1. Objectives
KONI aims at realizing glorious achievement in sports, building
character, raising the dignity and honor of the nation in order
to take part in nurturing national unity and strengthening
national defense.
2. Duties
KONI shall have the following duties:
(a) To assist central and local governments in policy making
related to the management, coaching, and development
of professional sports at both national and local levels;
(b) To coordinate the sports governing bodies, functional
sporting organizations, as well as Provincial and
Regencial/Municipal KONI;
(c) To manage, construct, and develop professional sports
at its sole discretion;
(d) To implement and coordinate the activities of national
and regional sporting weeks;
(e) To assist and support the implementation of single
events or championships organized by members;
(f) To carry out evaluation and monitoring to achieve
consistency between policy and implementation; and
(g) To disseminate the Olympic spirit.
3. Functions
KONI shall perform the following functions:
(a) Improving the quality of Indonesian human resources and
nurturing and strengthening national unity through sports
coaching nationally;
(b) Popularizing professional sports fostered by its members to
achieve optimum performance in sports.

2. The service period for the manager Central KONI is 4 (four)
years as that of the Chairman’s.
3. A person may serve as Chairman for only two terms.
4. The Central Organizing Committee of KONI consists of:
(a) Leadership

consists of:

6. The central organizing committee of KONI shall be obliged to

its Constitution and Bylaws and to realize every decision of the
National Sports Committee Congress and of Members Meeting
of Central KONI.
7. To carry out the main tasks and functions, the Chairman of
Central KONI can delegate his authority to the executive
director.
8. The details of main tasks and functions of the Central
Organizing Committee of KONI are set forth in its Bylaws.

7. The organizing committee of Provincial KONI shall have the
duties and responsibilities to manage its own internal affairs
and sporting activities in its working area, in compliance with
its Constitution and Bylaws, the Decision of National Sports
Committee Congress/ Central KONI Members Meeting / Central
KONI regulations / Decisions of the Chairman of Central KONI,
and the Decision of Provincial Sports Committee Congress /
Provincial KONI Members Meeting.
8. The Organizing Committee of Provincial KONI is arranged in
light of the interests of the concerned region..
9. To carry out the main tasks and functions, the Chairman of
Provincial KONI can delegate his authority to the executive
director.

Members Meeting of Regencial/Municipal KONI.
7. The organizing committee of Regencial/Municipal KONI shall
have the duties and responsibilities to manage its own internal

with its Constitution and Bylaws, the Decision of National
Sports Committee Congress/ Central KONI Members Meeting /
Central KONI regulations / Decisions of the Chairman of Central

Provincial KONI, Decisions of the Chairman of Provincial KONI,
the decisions of Regencial/Municipal Sports Committee
Congress and Regencial/Municipal KONI member meeting.
8. The Organizing Committee of Regencial/Municipal KONI is
arranged in consideration of the interests of the concerned
region..
9. To carry out the main tasks and functions, the Chairman of
Regencial/Municipal KONI can delegate his authority to the
executive director.

3. The member meeting of Central KONI is chaired by the
committe of Central KONI.
4. Participants, voting rights, legalization, decisions etc,
concerning Member Meeting of Central KONI are set forth in
the Bylaws
5. Member Meeting of Central KONI serves to:
(a) Discuss and decide on proposed amendment and or
exceptions to the provisions of the Constitution and
Bylaws, Rules of Central KONI and or Regulations
concerning National Sports Week;
(b) Request and decide on the report of work program
implementation and financial statements for the current
year;
(c) discuss and decide anything related to Annual Work Plan;
(d) discuss and decide on the issues concerning membership
status;
(e) approve or disprove the application for admission as a
member;
(f) discuss and then verify the draft regulation of National
Sports Week
(g) discuss and then decide on the proposal concerning the
issues related to the terms and procedures of networking,
screening, and selection of candidates for the Chairman of
Central KONI

necessary for the development of professional sport.

concerning Provincial KONI Member Meeting are set forth in

5. Member Meeting of Provincial KONI serves to:
(a) request and decide on the report of work program
implementation and financial statements of the organizing
committee of provincial KONI for the current year;
(b) discuss and decide on anything related to Annual Work
Plan;
(c) discuss and decide on the issues concerning membership
status;
(d) approve or disprove the application for admission as a
member;
(e) discuss and then verify the draft regulation of Provincial
Sports Week (Porprov);
(f) discuss and decide on the venue for the Provincial Sports
Week (Porprov) at least two years prior to the
implementation in case the Provincial Sport Committee
Congress (MusorProv) has not decided yet on this issue;
(g) discuss and decide on the proposal concerning the issues
related to the terms and procedures of networking,
screening, and selection of candidates for the Chairman of
Provincial KONI;
(h) discuss and then decide on the matters considered as
necessary for the development of professional sport.

