1.0 Introduction

This Standard defines the formal system for unique tag numbering and identification of QP assets in Ras
Laffan and Mesaieed Industrial Cities including, instrumentation ancillary items, structures, cabling,
piping and valves.

2.0 Custodian

The Custodian of this Standard is Head of Data Center (EED) Technical Services Department, who is
responsible for the accuracy and quality of its contents and for its future revisions, where these are
required to reflect industry trends or changes to QP business practices.

3.0 Purpose

The purpose of this Standard is to define a formal system for tag numbering and identification for all
equipment (assets) located in Ras Laffan Industrial City and Mesaieed Industrial City. This includes tag
numbers to be shown in Documents & Drawings, on the physical Tag nameplates, and to be included in
databases and all document/enterprise asset management systems.

4.0 Application

QP and any consultant or contractor responsible for providing design and engineering services shall
apply this Standard. Contractor’s own ‘in-house’ tagging systems shall not be used.

End User's or Contractor's (on-plot, off-plot or common) Equipment/Facilities likely to be transferred to


QP Industrial Cities upon their project completion, shall apply this tag numbering Standard.

It is mandatory for end user industries to apply this Standard outside their respective battery limits utilizing
the area codes as defined on drawing RLGE.0.07.0002 for Ras Laffan Industrial City (See App D) and
drawing MICGE.0.07.0001 for Mesaieed Industrial City (See App E) and the two digit system codes if
applied (See 6.0 d), as defined in Appendix A.

Vendor package shall, where possible, follow the requirements of this Standard. The QP Project Engineer
and/or Consultant shall be responsible for implementing tag numbers to the Vendor P&ID’s in accordance
with this Standard. (See 7.2)

The requirements of this Standard may not include all eventualities specific to a project. In such instances
the QP Project Engineer shall make the preferred proposal(s) in writing to Head of Data Center (EED)
Technical Services Department for review, consideration and amendment as required by completing part
1 of form ES.0.08.0014. Sample of this form is shown in Appendix C. The form is available on Technical
Services Department Website.

5.0 Requests for Tag Numbers

Tag numbers shall be requested using the applicable tag request form (See Section 5.1) The Tag request
forms are available on QP Technical Services website.

5.1 Tag Request / Advice Forms

Examples of the Tag Request/Advice forms (Four types) are shown in Appendix B sheets 1 to 4. The
form to be used is dependent on the tag string structure. Guidance to the correct form is shown in Table
1 below and further defined throughout this Standard.

Any Consultant/Contractor or QP employee may initiate the tag request. All information shall be inputted
into the relevant boxes and only codes in accordance with this Standard shall be used. Each
component/item description (See appropriate Tables in this Standard) shall be quoted as well as the
service it provides.

Instrument items within the same loop shall be indicated as such.

Requests for large block of numbers shall be justified by attaching the relevant data to Tag Request
Advice Form i.e., P&ID’s, Cable Block Diagrams etc.

The QP Project Manager/Engineer must then approve the form by completing the ‘Approval Section’
before submitting to CEL (for Ras Laffan Industrial City Projects) or CEI (for Mesaieed Industrial City
Projects). This is to ensure that the codes are in accordance with this Standard and to eliminate the
possibility of repeat requests for the same items.

Forms completed in accordance with the above will be authorized by CEL or CEI as appropraite and tags
will be allocated. The form will be returned to the QP Project Manager/Engineer who will record that the
requested tags have been issued. The QP Project Manager/Engineer shall acknowledge receipt by
signing at the bottom of the form and sending one copy back to CEL or CEI as appropraite and one copy
to the original requester.

Tag number block requests shall be made using Standard forms as detailed below. The forms are shown
in Appendix B and an electronic version is available from Technical Services Department website under
“Forms”.

6.0 Tag Number Rules

(a) Tag numbers shall not be duplicated on any single site. Each item of the same equipment type
(same alpha code) within the same system (see Appendix A) and having the same area code
shall have unique set of sequential numbers.

(b) Only equipment letter codes shown in this Standard shall be used.

