Ministry of Climate Change


Objectives
 To pursue economic growth through adequately mitigating and adapting climate
change impacts
 To integrate climate change and environment in development planning, projects,
programmes and policies including SDGs
 To ensure sustainable forest management, biodiversity and wildlife conservation
 To control air, noise, water, soil pollutions and waste management
 To launch awareness campaigns, enhance skills and institutional capacity of the
relevant stake holders including women folk
 Indigenously developing an integrated climate model capturing all relevant
phenomenon of climate change, which will be able to address climate challenges in
scientific or evidence-based manner.

Targets

1. 10 Billion Tree Tsunami Program/ Enhancing Forest Cover


2. Protection of Area for Conservation of Wildlife and Natural Biodiversity
3. Provision of Landfills in Major Urban Centers
4. Access to Clean Drinking Water
5. Reduction of GHG Emissions through Technological Packages
6. Air & Noise Pollution Control
7. Solid Waste Management
8. Increased Share of Renewable Energy
9. Improving Vehicular Emission Standards/ Electrical Vehicles

Outcomes
1. Making Pakistan Clean & Green
2. Achieving SDGs 13, 14 & 15
3. Minimization of climate change vulnerability and environmental degradation.

2. Enhancement of water storage & construction of water reservoirs/ Small Dam
Management System

4. Green Financing Mechanism
5. The network of National, Provincial and District Disaster Management agencies in
collaboration to humanitarian national and international NGOs needs to improve
their coordination within the minimum possible response time.
Aviation Division

Objectives
1. Liberalization of Air Transport as per Open Sky Policy (National Aviation Policy-2019)
2. Establishing new routes and increasing number of flights/carriers to and from Pakistan
3. Provision of International Standard Services to passengers
4. Negative impacts of air transport on the environment to be reduced, including addressing
fuel standards, noise and efficiency of aircrafts
5. Improving Private Sector participation
6. Enhancing PIA’s Operational Efficiency through restructuring and rescaling making it
financially viable.

Targets
1. Liberalization of Air Transport as per Open Sky Policy (National Aviation Policy-2019)
2. Establishing new routes and increasing number of flights/carriers to and from Pakistan
3. Restructuring of Pakistan Civil Aviation Authority separating its regulatory and service
provider functions
4. Entering into suitable public-private partnerships for operation, management and
development of airports/Modernization of Airports
5. Making Airport Security Force an independent Force
7. Promoting Long Distance Connectivity
8. Cost Control/Reduction of Manpower-Aircraft Ratio
9. Gwadar to be developed as an ‘Aerotropolis’

Outcomes
1. Promotion of Aviation and air travel safety and security
2. Provision of International Standard Services to passengers
3. Attracting Investment/Tourists in Pakistan
4. Improving Country’s Image (Airports are Windows for promotion of Investment and Tourism)