2. The first amendment or improvement to the Constitution of
KONI had been made by National Sport Conference I in 1967,
held in Jakarta on September 26-30, 1967, in Decision No. 2 of
1967.
3. The second amendment to, or improvement of, the
Constitution of KONI had been made based on the Decision No.
03/MusornasII/1971, of National Sport Conference II in 1971,
held in Jakarta on 17 – 19 December, 1971.
4. The third amendment to, or improvement of, the Constitution
of KONI had been made based upon the Decision of the
Plenary Session of KONI VIII of 1977, approved by the Decree
No. 01/Musornas IV/1981 of National Sport Conference IV in
1981, held in Jakarta on January 19-21, 1981.
5. The fourth amendment or improvement that constitute a
comprehensive amendment to, or improvement of, the
Constitution of KONI had been made based on the Decision No.
02/SPK/1987 of KONI’s Plenary Session XVI, held in Jakarta on
June 27, 1987, upon mandate granted by Decision No.
03/Musornas II/1971 of National Sport Conference V in 1986,
held in Jakarta on March 17-19, 1986.
6. The Fifth Amendment to, or improvement of, the Constitution
of KONI had been made by Improvement Team for KONI’s
Constitution and Bylaws on Wednesday, March 17, 1999 based
on the mandate granted by the Decision No. 04/Musornas/1999
of National Sport Conference VIII 1999, held in Jakarta on
February 22-24, 1999.
7. The sixth amendment to, or improvement of, KONI’s Bylaws
had been prepared by the Team for the Completion of
Constitution and Bylaws of Indonesian National Sports
Committee established by Central KONI for 2003-2007 period,
based on the Decree of the Chairman of Central KONI, No 12.
2004 in conjunction Decree No. 48A of 2004 based on the
mandate granted by Musornaslub 2004, held in Jakarta on
February 18, 2004, based upon the Decree No.
03/MUSORNASLUB/2004, it had been:
(a) discussed and approved by the KONI Member Meeting
2005, held in Jakarta on February 7, 2005, by the
Decision No. 04/RA/2005, February 7, 2005;

(b) discussed and approved by Rapamas KONI XXXI of 2005,
held in Samarinda on February 22, 2005, by the Decision
No. 05/Rapamas/2005, February 22, 2005; and
(c) had been discussed and approved and enacted by KONI’s
National Sports Committee Extraordinary Conference in
2005, held in Samarinda on February 22, 2005, based on
the Decision No. 03/Musomaslub/2005, February 22,
2005.
8. The seventh amendment to, or improvement of, KONI’s
Constitution and Bylaws had been made by Musornaslub in
Jakarta, on Monday, July 30, 2007, based on the Decision of
KONI’s 2007 National Sport Committee Congress No.
05/Musornas/2007, in Jakarta, on February 23, 2007.
9. The eighth amendment to, or improvement of, KONI’s
Constitution and Bylaws had been discussed, approved,
endorsed and enacted by Musornaslub KONI on November 24,
2011, based upon the Decision No. 03/Musornaslub/2011,
November 25, 2011.
10. The ninth amendment to, or improvement of, KONI’s
Constitution and Bylaws had been made in 2013 Musornaslub
KONI in Bandung, on Tuesday, February 19, 2013, based on
Decision No.03/Musornaslub/2013, February 19, 2013.
11. The tenth amendment to, or improvement of, KONI’s
Constitution and Bylaws had been made in 2014 Musornaslub
KONI in Jakarta, on Subday, March 9, 2014, based on the
Decision No. 03/Musornaslub/2014, March 9, 2014/