(c) Where two or more items of equipment are performing the same duty, whether on standby or
online, they shall be tagged with same tag number but be uniquely identified by the addition of
a suffix commencing A, B, C, etc. In the case of some electrical equipment an alphanumeric
suffix may be used e.g. to identify the cubicle and panel numbers within a motor control center.

(d) The following equipment items do not incorporate a system code as part of their tag number
identification

(e) All system codes shall be shown on P&ID’s. It is not necessary to show the Area code prefix
at each equipment item on P&ID’s. However, a note shall be added to the drawing stating:
All equipment shall be prefixed with XXX (Area Code) unless otherwise indicated.

(f) All system codes (if used, see 6.0 d) shall be shown on all data. The area code shall also
be shown except as described in section 6 (e) above.

(g) Sequence numbers shown in this Standard are example only. They may from time to time
move beyond two-digits/three digits etc. depending on the quantities of equipment of the
same type in the same area using the same system code.

(h) All Instrument device’s within the same loop shall have the same sequence number.

(i) CONTRACTORS shall use tag numbers issued by QP only.

All major plant equipment and structures shall be identified by a tag number composed of an Area Code,
a System Code, and letter code followed by a unique sequential number as illustrated in the following
example:

7.1 Major Equipment Drivers and Major Components

A single alpha character as given in Table 2, is combined with a second alpha character (see Table 3) to
describe a major mechanical equipment driver / transmission item or major components requiring to be
uniquely identified for maintenance or inspection purposes.

The sequential number for codes shown in Table 3 should be the same as the number used for the
item it is driving as explained in the following example:

The diesel engine of pump 110-33-P-0001-A shall be tagged 110-33-PD-0001-A.

Plant equipment having multiple drivers or associated components shall have the same tag number
and be suffixed with a letter as shown in the following example:

Fans of heat exchanger 110-26-E-0002 shall be tagged 110-26-EF-0002-A, 110-26-EF-0002-B, 110-


26-EF-0002-C.

7.2 Skid Mounted Equipment and Vendor Supplied Packages

Vendors supplying skids and packages shall tag the package internal equipment components in
accordance with this Standard. Each skid or vendor supplied package shall be given a tag identifier as
shown in the following format:

Where Skid or Vendor Package equipment internal tag system is supplier standard then it shall be
prefixed with the actual package tag. The drawing shall not show this prefix but shall refer to a note on
the drawing stating ‘All package tag numbers will be prefixed with 110-12A-0001 (appropriate tag
number) unless otherwise stated’. Examples of these tags are as follows:

Example of package tag for Vessel: 110-12 A-0001-V-01, V-02, V-03, etc.

Example of package tag for Pressure Transmitter: 110-12A-0001 PT-001, PT-002, PT-003 etc.

The physical tag plates are not required to show the package tag. All internal package tag alpha codes
shall be in accordance with this Standard.

7.3 Roads and Signs

Roads ‘RD’ will be numerically tagged. Sub or Primary roads branched from a main road are identified
by giving the same tag as that of the main road but adding a further alpha suffix, ‘A’, ‘B’, ‘C’ etc.

Example: Sub or Primary roads for main road 190-RD-0001 will be tagged:
190-RD-0001-A, 190-RD-0001-B, 190-RD-0001-C, etc.

Note: Tag numbers for roads do not incorporate a system number. All roads in off plots will
accommodate area code 190 for Ras Laffan Industrial City and 231 for Mesaieed Industrial City
regardless of geographical location. End user industries shall use their applicable assigned plant
code. Request for Tag numbers shall be for main roads only.

7.3.1 Road Signs

Road Signs shall be identified with the letter code RS as shown in the following example:

7.3.2 General Signs

General Signs include signs including public information, directional etc and shall be identified with
letter code GS as shown in the following example:

7.4 Pipe and Anchor Supports

Pipe and Anchor Supports shall be coded PS for Pipe Supports and AS for Anchor Support and shall
be number uniquely as shown in the following example:

The sequence number shall start at the first available number (0001) and rise in increments of one along
the Pipeline or group of Pipelines.

