II. BACKGROUND/ RATIONALE

Teachers are key resource in making education work. As was stated in the Results
Based Performance Management System (RPMS), “good teachers are vital to raising student
achievement.” To achieve this, the Philippine Professional Standards for Teachers (PPST) was
developed, validated and implemented as Department of Education (DepEd) policy after having
duly signed by Secretary Leonor Magtolis Briones as DepEd Order No. 42, s. 2017.

This policy is in line with the DepEd Order No. 2, s. 2015 which is the “Guidelines on the
Establishment and Implementation of the Results Based Performance Management System
(RPMS) in the Department of Education” in consonance with Civil Service Commission
Memorandum Circular No. 06, s. 2012 or the Strategic Performance Management System
(SPMS) to ensure efficient, timely and quality performance among personnel.

Part of the implementation is the re-orientation of the RPMS-PPST for school year 2019-
2010 in the school/cluster level.

III. OBJECTIVES

A. To explain mechanisms, criteria and processes for performance target setting, monitoring,
evaluation and development planning.
B. To help teachers and school heads understand the importance of work efforts focus towards
achieving the vision, mission, values and strategic priorities in the delivery of quality
education.
C. To provide information and guidance to teachers and school heads in the performance
assessment process.
D. To provide guidance in the preparation and completion of RPMS documents.
