to what would have
been the intention in keeping with the meaning and purpose of the
Rulebook.

c. Code of Conduct
i. All Teams and Players agree to behave in an appropriate and respectful
manner towards other Teams and Players, spectators, the broadcast
team, the SCL Staff, and the SCL administration. Being role models is the
occupational hazard of being a Player or organizer and we should behave
accordingly. Any sort of harassment should be reported to the SCL
administrators immediately. Harassment includes but is not limited to
offensive statements or actions related to gender, gender identity and
expression, age, sexual orientation, disability, physical appearance, body
size, race, religion. Also considered harassment are things like sexual
images in public spaces, deliberate intimidation, stalking, following,
harassing photography or recording, sustained disruption of talks or other
events, inappropriate physical contact and unwelcome sexual attention.
Similar restrictions apply not only to the Teams and Players, but every
single person involved with or present at a stage of the the SCL. Anyone
breaking this code of conduct may be punished including but not limited
to expulsion.

2. Player Conduct
a. Offensive Behavior
i. Offensive behavior of any kind is not allowed. This can include racism,
insults, threats, sexual harassment, stalking, and anything else that is
deemed offensive by the Administrators.
ii. Offensive behavior can be punished by whatever the Administrators
deem necessary for the situation; this could be a player ban or even team
ban.

b. Spam
i. Sending message to the point of annoyance, whether in game or out of
game, is considered spam.
ii. Spamming will result in a warning, and continued spamming after a
warning has ban giving could result in a ban.

c. Names and Logos


i. Teams or specific players may be asked to change their name or logo if it
is deemed offensive or inappropriate by the Administrators.
ii. If a team or player does not comply with the request to change their name
or logo they may be disqualified from the league.
iii. Teams may not have the same name unless they are with the same
organization. If a team joins with the name another team already in the
SCL has, that new team will be denied their name.

d. Sponsors/Partnerships
i. If a team or player has a sponsorship or partnership that is deemed
offensive or inappropriate by the Administrators the team will either have
to drop the sponsor or partnership or be forced to leave the league until
they no longer have the sponsorship/partnership in question.

3. League Guidelines
a. Administrators
i. Administrators have final say in all decisions made.
ii. Administrators may allow temporary exclusions to the rules so long as
both teams are in agreeance with said exclusion (e.g. rescheduled
matches, operator bans, etc).

b. Matches
i. All games will be played in a best of three map format except postseason
games (see section j) and the pre- and mid-season qualifiers (see section
l).
ii. All matches will be played on the designated most central server, unless
both teams agree to play on a different server region. If the teams do
agree to a different server region it must still be a server inside the
leagues region. Default NA server is CUS.

v. Operators
1. All operators can be used during a match.
2. All new operators are restricted from being played the season they are
released.
c. Roster
i. A teams roster is made up of between five to eight players.
ii. Every player's in-game uplay name must be the same as their uplay
name on their roster.
1. If someone changes their in game uplay name message an
Administrators to have it fixed on their roster.
2. If a team is found to be playing with a player not rostered they may be
forced to forfeit the match the player in question was found to be playing
in, or the team may be disqualified from the league.
3. Players may not add the name of an alt as two separate names. They
must choose one account to play on or it will count as a roster change.
iii. Players may only be on one team
1. If a player is found to be on multiple teams they will be forced to leave
their teams until they are only on one.
iv. Roster Changes
1. During the regular season teams are allowed to one players every
rounds of their currently league.
2. There is no limit to the amount of players that can be removed from a
team.
3. Players can not be added to a team's roster once the playoffs begin.
4. A player can play immediately after being added onto a team's roster.
5. If a player leaves a team they may not join another team until at least
one round has passed.
v. Teams must play with 5 players in every match

d. Forfeits
i. Only captains may declare forfeiture of a match.
ii. If the match has not begun by 15 minutes after the start time of said
match, the delaying team will be forced to forfeit that match.
iii. Teams may only forfeit once during the regular season. A second
forfeiture will result in disqualification from the league for the remainder of
the season. Exceptions may be given on a case by case basis (e.g.
emergency situation).

