Introduction
Carmen, as a town, was founded in 1870.
The 2015 census of population revealed that it has about 51,325 residents
with household number of 10,773 which religious affiliation is mostly dominated
by Roman Catholic and some Christian groups.
It is classified as 3rd class municipality with an Internal Revenue Allotment
(IRA) of Php 119,287,530.00
Municipality of Carmen’s economy is primarily based on fisheries and
agricultural production, with few industrial and commercial sources. Its
opportunities lie on land, eco—tourism, and human resources.

Basis of our Proposed Land Use Map


The main basis of our proposed land use map is the soil map. We have
identified the properties of the different types of soil formations to know which
usage will the soil be good for.
The secondary basis is the contour map. For instance, the soil in a certain
area is good for residential, but the topography of the area is no longer buildable,
so we filter it out accordingly.
The Municipality of Carmen has provided us with existing land use map and
we can see that a large portion of the map is still unused or undesignated to a
certain usage. Thus, the Municipality is not yet fully developed.
We also put into account the Hazard Map which tells us the areas where
landslides and flooding are highly susceptible.
And lastly, we also checked the Forest Cover Map to identify where the
natural and mangrove forests are so as not to disrupt them. We would not want to
destroy sanctuaries for development.

Originally, Carmen Cebu has 11 types of soil but it has been narrowed down
to 8.
First, Alluvium, is good for agricultural use since the soil is loose,
unconsolidated, and left by flowing streams in a river valley, typically producing
fertile soil.
Mudstone, Limestone and Conglomerate soil formations are good for
residential, commercial, industrial, municipal and community building purposes
since these soil types consists of interbedded stones that overlies older rocks giving
a good soil foundation since the mentioned usages involves buildings and
structures.
Basalt and Uling formation areas can be good for mining since Uling is a
very good resource for power and basalt is a mineral.
Areas with Pyroclastic and Peridotite soil formation are better off preserved
since first of all, it is no longer accessible. This part of the Municipality is the most
unexplored and it is very impractical to develop this area.
Although there is one more part of the Municipality that is Alluvium which
is good for Agricultural, we sacrificed it and turned it into commercial and
Community buildings because the Municipality needs a center of development and
it is the most suitable place. However, we have let the upper Alluvium area remain
to be cultivated when it is supposedly good for commercial buildings since it is
along the main road, because it is important to allot enough area for cultivation
since the residents need crops for survival.
