This project consists of pump upgrades for the Towne Lake and Benton lift stations (LS), a new 18-inch force main from the Towne Lake LS to the Pooler Wastewater Treatment Plant, and a new 8.inch force main from the Benton LS to the Towne Lake LS. These lift stations represent a portion of the sewer collection system for the northern service area of the City. The Towne Lake and Benton service area has experienced significant residential and commercial growth over the past years. The upgrades to the lift stations and installation of new force mains are in anticipation of build-out wastewater flows for the service areas and to replace the aging ‘Towne Lake force main. A project location map is displayed in Figure 1.0. 1.2 - Conclusions Without upgrading the Towne Lake and Benton lift stations, and installing a new 18- inch force main to the Pooler WWTP and 8-inch FM between the two lift stations, the City of Pooler could experience capacity problems in its sewer collection system. Accompanying the upgraded lift stations will be the installation of new 18-inch force main from Towne Lake 1S to the Pooler WWTP and new 8 inch force main from the Benton LS to the ‘Towne Lake LS. The new force mains will take the place of the existing Towne Lake and Benton force mains. ‘The original 1977 Chatham County Facility Plan has been amended five times. The 1995 ‘Amendment Number 5 updated the planning effort for the northwest portion of Chatham County. This project does not extend sewer infrastructure outside of the City’s sewer service 2.2 - Project Need ‘The Northern region of the City of Pooler Sewer Service Area has experienced significant growth since 2004, The growth has been a mix of development from commercial, residential, and some industrial. The Average Daily Flows (ADF) of the Benton and Towne Lake lift stations, which are located in the Norther region, are 47,286 GPD and 347,040 GPD, respectively, based on the City of Pooles’s 2013 Sewer Master Plan. The Buildout ADFs of each lft station, which are the basis of this project, are 261,000 GPD (Benton LS) and 1,613,880 GPD (Towne Lake LS). ‘The City of Pooler recently updated the projected build out wastewater flows for the entire service area up to 6.0 MGD Average Daily Flow (ADF) as a consequence of the increase in commercial development along the US. Interstate 95/Interstate 16 corridor and residential development throughout the service azea. As 2 result of the incteased flow, and as previ nusly proposed in the 2004 and 2013 City of Pooler Sewer and Master Plans, the Towne Lake 2 Environmental Review and Plansing Document force main and pump capacity should be increased. The Benton Boulevard lift station was also proposed to have a buildout pump capacity increase. The force main is also being replaced due to age and to reduce the operating velocity at the increased pumping capacity. Section 3 - Effluent Limitations ‘This section is not applicable to the proposed project. Section 4 — Existing Environment 4.1 - Existing Conditions in the Planning Area ‘The Towne Lake and Benton lift stations are located in the Northern region of the Pooler WWTP service area. The new 18-inch force main associated with the Towne Lake LS will be installed within the Right-ofWay (ROW) of Pooler Parkway in the City of Pooler. The proposed force main will parallel the existing 12-inch Towne Lake FM and manifold with an existing 36-inch force main located at the Pooler WWTP. The proposed Benton 1S 8-inch force main will be installed within the ROW of Pooler Parkway and will parallel the existing G-inch Benton force main. The proposed force main will discharge into an existing manhole located on Godley Station Boulevard and flow by gravity to the Towne Lake LS. Both force main routes are considered urban corridor installation in existing cleared ROW. ‘The City of Pooler is located in northeast Chatham County and provides sewer service to its corporate limits and to the City of Bloomingdale. 4.2 - Infiltration and Inflow ‘The Pooler WWTP has experienced an increase in the wastewater flow coming from the sewer system during excessive rain events and seasonally high groundwater levels. The City of Pooler has an ongoing program for identifying infiltration and inflow (1/1) and is making the necessary adjustments and repairs. Upgrading the Towne Lake and Benton lift stations and installing new force mains will provide additional hydraulic capacity for conveyance of the I/I events. Eaviconmental Review and Planning Document Section 5 — Future Conditions 5.1- Planning Period ‘The planning period for the proposed project is through 2040 and it is consistent with the Chatham County 1995 Facility Plan Amendment No. 5 and the current service delivery area plan. ‘The Pooler service area will provide a build out capacity of 6.0 MGD as confirmed in the 2013 Sewer Master Plan for the City’s collection system. The proposed project is consistent with the recommendations in the City of Pooler’s Sewer Master Plan. 5.2 - Land Use Projections Future land use was reviewed as part of the City’s 2013 Sewer Master Plan. The 2013 Master Plan identified the buildout sewer flows based on the City’s approved Planned Urban Developments (PUDs) and current zoning designations. 