e. Streaming
i. Matches will be streamed to the SCL official twitch channel.
ii. Streaming on your own is not advised, but it is not against the rules. We
strongly recommend a high delay on the stream. Stream at your own risk
for as stream sniping is unsportsmanlike, it is also too hard to enforce and
prove, therefore if you stream your own games you have accepted the
risk that come with it, as a stream sniped game will not be replayed.

f. Prizes
i. Any Prizes awarded to a team for competing in SCL will be paid to the
participant within a month, but generally within a week of winning the
prize.
ii. The Prize will be paid out through paypal unless another form of money is
designed by the SCL, or asked for by a participant and approved by the
SCL.
iii. Splitting the Prize
1. The prize pool will be designated to how much each team gets out of the
prize pool
2. For splitting in between a team SCL will pay out equally to each
participant in the final match where the money was awarded, unless all
participants in that match agree to a different way to have the prize split.

g. Player Bans
i. If a team is disqualified, all players from that team may be banned from
playing for the rest of the season.

h. Age Restrictions
i. All players in the SCL must be a minimum of 13 years of age. Any players
found to be under this age restriction will be immediately banned and that
team suspended for the rest of the season.

i. Schedule
i. The league schedule is released at the beginning of the season. The
schedule may change at any moment throughout the season with no or
little warning in extreme events.

j. Playoffs
i. All matches are BO3 format except the finals, which are played in a BO5
format.
ii. Invite and Contender
1. Invite and Contender will consist of the top 6 teams in a single
elimination bracket with seeds #1 and #2 having a double
elimination match.
iii. Rival
1. Rival will consist of the top 8 teams in a single elimination bracket.

k. Relegations
i. Invite Series Relegations
1. After the pre-season quals, the bottom two placed teams for the
last seasons invite series regular season will compete against the
top two teams from last seasons contender series playoffs and the
top two teams from the pre season quals in a double elimination
tournament. The two invite series teams have a first round bye.
The top two teams from the relegation tournament will take the
positions in the invite series. Matches are Bo3.
ii. Contender Series Relegations
1. After the pre-season quals, the bottom two placed teams from last
season's contender series regular season will compete against the
top two placed teams from last season rival series playoffs and
two qualifier teams in a double elimination tournament. The top
two teams from the relegation tournament will take the positions in
the contender series. Matches are Bo3.
a. The two teams from the qualifiers that make it into the
relegations are the top two teams left after the invite series
relegations. So, if the top two from the quals do not make it
into the invite series they will compete in the contender
relegations. If one teams makes it into the invite series, the
other qualifier team will play in the contender series
relegations and the third place team from the qualifiers. If
both teams from the qualifiers make it into the invite series,
the third and fourth place team from the qualifiers will play
in the contender series relegations.

l. Qualifiers
i. Pre-Season
1. Before the start of each season, qualifiers will be hosted so that
any team may qualify to participate in the regulations for each
league, or to fill open spots in each league.
2. Teams already in SCL that did not make it into relegations may
participate in the qualifiers, but will forfeit their current position in
their league.
3. The top teams from the qualifiers will receive a position in the
relegations (see section k).
ii. Regular Season
1. During the regular season, should a spot in any of the leagues
become available, a qualifier may be held to fill any open
positions.
2. How qualifier during the season will be ran will be determined
separately for each situation.
3. Teams receiving a position in a league for a qualifier during the
season will inherit the schedule and record of the team being
replaced.
iii. Qualifiers are Bo1, and no roster changes may be made during a
qualifier.

