Hardwick WPCF Superintendents Report August 05, 2019

Completed:
-6/3/19 Jean-Paul Despres accepted the offer of hire as WPCF Operator and started 6/17/19. He has been provided with
our copy of “Operation of Wastewater Treatment Plants Volume I” to read/study and plans to enroll in classes at the
training center in Millbury in the fall (too late for Spring classes).

- 6/28/19 Jason Gerulaitis renewed his Drainlayers Permit and tied in a property belonging to Charles Lemaitre at 114
Old Petersham Road to the Eagle Hill Force Main. Potter performed connection inspection with Despres.

-7/8/19 1pm initiated “dirty flush” on Eagle Hill Force Main; ran with both BPV’s forced open until 10am 7/10/19

-7/15/19 Minor annual PM’s done on our 4 emergency generators. Eagle Hill unit is recommended for battery
replacement. Negotiated 2 of the 4 to be done for free due to exorbitant cost of software update in April. Staff
purchased and installed new battery (NAPA) on Eagle Hill Pump Station generator.

-7/16/19 Completed Study 39 (annual laboratory quality control tests) at both Gilbertville and Wheelwright WWTP’s.
Went over techniques with Despres and Johnson.

-7/19/19 Generator at Wheelwright WWTP shut down during weekly exercise run on “over voltage”. Called in Power
Products who responded and adjusted voltage regulator. Followed up by testing transfer under load and generator
performed well. Ran fine during exercise on 7/26/19.

-7/30/19 Removed accessible floating grease from Eagle Hill Pump Station wet well. The new septic tank does appear to
be helping to capture grease before it gets to the station.

-8/2/19 Initiated another “dirty flush” on Eagle Hill force main. Flow average below 20 gpm before initiation. Pulled out
compressors 10am 8/5/19 to end dirty flush. Average flow around 35gpm.

-8/5/19 Sandra Brouard at 53a Hardwick Road called with an odor complaint. Blew out Bioxide gravity delivery line with
air to insure it’s not backing up and added another hour to daily Bioxide timer. Thanked Sandra for her information and
encouraged her to call again if problem persists.

Alarm/Call-In/Unscheduled overtime log:


-6/28/19 6:20am Wheelwright Pumping Station High Level Alarm. Potter/Despres responded. Cleaned float after
clearing apparent blockage in inlet check valve. Monitored until pumped down.

-7/6/19 8:15 am Wheelwright WWTP, Potter arrived during weekend rounds to find Influent wet well abnormally high.
Panel CP2 had no power to it; breaker was normal. Found another (tripped) breaker feeding CP2 in process building and
reset same…tripped immediately. Troubleshot system to find problem was stemming from #2 Influent pump and called
in Johnson to assist. Pulled pump and found impeller/cutters rotating freely but motor smells burnt. Put #1 pump in
Lead and put a call in to Lagrant Electric to assist with #2 pump replacement next week. Johnson 3 hour call-in OT, Potter
1 hour additional weekend OT. Staff transferred piping and lifting armatures off old #2 pump to new; Lagrant wired up
same 7/9/19 and staff installed and tested-OK. Verified old pump motor has several internal shorts/burnt wires.
-7/13/19 11:35am Partial Power Outage in village of Hardwick; no alarms but Potter responded to make sure all facilities
in Wheelwright and Gilbertville still had power. All normal. Power restored to Dow Rd & Turkey St 1:30pm.

-7/16/19 8:20 am Paul Mitus from 231 Hardwick Road called with an odor complaint. Potter/Despres responded and
found no odor on arrival. Adjusted Bioxide feed at Eagle Hill Pump Station from 12 hours on/day to 13.5 hours on.

-7/17/19 6:30am call from Shane Ryan at 71-73 Joselyn Road (413-813-9052) to report sewer blockage that United
Plumbing was unable to clear. He is planning to have Fletcher Sewer & Drain camera line later to locate blockage. I
advised that we would come out and inspect the main line as well as try to jet past his property and advised him where
our map shows his line exiting his building. This is a 4” main (??!) and we tried jetting uphill from the closest
downstream manhole; only were able to jet up 50’ possibly because of slope. Fletcher showed up to camera line and
found blockage/collapse on “71” side (180 degrees from where our map shows line exiting house). Supplied owner with
fee schedule as well as Drainlayers License application and Sewer Repair Permit application.

