1) INTRODUCTION
Purpose of this method statement is to provide safe working practices at work
place in line with the approved Health safety and Environment Plan of Contractor
and Client.

2) ACTIVITY
The following activities are planned
 Demarcation of work area and placement of Signage for the movement of men,
material and Mobile Machineries
 Excavation of approximately 50 x 60 M area using Mechanical Excavator up to the
Raft formation level as per the approved drawing
 Loading and Transportation of Excavated earth to Municipality Designated Dumping
area
 Road base layers shall be filled with approved road base fill materials up to bottom of
the blinding as per the specified thickness in approved drawings compaction will be
done using Vibrated Road roller as per the specification
 Filled density compaction tests and Plate load tests shall be carrying out as per the
specification
 Buried Earth grid trench as per the Earth grid Installation layout drawing
 Excavation formation levels for main building and OWT shall be followed in line with
approved structural foundation drawing
 This method statement is only for the main building area below raft building and only
approved structural road base materials shall be used by following approved
structural drawing and DEWA Specification.

 HIERARCHY OF CONTROL MEASURES FOLLOWED

Level 1: Eliminate the hazard


Level 2: Minimize the risk by alternate Engineered Safe method or Isolating the Hazard
Level 3: Adopting administrative controls such as hazard warning signs and
specific
Training and work instructions

 Toolbox talks to be given to the workmen by concerned supervisor about the hazards
and the precautions to be taken.
 Plant equipment’s and its operators are should be competent and required valid third
party competency and fitness certificates to perform any activity at site
 Work shall be carried out only in full time presentence of main contractor and IAS
lootah’s DEWA / EPA approved Civil engineers and safety officers
 Hard Barricading and Signage’s shall be provided wherever required
 Worker Area to be cordoned off and activity based warning signs to be displayed.
 All Mobile Equipment must have valid test certificate.
 Walk ways / Gangways to be kept free.
 Use of PPEs like heavy duty hand gloves, safety shoes, and hard hat...
 Gate level established at site shall be inspected and verified by independent third
party surveyor agency and certificate shall be submitted.
 DEWA ITP Procedures must be followed at site during execution of works
 Shoring and dewatering system shall be installed for OWT area and separate Method
Statement shall be prepared and submitted for EPA Approval

5) ROLES AND RESPONSIBILITIES


 SITE IN-CHARGE / SITE MANAGER

 Ensuring the safe work environment to employees.


 Planning the required resources such as Manpower, power tools, Material, and
Machineries well in advance and ensure the same prior to the commencement.
 Ensuring necessary approved documents at site.

 SAFETY OFFICER

 Assisting the line staffs for managing HSE efficiently.


 DEWA / EPA approved Main Contractor Safety officer and IAS Lootah Safety officer
will ensure the safe execution of work.
 Ensuring the compliance of Legal / Owner / Engineer requirements

 Ensuring the controls at work spots in person.


 IAS Lootah will deputed DEWA / EPA approved civil engineer at site
 Verifying the compliance of control measures as per risk assessment.
 Ensuring the emergency preparedness.
 Ensuring the availability of the necessary resources.
 Verifying and confirming erection check list.
 Reviewing of TBT contents / risk assessments for handling of heavy equipment’s.
 Ensuring clearance from respective in charges (civil / electromechanical).
 Ensuring the availability of permit if required from client through competent person.
 Ensuring the availability of calibration certificates for all tools and lifting equipment’s.
 Reviewing of erection completion and issuance of clearance for testing.

 SUPERVISOR / FOREMAN

 Conducting TBT based on risk assessment / live electrical equipment.


 Allocating the right resources as per the skill set.
 Communicating safe and correct method of erection.
 Implementing the control measures as per risk assessment & permit.
 Controlling the complete installation and erection process.
 Controlling the heavy equipment operations like crane.
 Ensuring proper functioning of all power tools and equipment’s required for erection.

 WORKMEN

 Wearing appropriate PPEs.


 Understanding and following the instructions given by line staff.
 Safe method of working.
 Aware of all risks and their control measures.

7.6 ADDITIONAL REQUIREMENTS
 First aid facilities with trained first aider and fire fighter shall be made available.
8) EMERGENCY AND RESCUE PROCEDURES
 IN CASE OF MAJOR INJURIES

 Do not panic. Call ambulance and notify emergency team at site.


 Do not move the injured unless he is in danger.
 If danger exists, he shall be assessed by a trained and qualified first aider before
moving. Use a stretcher
 Do not crowd around the victim. Do not give anything to eat or drink. Ensure adequate
air and lighting.
 Only trained and qualified first aider shall treat the victim and ensure that his airway is
kept clear.
 Victim shall be transported to hospital in an ambulance.
 Preserve the accident scene for further investigation

 IN CASE OF FIRE

 Never try to extinguish a fire if you are not a train fire fighter.
 Sound the alarm and notify the emergency controller at site.
 Report to the designated Assembly point and follow the evacuation procedures

 Clean & Clear the area before starting the job.

 Mark the area to be excavated with the presence of Client, Consultant & Main contractor.

 The excavation of cutting shall be carried out in accordance with the relevant approved
drawings and to the levels, widths, heights show thereon in respect to approved gate level

 The side slopes of cutting & Embankments shall be as per the approved drawing.

 While carrying out Deep Excavation at Oil/Water tank area, necessary slopes will be laid.
Also during excavation if we reach water table level, water will be removed locally by approved
dewatering system and shoring will be done if required.

 After Completion of the excavation, level it properly & compact the natural soil minimum of
95% MDD compaction requires.

 Finish level shall be recorded in accordance to survey practice and jointly check in the
presence of Engineer.

 Fill approved Road base materials of 250 cm thickness with required layer of filling as per
the approved drawing. Also, compact the soil surface to obtain minimum of 98% MDD
compaction requires.

 After the completion of the Compaction same will be offered for inspection for the consultant
representative.

 Excavation side slopes shall be protected from collapse, hard barrication shall be provided
