A. Staff Assignment
The CASTCs shall be under the supervision of the Regional Director thru the Assistant
Regional Director for Technical Operations. The Cluster Directors shall report directly both to
the ARD for TOD and RD.
When the Cluster Director is on leave or on official travel, a senior regional or cluster staff shall
be officially designated as Officer-In-Charge (OIC) by the RD. The OIC shall perform the following
functions:
a. Manage the day-to-day operation of the Cluster Office such as review of incoming
communications, routing of documents, and assigning of tasks to regional staff.
b. Represent the CD in meetings, conferences, and similar activities.
c. Prioritize the tasks and documents for due consideration of the CD upon the latter’s
resumption of authority.
d. Perform other tasks and functions as may be delegated by the RD.
The CASTCs shall submit accomplishment reports every last Monday of the month. These
shall comprise physical accomplishments based on the balanced scorecard. All
accomplishment reports shall follow the prescribed format, signed by the Cluster Director.
a. Working hours
DOST employees are required under existing laws to render eight (8) hours of service
a day for five (5) days a week or a total of forty (40) hours exclusive of the time for
lunch.
b. Attendance
The CD shall report to the RO on Mondays. In case the CD is on official or unofficial
travel, the Assistant CD shall assume the said responsibility.
All cluster staff’s daily time record, either original or electronic copy, shall be submitted to
the HR prior to the making of the payroll, to wit:

Permanent Submit the DTR of the previous month within five (5)
working days after the first day of the present month
Contractual Submit the DTR within five (5) working days prior to the

*Every 10th and 25th day of the month or the last working
day if the cut-off dates fall on a weekend
