SUPREME STUDENT COUNCIL

HOUSE RULES AND REGULATIONS


2018-2019

I. OPERATION TIME:
8:00 AM to 12:00 NN TOTAL OPERATION TIME:
1:00 PM to 5:00 PM 11 Hours and 30 Minutes
5:00 PM to 8:30 PM

II. GENERAL RULES:


1. All Officers must comply with the rules and regulations of the Supreme Student Council.
2. All Officers shall properly endorse the specified transactions and duty to the next officer
on duty.
3. All Officers should always bring with them their duty of assignment provided by the
Committee on Duties, Obligations and Functions for reference purposes.
4. All Officers should always wear proper school uniform. This includes proper wearing of
shoes, official lanyard of BISCAST and SSC ID. Proper use of school uniform shall only be
suspended in case of bad weather or in case of difficulty relating to the physical health.
5. All Officers should always be prim during his/her duty. Always give what is right and
needed by the students inquiring inside the office.
6. All officers are required to maintain the cleanliness and order of the Supreme Student
Council Office. Electrical appliances should be unplugged and windows should be closed
when leaving the office at the end of the day.
7. All officers should accomplish the assigned task given to him/her.
8. Narrative Reports and other related documents shall be submitted not later than 7 days;
failure to comply is subject for demerit points.
9. Individual, Committee Reports and Financial Obligations should be a requirement for an
officer to be cleared to the Supreme Student Council.
10. Any Officers who resigned to his/her post should provide such reports during his/her
tenure of office for them to be cleared by the Supreme Student Council.
11. All document related to the Supreme Student Council such as narrative report,
liquidation report, excuse letter or any other document shall have the following format:
A. Shall be printed in A4 size bond paper
B. Shall have the logo of BISCAST and SSC or in some case there will be templates to be
given and it must be followed.

C. 2. Two (2) copies of other documents
12. Public display of affection and any other related situations is not allowed inside the
office.
13. Failure to comply with these rules shall be dealt accordingly by the Committee on
Duties, Obligation and Functions.
14. Any misunderstanding between officers shall be dealt with by the Committee on Duties,
Obligations and Functions.
III. DUTY OF THE DAY
1. All Officers should be on time during their respective duty. (not later than 5 minutes)
2. In case of failure to attend to his/her duty, he/she will provide an excuse letter and
should be given to the Chairman of the Committee on Duties, Obligations and Functions
not later than 3 days from the date of absence.
3. In case of absence of an officer to his/her duty, any officer may substitute during their
respective duty. The substitution should be noted by the CODOF Chairman and should
reflect on the Duty of the day logbook as EMERGENCY DUTY.
4. The Officer on Duty shall see to it that the SSC Office should be on a good working
environment, free from unorganized office files, unsweep floor and unwashed dishes
before he/she turns over the office to the next duty.
5. Turned over belongings should be noted in the Lost and Found logbook.
6. During the borrowing of office equipment, the officer on duty should check the
equipment (and related tools/electrical wires and anything that will aid its
functionality) if it is functional and in good condition. After checking, the borrower
should properly fill out the borrower’s form with the aid of the officer on duty.
7. During the return of equipment, the officer on duty should double check the equipment
if it is in good condition and should also check for missing or damaged parts before
handing over the borrower’s identification card. If the equipment is in good condition,
that is the only time that the borrower will be considered as cleared.
8. The officer of the day shall be responsible for any damaged/lost or incident happened
during his/her work or duty. The officer should submit an incident report to the
Committee on Audit (COA) for further investigation.
9. Any officers during his/her duty can directly give a demerit point of 5 to the officer who
imposed:
-insult
-malicious behaviour
-disrespectful/vulgar words
-insubordination (toward the higher position not limiting his freedom of
expression) provided that they formally file complains.
10. The last duty of the day should always check all the electrical equipment to be
unplugged and all the windows should be closed before he/she leaves the office
premises.

IV. OFFICE TRANSACTIONS


1. Transactions related to paying of SSC Membership Fee, ENCONTRADA Fee and any other
transactions related to collecting money for certain event, and what not in nature that
requires each student of this institution to pay should ONLY be handled by the
Committee on Finance and its members. An Officer may collect, provided that he/she is
duly authorized by the Chairman of Committee on Finance, duly endorsed to the
President and duly noted by the Chairman on Committee on Duties, Obligations and
Functions.
2. Collections should be remitted directly to the Chairman of the Committee on Finance not
later than 3 days from the day of the collection. Such remittance should be noted in the
logbook of the Committee on Finance.
3. Only projectors, wireless speakers, extensions and HDMI connectors, scientific
calculators, stand fan and cleaning materials are allowed to be borrowed from the SSC
office. Office supplies such as scissors, pencils, ballpen, tapes, staples and glues should
not be allowed to be borrowed for these things should be a responsibility of a student to
be brought to school.
4. The Committee on Audit shall be the authorized signatories for the SSC-BISCAST in the
student clearance. However, the clearance of graduate students and students who
stopped during a semester can be signed by any officer inside the office for they are
considered PAID.

