ORDER

For Issuance of OBC Certificate

In supersession of all previous orders and circulars regarding issuance of OBC certificates in

Delhi, the revised directives for issuing OBC certificate simplified under e-District through electronic

service delivery mechanism is as follows:-

1.Background:

In case of persons who have been residing in Delhi since 1993, and in case of their children. The

Delhi Government has been considering for some time past to issue comprehensive guidelines for

disposal of applications for issuance of OBC Certificates, including fixing up the nature of documents

required for establishing eligibility for getting such certificate.

2.Eligibility: For disposal of service request for OBC certificate following criteria is required to be

fulfilled :
I.The applicant is entitled for OBC Certificate of Delhi if

a)An individual who is a citizen of India.

b)OBC certificate has already been issued to any paternal blood relative (Father/ Uncle).

c)An individual who is a permanent resident of Delhi on or before 8th September 1993.

d)Caste applied for must be notified in Govt. of NCT of Delhi.

2. The applicant is not covered under Creamy Layer category as specified by the Govt. of India

time to time. Please check and fill Annexure I attached in OBC Application form in Serial No

18 for eligibility.

III.The applicant is entitled for OBC Certificate(Central) for applying for appointment to Posts

under the Government of India if

a)An individual who is a citizen of India.

b)An individual who is currently residing in Delhi.

c)Caste applied for must be notified in the Government of India OBC List (Central)

d)An individual who is a permanent resident of Delhi on or before i8th September 1993 is

eligible for OBC certificate of Delhi (Central)for applying for appointment to Posts under the

Government of India

e)If applicant have migrated to Delhi after 8th Septemberl993 then he/she will be eligible for

OBC Certificate (Central) of the State to which he originally belonged to.

/) The applicant is not covered under Creamy Layer category as specified by the Govt. of India

time to time. Please check and fill Annexure I attached in OBC Application form in Serial No

18 for eligibility. ,

3. Documents to be attached with the OBC Certificate application form :-

Note:

^ Parents can only apply in case of minor ("minor" as per the provisions of the Indian Majority Act, 1875)

4. In case of minor, parent's Address proof has to be appended. The ID proof has to be of minor.

^ 4 Beneficiary's/Parent's self-attested copy of the original document to be produced while applying at Citizen

Service Centre (CSC) and if applying online then document are to be uploaded in e-District application software.

Physical verification of some documents may be necessary at the counter even in case of online applications.

4* The beneficiary himself/herself/any of his family membershould be present at the CSCfor photograph or submit
his/her photograph. In case of online application, applicant must upload beneficiary photograph (As per

specifications).

4 Anyone who does not belong to OBC category can't claim so on the virtue of marriage.

3.4Proof of Cast and Eligibility for Delhi OBC, Other State OBC or Central OBC certificate

3.4.1 For Case 1:;

iWhose family has been residing in Delhi since prior to 1993;

Where an OBC Certificate has been issued to brother/sister/father or any other

relative from paternal side

Eligibility: -Applicant is eligible for Delhi OBC Certificate

a)Self-declaration of the claim for Non-Creamy Layer in the prescribed format.

b)Copy of Caste Certificate of any relative from paternal side.

c)Proof of relationship of the applicant with caste certificate holder.

d)Residential proof of Delhi as per the Serial No 3.3 above

3.4.2 For Case 2 :

Whose family has migrated to Delhi after 1993

AND
Where an OBC Certificate has already been issued to father of the applicant from

the State of Origin of the applicant's family

Eligibility: - Applicant is eligible for Other State OBC Certificate

Document required:-

a)Self-declaration of the claim for Non-Creamy Layer in the prescribed format.

b)Copy of Caste Certificate of the father of the Applicant.

3.4.3For Case 3:

Whose family has been residing in Delhi since prior to 1993;

AND
Where No OBC Certificate has been issued to any relative from paternal side

Eligibility: - Applicant is eligible for Delhi OBC certificate

Document required:-

a)Self-declaration of the claim for Non-Creamy Layer in the prescribed format.

b)Proof of residence in Delhi since prior to 1993 as per Serial No 3.2 proving

stay in Delhi prior to 1993

3.4.4For Case 4:

Where an OBC Certificate has alrea^y been issued to the applicant from Delhi/Other

Eligibility: - Applicant is eligible for OBC Central certificate

Document required:-

a)Self-declaration of the claim for Non-Creamy Layer in the prescribed format

b)Copy of the OBC Certificate of the Applicant issued from Delhi or State of

origin.

3.5Filled in Creamy Layer Exclusion criteria form Prescribed in Annexure I in Serial No. 18 in OBC

Certificate Application form.

