CONSTITUTION AND BY-LAWS OF THE COMPUTER SOCIETY

PUP-STO.TOMAS CAMPUS

PREAMBLE
We, the Information Technology students of PUP Sto.Tomas Branch, desires to develop in
each of us the fundamental principles of nationalism, leadership, cooperation and honor to enable the
Polytechnic University of the Philippines and its Computer students to realize the common goal under
the blessings of our Almighty God, do ordain and promulgate this constitution.

ORGANIZATIONAL POLICIES

ARTICLE I
Name, Logo and Domicile

Section1: The organization shall be known as the Computer Society herein after referred to as the
COMSOC.

Section2: The laboratory of the COMSOC is located in the second floor, Main building PUP-
Sto.Tomas, Batangas Branch.

ARTICLE II
Objectives and Principles

Section1: To unite all Information Technology students of the Polytechnic University of the
Philippines Sto.Tomas Batangas Campus in a single body.

Section2: To develop in every individual the essence of brotherhood, social convenience, leadership,
cooperation, intellect, academic and spiritual faculties.

Section3: To render service to our Alma Mater, the Polytechnic University of the Philippines,
Sto.Tomas, Batangas Branch.

ARTICLE III
The Organization Set Up

Section1: The Organization Assembly or OA


a. The OA shall be composed of the Officers of the Computer Society.
b. The OA shall be the governing body of the COMSOC.
c. The OA decide on the programs and policies of the COMSOC.
d. The OA shall be presiding by the president.
e. Every member shall be informed by the OA of their future activities.
f. The OA shall meet thrice in a month.

Section2: The officers of the organizations and their functions.

a. President
1. The president shall preside the overall meetings of the organization and in
charge with preserving order.
2. The President shall coordinate and evaluate the organizational activities.
3. The president shall represent the organization in any campus or community
activity.
4. The President shall appoint committee chairman from the officers.
5. The President shall submit a general report regarding the status of the
organization at the end of each semester.
6. The President shall have the power to demote officers practicing truancy of
duties provided that it is duly approved by the adviser.

b. Vice-President Internal
1. The Vice-President Internal should be the chairman of all affairs inside the
school premises.
2. The Vice-President Internal will assume the duties and responsibilities of the
President in the President’s absence.
3. The Vice-president Internal should oversee the happenings inside the
organization as well as the events in the school like academic competitions etc.
4. The Vice-President Internal should be one of the chairman of the
organization’s activities.
c. Vice-President External
1. The Vice-President External should be the chairman of all affairs outside the
school premises.
2. The Vice-President External will be responsible for all transactions of the
society outside the school.
3. The Vice-President External should be one of the chairman of the
organization’s activities.

d. Secretary
1. The Secretary shall keep all the records of the organization and takes the
minutes of all the organizational meetings.
2. The Secretary shall head the membership of the committee.
3. The Secretary shall assist the Treasurer during enrollment at the first and
second semester.
4. The Secretary shall be responsible for memos, letters, announcements and the
like as mandated by the President.

e. Treasurer
1. The Treasurer is responsible for keeping account of receipts and expenditures
from which the financial condition of the society may be determined in any
time.
2. The Treasurer is in charge with the following specific responsibilities and
duties:
a. He /She shall exercise overall supervision on the budgeting and
comprehensive advanced planning.
b. He /She shall prepare financial statements every month.
c. He /She shall be responsible for book-keeping, safe-keeping receipts,
depositing disbursement, and accountability of the funds.

f. Auditor
1. The Auditor shall audit the treasure inventory of the cash in every semester.
2. The Auditor shall submit a financial report to the President every month.

3. The Auditor shall assist the Secretary and the Treasurer during the enrollment
and the collection activities including the budgeting of funds.

g. Public Relation Officers (PRO)


1. The PRO shall be responsible for the organizational publicity and serve as
facilitator in scheduling meetings and other activities.
2. The PRO shall be the head of the External Affair Committee.
3. The President of every year level will automatically be the PRO of the society.
4. The PROs shall be responsible for the updating of COMSOC’s bulletin board.

h. Business Managers
1. There should be two (2) Business Managers.
2. Take charge for the transactions to be done.
- outside duties
- disseminating information
- canvassing for the materials
3. Planning and organizing related activities.
4. Shall be a support for every member.
5. Should take charge to every transaction with regards to the organization.

i. Board of Director (BOD)


