11 EVALUATIONS AND SELECTION PROCESS:
11.1 Evaluation of Technical Proposal (Qualification):
The evaluation of Technical Proposal will be made on the basis of Eligibility criteria and the
presentation of the Agency. The bidders are required to score minimum 50 technical points to
qualify the technical bid on the following criteria:

The evaluation of Technical Proposal will be made on the basis of Eligibility criteria and the
presentation of the Agency. The bidders are required to score minimum 50 technical points to

The Agency, who does not possess the required qualifications and experience, will not be
considered for opening of Financial Proposal. Authority reserves the right to judge, appraise,
and reject any or all proposals.
Concept Note:
Mindfulness: Meta narrative of the entire theme park This spirit of Buddhism
extends and is present in every branch and sect of Buddhism as espoused by the
great master Gautam Buddha. Mindfulness emerges from the teachings of Buddha.
While a detailed chronological timeline of Buddha and Buddhism, its emergence,
expansion and spread will be presented in the galleries of the interpretation centre,
the abstract concept of mindfulness is the theme under which the park spaces will
be experienced for the purpose of communicating various messages of 4 noble
truths and 8 fold paths prescribed by Buddha. FOUR NOBLE TRUTHS
Encountering Suffering and Four Noble Truths The Four Noble Truths are
accepted by all schools of Buddhism and have been the subject of extensive
commentary. They may be summarized as follows. The first truth, suffering (Pali:
dukkha; Sanskrit: duhkha), is characteristic of existence in the realm of rebirth,
called samsara (literally “wandering”). The second truth is the origin (Pali and
Sanskrit: samudaya) or cause of suffering, which the Buddha associated with
craving or attachment in his first sermon. The third truth is the cessation of
suffering (Pali and Sanskrit: nirodha), commonly called nibbana (Sanskrit:
nirvana). The fourth and final truth is the path (Pali: magga; Sanskrit: marga) to the
cessation of suffering, which was described by the Buddha in his first sermon.
The four truths therefore identify the unsatisfactory nature of existence, identify its
cause, postulate a state in which suffering and its causes are absent, and set forth a
path to that state. The fourth noble truths led to the foundation of Eight Fold Path
which is right understanding, right intentions, right speech, right action, right
livelihood, right effort, right mindfulness and right concentration.The FOURTH
Noble Truth representing the EIGHTFOLD PATH is disintegrated into eight
pillars and ends at the Kanak Sagar Lake with Lotus installations.
The landscape design is inspired by the abstraction which revolves around the
basic Buddhist lore and principles. The plantation of the Theme Park is an
important component which comprises of trees that find mention in the „Buddhist
texts‟. Some of important Buddhist shrubs have been incorporated in the landscape
plan.