3. The use of KONI’s emblem on flags is set forth in Article 8 of

2. Central organization of sport branches is a sport organization
that coach, develop, and coordinate a branch/type of sport, or
a group of organizations of similar branch or type of sport that
are registered members of their respective international
federation of sport.
3. A functional sport organizations are organizations that manage
sports based expertise, profession, gender, or specialty.
4. Provincial KONIs are organizations whose members are
organization of sports and functional organization of sports at
provincial level, and the Regencial/Municipal KONIs within their
working areas.
5. KONI recognizes only one membership as referred to in
paragraphs 2, 3, and 4.
6. Regencial/Municipal KONIs are organizations whose members
are organizations of sport and functional sport organizations at
Regencial/Municipal level within their respective working areas.

Rights and Obligations of Members

(d) carry out activities regularly in accord with the
Constitution and Bylaws.;
(e) regularly submit reports on any activity to KONI;
(f) send a representative to partake in Sport Conference,
Member Meeting, and other activities related to the
development of professional sports.
3. Every Central Organization of a Sport Branch is obliged to hold
national sport event of their respective sport branch at least
once a year.
4. Every Provincial KONI is obliged to hold Provincial Sport Week
at least once in four years.

Regencial/Municipal KONI’s committee.
3. To be accepted as a member, functional sports organization
must fulfill the requirements as referred to in paragraph 1
items (d), (e), and (f).
4. To be accepted as a member, Provincial KONI must fulfill the
following membership requirements:
(a) Official report of Provincial KONI establishment, attended
by two third of provincial organization of sport branch
and at least 2 (two) Regencial/Municipal KONI
committees;
(b) Recommendation from governor;
(c) Establishment of Provincial, Regencial/Municipal KONI is
stipulated in KONI’s regulations.

2. Member meeting decides whether or not the candidates will be
approved as members based on the approval of at least 50% +
1 present members.
3. Member Meeting decision about the approval or disapproval of
candidate members as referred to in paragraph 2 is submitted
in a written form by the Chairman of KONI to the individual
concerned, and the copy is given to
(a) all KONI members;
(b) relevant parties.
4. Regarding the recently approved membership for Provincial
KONI recommended by the concerned Governor, the
ratification procedures refer to the provisions in paragraphs 1,
2, and 3 of this article.

question decided not to use his or her right to defend,
the Provincial KONI is entitled to issue a lay-off notice.
(d) Upon receiving a written request for defense from the
member, if the Provincial KONI had not held a Plenary
Meeting for that purpose in the period of 3 months, the
earlier notice is considered void;
(e) The lay-off shall be reported to the upcoming Member
Meeting of Provincial KONI to be considered and decided
upon membership status;
(f) The lay-off is valid only for 12 months at most, and in
case of no follow-ups from the Provincial KONI, the lay-
off notice will no longer be valid;
(g) Each and every notice and lay-off notice must be
reported to KONI and the concerned central organization
of sport branch.
2. Lay-off notice issued by Regencial/Municipal KONI.
(a) To members who violate one or more provisions in the
Constitution and Bylaws, Regencial/Municipal KONI has
the right to lay them off;
(b) The procedure of lay-off as referred to in paragraph 1
item (a), include earlier warnings for three times in
written forms
(c) Upon receiving the third warning, the members in
question can, in a period of three months, defend itself
before the Plenary Meeting of Regencial KONI held
especially for that purpose. In case the member in
question decided not to use his or her right to defend,
the Regencial/Municipal KONI is entitled to issue a lay-
off notice;
(d) Upon receiving a written request for defense from the
member, if the Regencial/Municipal KONI had not held a
Plenary Meeting for that purpose in the period of 3
months, the earlier notice is considered void;
(e) The lay-off shall be reported to the upcoming Member
Meeting of Regencial/Municipal KONI to be considered
and decided upon membership status
(f) The lay-off is valid only for 12 months at most, and in
case of no follow-ups from the Regencial/Municipal
KONI, the lay-off notice will no longer be valid

(g) Each and every notice and lay-off notice must be
reported to Regencial/Municipal KONI and the concerned
provincial organization of sport branch.

