1.0 SCOPE

1.1 This specification covers the general requirements for a dry (cast resin) type
distribution class power transformer to be installed outdoor on a platform off the coast
of Malaysia.

1.2 The transformers shall be DELTA-WYE and part of 3-phase, 3-wire, 60Hz distribution
system, as specified on the data sheet.

1.3 The transformer location on the platform shall be as specified on the data sheet.

1.4 Transformers and accessories shall be suited for installation in the environmental
condition as specified on the data sheet and as follows:

• Maximum Ambient Temperature 38 deg. C


• Minimum Ambient Temperature 18 deg. C
• Maximum Relative Humidity 100%
• Atmosphere Salt Laden and Corrosive

1.5 Area classification requirements shall be as specified on the data sheet.

2.0 CODES AND STANDARDS

2.1 Each assembly shall be constructed, wired, and tested in accordance with this
specification, all codes, acts, laws, rules and regulations within the jurisdiction of the
local area, and with the current editions of the following standards and codes insofar as
they apply:

2.2 Transformers built to equivalent IEC standards are subject to EMEPMI's approval. All
subsequent test will be in accordance to the approved standard of manufacturing.

3.0 BASIC CONSTRUCTION

3.1 The transformer shall be housed in a weatherproof enclosure (NEMA 4X or IP 55)


suitable for outdoor installation. The enclosure shall be heavy gauge sheet steel,
finished with paintwork as described in Section 7.0. The enclosures bottom, sides and
covers, shall be adequately reinforced with stiffeners to ensure mechanical rigidity and
to permit lifting of the complete transformer. All ventilating openings shall be in
accordance with NEMA/ANSI, IEC and NEC standards for ventilated enclosures.

3.2 The enclosure shall be provided with suitable lifting eye bolts or lugs at the top. The
enclosure dimensions shall be per data sheet with separate Low Voltage and High
Voltage compartments for cable termination.

3.3 The enclosure shall be equipped with a permanent heavy duty, rigid steel base
assembly suitable for rolling or skidding in any direction as well as for bolting or
welding to foundation. Base shall have provisions for lifting and jacking the unit.

3.4 HV windings shall be copper coil. LV windings may be copper coil or foil. HV and
LV windings shall each be separately cast as one rigid tubular coil, and arranged
coaxially. Windings shall be cast under vacuum to ensure complete, void-free resin
impregnation throughout the entire insulation system. Cast bottom support blocks shall
support coils in order to absorb thermal expansion and contraction of the coils. There
shall be no rigid mechanical connection between HV and LV coils.

3.5 The windings must not absorb moisture, and shall be suitable for both storage and
operation in adverse environments, including prolonged storage in 100% humidity at
temperatures from 20oC to 40oC. They shall be capable of immediately being
switched on after such storage without predrying. The windings shall be of high
conductivity copper and transposed winding conductors shall be employed where
appropriate.

3.6 The transformer core shall be constructed of high grade, grain oriented silicone steel
laminations, with high magnetic permeability. Magnetic flux density shall be kept well
below the saturation point. The core shall be cruciform in shape, with mitered joints
between cores and yokes to keep core losses, exciting current and noise level at a
minimum. The outside surface of the core shall be protected from corrosion by
painting with a suitable coating after assembly. The top yoke of the core shall not be
painted. Adequate fitments shall be provided for lifting the completed core and
windings.

3.7 Windings shall be adequately braced to withstand the magnetic and thermal forces due
to short circuit at the terminals or within the windings.

3.8 Transformers shall be designed for continuous self-cooled/force air-cooled operation as


specified on the data sheet. EMEPMI's preference is for naturally/self-cooled
transformers whenever practical. The average winding temperature rise by resistance
shall not exceed 80oC on the HV side and 100oC on the LV side.

3.9 When cooling fans are specified they shall be provided with fan motors operating from
480 volt, 3 phase, 60Hz power supplied from 480V side of transformer. Forced air
cooling system shall be designed to increase the nominal rating by 33.3% (i.e. 1.33 X
nominal capacity). Cooling fan control shall normally be automatic by means of
embedded temperature detectors in the LV windings, with provision for a manually
operated switch in parallel, fully wired and housed in a weatherproof control cabinet.
Motor starters for the fan will be provided by VENDOR and located in the control
cabinet. Provision shall be made for remote trip and alarm contacts.