4. Pre Game Guidelines


a. Start Times
iv. Check-in is 15 minutes prior to the match start time. A player from each
team must check in by this time.
1. If a team has not checked in by 5 minutes after the start of the
match, that team will automatically forfeit that match.
2. To check-in simply make it known that you are ready for bans in
your chat.
b. Re-Schedules
i. For a match to be rescheduled the team asking for the reschedule must
make their intentions known to the SCL staff and to the other team 6
hours before the scheduled game start time.
ii. It is the team wanting the reschedule duty to talk to the other team about
a possible reschedule date.
iii. The team being asked to reschedule has the right to deny the reschedule
completely, or deny any reschedule dates and times proposed by the
other team.
1. If this team does not respond to the other team's request for a
reschedule, it will be taken as they do not wish to reschedule and the
assigned match date and time will be kept.
iv. If a match is rescheduled the new match date must be before the next
round of the league.
v. If a match is rescheduled the teams must notify the Administrators of the
rescheduled date and time by the original scheduled date and time of the
match being played.

c. Map Bans
i. Prior to matches teams must ban maps in the 15 minute period before the
match, or an agreed time before then.
ii. Map bans will be done using the Mapban link that will be sent to the
Team Captain.
iii. Map Ban Process
1. In a Bo1 match, each team will ban 3 maps one after another until one
map remains to be played. The team that banned first will pick side on
the map.
2. In a Bo3 match, both teams will ban a map, then pick their map to be
played, then ban a map leaving the decider map. Each team will pick the
side on the map they did not choose. The team to ban first will pick the
side on the decider.
3. In a Bo5 match, each team will ban a map leaving 5 maps to be played.
Each team will pick two maps one after another to be played leaving one
map as the decider map. Each team will pick side on the map they did
not choose. The team that banned first will pick sides on the decider
map.

5. In Game Guidelines
a. Player Connection
i. Players are responsible for their own connection.
ii. Max ping is 110 milliseconds.
1. This is near constant ping an not just a spike. To be classified as a
constant high ping the players ping must stay about 150 ms for 10
seconds, on three separate occasions.
2. If a player's ping is over the limit a remake of the lobby will be tried. If the
player still has a high ping the lobby may be remarked on another region.
And if the ping is still high the team will have to replace the player in
question, or forfeit the match.
3. Any rounds played where a player has a high ping will be replayed.
4. Teams must report a player with the high ping as soon as it is detected,
for waiting till the end of the match may not result in a replay of the
match.
5. Players outside of NA will not be allowed to participate in any of the SCL
Siege NA tournaments.

b. Player Drops
1. If a player drops during a match and cannot rejoin by the next round the
game will be rehosted.
2. If a player drops during the round the round will be replayed if the action
phase has not started. If the action phase has started the round will be
played out. If a player drops during the prep phase the round will be
replayed.
3. Each team is allowed two rehost per map, if more are needed the player
will have to reconnect themselves and rounds will not be replayed.

c. In Between Maps
i. Player Changes
1. Teams may change out players in between maps.
2. Any new players must be on the team's roster.
3. Teams may not change out players in between rounds of a map unless
approved by an Administrators.
ii. Teams are allowed up to 5 minutes in between maps to take a break, and
change out any players.

d. Game Bugs
i. If any bug occurs at any time throughout a round the match will be
rehosted and the round will be replayed. There is no limit to the amount of
rehosts due to game bugs.

e. Game Chat
i. In game chat should be used to report and fix any minor issues during a
match, if there are any major issues discord will be used to report and fix
the issue.
ii. Any potential offensive or inappropriate comment that go against the
SCL’s general code of conduct, will be looked at by Administrators and
may result in a team being forced to forfeit the match in question.

f. Unsportsmanlike Behavior
i. Any unsportsmanlike behavior may be be punishable by a players or
teams suspension.
1. Types of unsportsmanlike behavior:
a. Racism
b. Threats
c. Severe insults
d. Sexual harassment
e. Remarks on one's sexual orientation with malicious intent
f. Stream sniping (if proven)
2. Any and all actions that violate the SCL’s Code of Conduct.
3. Any and all actions that violate Ubisoft’s Code of Conduct. A copy of
which can be found here.

