PRESENTATION PREVIEW NOTES

DILG Memorandum Circular No. 2019-72 provides


for the guidelines on accreditation of civil society
organizations as well as the selection of
representatives to the local special bodies.

This MC Circular is based on the following


provisions of the irr of lgc and circulars
Article 62, IRR of the Local Government Code of
1991
- mandates LGUs to promote the establishment and
operation of people’s organizations, non-
governmental organizations and private sectors
and make them active partners in the pursuit of
local autonomy.
Article 64, IRR of the Local Government Code of
1991
- provides for the procedures and guidelines for
the selection of CSO representatives to the local
special bodies and the criteria for accreditation of
CSOs for the said purpose
DILG Memorandum Circular No 2016-97
- reiterates the provisions of the Local
Government Code and its IRR to provide
clarificatory guidelines in the accreditation of
CSOs and in the selection of representatives to
the local special bodies.

DILG Memorandum Circular No. 2019-72 applies


to all provinces, cities and municipalities and CSOs
that are intending to apply for accreditation to
seek representation in the local special bodies.
These are the major activities indicated in the
Memorandum Circular 2019-72.
You can read it since it is elf explanatory, we will
discuss later the details.

You can see that – on the month of July,


Inventory & posting of Directory of shall take
place. As indicated under 4.1 of he MC

For the month of August- the following


activities shall take place:
Call for Accreditation -1st wk of august
is indicated in 4.2
CSO Conference-1st week of aug.

Applications and requirements shall be


submitted to the SP within the 2nd week but
not later than the last working day of the
3rd week. It shall be evaluated by the
Sanguniang Pnlalwigan on the 3rd week but
not later than the last working day of
August.

Accreditation Proper is indicated in 4.3

For the month of September:


1st week of sept.- DILG shall issue a Notice
for a meeting of the selection of rep to the
local special bodies.
2nd wk of Sept- meeting , election and
orientation.
Selection of Representatives to the Local
Special Bodies is under 4.4 of the MC.

Inventory and Directory of Civil Society
Organizations
As stated awhile ago,
All provinces, cities and municipalities shall
conduct an inventory to generate or update their
existing CSO Directories. The Directory of CSOs
shall serve as the source document for the issuance
of the Notice of Call for Accreditation.

The Planning and Development Officer or duly


designated LGU appointive official shall conduct
the inventory.

The local chief executive shall engage the support


of DILG Field Office, other appropriate NGAs, and
CSO Networks, if any, in the conduct of the
inventory and in the preparation of the Directory.

Call for Accreditation:


The Sanggunian shall issue a Notice of Call for
Accreditation to all the CSOs listed in the Final
Updated Directory of CSOs whether previously
accredited or seeking accreditation for the first
time. This will be done through a CSO Conference
that shall be conducted by the LGU.
CSO Conferences shall be conducted in order to
enhance CSO awareness and understanding of civil
society participation and increase CSO capacity to
engage in local governance.

 four (4) major topics: relevance of
participatory governance, DILG
guidelines on CSO accreditation of
CSOs, avenues for CSO participation
as provided in RA 7160, and
formation of a local CSO Network
 shall be conducted using the
Training Modules provided by the
DILG Central Office
Accreditation Proper:
The Sanggunian shall issue the following:
1. Certificate of Accreditation to
every qualified CSO;
2. Notice to every organization, which
applied and satisfied the set criteria
but failed to submit all the
requirements, encouraging them to
complete the lacking requirements
not later than the last working day
of the 1st week of September; and
3. Notice of Non-Qualification to
CSOs that were not able to satisfy
the requirements and set criteria,
informing them of the reason/s for
said non-qualification.

After the Accreditation Process, the DILG Field


Officers shall issue a notice to all accredited CSOs
for a meeting on the selection of representatives to
the following local special bodies:
Local Development Council
Local Health Board
Local School Board
Local Peace and Order Council
The selection of representatives shall be in
accordance with pertinent laws as reiterated in
Section 4.4, Items 4.4.8 and 4.4.9 of DILG MC No.
2019-72.
A representative-CSO that has incurred three (3)
cumulative absences to the meetings of the local
special body where it sits as a member shall be
replaced by the Sanggunian.

The replacement organization shall be chosen from


among the CSOs in the LGU that were accredited
for the same purpose, and shall be selected in
adherence to the criteria provided in Section 4.4,
Items 4.4.8 and 4.4.9 of DILG MC No. 2019-72.

Immediately following the selection process, the


LCE shall call for a joint organizational meeting
with the Local Development Council, Local Health
Board, Local School Board, and Local Peace and
Order Council.
This meeting provides a venue to discuss the
functions of the local special bodies.

For the LDC, it will be for the creation of the


executive committee, sectoral and functional
committees, technical working group, and
consideration of the selection of a CSO
representative as vice-chairperson.
DILG Regional Directors and the BARMM
Minister for LG:
 Mobilize additional staff support in the
conduct of the CSO Conference and the
accreditation and selection processes, if
necessary or upon the request of local
authorities.
 Cause the provision of technical assistance
to strengthen local special bodies, where
necessary and also upon the request of
local authorities.
 Lead their respective Regional Monitoring
and Reporting Committees and see to it
that the functions and responsibilities of
said Committees are performed.
DILG Provincial Directors and City/Municipal
Field Officers:
 Take the lead in the conduct of the CSO
Conference.
 Facilitate the conduct of the
orientation/meeting among accredited
CSOs after the accreditation process.
 Document the proceedings of the said
orientation/meeting and submit an official
report to the concerned local chief
executive within two (2) working days
after the orientation/meeting.
Reporting of accreditation-related activities
conducted in all LGUs shall be reported to the BLGS
through an online monitoring form