-7/23/19 8pm Wheelwright Pump Station High Level Alarm. Johnson/Despres responded to find station behaving
normally but signs of a previous backup. Cleaned float and tested.

-7/25/19 Johnson and Despres stayed until 3:30 pm (1/2 hour OT) jetting sewer line at 96 Hardwick Road.

-7/31/19 Power outage at 2:30pm Wheelwright WWTP and Wheelwright Pump Station. Johnson and Despres shut off
flow to station per Potter to prevent flooding of equipment, monitored WWTP until power restored. Put station back to
normal. Johnson/Despres 2.75 hrs OT, Potter ½ hr.

Ongoing:

-6/6/19 Town Collector called to relay notice of a sewage backup in the Food Pantry. Potter responded to verify and
inform Police that we should check their old department. Police responded and verified leakage into there also. Both the
food pantry and police acknowledged there has been a slight backup for 1-2 weeks but ignored. Asked Liz from pantry if
she would like me to call a plumber for her and I called in Fletcher. She repeatedly asked who would clean up the mess
and I responded that it was up to that department head to figure that out. While waiting for Fletcher, crew retrieved
small jetting trailer from Highway and jetted line from Main street to the municipal building, removing some solids
(including some green, house-plant looking material). Line appeared to be flowing better after. Fletcher snaked from
Police furnace room, reported clearing a blockage in the antiquated “house trap” under the Police dept floor, then ran
water heavily to verify flow has been restored. They emphasized again that recurring blockages are likely due to the
antiquated traps installed in main lines under basement floors. Called Police and Liz at 5pm to inform them that cleanup
operations and locking up could be started.

-Superintendent Potter scheduled for vacation July 20 through 28. Isolated from cell service for an extended amount of
time. Substitute Operator Martel available to return after July 15 from hernia surgery. Dave is confident that he and
Jean-Paul can handle everything but Martel assured me that he will be available, with some notice, if needed.
Superintendent cell phone left with Johnson to facilitate alarm response and access to emergency contacts.

-2019 Ford F-250 WPCF truck has been ordered; expected delivery date of October 2019.

-Wright/Pierce crew out July 1 through 3 to start inspecting manhole conditions in Wheelwright. Staff assisted them in
side street traffic control and opening stubborn covers. Police detail purchased for main road work. Smoke testing week
of 7/16/19 after residents were properly notified.

-7/1/19 Operator Johnson reported a blown surge protector for the Eagle Hill Pumping Station Alarm Panel: Lagrant
Electric responded 7/2/19 and ordered new surge protector (special order, build-to-order part). Lagrant installed new
surge protector 7/18/19. Noted that Verbatim dialer is due for replacement batteries and will source same for
replacement. Also for G.ville station dialer. Staff changed both batteries in Eagle Hill alarm dialer in response to “low
battery” code 8/2/19. Entire unit went erratic after this and had to perform a hard reset followed by reprogramming all
data into dialer.

-7/31/19 DPC engineering field staff out to inspect manhole structures along Eagle Hill force main. Potter/Despres
assisted them along with Hardwick Police. 8:30-1:30.

Proposals:

Leachate Report:
-6/6/19 Notified Tracy from the Casella Hardwick Landfill of the new leachate disposal rates, voted on by the Sewer
Commission, and explained that were going into effect July 1, 2019.

-7/10/19 Took in 27,000 gallons leachate from Casella (Hardwick Landfill).

-7/9/19 While reviewing Gilbertville WWTP plans with DPC engineers, we discussed the potential leachate system (if the
Gilbertville WWTP upgrade were to resume) and agreed that it would not be in the Towns best interest financially to
design/build an up-to-code and modern leachate treatment system for the amount of leachate revenue that we
anticipate seeing in the future.

-7/25/19 Took in 18,000 gallons leachate from Casella (Hardwick Landfill).