6. Post Game Guidelines


a. Reporting Scores
i. After each map is completed teams are required to take screenshots of
the final scoreboard.
ii. Once the final map is completed teams must turn in each map
scoreboard screenshot in the designated discord channel.

b. Anti Cheat Turn In


i. After a match is completed every participating player must turn in their
MOSS anti cheat file.
ii. Players will have 30 minutes after the completion of a match to turn in
their MOSS files. Turning MOSS in late may result in a warning for the
player and/or the team.
iii. MOSS anti cheat files will be turned into each team's designated MOSS
turn in channel in discord.
1. If a player's MOSS file is too large to turn in over discord the MOSS files
must be uploaded to google drive and the access link submitted to the
teams MOSS chat.
iv. If any participant refuses to turn in their MOSS anti cheat files the team
will be forced to forfeit the match.

7. Cheating
a. Use of Cheating Software and Macros
i. The use of any cheating software and/or macros is strictly forbidden.
ii. The use of any type of cheating software will result in an immediate and
permanent ban from all the SCL tournaments.
iii. Pretending to hack, or trying to make people believe you use hacks may
result in a suspension or ban from the league.
iv. If a player has been banned by ESL for the use of cheats and/or macros,
that player will not be allowed to participate in any the SCL tournaments
for the remainder of their ESL ban.
v. If a player has been banned by Battleye or FairFight Jr., the team that
player is on will forfeit all of the wins that they had received that that
player had played in and the banned player permanently banned from the
SCL.
1. This rule is subject to change due to the situation at hand.

b. Banned Programs
i. Any programs that are used to give players an unfair advantage over their
opponents are forbidden.
ii. Any form of remote desktop applications are prohibited to have running
during any matches. If a remote desktop application is found to be
running during a match the team may be forced to forfeit the match in
questions, with more actions being taken if needed.
1. Remote desktop applications included but are not limited to:
a. TeamViewer
b. LogMeIn
c. TightVNC
d. Windows Remote Desktop Connection
e. UltraVNC
f. CrossLoop
g. mRemote
h. Remote Utilities
i. AeroAdmin
j. RemotePC
k. Seecreen
l. Chrome Remote Desktop
m. AnyDesk
n. LiteManager
o. Comodo Unite
p. ShowMyPC
q. Join.me
r. DesktopNow
s. BeamYourScreen

c. Anti Cheat
i. MOSS is required by all participants as an anti cheat.
ii. Any tampering with a player's anti cheat is prohibited and may result in a
ban from the league.

d. Glitches
i. Unintentional Glitches
1. If a glitch is unintentionally used during a round, and the team that used
the glitch won the round, the round will be replayed immediately, whether
or not the glitch impacted the round.
a. When a glitch is used unintentionally it is either the first time the
glitch was discovered, or the players did the glitch not knowing it
was a glitch with no malicious intent.
ii. Intentional Glitches
1. If any glitch is intentionally used during a game the team that used the
glitch will be forced to forfeit the map.
2. If a team intentionally uses a glitch and loses the map, they will be given
a strike
3. Known Glitches include but are not limited to.
a. Shield vault glitch
b. Shield and castle barricade glitch
c. Shooting through the concrete meeting hall floor on the map
Oregon.
d. Glitching into objects, like stairs, etc.

e. Probation
i. If and when a player is disqualified, after their disqualified period has
elapsed the player will be placed on probation.
ii. If a player disqualification period is terminated early they will also be
placed on probation.
iii. While on probation the player is watched extremely carefully and is under
increased strictness in rules.
iv. Probation can be assigned for any given amount of time, but is generally
the length of the original disqualification time.

f. Reporting
i. Report any issues to an Administrators through the ModMail bot on
Discord.
ii. Screenshots/videos are required as proof of any reported event.
iii. Requesting an opponent's MOSS:
1. If a team is suspicious during a match, the other team may ask to see
certain players MOSS files.
2. Only the team that played against the player in question may request to
see the players MOSS files.
3. To request access to the players MOSS reasonable evidence must be
presented to justify being granted access to a player's MOSS.
4. If granted permission to see MOSS
a. If a team or player is granted permission to look at another player's
MOSS they may not share any of the files or images, share images of
the files, or post any files or images of the files on social media.
b. Illegally sharing a player's MOSS may result in the team being forced to
forfeit the match in question, with more actions being taken if needed.