7.5 Buildings in Ras Laffan Industrial City

The letter code “B” shall be prefixed with either RP for Ras Laffan Port Building or RL for Ras Laffan
Buildings outside the Port. The allocation of Buildings numbers in Ras Laffan Industrial City are applied
as location codes and defined under Engineering Standard ES.0.07.0014 Master Records and Project
Engineering Data Coding System. Examples of such Building Tags are as follows

8.1 Line Numbering

Line numbers shall be numbered as shown in the following example:

Note that GRP piping sizes uses inside diameter (ID), this shall be reflected in the line number by adding
the abbreviation ID after the pipe size, and replace Piping Class with material see sample below:

The process lines shall be numbered from apparatus to apparatus. When the pressure, volume or
temperature changes considerably, the numbering shall also be changed.

Outgoing pipelines from one plant / area / to another, either directly or indirectly via bridge, pipe rack or

All Motor-operated valves, actuated valves, pressure safety valves, relief valves and emergency
shutdown valves are coded under the instrument discipline. The designation PSV applies to all valves

11.1 Identification of Instrument Functions (Cont.)

The instrument function letters shall be in accordance with Table 14. Users of this Standard shall refer to
ANSI/ISA-5.1-2009 Symbols and Identification for loop numbering and specific explanatory guidance.
The method used to indicate shutdown loop tags will be by using the double letter for high, low etc i.e.
PSHH and PSLL.

Tag Numbers of instrument loops dispersed between Areas, shall be prefixed with the Area number in
which the instrument is located.

Function letter codes for hand controllers shall be prefixed with the first letter of the controlling function,
e.g. PHC for pressure hand control, FHC for flow hand control etc.

Function blocks (Safeguarding, SCADA, DCS, PLC etc) shall be tagged with function alpha code ‘UZ’.
The associated solenoid valves shall be tagged ‘UV’ and continue with the next sequence number from
the function block. The associated shutdown/on-off valve shall be tagged ‘UZV’ and use the same
sequence number as the initiating solenoid valve.

It is not necessary to show the Area number prefix at each instrument tag bubble on P&ID’S, however a
note shall be added to the drawing stating: - All instruments shall be prefixed with 110 (appropriate
Area number) unless otherwise indicated. (Refer Section 6.0).

System codes shall appear outside the Instrument tag bubble on P&ID’s as shown in the following

11.2.1 Identification of Individual Signal Instrument Cables

Field cables from instruments to Junction Boxes are identified by the same number as that of the
instrument to which they are connected.

11.2.2 Identification of Cables for Fieldbus Items

Where it is decided to implement a “Fieldbus” technology (eg Profibus, Fieldbus Foundation, etc.) then
all field-mounted items shall be treated in exactly the same way as any other field-mounted (non-fieldbus)
item. This includes such items as Transmitters, Switches, Converters, Junction Boxes, Cables, Valves
and the like (note that Junction Boxes shall be prefixed D to indicate their discrete/digital signal carrying
nature). An example of Fieldbus tagging conventions is shown in fig. 4 below :

16.1 Identification of Fire and Gas Devices Installed in Circuit Chains

Identification of Fire and Gas Devices installed in circuit chains shall be as follows:

The fire zone identification shall be a two-digit identifier starting at 01 and rising in increments of 1 for
each fire zone.

The circuit identification shall be a two-digit identifier starting at 01 and rising in increments of 1 for each
separate circuit chain. The first device in the circuit will be suffixed 01, the second 02 etc. The last device
in a line monitoring circuit shall be suffixed with the letters EOL to identify the fitted end-of-line resistor.

Example: 110 - 55 – SDO- 03 – 01- 12- EOL


NOTE: Users of this Standard are not required to request tag numbers for fire and gas devices. Designers
shall identify the location code and fire zone numbers, the tags are then generated by the designer in line
with the above example.

16.2 Identification of Fire and Gas Devices Installed as Individual Circuits

Identification of Fire and Gas Devices installed as individual circuits shall be as follows:

The fire zone identification shall be a two-digit identifier starting at 01 and rising in increments of 1 for
each fire zone.

The sequential serial number shall consist of 4 digits, e.g. (0001 - 9999) Serial numbers shall be unique
in each group of devices having the same area code, the same device code, and the same fire zone
number.

If line monitoring is required on a single device, the tag number shall be suffixed with the letters EOL to
identify the fitted end of line resistor. See example in section 16.1
