1. GENERAL
This method statement describes the Road Earthworks including Embankment Construction
(K95), Embankment Construction (K98), Granular Backfill, Type I (K95) , Granular Backfill, Type
II (K98) which will be carried out in accordance with Technical Specifications Division 3:
“EARTHWORKS”.
This statement consists of procedures for the construction of the roadway embankment, sub-
grade, and backfilling by granular material in accordance with specification requirements
and in conformity with the lines, grades, and dimensions shown on the Drawings.
Refer Clause 3.12 in Section 03400_Embankment of Technical Specifications about
Requirement of Compaction are to be as in Table 4 below:

Earthwork of this project shall be divided into six (06) sections along alignment plan. And
equipment and tools for each section are to be as in Table below:

Note: Equipment mobilization plan just for reference. Above stated quantity of equipments
could be changed if any required and necessary base on site condition such as Land
acquisition progress and actual achieved construction area. At each section, mobilized
equipments shall be inspected and approved from the Engineer before using.

6. DESCRIPTION OF MATERIALS
6.1. Materials for Embankment layer below Sub-grade
(Reference Section 03400, clause 2.5 _Embankment in Technical Specifications)
Hill soil or yellow sand material will be used for Embankment. The material shall comply
with requirements for each soil classification as appropriate given in Table No.1 below.
Where the selected material is hill soil, Liquid Limit (LL) ≤ 55% according to TCVN 4197-
95, Plasticity Index ≤ 27% according to TCVN 4197-95. The Embankment material shall not
use fill material with a sodium chloride or a gypsum content over 5%, mud, peat, alluvium
and humus (with an organic content of over 10%).

The materials will be submitted to the Engineer for approval and soil tests will be
implemented before commencement of embankment work under the inspection of the
Engineer.
The testing result of Material Suitable should be used for Embankment layer below Sub-
grade to be approved by the Engineer.

6.2. Materials for Embankment of Sub-grade layer


(Reference Section 03400, clause 2.4.1, 2.4.2 _Embankment in Technical
Specifications)
Subgrade layers are including Top 30cm of Subgrade layer and 50cm below. The materials
will be submitted to the Engineer for approval and material tests in laboratory will be
implemented before commencement of embankment work under the inspection of the
Engineer.
6.2.1. Top 30cm of Subgrade layer
Material for Embankment of Top 30cm of Subgrade layer shall comply with the
requirement of Embankment material which mention on Table No.1 “Classification of
Material Suitable for Embankment including top 30cm of Subgrade layer”.Besides, the
material use for this layer shall comply with requirement with a minimum CBR of 9%
according to Vietnamese Standard 22TCN332-06.
6.2.2. 50cm below top 30cm of Subgrade layer
Material for Embankment in the 50cm layer below top 30cm of Subgrade layer shall
comply with the requirement of Embankment material which mention on Table No.1
“Classification of Material Suitable for Embankment including top 30cm of Subgrade
layer”. Where the selected material is hill soil, Liquid Limit (LL) ≤ 40% according to
TCVN 4197-95, Plasticity Index ≤ 17% according to TCVN 4197-95, minimum CBR value
of 5% according to 22TCN332-06.

6.3. Granular Backfill
(Reference Clause 3.5 at Section 03200_Structural excavation in Technical
Specifications)
The material shall be well graded crushed or uncrushed gravel, stone, rockfill or natural
sand or a well mix combination of any of these. The grading requirement of granular
backfill material shall be as follows:

7.2. Construction Method for Embankment Construction_K95
Embankment works shall be carried out at the location has already approved by the
Engineer for Site Clearing, Topsoil removal and surface drain in the area shall have been
performed in compliance with the requirement of Spec and the Engineer.

EMBANKMENT CONSTRUCTION LAYOUT

After carrying out top soil excavation, must check for the track with enough expected
loading. If the embankment is soft, we need to apply item c in Sub-clause 3.3 of Technical
Specification as follow:
“Where Embankment is to be constructed across soft ground that will not support the
weight of trucks or other hauling equipment the lower part of the Embankment may be
constructed by dumping successive loads of material in a uniformly distributed layer of a
thickness not greater than that necessary to support the hauling equipment when placing
subsequent layers and subject to the approval of the Engineer.”
Use dump trucks (12.5-15 T) to transport soil to construction location, soil is stockpiled,
intervals between stockpiles of soil is carefully calculated so that the thickness of each layer
after rolling is ensured and it takes least manpower to grade.
Embankment construction shall consist of placing and compaction of approved material
within roadway areas, in the areas where unsuitable material has been removed, in holes,
pits and other depression within roadway area.
Each layer shall be compacted as specified, tested for density and accepted by the Engineer
before carry out next layer.

