1 GENERAL

The present specification defines the Interface signals and the Equipment controlled by the Plant Distributed
Control System (DCS) supplied by others for the Puente Nuevo 312.8 MW coal-fired power plant, FGD Plant,
based in Spain, property of VIESGO GENERACION S.L.

2 DCS INTERFACE

The Power Plant DCS will be interfaced with the FGDCS via redundant Ethernet line. From where it will be
possible to control, monitor and supervise the entire FGD Plant.

3 ABBREVIATIONS & ACRONISM

4 EQUIPMENT CONTROLLED BY DCS

The following equipments are controlled directly by the Power Plant DCS even if are part of the FGD plant that
is controlled by the FGDCS.

General Note: All equipments and Instruments shall have the prefix 3-CAG
All pneumatic valves shall be intended “fail to close” (solenoid valve energized – valve open)
With the exception of the by-pass dampers that are “fail to open” (solenoid valve energized –
valve close)

5 CONTROL FUNCTIONAL DESCRIPTION

5.2 General Description

At the boiler unit the flue gas to be treated is available directly downstream of the boiler ID fans. The flue gas is
led to the FGD unit via two separate ducts, each of them equipped with an inlet damper.

FGD system is then connected to the stack via a clean gas duct and outlet damper.
Each inlet duct before the inlet damper, is also connected to a separate by-pass duct with by-pass damper and
then connected to the clean gas duct after the clean gas outlet damper, this enables uninterrupted boiler
operation in case of FGD system out of operation.

During normal operation, the by-pass damper is closed and the inlet and outlet dampers are open. During any
emergency, requiring the shut-down of the FGD system, the by-pass damper will be automatically opened and
the inlet and outlet dampers automatically closed (after having checked that the by-pass damper is in open
position).

A seal air system, comprising seal air fans and automatic valves, admit seal air to the dampers (when closed),
preventing the leakage of flue gas in an unwanted direction.

Inlet, outlet, and by-pass dampers are interlocked with their respective seal air automatic valve, this means
that in case of damper closed the related seal air valve will be automatically opened and vice versa.

5.3 Controls

On the DCS video page relevant to the flue gas system active software buttons should be foreseen to start/stop
the automatic sequence that will control the raw flue gas to the Absorber and the clean gas from the Absorber
to the stack.

5.3.1 Automatic ON Line sequence

After having checked that the following conditions are satisfied:

-Booster fan is “Available”, means ready to start.


-Raw flue gas temperature is normal.
-Boiler load is > than 30% of the full capacity.
The Operator will issue (from DCS) the “Request of starting of “FGD ON LINE Sequence”” to the FGDCS;
FGDCS will activate its own internal sequence and upon reaching the condition of “FGD Plant ready for
operation and gas feeding” will send back to DCS the relevant information. With all the above conditions
satisfied the DCS will start its own ON Line sequence, as follow :

A) The step 1 will be set: it opens the raw gas inlet dampers VM_6501 and VM_6502 to the absorber.

B) With the feedback of the raw gas damper opened the step 2 will be set and the clean gas damper from the
absorber to the stack (VM_6514) will be opened.

C) With the feedback of the clean gas damper open the step 3 will be set,
Lube Oil system on booster fan will be started, see dedicated paragraph below.

D) With the feedback of the above step 3 the step 4 will be set, the “START” command to the booster fan will
be given for detail refer to the relevant paragraph below. Output of PID controller acting on VFD will be varied
from 0 to the minimum operating speed of the booster fan as soon the switchboard is closed.

E) With the feedback of the booster fan running the step 5 will be set and after a time of stabilization the output
of the PID controller acting on VFD will be varied with a ramp from the previous minimum value (point D) to a
convenient value (e.g. 50%) corresponding to the medium value of the plant load (% of MW) at FGD insertion.
When the input error of PID controller acting on VFD will be approx. 0 (< 2%) PID controller will be transferred
to AUTO mode.
In this configuration the booster fan is in automatic control of pressure TP-6573, TP-6574.

F) With the booster fan control loop in “AUTO” a timer will be set to count and after 60 seconds the step 6 of the
sequence will be set, at the elapsed time the step 6 will be re-set and the command to close the by-pass
damper will be given VC_6524 and VC_6525
Note: The delay time of 60 seconds is necessary to assure that the booster fan will be at regime when the flue
gas start to flow through closing the by-pass damper.

G) With the closed feedback of the by-pass dampers VC_6524 and VC_6525 closed the step 7 will be re-set
and on the DCS video page the message of “FGD insertion sequence complete” will be displayed.

5.3.2 Automatic OFF Line sequence

At any time the FGD could be placed in stand by, and the flue gas by-pass opened, pressing the relevant
software push button on DCS video page or as a request from the FGDCS.

AA) At the OFF Line request the sequence will set the step 1 that will open the by-pass dampers (VC_6524
and VC_6525).

BB) With the feedback of by-pass dampers opened the step 2 will be set, the booster fan damper will close and
control placed in MANUAL VC_6510.

CC) With the booster fan suction closed the sequence will set the step 3 that will stop the booster fan motor,
and the step 2 of the sequence will be re-set, refer to the Supplier Stop Sequence.

DD) With the booster fan motor stopped feedback the sequence will set the step 4 that will close the inlet and
outlet FGD dampers to the absorber, VM_6501, VM_6502, VM_6514.

