2015 Special Hardship Allowance (SHA) forTeachers per r

2. Meantime that the new guidelines and cr iteria pursuant to Section 9 of the Spedal Provisions
of the General Appropriations Actf or FY 2015 Is notyet f inalized, the management has decided to still
follow the guidelines and criteria Stipulated in National Budget Circular (NSC) No. 51i, s. 2007, in the
determination of SHA pay for each qualifiers for FY 2015.
3. Considering that the total appropriations for SHA in FY 2015 Is less than the actual funding
requirement (I.e. PhPl.174 8illion available budget for SHA pursuant to the General A ipropriations Act
for FY 2O1S vis-a-vis PHP2.152 Biltlan based on your respective reports submitted to this Of fice as
consolidated), the Department has again pro-rated the said fund among ait regions and schools
divisions but this Office will be requesting the release of addit
ional fund to the Oepa tment of Budget
and Managementfor the deficiency.
4. It is emphasized under Section 4.1 (Guidelines) of NBC No, 514 entitled %uldellnes on the
Grant ofSpecial Hardship Allowance" that priority in the payment of 5HA shall be gi/en to classroom
teachers in elementary and secondary levels and to school heads/administrators extosed to hardship