4. Secretary General of Central KONI can, ex-officio, become the
Secretary to the Board of Trustees.
5. The chairman, assisted by vice chairman and the secretary,
coordinate every duties and authorities of Central KONI’s Board
of Trustees.
6. Duties and Authority of Central KONI’s Board of Trustees are:
(a) To support the implementation of event and financial
agendas of Central KONI;
(b) To contribute suggestions and considerations to the
committee of Central KONI; and
(c) To help, maintain, and build favorable relationship
between the community, government, and other parties.
7. In carrying out its duties and obligations, the Board of Trustee
is periodically held a coordination and consultation meeting
with the committee of Central KONI.
8. Board of Trustee shall be invited in every official event
organized by Central KONI, such as Musornas and Member
Meeting of Centra KONI.

(b) To contribute suggestions and considerations to the

18. Internal Auditor
(a) Assists the Chairman of KONI in internal supervision of
all activities related to KONI’s financial affairs, both
revenue and expenditure, or programs financed by
KONI;
(b) In performing his or her duties, the Internal Auditor
must comply with the Indonesian accounting principles
and relevant legislations;
(c) Periodically examine KONI’s financial statements,
monthly and annually, and report them to the Chairman;
(d) Submits report, provides suggestion, and consideration
to KONI’s Chairman on anything related to his/her
duties;
(e) The number of KONI’s internal auditor is determined by
the Chairman;
(f) KONI’s internal auditors are directly accountable to the
Chairman; and

organization at a regencial/municipal level whose term of office
expired in more than 6 months earlier or have not been
consolidated, lose their membership rights and, therefore, not
allowed to take parti in each and every event of
Regencial/Municipal KONI, such as Musorkab/MNusorkot,
Regencial KONI Member Meeting, and Regencial/Municipal
Sport Week.
4. Organizing Committees of sport branch and functional sport
organization at a provincial level who had already consolidated
by central committee without any recommendation set fort in
article 31, paragraph 2 above, lose their membership rights.
5. Organizing committees of sport branch and functional sport
organization at a regencial/municipal level who had already
consolidated by provincial committee without any
recommendation as stipulated in article 31, paragraph 3, lose
their membership right.
6. Organizing Committees of sport branch and functional sport
organization at a provincial and or regencial/municipal level
who had already consolidated by the central organizing
committee of sport, functional sport organization and or
provincial committee can be inaugurated by provincial and/or
regencial/municipal KONI if appointment has not been made
within six months.
7. Organizational sanctions imposed on central organizing
committee of sport branch and on functional sport organization
have no binding efficacy on provincial and regencial/municipal
organizing committees.
8. Organizational sanctions imposed on provincial organizing
committee of sport branch and on functional sport organization
have no binding efficacy on regencial/municipal organizing
committees in their respective working area.
9. KONI may take over the functions of member committees when
there exist managerial conflicts that interfere with
organizational functions.

(ii) If a quorum as referred to in paragraph 1, item (c),
point (i) above cannot be met, thus Musornas will be
suspended for not less than 60 minutes, to give
opportunity for representative who are late to come.
If, after 60 minute suspension, the quorum is still
not met, Musornas declared valid and can proceed.
(d) Leadership
(i) Musornas is led by a leadership elected by Musornas
participants. The leadership consists of 5 elements:

(ii) Musornas Leadership consists of 3 persons: 1
representing central/functional organizing committee
of sport and 2 representing Provincial KONI;
(iii) As long as Musornas leadership as referred to in
paragraph 1, item (d), point (i), has not been
elected, Musornas will temporarily be led by the
Chairman of Central KONI assigned to certify the
rules and regulations and to elect Musornas leader.
(e) Decision
(i) Every Musornas decision is made through
consultation to reach consensus. If consensus has

and that a decision is legitimate if approved by 50%
+1 of valid votes;
(ii) Voting shall be conducted to achieve a valid decision

