C. Functions of the Cluster Staff

Cluster Director (Senior Science Research Specialist)


The S&T Cluster Directors shall be under the supervision of the Regional Office with the
following duties and responsibilities:
- Leads the planning, coordination, implementation and monitoring of all S&T projects in
the Cluster;
- Prepares cluster-based plans, accomplishment and technical reports for various S&T
projects
- Acts as liaison officer in the cluster office
- Report at least monthly to the Assistant Regional Director for Field Operations and the
Regional Director.

Assistant Cluster Director (Science Research Specialist II)


- Assists in the planning and implementation of SETUP and Technical Consultancy
Services
- Assists in the preparation of technical documentary requirements projects
- Assists in the implementation of MSME-based trainings.
- Assists in the monitoring of SETUP projects
- Assists in the coordination and implementation of other S&T projects and activities
- Acts as liaison officer in Satellite Officer

Technical Staff (Science Research Specialist I)


- Assists in the planning and implementation of projects
- Assists in the preparation of technical documentary requirements for projects
- Assists in the implementation of livelihood trainings
- Assists in the monitoring of Community-based projects
- Coordinates with the regional monitoring team
Technical Staff (Project Assistant II)
- Assists in the preparation of technical documentary requirements such as project
proposals and reports.
- Assists in the monitoring of SETUP projects.
- Assists in the conduct of trainings and seminars

Administrative Staff (Project Assistant I)


- Assists in the preparation of clerical financial documents including but not limited to
food requests, reimbursement reports, etc.
- Assists in the monitoring of Community-based projects
- Assists in writing of articles, documentation and promotional materials
- Assist in the procurement process of the cluster

D. SUPERVISION OF CLUSTERED AREAS S&T CENTERS (CASTCs)

The CASTCs shall be under the supervision of the Regional Director thru the Assistant
Regional Director for Technical Operations. The Cluster Directors shall report directly both to
the ARD for TOD and RD.

When the Cluster Director is on leave or on official travel, a senior regional or cluster staff shall
be officially designated as Officer-In-Charge (OIC) by the RD. The OIC shall perform the following
functions:

a. Manage the day-to-day operation of the Cluster Office such as review of incoming
communications, routing of documents, and assigning of tasks to regional staff.
b. Represent the CD in meetings, conferences, and similar activities.
c. Prioritize the tasks and documents for due consideration of the CD upon the latter’s
resumption of authority.
d. Perform other tasks and functions as may be delegated by the RD.

II. Submission of monthly accomplishment reports

The CASTCs shall submit accomplishment reports every last Monday of the month. These
shall comprise physical accomplishments based on the balanced scorecard. All
accomplishment reports shall follow the prescribed format, signed by the Cluster Director.

III. Working hours and attendance

a. Working hours
DOST employees are required under existing laws to render eight (8) hours of service
a day for five (5) days a week or a total of forty (40) hours exclusive of the time for
lunch.

b. Attendance
The CD shall report to the RO on Mondays. In case the CD is on official or unofficial
travel, the Assistant CD shall assume the said responsibility.

All cluster staff’s daily time record, either original or electronic copy, shall be submitted to
the HR prior to the making of the payroll, to wit:
Position Deadline

Permanent Submit the DTR of the previous month within five (5)
working days after the first day of the present month

Contractual Submit the DTR within five (5) working days prior to the
*cut-off

*Every 10th and 25th day of the month or the last working
day if the cut-off dates fall on a weekend