3.6Signed Self- Declaration by the Beneficiary/Parents Prescribed in Serial No. 19 in OBC

Certificate Application form for applications submitted at CSC Counters. Online Applicants

will be required to tick the checkbox below the self-declaration form to confirm that,

"Applicant has read the declaration and agrees to the same".

3.7One Passport size coloured Photograph of the beneficiary (Size - 5cm X 4.5cm Or 2"xl.75"):

The beneficiary himself/herself should be present at the CSC/e-District kiosk for photograph

or submit his/her photograph. In case of online application, applicant must upload beneficiary

photograph as per the below specifications

a)Should include full face, front view and open eyes

b)Photo should be of full head from top of hair to shoulders

c)Photograph should be in a plain white or off-white background

d)There shouldn't be shadows on the face or background

e)Face in photo should have a natural expression (closed mouth)

f)Photos should not include sunglasses or hats

4. Facilitation Charges for OBC Certificate:-

Nominal onetime Facilitation charges will be levied for issuance of OBC Certificate in this

new process. Copy of issued OBC Certificate can be printed any number of time by citizen free of

cost from website http://edistrict.delhigovt.nic.in or by Citizen Service Center (CSC) at their

subdivision. First copy of the certificate will be provided free of cost to the citizen from the Citizen

Service counter. For Every subsequent copy a nominal charge of Rs 2 per page will be charged from

the citizen.

5. Administrative Guidelines for issuance of OBC Certificate:

a)The SDM/Tehsildar of the concerned area is authorized to issue the OBC Certificate in Delhi.

The OBC Certificate is permanent in nature and its record is kept securely.(

b)Now onwards only new application form and re-designed processes has to be followed by

all the Concerned Offices of Delhi Government.

c)Application form will be available free of cost at any CSC. These application forms can be

downloaded and printed from website http://edistrict.delhigovt.nic.in free of cost.

d)Attestation of application form and supporting documents by Gazetted Officer is not

required for disposal of an application for OBC Certificate. Application form and all

required supporting documents will be self-attested by Beneficiary.

e)Citizen can apply online through website http://edistrict.delhigovt.nic.in and upload the scan

copy of Original documents as specified in Serial no. 3.

f)Signed Self declaration as prescribed in the serial no. 19 in the OBC Certificate Application

form, need to be submitted to the concern SDM/Tehsildar offices /CSC/ e-District kiosk for

applications submitted at the CSC.

g)Citizen can submit filled application form completed in all respects at CSC in the concern sub

division Offices along with self-attested copy of supporting documents as specified in Serial

no. 3 and Signed Self-declaration by the Beneficiary/Parents as per the prescribed format in

Serial no. 19 in the OBC Certificate Application Form.

h) The photo of the beneficiary can be captured at CSC .The beneficiary himself/herself should be

present at the CSC for photograph or any of his family member should submit photograph of

beneficiary at CSC. In case of online application, applicant must upload beneficiary photograph

(As per above specifications mentioned in Serial no. 3.7)

i) If Citizen is applying online, acknowledgement will be shown on e-District portal as soon as

online application is successfully submitted. Citizen can take printout of acknowledgement

at same time, however acknowledgement will be available in his profile at the e-District

portal. Acknowledgement will also be messaged/sent on registered mobile number and/or

email ID.

j) The name of the beneficiary and details of the certificate issued to the citizens will be made

public on e-District. If any information furnished by citizen for issuing OBC Certificate is found

false or any supporting document found forged after issuance of OBC Certificate then issued

order will be cancelled by competent authority (SDM/Tehsildar) electronically and legal

action will be taken under Section 177, 191 and 193 of Indian Penal Code against the

Individual/ parent.

k) Applicant's and/or Beneficiary's data will be verified online by e-District application software

from the various departments whose data is available electronically for verification and has

been integrated with e-district application. Following documents which are required for the

issuance of OBC Certificate order can be verified online :•

o AadhaarCard .

o Voter ID Card

o Driving License

o Ration Card,

o Electricity Bill(BSESYPL/BSESRPL/NDPL/NDMC)
o Water Bill

o PAN Card;
o Telephone Bill Issued by MTNL

q If he/she submits caste certificates issued to father or paternal relative as

supporting document to obtain caste certificate, details will be verified online by e-

District application software from the digitized caste certificate database of the

Government of NCT of Delhi. If caste certificate submitted is of other state then the

details will be verified online by e-District application software from the caste

certificate database (if digitized) of the respective state.