every participants entitled to take part, as referred
to in paragraph 3, item (b), point (i), no latter than
7 calendar days prior to Musorkab/Musorkot;
(c) Quorum
(i) Musorkab/Musorkot obtained a quorum if attended
by at least 2/3 of invited members.
(ii) If a quorum as referred to in paragraph 3, item (c),
point (i) above cannot be met, thus
Musorkab/Musorkot will be suspended for not less
than 60 minutes, to give opportunity for
representative who are late to come. If, after 60
minute suspension, the quorum is still not met,
Musorkab/Musorkot declared valid and can proceed.
(d) Leadership
(i) Musorkab/Musorkot is led by a leadership elected by
Musorkab/Musorkot participants. The leadership
consists of 5 elements: 1 Congress leader, 3
assistant leaders and 1 secretary;
(ii) Musorkab/Musorkot Leadership consists of 3
persons: 1 representing regencial organizing
committee of sport and 2 representing
Regencial/Municipal KONI;
(iii) As long as Musorkab/Musorkot leadership as
referred to in paragraph 3, item (d), point (i), has
not been elected, Musornas will temporarily be led
by the Chairman of Regencial/Municipal KONI
assigned to certify the rules and regulations and to
elect Musorkab/Musorkot leader.
(e) Decision
(i) Every Musorkab/Musorkot decision is made through
consultation to reach consensus. If consensus has
not been reached, decision is made through voting
and that a decision is legitimate if approved by 50%
+1 of valid votes;

(ii) Voting shall be conducted to achieve a valid decision
(50% + 1 of valid votes).
4. If the year of Sport Conference is in coincidence with the event
of Sport Week, the Conference can be suspended for no later
than 3 months after the event.
Section Two
Extraordinary Congress
Article 36

(h) Provision concerning the procedure for quorum
announcement and decision making are similar to those
for Musornas as stipulated in Article 35, paragraph 1,
items (b), (c) and (e).
2. Extraordinary Provincial Sport Congress (Musorprovlub)
(a) Musornaslub can be held if:
(i) It is mandated by Musorprovlub or Provincial KONI
Member Meeting;
(ii) The Chairman is permanently unavailable;
(iii) Provincial KONI deem it necessary by explicitly and
concisely stated the reasons to hold the
Musorprovlub;
(iv) On a written request from at least 2/3 of total
members.
(b) Musorprovlub is organized by provincial organizing
committee of KONI;
(c) If within the next 30 days the Provincial KONI did not
hold the Musorprovlub as referred to in item (a) (iv), the
proposing Members can hold the Musorprovlub;
(d) The voting right in Musorprovlub is similar to that of
Musorprov as referred to in Article 35, paragraph 2,
item (a) above;
(e) The number of representative is adapted to the agenda
and the needs of Musorprovlub;
(f) Musorprovlub whose agenda is not to discuss managerial
issues is led by provincial organizing committee of KONI
and member of KONI that consist of 5 persons: 1
Leader, 3 Deputy Leaders, and 1 Secretary;
(g) As far as Musornaslub Leader as referred to in
paragraph 2, item (f) above has not been elected, the
Musorprovlub is temporarily led by the Chairman of
Provincial KONI assigned to certify the rule and
regulations and the Event, as well as to elect the leader
of Musorprovlub; and
(h) Provision concerning the procedure for quorum
announcement and decision making are similar to those
for Musorprov as stipulated in Article 35, paragraph 2,
items (b), (c) and (e).

3. Extraordinary Regencial/Municipal Sport Congress
(Musorkablub/Musorkotlub)
(a) Musorkablub/Musorkotlub can be held if:
(i) It is mandated by Musorkab/Musorkot or
Regencial/Municipal KONI Member Meeting;
(ii) The Chairman is permanently unavailable;
(iii) Regencial/Municipal KONI deem it necessary by
explicitly and concisely stated the reasons to hold
the Musorkablub/Musorkotlub;
(iv) On a written request from at least 2/3 of total
members.
(b) Musorkablub/Musorkotlub is organized by
Regencial/municipal organizing committee of KONI;

organizing committee of KONI and member of KONI that
consist of 5 persons: 1 Leader, 3 Deputy Leaders, and 1
Secretary;
(g) As far as Musornaslub Leader as referred to in
paragraph 3, item (f) above has not been elected, the
Musorkablub/Musorkotlub is temporarily led by the
Chairman of Regencial/Municipal KONI assigned to
certify the rule and regulations and the Event, as well as
to elect the leader of Musorkablub/Musorkotlub; and
(h) Provision concerning the procedure for quorum
announcement and decision making are similar to those
for Musorkablub/Musorkotlub as stipulated in Article 35,
paragraph 3, items (b), (c) and (e).