5.3 - Anticipated Population Increase ‘The projected population for the sewer service area is presented in Figure 2,0, which includes projected population throughout the year 2040. Figure 2.0 2040 Projected Population - City of Pooler 60000 50000 40000 Population g 2010 2015 2020-2025 «2030-2035 2040 Year Environmental Review and Planning Document 5.4 - Industrial and Federal Facilities Industrial developments within Pooler's WWTP service atea ate planned to be located on ‘the castside of Interstate 95 and north of Jimmy Deloach Patkway. There are no future Federal Facilities planned within the area of coverage for the timeframe of the planned ‘expansion. The City currently has the JCB Manufacturing Facility, Nordic Cold Stotage, and several warehouse and logistics industries within the service area. Minimal industrial growth is expected for the service area. 5.5 — Flow Reduction. Water conservation devices and practices are required in all new construction and renovation projects for the City of Pooler/Bloomingdale, but the projected wastewater demand is significant and therefore flow reduction is not a reasonable alternative. The City of Pooler continuously incorporates measures to reduce I/I in their sewer collection system annually. ‘The City of Pooler is a Water First community and is recognized for their water conservation efforts. 5.6 — Forecast of Flow and Wasteload ‘The Average Daily Flows (ADFs) of the Benton and Towne Lake lift stations are: 47,286 GPD and 347,040 GPD, respectively, based on the City of Pooler’s 2013 Sewer Master Plan. The Buildout ADFs of each lift station, which are the basis of this project, are 261,000 GPD (Benton LS) and 1,613,880 GPD (Towne Lake 1S). ‘The Pooler WWIP service area, of which the Benton and Towne Lake lift stations contribute, has an anticipated flow projection for the year 2040 of approximately 6.0 MGD. See Figure 3.0 below. Environmental Review and Planing Document Figure 3.0 2040 Projected Wastewater Flow - City of Pooler Flow (MGD) 2010 2015 2020 2025 ©2030-2035 «2040 Year 5.7 - Reserve Capacity ‘As mentioned in Section 5.6, the current ADFs of Benton and ‘Towne Lake lift stations are 47,286 GPD and 347,040 GPD, respectively. The pumps were upgraded in 2015 to provide an ADF of 864,000 GPD. The new force main will allow for the buildout ADF of 1,613,880 GPD. There will be 50% or greater capacity in the Towne Lake lift station to account for future growth. The buildout ADF for Benton Boulevard lift station is 261,000 GPD and there will be 75% reserve capacity to account for buildout flows. 5.8 - Future Environment Predictable Without the Project Without the upgrade of the Town Lake and Benton lift stations and installation of the proposed new force mains, a Norther portion of the Pooler WWTP service area would not be able to serve future residential, commercial and industrial developments due to the lack of capacity. An increase in capacity without making adjustments to the system, such as installing new force mains, could result in failure to maintain integrity of the current system. Failure of the current system in the form of leaks or force main breaks could result in sewage overflows and pose environmental threats. The existing 12-inch ‘Towne Lake force main has vironmental Review and Phining Document already experienced minor leaks and should be replaced regardless of whether the station capacity is increased. Section 6 — Development of Alternatives 6.1 - Flow Reduction Although, water conservation devices and practices are required in all new construction and renovation projects for the City of Pooler/Bloomingdale, the projected wastewater demand is significant and therefore flow reduction is not considered a reasonable alternative. 6.2 - Optimum Performance of Existing Facilities ‘The existing force mains have had breaks and/or leaks which indicate the potential for the system to fail. Adding additional flow to the existing force mains will consequently increase the velocity above an acceptable performance range. 6.3 - Conventional Sewers The City plans to continue with conventional sewer type construction because of its reliability. The proposed project is adding additional capacity to the existing collection system using conventional sewers. 