7.2.1. Spreading & leveling


- Embankment will be carried out in sequence of placing, spreading, leveling and
compaction at each layer. Thickness of each layer not exceeding 30cm before
compaction and will be adjusted in compliance with the result of trial compaction.
Compaction shall be in accordance with specifications and using the proposed
Vibration Roller.
- Sequence of spreading and leveling will be carried out step by step as follow:
+ Transportation of embankment material: Dump truck shall be used for transporting
soil to site.
+ Spreading: Bulldozer to be used for transferring soil from the temporary road side to
the other side.
+ Leveling: After spreading, the grader will be used for leveling to the required
elevation.

- The lower embankment layers shall be leveled and shaped with (2%~4%) cross fall
from the center of embankment to allow drainage of rainwater during construction. The
cross fall will be adjusted in the upper layers so that to meet the requirement of design
shop drawing.
- After spreading the soil out on the compaction area, the soil moisture will be checked,
if the actual moisture less than 3% or higher 1% optimum moisture the work of
spreading and compaction can be carried out. In case of the actual moisture greater
than 3%, the soil will be spread and exposed to the sun to reduce the moisture to Wop
(3%>Wop>1%), if the actual moisture less than 1% the works of supply more water
by using water truck, on the water truck the equipment to shower down water must be
arranged
7.2.2. Compaction
- Compaction will be carried out using the proposed Vibration Roller or other proper
equipment. The compaction will continue until 95% of the maximum dry density is
reach. Inspection by the Engineer will be conducted for confirmation of in-situ density.
- Equipments for compaction (proposed and approval of the Engineer after carrying out
trial compaction):
+ The main equipment shall be Vibration Roller.
+ Near the slope of embankment, the filling material will be compacted by tamping
rammer and man-power.
7.2.3. Testing
- The frequency of test during construction is in accordance with Vietnamese Standard
TCVN4447-2012, therefore at least one group of three (03) in-situ density tests shall
be carried out for every 1500m2 each layer of completed. For backfill around
structures or in culvert trenches, at least one (01) test per complete layer of backfill
placed shall be carried out.
- FDT test shall be carried out for the completed layer in accordance with Vietnamese
Standard 22TCN346-06. The requirement for compaction as below:
+ For top 30cm layer of subgrade: request to achieve minimum 98% of the maximum
dry density (MDD).
+ For 50cm layer below top 30cm layer of subgrade: request to achieve minimum
95% of the maximum dry density (MDD).
+ For embankment layers below subgrade: request to achieve minimum 95% of the
maximum dry density (MDD).
+ Granular backfilling layer shall be compacted to 95% (for K95 layers) or 98% (for
K98 layers) of the maximum dry density (MDD).

Next Layer

Construction for embankment K98 layer shall be carried out after the top layer of
embankment K95 has been completed. Any soft, other unstable material or materials that
are not approved by the Engineer shall be removed. The resulting areas and all other low
sections, holes, or depressions shall be brought to grade with suitable material. Scarifying in
accordance with drawing requirements, blending, dragging, rolling, or other method of
work shall be performed or used as necessary to provide a thoroughly compacted roadbed
to the cross-section shown on the Drawings.
The Contractor shall take responsibility to protect and maintain at his own expense the
entire work within the limits of this Contract in good condition satisfactory to the Engineer
from the time he first starts work until all work shall have been completed. Maintenance

shall include repairing and re-compacting ruts, ridges, soft spots and deteriorated sections
of the subgrade caused by the traffic of the Contractor’s vehicle/equipment or that of the
public.
Proof rolling shall be conducted after completion by using roller with minimum of 25T to
check the deflection. The deflection is not allowed to be less than 5mm.
Static Plate Load test shall be conducted to check the designed elastic modulus of subgrade
in accordance with TCVN8861-2011.
Tolerances for Embankment Construction_K98 layer after its completion shall comply with
following regulations:

7.4. Trial Compaction (Apply for trial compaction K95 and K98)
Trial Compaction will be carried out under the supervision of the Consultant and
accordance with Specifications Division 3: “Earth work”-Section 03400 Clause 3.6
7.4.1 Preparation for trial compaction.

