IV. Rationale
The Campus Journalism Act of 1991 seeks to “uphold and protect the
freedom of the press even at the campus level,” as stated in the law’s Section 2
(Declaration of Policy). The law also aims to “promote the development and growth
of campus journalism as a means of strengthening ethical values, encouraging
critical and creative thinking, and developing moral character and personal
discipline of the Filipino youth (Sec. 2).”

Dr Quintin Balcita Sr. National High School is one of the performing public high
schools in the City Schools Division in San Fernando. Since it shines in the Division and
the Regional Level press conferences and competitions, the proponent wants to
boost up more the competency of the students in Campus Journalism. Cognizant of
its importance, there is a need to equip the teachers and students with the different
theories and concepts, knowledge and skills and develop among themselves the
ethical standards in dealing with issues being documented.

IV. Objectives
1. Discuss ethical standards in campus journalism;
2. Discuss the art of photo journalism;
3. Present theories and techniques of editorial, feature, sports writing and
photo journalism and other important aspects of journalism;
4. Illustrate acceptable style and design of an ideal school paper.

V. Expected Output: Articles and Newsletter or a tabloid