6.4 - Alternative Conveyance Systems "Yhere are no current planned expansions to the City’s sewage collection systems such as vacuum assisted or grinder pumps. Again, the proposed project is to replace existing collection system force mains. 6.5 — Identification of Principal Alternatives Full evaluation of the existing infrastructure and the surrounding environmental conditions has led to the development of three potential alternatives: 1) Do Nothing 2) Add a 12-inch line parallel to the existing Towne Lake force main and 8-inch force main parallel to the existing Benton fore main, Environmental Review and Planning Document 3) Replace the existing force mains, 12-inch and 6-inch, with new 18-inch and 8-inch force mains, respectively. Section 7 — Evaluation of Principal Alternatives 7.1 — Monetary Evaluation a. Sunk Costs Sunk costs of the chosen alternative would include the existing lift station sites, wet wells, valve pits, electrical configurations, and pumps; along with the existing 12-inca and 8-inch force mains. b. Present Worth A present worth analysis was conducted for the selected project using construction costs and recurring costs in the form of utilities and operation and maintenance (Appendix B). A facility life of twenty years and interest rate of 2.25 percent were assumed to yield a present worth of 4.9 million dollars. Details of the performed present worth analysis can be found in Appendix C. ‘¢Useful Life ‘The useful life of the upgraded lift station equipment is typically limited to 20 years, provided good maintenance. di Escalation ‘Work is anticipated to take one year and project design is complete, therefore, escalation is not considered a factor in this project. Interest during Construction Work is anticipated to take one year; therefore interest during construction is not a considered factor in this project. £ Staging of Construction All construction work will be done on existing lift station sites and within the Right- of Way. The City does not anticipate a sewer rate increase to its customers for this project. Environmental Review and Planning Document 7.2. - Engineering Evaluation a. Reliability “The chosen alternative, as evaluated, will meet the HPA Reliability requirements for redundancy. However, a “No Action Alternative” would not meet the reliability requirements. b. Energy Use Upgrading the size of the force mains and pumps will result in additional energy use in return for the added hydraulic capacity. _ ince C ; Upgrading the existing lft station equipment and force mains will result in an adequate system for the expected buildout flows of the associated service area. Alternatively, repairing the existing force mains that are subject to potential failure due to age would increase the complexity of the project when considering leak analysis and repair procedures. Maintaining dual force mains for Towne Lake would result in additional maintenance and the likelihood of failure due to the age of the existing force main remaining in service. ‘The pump stations are existing duplex stations and will remain duplex stations operating with new pumps. 7.3 - Environmental Impacts ‘The selected plan is expected to enhance environmental conditions in the City of Pooler. ‘The proposed Benton and Towne Lake lift station(s) upgende and associated force main installations will minimize the potential for wastewater bypasses associated with domestic flow and I/I. The proposed plan will increase the capacity of the Towne Lake and Benton lift stations, which will decrease the potential for sewage backup. 1. Wetlands Protection ‘The proposed force main route will impact 0.049 acre of wetland. The force main will be installed using horizontal directional drilling to minimize the impact to surrounding, wetlands. u Pavirormental Review and Planiag Document. 2, Floodplain/River Corridor ‘The proposed pump station and force main installation is not within floodplain ot river corridors, 3. Water Supply and Quality The lift stations and new force mains will act as conveyance to the Pooler WWTP which will produce an alternative water supply for nonpotable uses. This will indirectly increase the amount of drinking water available for potable use. 4, Water Resources, Wild and Scenic Rivers ‘There are no wild and scenic rivers within the Towne Lake and Benton LS service areas. 5. Groundwater Recharge Area There are no groundwater recharge areas in the projected area. 6. Storm Water ‘The project will not increase the amount of storm water runoff for the downstream property owners. 7, Wastewater ‘The project will upgrade the hydraulic capacity of the sewer system. This will result in more flow being directed to the City’s wastewater treatment plant. 8. Air Quality ‘The proposed lift station and force main modifications will not significantly change existing emission rates. 