I) All OBC Certificate and Rejection letter (Specifying the valid Rejection Reason) will be digitally

signed by approving authority. No manual signature will be affixed on OBC Certificate or

rejection letter. Digitally signed record will be archived and stored in digital database.

m) Applicant will be intimated by the SMS/email on following stages -

/. When service request is submitted in e-District application software

n) There will not be any physical file movement for issuance of OBC Certificate service request.

o) The applicant has a right to know the status of his application, once filed. Hence, applicant

can check and verify his/her application status online through portal.

p) The applicant can also track the status of his/her application though sending SMS

q) Once OBC Certificate /Rejection letter is generated, the copy of OBC Certificate /Rejection

letter can be obtained from http://edistrict.delhigovt.nic.in or from CSC of their sub-division.

r) OBC Certificate /Rejection letter will be printed on plain A4 size paper. Citizen themselves

can take print of OBC Certificate /Rejection letter from the e-District portal.

s) Digitally signed OBC Certificate /Rejection letter can be verified online by any one from

http://edistrict.delhigovt.nic.in .

t) Field verification is not required, in those cases, where genuineness of the application can

be verified on the basis of required documents submitted by the citizens.

u) However if the competent authority is not convinced about the genuineness or authenticity

of the appended documents, field verification would be carried out by an officer not below

the rank of Naib Tehsildar or AERO (where Naib Tehsildar is not available).

v) No Applicant would be asked to produce any additional document in case the prescribed

documents have already been furnished by him/her, However, the applicant may on his own

provide additional documents, if those are relevant and helpful in speedy disposal of his/her

case.

w) The issued OBC certificate will not be treated as a proof of Residence and income. '

x) Now onwards photograph of beneficiary will be printed on OBC Certificate.

6. Systematic procedure for Issuance of OBC Certificate:

The request for OBC certificate will be accepted at the e-District Kiosk in the state without

discretion of any kind. All Delhi Government Official at District or Sub Division level should now

onwards accept the service requests through electronic channel only. The applicant has option to

submit a service request through any of the below mentioned procedures:

7. Systematic Operation Guidelines for Issuance of OBC Certificate:

Part 1: Processing of Issuance of OBC certificate service request by the department

discharging their responsibilities through e-District Application Software. The procedure for

application and processing of OBC Certificate service is as follows:-

/'. Once the Citizen submits the online application form of OBC Certificate, the service request

is forwarded automatically to the dealing assistant of the Concerned Official

(SDM/Tehsildar) by e-District application software.

/;. Dealing Assistant responsibility is to login into his/her account daily, and to check service

requests received and process it. Dealing Assistant examines the complete service request

details, based on online & document verification, forwards the application with

comment/remark to the concerned official (SDM/Tehsildar).

///. Concerned Official (SDM/Tehsildar) responsibility is to login into his/her account daily, and

a.If SDM/Tehsildar is satisfied with the details he/she will approve the service

request by using digital signature.

b.If SDM/Tehsildar is unsatisfied with the details he/she will rejects the service

request by giving rejection remark and using digital signature.

c.If SDM/Tehsildar finds some information is missing or supporting document

provided/uploaded by Citizen is not proper/blurred, he/she may raise an

objection to the Citizen by stating clearly what information required to be re

furnish by citizen in order to process the service request.

•An SMS/email is sent to the Citizen as soon as objection is raised.

Citizen needs to login to the e-District portal and response the

objection by re-furnishing the required information.

•SDM/Tehsildar, on his/her login get to know that objection raised by

him is responded by Citizen.

•If SDM/Tehsildar is satisfied with the response of Citizen against the

objection raised, he/she approve or if unsatisfied rejects the service

request as explained above.

iv. Field verification is not required in issuance of OBC Certificate However If SDM/Tehsildar is

not convinced with the details Citizen has furnished and finds it can only be resolved after

field verification then, Field verification is carried out only by the officers not below the rank

of Naib Tehsildar/AERO

v. Concerned official (SDM/Tehsildar) may forward the service request for field verification to

the Naib Tehsildar/AERO.

vi. Naib Tehsildar/AERO responsibility is to login into his/her account daily to check the field

verification requests. He/She does the field verification as specified below in part 2 and

submits the field verification report with comment/remark electronically in e-District

application software. After submission, field verification report is forwarded automatically

to the concerned Official (SDM/Tehsildar).

vii. Concerned Official (SDM/Tehsildar) examines the complete service request details with

field verification report, based on which he/she can take the following actions:

•If he/she is satisfied with the details and field verification report he/she will

approve the service request by using digital signature. "

•If he/she is unsatisfied with the details and/or field verification report he/she will

rejects the service request by giving rejection remark and using digital signature.

viii. Once concerned official (SDM/Tehsildar) approves/rejects the service request; the e-District

application software generates digitally signed OBC Certificate /Rejection letter and save it

in e-District database. Communication through SMS/e-mail will be send to applicant in

either ways.