V. OFFICE DEVELOPMENT
1. All SSC Officers are entitled to use all equipment and tools inside the office PROVIDED
that it is not in use and the officer is in good standing. Printing is allowed but in the case
of bulk printing, bond papers should be provided personally. Personal belongings,
equipment and tools should be used with proper consent to the owner.
2. Office computers can also be used by the officers provided that it is not to be used by the
office for its transactions and communications. Office concerns should always be in the
priority when using the office computer.
3. Resigned/Impeached officers are no longer entitled with the privileges being utilized by
the Supreme Student Council.
4. Former SSC Presidents are also entitled to use such privileges provided that they are in
good standing during their term.
5. All personal belongings shall be properly kept inside the office. All clothing and any
other things that occupy a big space of the office and disturbs the orderliness of the
office as a whole should be brought home not later than 3 days.
6. Any other personal belongings of the student shall not be allowed to be kept inside the
Supreme Student Council to avoid future problems. Supreme Student Council is not a
baggage counter to begin with. Any other belongings of the student can be kept inside
the Supreme Student Council for at most 10 hours, provided that the SSC Officers are not
liable of any damages or losses.
7. All equipment that shall be deducted from the Office Development Fund shall be
properly endorsed to the members of the Supreme Student Council in an Executive
Meeting.
VI. FLAG CEREMONY
1. All Officers are required to attend the weekly flag rituals.
2. In case of absence, excuse letter should be presented not later than 3 days after the flag
rituals.
3. All officers are required to aid in the flag rituals such as helping in forming lines and

guiding the students in the designated area for standby during the ceremony.
4. A schedule to lead the “Panunumpa sa Watawat ng Pilipinas” shall be given by the
CODOF. The CODOF shall remind the officer a day before the ceremony. All officers are
required to lead the panunumpa at least once.
5. In case of absence in his/her scheduled panunumpa, the officer to lead shall notify the
CODOF a day before his/her schedule. The officer that is absent shall be the one to look
for his/her proxy and shall notify the CODOF immediately.

VII. COMMITTEE RESPONSIBILITIES


1. The Committee on Finance shall submit a monthly financial report to the president, COA
and CODOF with regards to financial status of the Supreme Student Council.
2. The committee on Audit shall submit a monthly audit report two weeks after the
Committee on Finance submitted their report, and shall furnish a copy to the CODOF and
the President.
3. The committee on Income Generating Project (IGP) shall submit a report monthly to the
COA, CODOF and the President.
4. The Committee on Duties, Obligations and Functions shall submit a weekly report to the
President.
5. Reports shall be submitted not later than 5:00 PM of Saturday for weekly report and
5:00 PM of the last Saturday of the month for monthly report.
6. Committee on Audit, Committee on Finance, Committee on Income Generating Project
and Committee on Duties, Obligations and Functions shall give a schedule of the
availability of their Committee everyday of the week to the President. This is to ensure
that all clearance and monetary transactions will be entertained and the duty of the day
shall be properly monitored.
7. All standing committee shall immediately submit their endorsement to the President
right after the completion of the members of their committee. The endorsement shall be
passed not later than the last day of the year for the Second Semester.
8. All accomplishment reports shall be submitted not later than 15 days after the start of
the new semester.

VIII. EXECUTIVE MEETINGS


1. The SSC-BISCAST Executive Branch shall conduct its regular meetings twice a month.
Date, time and place will be determined by the SSC-BISCAST President in consultation
with the executive officers.
2. Emergency and Special meeting of the Executive Branch may be called by the SSC-
BISCAST President upon his/her initiative or upon petition of a member.
3. Duration time of the meeting depends on the AGENDA.
4. Attendance is a must.
5. 15 minutes arrival on meeting is considered as LATE.
6. Emergency excuse is valid if it is approved by the CODOF.
7. Excuse letter is valid only if it is noted by the Parent/Teacher/Guardian/Employer thus
failure to comply is considered as ABSENT.
8. Excuse letter must be filed 3 days before or 3 days after the requested date to excuse
noted by the secretary approved by CODOF.

IX. RESPONSIBILITIES OF EACH OFFICER INSIDE THE OFFICE


Aside from what is stated in the Constitution and By-laws of the
Supreme Student Council, each officer has an extended duties and
responsibilities during his/her tenure of office.
PRESIDENT
1. Shall see to it that all officers are doing their job and is functioning according
to what is stated in the Constitution and by laws of the Supreme Student
Council.
VICE PRESIDENT FOR ADMINISTRATION
1. Shall be the Officer-in-Charge in case of the absence of the President.
2. Shall be the automatic chairman of the Committee on Duties, Obligations
and Functions and shall help the president in enforcing the Supreme
Student Council House Rules.
YEAR LEVEL REPRESENTATIVES
1. Shall assist the Public Relations Officer in the information dissemination
process.
2. Shall see to it that all the suggestions, grievances and any other student
related concerns in their areas shall be given to the Supreme Student
Council for further evaluation and fast action.

CONSTITUTION AND BY LAWS WILL BE FIRST LIBERATED BY CODOF AND BE
ENDORSED TO THE SSC BISCAST PRESIDENT.
