I. RATIONALE
Achieving progress accompanies the need to maintain peace and order in communities
in which socio-cultural and economic activities thrive. This is further emphasized in the
principle that good governance engenders safety. The Local Government Code provisions also
point out the functions and responsibilities in which local government officials and
functionaries are called to carry out for the welfare of the communities they serve. Getting into
the grassroots and forefront of crime prevention, disaster response and maintenance of peace
and order is the Barangay Tanod force, a significant pillar towards the advancement of a Strong
Republic. With the multiplying force of the Barangay Tanod, it is imperative that their requisite
skills be honed more cogently so that they could perform their roles and responsibilities as
empowered citizens and partners of law enforcers in the maintenance of peace and order in the
communities.
II. OBJECTIVES
Generally, this training is aimed at providing the Barangay Tanod with the necessary
knowledge and skills in performing their roles and responsibilities as partners of law enforcers
in the maintenance of peace and order in their communities.
Specifically, at the end of the training, the participants should be able to:
Discuss and internalize the roles of barangay tanods and barangay officials in the
maintenance of peace and order, public safety and disaster preparedness and response;
and,
Know their duties and responsibilities as well limitations in performing their functions
IV. METHODOLOGY
For optimum learning, appropriate methods and techniques shall be utilized in this activity
such as lecture-discussion, simulation exercises, coaching, drill, structured learning exercises
and others.
V. PARTICIPANTS
A total of thirty six (36) Barangay Kagawad, Chairman on Peace and Order Committee
and three hundred sixty (360) members of barangay tanod from thirty six (36) barangays are
expected to attend the activity.
The activity shall be conducted on May 26-27 (1st Cluster), 28-29 (2nd Cluster), 2015
at Unisan Central Elementary School (Gabaldon) , Unisan, Quezon .
VIII. RESPONSIBILITY
The conduct of this activity is the prime responsibility of the Liga ng mga Barangay and
DILG in collaboration with the Local PNP Station, Local Bureau of Fire and Protection, and
MDRRMC.