EE) With the feedback of the inlet and outlet dampers fully closed the sequence will reset the step 5 and the
message on DCS system of “FGD Exclusion sequence complete” will be displayed.

If exclusion of FGD is not an emergency exclusion but is a manual request by operator, plant load should be
conveniently reduced (e.g. to 50%) before issuing the relevant request.

5.4 By-pass damper emergency open control

By-pass damper is always equipped with an “emergency open device” that enable the fast opening in case of
needs.
Emergency by-pass damper open will take place in case of one of the following reasons:

1) Request of emergency open from the FGDCS (for detailed causes see relevant Functional description of the
FGD Absorber System doc.No. PBPNU55863 Idreco Doc. No. 1842.PE.006).
By-pass emergency opening time will not be anyhow different from the normal opening time, (About 15s).
By-pass closing time will be <= 15 sec.

2) Electrostatic precipitator out of service.

3) Booster fan fault.

4) Induced fan fault (to be confirmed by boiler supplier)

In event of high gas temperature at secondary air heater A outlet (detected by the two transmitters TP-7849A1 -
TP-7849A2) by-pass operation shall be necessary: damper VC-6524 shall be opened and damper VC-6501
shall be closed.

In event of high gas temperature at secondary air heater B outlet (detected by the two transmitters TP-7849B1 -
TP-7849B2) by-pass operation shall be necessary: damper VC-6525 shall be opened and damper VC-6502
shall be closed.
If such event happen the control of the booster fan shall reduce the fan flow accordingly.

5.5 Booster fan system

The FGD unit is provided with a booster fan that has to compensate a major part of the flue gas pressure drop
occurring in the FGD units.

The booster fan is of the horizontal type and the motor equipped with a variable frequency converter to maintain
a constant feed pressure of the flue gas to the absorber (FGD inlet pressure, TP 6573 / TP 6574).

The booster fan is equipped with a lube oil circuit aimed to assure the proper lubrication of the fan bearings.

Booster fan and relevant motor are equipped with vibration transducers in order to control the vibration level of
the equipments. Each vibration signals shall be connected to the SMAV for its elaboration and analysis.
From SMAV to DCS the interface signals shall be according to the table shown above by page 8 with the
following architecture

5.7 Booster fan start-up

The presence of the above signals should be considered as a permissive signal to start-up the booster fan.
The booster fan is starting-up increasing the speed by the variable speed device which feed the fan electric
motor.
Even if the starting-up could be done with the inlet damper blades in every position, it is recommended to
perform the start-up with the inlet damper in close position.

Start-up in cold condition


If the lube oil into the tank has a low temperature (measured by the temperature transmitter TT-6646) lower
than 20°C the oil heater shall switch-on. To heat the oil into the tank, the main pump shall be in operation in
order to circulate the oil into the circuit and into the tank. The heater is equipped by temperature switch KT-
6615 to protect the heater from overheating.
As soon the temperature detected by TT-6646 reach 20°C the booster fan can be started.

The selection of the oil cooler will be done via the automatic 3 way valve VC_6726 that will divert the oil flow
through the Cooler CAL_5563 or 5564. The selection will be done by the plant operator prior to give the start
request to the booster fan.

The oil coolers CAL_5563 or 5564 are normally by-passed through the self actuated 3 way valve VC_6650 that
will be open till the temperature of 46 °C. increasing the oil temperature over that value will cause the VC_6650
to start closing diverting the oil flow through the cooler till the temperature of 52 °C where the VC_6650 will be
fully close and all the oil will flow through the cooler.

The increasing of the oil temperature over the 52 °C, detected by the TT-6651A/B, will cause the start of
relevant cooler fan e.g. Cooler CAL_5563 is equipped with cooler fan VE_6704. Cooler CAL_5564 is equipped
with cooler VE_6705.

The minimum running speed of the booster fan is 180 rpm


The rated fan speed is 745 rpm

Limitation
At the rated speed the inlet damper can be closed over the 90% for a limited period of time of 15 minutes, this
limitation is to be applied also for the operating points independently by the speed rotation.

5.8 Booster fan stop

Booster fan can be stopped reducing the speed till the lower limit by the VFD and than closing the suction
damper.
Upon stopping the booster fan the oil pump B_6644A or B shall be kept running for At least 30 minutes after
the stopping.

Also in case of booster fan shut-down the oil pump B_6644A or B shall be kept running for At least 30 minutes
after the shut-down.

The Stand-by pump will be automatically started

In case of low oil pressure detected by TP-6630 or TP-6631 < 1,1 barg the second oil pump shall be started
automatically while the previous one remain running

Upon request from the DCS the VFD will initiate the starting sequence and give the feedback of “VFD ready to
start” means that the VFD starting sequence (performed by the local PLC) is complete and therefore ready to
start. Upon receiving the mentioned signal the “VFD start command” can be issue.

5.15 Sealing Air system

Each Raw gas, Clean gas and By-pass Dampers are equipped with the sealing air connection. The sealing air
will avoid leakage of flue gas when the related damper is closed by means of the injection of hot air called
sealing air.

The sealing air is produced by means of the sealing air fans and each dampers is equipped with an automatic
sealing air valve that will open in case of damper closed.

Eg. Raw Gas Damper VM_6501 is equipped with automatic sealing air valve VM_6530 that will automatically
open in case of damper VM_6501 closed.

At the start of the sealing air fan the related sealing air heater will also be started and in particular;