approved by 50% +1 of valid votes;
(ii) Voting shall be conducted to achieve a valid decision
(50% + 1 of valid votes).
4. Provincial KONI’s Member Meeting.
(a) Voting Rights and Number of Representatives:
(i) Each member is entitled to 1 (one) vote in Provincial
KONI’s Member Meeting;
(ii) Each member is entitled to send representatives in
accordance with the number of commission in
Provincial KONI’s Member Meeting;
(iii) Each member subjected to organizational sanction,
that is lay-off, loses his or her right to speak;
(iv) Every invited participant to Provincial KONI’s
Member Meeting with a status as observer has the
right to speak by permission of chairman of the
meeting;
(b) Place and Notice
(i) Notification concerning Provincial KONI’s Member
Meeting is distributed in a written form and send to
each member entitled to take part in this meeting,

no later than 14 calendar days prior to the Provincial
KONI’s Member Meeting;
(ii) Written materials to be discussed and decided in
Provincial KONI’s Member Meeting shall be
distributed to each and every participants entitled to
take part, as referred to in paragraph 3, item (b),

Meeting;

(50% + 1 of valid votes).
6. Plenary Meeting
(a) KONI’s Plenary Meeting is attended by all committees of
KONI.
(b) KONI’s Plenary Meeting is organize to discuss working
program and other relevant matters such as:
(i) Preparation for KONI’s events;
(ii) Preparation for Sport Conference, Member Meeting,
and Sport Week;
(iii) Participation in multiple international events;
(iv) Admission to membership, lay-off, and
organizational sanction imposed to members;
(v) KONI’s asset disposal plan, either movable or non-
movable, including cash;
(vi) KONI’s plan to raise funds, either in the form of
loans, maintenance, or preparation/participation in
the capital markets; and
(vii) To decide whether or not Conference needs to hold
(c) A plenary meeting deem valid and legitimate to make
decision provided that it was attended by at least 50 %
+ 1 on the number of committee. In case the quorum
has not been achieved, the meeting can be suspended
for 60 minutes.
(d) A plenary meeting is hold at least once in a year.
7. Leadership Meeting
(a) Leadership meeting is attended by Chairman, Deputy
Chairman, Secretary General/Secretary, General
Treasurer/Treasurer;
(b) The meeting is held to discuss and decide upon matters
relevant to tasks and obligations, especially those
related regulations and policies;

(c) Leadership meeting may invite deputy leaders and
implementers, as necessary;
(d) It shall be organized at least once in two weeks.
8. Coordination and Consultation Meetings
(a) A coordination meeting is attended by organizing
committee of KONI and the members, held at least once
a year;
(b) A consultation meeting is organized anytime by the
organizing committee of KONI with one or more
members.
9. Provincial and Regencial/Municipal KONI’s Meetings
The organizing committee of Provincial and Regencial/Municipal
KONI organize held Executive Board Meeting, Plenary Session,
and Coordination and Consultation Meeting in pursuant to
paragraphs 1, 6, 7, and 8 in consideration of condition and
status of their respective work areas.
CHAPTER VI
SPORT WEEK
Article 38
1. Participants
(a) National Sport Week is attended by participants
representing provincial KONI;
(b) Regional Sport Week is attended by participant
representing Provincial KONIs in that region;
(c) Provincial Sport Week is attended by participants
representing Regencial/Municipal KONIs;
(d) Regencial/Municipal Sport Week is attended by
participants or contestants representing Districts in that
Regencial/Municipal KONI’s work area;
2. Selection of Candidate Provinces to Hold National Sport Week
(a) The selection of candidate provinces to hold National
Sport Week is conducted in KONI’s
Musornas/Musornaslub;
(b) The selection is to be hold 6 years prior to the National
Sport Week in question;