Part 2: Process for Field Verification of OBC Certificate

In this process Naib Tehsildar/AERO checks and verifies but not limited to following details,

Part 3: Process for delivery of OBC certificate

To receive the OBC certificate/Rejection letter online, the applicant should visit portal and

login into the e-District application software using user ID & password. After successful login into

the e-District application software he/she enters the acknowledgement number specified in the

acknowledgement receipt and prints the digitally signed OBC certificate/Rejection letter.

OR

To receive the OBC certificate/Rejection letter the applicant has to visit any of the CSCs/ e-

District Kiosk center and provide the acknowledgement number specified in the acknowledgement

receipt. By entering acknowledgement number the authorized CSC/ e-District Kiosk operator prints

the Digitally Signed OBC certificate/Rejection letter.

8. Service Level for Issuance of OBC Certificate:

Service levels for all the intermediate process activities have been clearly defined and given

below. It is preferable for all the concerned process actors to observe them. However these

9.MIS reports format for monitoring of Issuance of OBC Certificate:

The e-District application software is capable of generating MIS reports on various

parameters. These computer generated reports should be referred by the concerned official for

various purposes.

10.Escalation Matrix:

Escalation matrix for the critical process activities has been clearly defined below and it is

mandatory for all the concerned officials to take action on the computer generated escalations so

as to meet the predefined service levels.

Guidelines For Issuance Of OBC Certificate

I.The applicant is entitled for OBC Certificate of Delhi if


VAn individual who is a citizen of India.
^OBC certificate has already been issued to any paternal blood relative (Father/ Uncle).
^An individual who is a permanent resident of Delhi on or before 8th September 1993.
^Caste applied for must be notified in Govt. of NCT of Delhi.
^The applicant is not covered under Creamy Layer category as specified by the Govt. of India time to time.
^Anyone who does not belong to OBC category can't claim so on the virtue of marriage.

II. The applicant is entitled for OBC Certificate (Central) for applying for appointment to Posts under the
Government of India if•'
^An individual who is a citizen of India.
^An individual who is currently residing in Delhi.
^ Caste applied for must be notified in the Government of India OBC List (Central)
VAn individual who is a permanent resident of Delhi on or before 8th September 1993 is eligible for OBC
certificate of Delhi (Central)for applying for appointment to Posts under the Government of India
^ If applicant have migrated to Delhi after 8th September1993 then he/she will be eligible for OBC Certificate
(Central) of the State to which he originally belonged to.
^ The applicant is not covered under Creamy Layer category as specified by the Govt. of India time to time. Please
check and fill Annexure I for eligibility.
/ Anyone who does not belong to OBC category can't claim so on the virtue of marriage.

2.Proof of residence in Delhi since prior to 1993 as pers.no 2 proving stay in Delhi prior to 1993
3.One photo ID proof and one residential proof as per s.no 2 and 3. . ID proof of parent as per s.no. 1 will also be
required in case applying for Minor.

8. Case IV: Where an OBC Certificate has already been issued to the applicant from Delhi/Other State
Eligible for OBC Central Certificate•
List of Documents required:
1.Completed application form alor^ with Self declaration of the claim for Non-Creamy Lay^^r in the prescribed format
2.Copy of OBC Certificate of the applicant
3.One photo ID proof and one residential proof as per s.no 2 and 3.

9. Citizen must provide signed copy of Self-Declaration form along with the application form. A compliance to
I Annexure I that the citizen does not belong to creamy layer as laid in Annexure I must also be provided along with
the Self-Declaration Form.

10. One Passport size Coloured Photograph of the Applicant (Size 5cm x 4.5cm Or2"xl. 75")t

•Should include full face, front view and open eyes• should be of full head from top of hair to shoulder
•should be in a plain white or off-white background• shouldn't be shadows on the face or background

• • should have a natural expression (closed mouth)• should not include sunglasses or hats

?Parents can onlyapplyin case of minor ("minor" as per the provisions of the Indian Majority Act, 1875)
?J* In case of minor, parent's Address proof has to be appended. The ID proof has to be of minor.
?Beneficiary's/Parent's self-attested copy of the original document to be produced while applying at Gtizen Service
Centre (CSQ and if applying online then document are to be uploaded, in e-District application software. Physical
verification of some documents may be necessary at the counter even in case of online applications.
?Scanned copy of Self- Declaration has to be uploaded while applying online.
?The beneficiary himself/herself /any of his family member should be present at the CSC for photograph or submit
his/her photograph. In case of online application, applicant must upload beneficiary photograph (As per
specifications above)•