2. Location and Trial compaction area
The trial compaction area has approval by Engineer, before trial compaction, it is required
to prepare accordance with the Specification (Section 03400, clause3.6)
- Depending on actual site conditions, the trial compaction area will be decided on site
and approval by Engineer. The location of trial compaction area will be shown on
drawing when finished each trial compaction.
- Trial compaction area.
The location has already approved by Engineer, dimension trial compaction area will
be preparation with Width x Length = 10m x 60m. Within trial compaction K95, trial
compaction will be carried out at second layer. Depending actual site conditions, after
top soil excavation if the embankment is soft, first layer will be apply item “c” in Sub-
Clause 3.3 of Technical Specification. Within trial compaction K98, trial compaction
area will be carried out at the top layer of embankment K95 has completed and
approved by Engineer.

3. Material.
The source material for trial compaction shall be approved by the Engineer and
complying with the requirements in Technical Specification. After material is gathered at
the trial compaction area, one sample will be taken to determine Max Dry Density in
laboratory.
The material for trial compaction will be delivering from the approved source material by
dump truck, material quantity for trial compaction is required to calculate so as to ensure
the thickness after spreading and compaction to reach the required density and show in
below tables

7.4.2 Construction sequence.


1. Spreading and adjustment of moisture.
- After material stockpile, spreading preliminary will be carried out by bulldozer, the soil
moisture will be checked, if the actual moisture less than 3% or higher 1% optimum
moisture the work of spreading and compaction can be carried out. In case of the actual
moisture greater than 3%, the soil will be spread and exposed to the sun to reduce the
moisture to Wop (3%>Wop>1%), if the actual moisture less than 1% the works of supply
more water by using water truck, on the water truck the equipment to shower down water
must be arranged
- After reaching the optimum moisture will be used motor grader for leveling. The convex
and concave position shall be leveled to reach the elevation and the uniformity of material
- Elevation of compaction layer will be checked during time of spreading soil and
according “Table3: thickness of each layer before compaction”
2. Compaction and testing
B1. Preliminary compaction:
Preliminary compacting by steel roller 2 time/ point with speed 1~1.5km/h on the overall
trial compaction section
B2. Tight compaction
After preliminary compaction, vibration roller will be started with speed 2~2.5km/h. the

At each compaction segment, after compacted rolling times, the field density test will be
conducted at 3 point to determine the compaction density. If result of field density test to
reach the required density then trial compaction will be stopped
7.4.3 Report of trial compaction
After trial compaction, the Contractor shall submit the report of trial compaction
result for the Consultant’s review and approval prior to mass construction.

required and such methods as may be necessary for adjusting moisture content in
order to construct embankment.

8. QUALITY CONTROL
All work to be undertaken on the embankment shall be in accordance with this method
statement and relevant inspection and test plan (see appendix)
The quality of work shall be maintained and inspected following the Inspection and Test Plan

8.1. Material Control


Materials will be submitted for Engineer's approval prior to deliver material onsite (sample,
supplier, material sources...).

8.2. Internal inspection of Contractor


Depending on each step of the embankment and construction procedure, the Engineer shall
be requested for inspection items which shown in the Inspection and Test Plan by QC
Engineer after internal inspection carried out by contractor.
- B1-Items to be inspected: it is suggested that every item of work done should be
scheduled 1-2 days before inspection
- B2-Internal Inspection: The Contractor’s Engineers are including Site engineer and QC
engineer will carry out Internal Inspection for the completed item or completed work.
Contractor’s engineer will issue Request for Inspection (RFI) for the items of work
shall be inspected with the Engineer after passing Internal Inspection.

9. SAFETY CONTROL
“Safety Control Plan” shall be submitted separately and shall be part of this method
statement. Prior and during the execution of Site Clearing, basic safety precautions shall be
implemented to work efficiently and to prevent any accident or casualties.

10. ENVIRONMENTAL CONTROL
“Environmental Management Plan” shall be submitted separately and be part of this
method statement. Responsibility for surrounding environment shall be implemented
during Site Clearing works and in compliance to the Condition of Contract and Vietnam’s
National Law on Protection of Environment and other relevant legislation such as:
Government Decree No.175/CP, Government Decree on providing Guidance for the
Implementation of the Law on Environmental Protection, 1994.
If any other problems occurred in the site, applicable counter measures or prevention
action shall be considered immediately and executed as soon as possible.
At the management level, these matters shall be controlled by the respective Construction
Manager, and implementation by the respective Site Engineer.