(c) Detailed procedure concerning selection of candidate
province to hol Sport Week is stipulated in KONI’s
regulation.
3. Host Province Designation for National Sport Week
(a) Candidate host provinces selected by Selection Team
established by Central KONI shall be proposed to
Musornas/Musornaslub;
(b) Prospective candidate provinces to host the National
Sport Week (PON) shall be selected by members of
Central KONI as members of PON;
(c) Results of Musornas/Musornaslub of Central KONI that
selected prospective province to host the PON shall be
submitted by Central KONI to the minister of sports to
be designated as the Host Province for National Sport
Week;
(d) Detailed procedure concerning designation of host
province for National Sport Week is stipulated in KONI’s
regulation.
4. Responsibility for Implementation
(a) The party responsible for execution of National Sports
Week is Central KONI, the implementation of which is
delegated to Provincial Government designated through
Musornas/Musornaslub of Central KONI;
(b) The party responsible for Regional Sports Week is
Provincial KONI, the implementation of which is
delegated to the Provincial Government designated by
Inter Provincial KONI Meeting within the same area;
(c) The party responsible for Provincial Sport Week
execution is Provincial KONI, the implementation of
which is delegated to the Regencial/Municipal
Government designated by Musorprov/Musorprovlub of
Provincial KONI.
(d) The party responsible for Regencial/Municipal Sport
Week event is the Regencial/Municipal KONI, the
implementation of which is delegated to
Regencial/Municipal government, assigned by
Musorkab/Musorkot/Musorkablub/Musorkotlum of
Regencial/Municipal KONI.

5. Number of sport branches contested in National Sport Week is
minimally 28, the procedure of which is stipulated in KONI’s
regulations.
6. Intellectual Property Rights
(a) KONI owns intellectual property rights of its National
Sport Week (PON);
(b) The Intellectual Property Rights as referred to in item (a)
above includes:
i. PON (National Sport Week), PON Remaja (Junior
National Sport Week), and PEPARNAS (National
Paralympics Week)
ii. Management of National Sport Week System.
iii. Radio and Television Broadcasting Rights for the
above mentioned events.
iv. Marketing and Sponsorship Management
(c) KONI’s Attributes as has been established and stipulated
in KONI’s regulations.
(d) The province designated to host PON must be charge for
the use of Central KONI’s Intellectual Property Right, the
rights and obligations of which are stipulated in the
regulation concerning PON.

1. The first Bylaw of KONI has been valid since the establishment
of KONI on December 31, 1966, and it has undergone several
amendments or improvements.
2. The first amendment or improvement to Bylaw of KONI has
been approved by National Sport Congress I in 1967, held in
Jakarta on September 26-30, 1967, as materialized in Decree.
No. 2 of 1867
3. The second amendment or improvement to the Bylaw of KONI
had been approved by National Sport Congress II in 1971, held
in Jakarta on December 17-19, 1971, as materialized in Decree
No. 03/Musornas/II/1971, December 19. 1971.
4. The third amendment or improvement to the Bylaw of KONI
had been approved by KONI’s Plenary Session VII of 1971, and
ratified by in National Sport Congress IV of 1981, held in
Jakarta on January 19-21, 1981, as materialized in Decree No.
01/Musornas IV/1981, January 21, 1981.
5. The fourth amendment or improvement to the Bylaw of KONI
had been made in pursuant to Decree No. 02/SPK/1987 of
KONI’s Plenary Session XVI held in Jakarta on June 17, 1987,
based upon the mandate of Decree No. 01/Musornas/1986, of

6. The Fifth Amendment or improvement to the Bylaw of KONI

mandate from National Sport Congress VIII in 1999, held in
Jakarta on February 22-24, 1999, as materialized in Decree No.
04/MUSORNAS/1999.
7. The sixth amendment or improvement to the Bylaw of KONI
had been prepared by Completion Team for Constitution and
Bylaw of KONI, established by Central KONI in 2003-2007 term
of office, based upon the Decree of the Chairman of Central
KONI No.12 of 2004 in ccnjunction with Decree No. 49A of
2004 based on the mandate of Musornaslub 2004, held in
Jakarta on February 18, 2004, as materialized in Decree No.
03/MUSORNASLUB/2004:
(a) Discussed and approved by KONI’s Member Meeting
2005, held in Jakarta on February 7, 2005, based upon
the Decree No. 05/RA/2005, February 7, 2005;
(b) Discussed and then approved by KONI’s Raparnas XXXI
