24 The 16th Regular Session started with a call to order from the Presiding Officer at 9:00 AM where the roll
25 call has an attendance of everybody. The Minutes of the 15 th Regular Session was considered next and after
26 some minor connections, the same was approved on motion of Hon. Arnold D. Aguila and seconded by Hon.
27 Celso G. Mandocdoc.

35 A RESOLUTION REQUESTING ALL ELECTED OFFICIALS AND EMPLOYEES OF LGU-SAN JOSE,
36 BATANGAS, TO JOIN THE SINGING OF THE SAN JOSE MUNICIPAL HYMN EVERY
37 FLAG RAISING CEREMONIES AFTER THE SINGING OF THE NATIONAL ANTHEM

39 WHEREAS, hymns are patriotic symbols that embody our history, struggles, trials and triumphs that give
40 inspiration to people and possess a sense of belongingness to one’s territory;

42 WHEREAS, the song “San Jose O Bayan Ko” has been composed and arranged in the local dialect with
43 prominent arrangement reflecting into the hearts and minds of every San Josenians the love, loyalty and
44 patriotism to the hometown covering areas of immediate concern;
45
46 WHEREAS, “San Jose O Bayan Ko” has been the Official Municipal Hymn of San Jose, Batangas and is
47 serving as an inspiration and a buoyant force which unites San Josenians to further attain peace, progress
48 and development;

50 WHEREAS, showing respect and giving favor to attain municipal identity, the same should be sung in
51 public places in the manner that such will be executed with dedication.

53 WHEREFORE, on the sponsorship and motion of Hon. Renji A. Arcilla and with the concurrence of all
54 Members present, Elected Municipal Officials and Employees are enjoined and requested to join the singing
55 of the Municipal Hymn with solemnity and respect.

57 RESOLVE FINALLY that copies of this resolution be provided to parties with interest hereon.

74 Whereas, a request for cockfights on Wednesdays, Thursdays, Fridays and Saturdays for November and
75 December 2016 was requested and calendared for a committee action;

77 Whereas, the Committee rendered a report authoring the request but was objected into by some Members
78 because the renewal of franchise request is yet to be acted;

80 Whereas, a general consensus was reached that the request for November 2016 will in the meantime be
81 authorized.

83 Wherefore, on motion of Hon. Celso G. Mandocdoc and jointly seconded by Hon. Herminigildo P.
84 Maquinto and Hon Godfrey A. Umali, resolve to approve as it is hereby approved that cockfights on
85 Wednesdays, Thursdays, Fridays and Saturdays of November 2016 is hereby AUTHORIZED.

114 RE: Annual Investment Plan for Fiscal Year 2017 of Barangay Poblacion 4 and Barangay Mojon-Tampoy, San Jose,

118 The above mentioned barangays submitted documents to the Sangguniang Bayan for review.

121 Upon review of the documents submitted to the Sangguniang Bayan, the respective barangays adopted the Barangay
122 Annual Investment Plans for 2017 including the LDRRM, the GAD Plan and Youth Development Plans as mandated by
123 law.

125 RECOMMENDATION:
126 The Committee finds the Annual Investment Plans for Fiscal Year 2017 of Barangay Poblacion 4 and Barangay
127 Mojon-Tampoy, including the LDRRM Investment Plans, GAD Plans and Youth Development Plans followed the pertinent
128 rules and regulations accordingly to come up with a feasible investment and development plans and recommends its
129 authorization as it complied with basic requirements.
