1. It shall be unlawful to transfer possession of any firearm to any person who has
not yet obtained or secured the necessary license or permit thereof.
2. License To Own and Possess Firearm holder can loan their Registered Firearm
to anyone in need of firearm to licensed individual as long as the Firearm
Registration card and PTCFOR is with the firearm loaned.
3. The pressure put on the trigger must come from independent movement of the
trigger finger only.
4. All types of Licenses To Own and Possess a Firearm shall be renewed every
two (2) years within eight (8) months before the birthdate of the licensee.
7. The registration of the firearm shall be renewed every four (4) years within six
(6) months before its expiration.
9. The penalty of reclusion perpetua shall be imposed upon any person who shall
engage or participate in unlawful importation of firearm.
12. A License To Own and Possess Firearm is required before anyone can register
and possess a firearm.
13. “Permit to Carry Firearm Outside Residence (PTCFOR)” is valid for one year
and is suspended once the License To Own and Possess Firearm expires.
14. In transporting Registered Firearm with valid PTT, the magazine whether
loaded or unloaded shall be carried separately from the Registered Firearm.
15. It is safe to keep trigger finger inside the trigger guard unless it is not being
depressed.
16. Residence of the Licensee as indicated in the License To Own and Possess
Firearm refers to that place/s of abode of the licensed citizen as indicated in
his/her license.
17. No licensed individual may register more than two (2) Class “A” Light
Weapons, except those licensed individuals before the effectivity of this IRR.
18. The muzzle of your Firearm/s must not point beyond 45 deg - left, right, up or
down in reference to the back stop or downrange at all times, known as the
Danger Zone.
19. The practice of flagrantly displaying a firearm or tacking it at the waist while in
uniform or civilian cloths is allowed.
20. License To Own and Possess Firearm are issued to qualified Citizen, as well as private and
government corporations.
22. Conversion kit means, a kit that convert a firearm from lower caliber to higher
caliber.
23. Registered Firearm must be reported upon lost or stolen within the period of 30
days from the date of discovery.
24. Any person holding a valid Licensed To Own and Possess Firearm who
changes residence address other than that indicated in the license card must
notify FEO of such transfer within 30 days.
25. Absence of Permit To Carry Outside of Residence shall be penalized of 6
months and 1 day to 6 years and a fine of Php 10,000.00 shall be imposed upon
any person who is Licensed To Own and Possess a Firearm but who shall carry
the Registered Firearm outside his/her residence without any legal authority.