9. Solid Waste Disposal ‘The lift stations and force mains are a means of conveyance, in which case no solid waste will be handled of disposed of until reaching the end destination, The City of Pooler WWIP. 12 Environmental Keview and Planning Document 10. Soil Stability /Exodibility Erosion and sedimentation laws will be followed. No increase in erosion and sedimentation will occur with this project. During construction the appropriate erosion and sedimentation measures will be taken concerning disturbed land, and stabilized with grassing following construction. 11, Protected Mountains ‘The project will not involve the alteration of land with high elevations or steep slopes. 12, Protected Species ‘The proposed area for the project is within land currently used by the City of Pooler and road rights of ways; consequently no impacts to endangered species are anticipated. 13. Critical Habitats ‘The proposed area for the lift station upgrades and force main installations will not impact USS Forest Lands, Wildlife Refugees, Wilderness Areas, or Wild or Scenic Rivers. 14, Historic Properties ‘The project will not impact any designated historic ateas or properties. 15, Archeological ‘The lift station and force main modifications are not disturbing any archeological properties. 16. Parks/Recreation ‘The proposed project will not have a significant impact on the State’s cultural resources. 17. Energy Supplies ‘The lift station upgrades will not have a significant reduction in the available energy supplies. 18. Site Safety ‘The project is isolated from residencies therefore will not negatively impact safety of the ‘workforce or surrounding residents. All activities associated with this project will be performed in compliance of al safety and environmental laws. 14 auiconmental Keview and Planning Docur-ent 28, Energy Use All the processing and mechanical equipment is designed to operate at efficient and optimum performance reducing energy consumption. The new lift station pumps will have a higher horsepower than the existing pumps and will use mote energy. This impact is, considered to be minor. 29. Water Conservation ‘This project will not adversely impact water conservation. 30. Coastal Areas No impact to the coastal areas will be experienced. 31. Water Withdraw ‘The proposed project will not increase water withdraw in the area. 32, System Operations The proposed project will utilize existing operation permits. The system will have an increase in hydraulic capacity and may require more operation and maintenance. This impact is considered a minor one. 33, Wastewater Load ‘The proposed LS upgrades and new force mains will be adequate to handle the additional ‘wastewater loading up to 261,000 GPD (Benton LS) and 1,613,880 GPD (Towne Lake LS), of which will contribute to the total service area buildout flow of 6.0 MGD of Average Daily Flow (ADP). 34, Cross Connection Control Program. ‘The project will be designed following the rules and regulations of the City’s and EPD’s cross connection control policies. 15 Favironmental Review and Planing Document 35. Environmental Justice ‘The project will not significantly impact minority and/or low-income populations, nevertheless a public meeting would be held to discuss the Environmental Review and Planning Document. Maps depicting the EPA’s “EJ Screen” index of minotities and low income populations in relation the proposed project vicinity can be found in Appendix D. 7.4 - Public Involvement A public meeting will be held to discuss this document. 7.5 —Implementability ‘The City already owns and operates the existing lift stations and force mains. The project can be readily installed and operated by City staff. 7.6 - Plan Selection Based on the potential envizonmental impact from the no action alternative ot paralleling the existing Towne Lake force main, it is recommended that a full replacement of the force mains be selected. Section 8 - Selected Plan Description 8.1- Relevant Design Parameters Design parameters of the choscn plan, which is to upgtade the Towne Lake and Benton lift stations and install two new force mains, include: Current ADFs, Buildout ADF, existing conditions of both lift stations, and environmental conditions of proposed force main sites 8.2 — Financial and Managerial Capability a. Cost Information A thorough evaluation of costs of the selected plan can be found in Appendix A, titled “Estimate of Probable Construction Cost ". The costs evaluated include materials, site conditioning, and construction. 16 ‘aviconmsntal Review and Planning Document ‘b. Financial Capability Demonstrations ‘The City of Pooler will fund this expansion with a combination of low interest loans and operating revenue from the sewer system. c. Capital Financing Plan ‘The estimated project cost in 2018 dollars is $5 million.