1. In special cases the number of elected/appointed BODs can exceed depending
upon the needs of society and with the approval of the Area Coordinator.
2. The BOD shall be coming from the mislaid candidate on the following
positions:
a. President
b. Vice-President (Internal)
c. Vice-President (External)
d. Secretary
3. The BOD shall take part in decision-making and policy-formulation of the
organization.
4. The BOD shall perform the functions of the officers in subordinate positions
in case of latter absence.
5. The BOD must also perform duties and responsibilities of a true officer

j. Adviser (Admin Consultant)


1. The Adviser shall guide the COMSOC in the formulation, promulgation of its
policies and program activities.
2. The Adviser must attend the meeting of the organization as requested by the
OA.
3. The outgoing President will automatically be one o the Advisers.

k. Committee
1. New set of committees has been added as of February 06, 2016 with the
approval of COMSOC Area Coordinator, this as follows:
1.1 Design and Documentation
1.1.1 The Design and Documentation committee will be
responsible for the Society’s needs such as planning of the event’s
stage, certificates, tarpaulin designs, bulletin board and photo
documentation of every event within the society.
1.1.2 The Design and Documentation committee will be given
members from the list of officers depending on the said event.

1.2 Technical

1.2.1 There will be a Head and an assistant for this committee.


1.2.2 The Technical committee will be responsible for the
Society’s needs in term of technicalities like sounds, projectors and
ppt’s.
1.2.3 The Technical will be given members from the list of
officers depending on the said event.

ARTICLE IV
Membership

Section1: He/she shall be enrolled in Bachelor of Science in Information Technology.

Section2: A member of the organization will be a member for that he is still a bona fide student of
PUP.

ARTICLE V
Election of Officers

Section1: All officers of the COMSOC shall be elected during the regular meeting of the entire
member each year.

Section2: The top four (4) positions (President, Vice-Presidents, Secretary, and Treasurer) shall have
no failing grades.

Section3: The term of all officers is within the span of one year unless re-elected.

Section4: Special Election shall be held in case of vacancies among elected position. The assembly
shall be composed of all the class officers and the OA

Section5: The electoral process shall be done formally through:


a. Filing of Certificate of Candidacy from the incumbent officers of the society
b. Those running for major positions shall have no failing grades.
c. There should be at least two parties running for the position.
d. The Society’s Commission on Election (COMELEC) shall be the incumbent officers of
the society.

ARTICLE VI
Membership Fees and Dues

Section1: There will be a membership fee of fifty pesos (Php50.00) for all the members of the
organization for every semester.

Section2: Special contribution may be collected from each member for special purpose provided that
it is duly approved by the OA.

Section3: None attendance of officers during the regular meeting will have a fine of thirty pesos
(Php30.00) the same applied to all absent class officers whenever they are requested to attend.

Section4: During the second semester, members who are in the fourth-year level are exempted in
paying the membership fee.

Section5: Any account that has not been settled during this semester should be settled upon
enrollment on the preceding year.

Section6: All officers active by attendance are excluded from the Membership fee and other fees of
the society.

Article VII
Deposits and Withdrawals

Section1: The money collected by the organization, either as membership fee, fines and other sources
shall be deposited in any bank near Sto.Tomas.

Section2: Signatures in the Deposits and Withdrawals shall be made by the organization’s President,
Treasurer and Adviser.

Section3: All the withdrawals must be made only by the Treasurer with the approval of the President
and the Adviser.

ARTICLE VIII
Procedures

Section1: The rule of the majority shall govern all meetings.

Section2: All the meetings shall pronounce officially with 50% attendance of the OA.

ARTICLE IX
Amendments

Section1: Any amendments of the constitution and by-laws may be initiated by at least two members
of the OA.

Section2: Amendments of the constitution and by-laws shall be approved by two-third (2/3) votes
of the officers and the members of the organization.

This Constitution and By-Laws shall take effect immediately as soon as it is ratified by
the two-thirds (2/3) vote of the officers and the organization.

Done in the Municipality of Sto.Tomas, Batangas this 18th day of June in the year of
Lord, two thousand and nineteen.

Rules and Regulation


(Laboratory usage)

1. Flash drives are not allowed to be inserted in any computer, provide that it is scanned by
officer-in-charged.
2. Pornographic and social networking sites are prohibited.
3. Installers, books, and peripherals are not allowed to take outside the laboratory not unless it
is permitted by the higher management.
4. Bystanders are not allowed.
5. No littering.
6. Food and beverages are not allowed inside the computer laboratory.
7. Students should arrange the chairs before leaving the computer lab.
8. Disobeying the rules and regulations shall be punished.
