Directive 2012/27/EU of the European Parliament and of the Council of 25 October


2012 on energy efficiency (EED)

“ARTICLE 4: Building renovation: Member States shall establish a long-term


strategy for mobilising investment in the renovation of the national stock of
residential and commercial buildings, both public and private. This strategy shall
encompass:

a) an overview of the national building stock based, as appropriate, on statistical sampling;

(b) identification of cost-effective approaches to renovations relevant to the building type and climatic zone;

(c) policies and measures to stimulate cost-effective deep renovations of buildings, including staged deep
renovations;

(d) a forward-looking perspective to guide investment decisions of individuals, the construction industry and
financial institutions;

(e) an evidence-based estimate of expected energy savings and wider benefits.”

4. ANALYSIS OF THE MAIN STRUCTURAL CHALLENGES.


The document includes a series of structural challenges for the development of energy rehabilitation in
Spain. Some of them were already identified in the diagnosis made for ERESEE 2014 and that still persist;
some others have arisen in its subsequent development from 2014. These structural challenges are analyzed
in order to draw conclusions for designing new and optimal measures to tackle them.

Efficiency regulation (dating from 1979).

ERESEE 2017 proposes a series of lines of action that include a set of short, medium and long
term measures to promote rehabilitation and energy efficiency in building.

per floor, for a total of 576 dwellings of average area of
100 m2. These buildings were constructed in 1977.
