I. PROJECT DESCRIPTION:

A. Brief Summary of the Project

Use and abuse of illegal drugs has caused moral degradation, disease,
crimes and deaths to numerous Filipinos and now it is the high valued
threat in the country;

Due to the advocacy and strong pronouncement of President Rodrigo Roa


Duterte to immediately address the country’s drug problem, there is an
unprecedented mass voluntary surrender of self-confessed drug
personalities nationwide;

Also, the President declared that the campaign against drugs should be
started in the barangays to accelerate the drive against illegal drugs and
promote the participation of the community in the suppression of drug
abuse and trafficking;

The local government of Angeles City with its multi-agency City Peace and
Order Council (CPOC) and Barangay Anti – drug Abuse Council (BADAC)
has been committed in its main role under Sec 2 of RA 9165 the Act to
provide effective mechanisms or measures to re-integrate into society
individuals who have fallen victim to drug abuse or drug dependence
through sustainable programs of treatment and rehabilitation;
The Angeles City Bahay Pagbabago will guaranteed a comprehensive
rehabilitation program not only for the recipients (Drug Surrenderees /
Reformist) but also to the whole community at large.
II. RATIONALE:

Under Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of
2002, Section 51 the Acts provides that the local government units shall
appropriate a substantial portion of their respective budgets to assist in or
enhance the enforcement of the law, giving priority to preventive or education
programs and rehabilitation of treatment of drug dependents;

III. PROJECT OBJECTIVES:

A. Institutionalized comprehensive Community Based Rehabilitation and


Reformation program for drug surrenderees / reformist and dependents;

B. Accommodation and monitoring of voluntarily surrendered dependents to


ensure their continuous recovery;

C. To safeguard the integrity and the well-being of Angeleños particularly the


youth, from the harmful effects of dangerous drugs on their physical and
mental well-being and to defend the same against acts or omissions
detrimental to their development and preservation;

D. To pursue an intensive and unrelenting campaign against trafficking and use


of Dangerous drugs and other similar substances through an integrated
system of planning, implementation and enforcement of anti-drug abuse
policies, programs and projects; and

E. To provide effective mechanism to reintegrate into society, individuals who


have fallen victims of drug abuse or dangerous drug dependence through
sustainable programs.

F. To reduce to zero or at least minimize the Profits derived from illicit drug
activities thru Supply Reduction and Demand Reduction, or order to fulfill the
Freedom from Fear for our people.

IV. IMPLEMENTATION

The Treatment and Rehabilitation Program will be facilitated by ACADAC, NGO’s


(Narcotics Anonymous, Alcoholic Anonymous etc.), and Faith-based
Organizations.