3.10 Transformers shall be capable of carrying 100% of name plate kVA rating in a 40oC
max, 30oC average ambient as defined by ANSI C.57.12.00.

3.11 Transformer shall be suitable for the area classification in which it is installed.

4.0 TAPS AND TERMINATIONS

4.1 Transformer shall be provided with taps on the high voltage winding.

4.2 Taps shall be in 2.5 percent increments, two above and two below the rated primary
voltage.

4.3 Tapings for voltage adjustment on HV winding shall be effected by changing bolted
type links on the HV coils with tap positions clearly marked.

4.4 All bushings shall be to ANSI standard. Manufacturer shall furnish NEMA standard
four-hole connection pads.

4.5 Neutral bushings shall be furnished for all three-phase WYE-connected windings.
Insulated neutral shall be brought out.

4.6 Transformer shall be furnished with gland plate for termination of cables to
PURCHASERS switchgear. These cable gland plates shall be designed and
dimensioned to readily permit the installation and termination of cables. Cable entry
shall be as specified in data sheet. Separate gland plates and entry locations shall be
provided for primary and secondary cables.

4.7 Should single conductor power cables be used, the gland plate shall be made of non-
ferrous material to prevent overheating caused by eddy currents.

4.8 Internal and external grounding terminals shall be provided for grounding cable armor,
shield and stress-relieving devices. All metal components such as termination boxes,
control boxes, grounding bars or studs shall be bonded to the transformer main frame.
4.9 NEMA two-hole ground pads shall be provided at diametrically opposite corners of the
transformer main frame for external ground connections. Earthing terminals shall be
capable to carry the earth fault current without any damage for a duration of at least
equal to the short circuit period for which the main windings are design for.

5.0 CONTROL CABINET AND WIRING

5.1 An auxiliary control cabinet shall be provided to accommodate fan control equipment,
associated fan starters, temperature control equipment, customer control and alarm
connections, etc. The cabinet shall be suitable for the intended location and provided
with hinged doors with all equipment accessible from the front of the cabinet.

5.2 The control cabinet shall be provided with an anti-condensation space heater (120V AC
15 Watt).

5.3 All relays, starters, switches and terminal blocks shall be identified by nameplates,
which shall be securely attached adjacent to the devices.

5.4 A dedicated terminal block shall be provided for all external connections to customer's
controls and alarms. All alarm and control wiring shall be terminated on properly
marked terminal blocks. Terminal blocks shall be rated 600V minimum and shall have
bases of molded high impact strength phenolic material. At least six spare terminals
shall be provided.

5.5 All wiring and terminal blocks shall have appropriate markings to correspond to
schematic and wiring diagrams.

5.6 All the wiring on the transformer exterior shall be cross-linked polyethylene insulated,
steel wire armored cables with PVC overall sheath (XLPE/SWA/PVC).

5.7 All control and alarm wiring shall be minimum of 2.5 sq. mm (14 AWG) stranded
copper, 600 V.

5.8 WIRING and CONTROL relays/devices should meet the specified area classification
requirements.

6.0 ACCESSORIES

6.1 The VENDOR shall furnish standard accessories in accordance with ANSI C57.12.10
as per the attached data sheet and complete with stainless steel nameplates and
diagram plate.

6.2 The nameplate shall contain the following minimum information:

• Name of Manufacturer
• Unit's Serial Number
• Place and Year of Manufacture
• PURCHASER's Purchase Order Number
• Equipment Tag Number

• Number of Phases, Rated power (with and without Fans), Frequency, Voltages
and Currents for Primary and Secondary
• Taps
• Impedance
• Basic Insulation Levels (BIL) for each winding
• Connection (Phasor) Symbols (e.g.Dyn 1l) and Diagram
• Cooling Fan Data (if applicable)
• Maximum Temperature Rise
• Temperature Class of Insulation
• Weight

6.3 A temperature measurement system (if specified) shall be provided for each phase.
The detectors shall be 100 ohm, platinum (PT 100), three wire, RTD type. This RTD
wiring shall be brought out to the customer's terminal strip in the control box for ease
of customer connection.

6.4 Any special tools required for erection, commissioning or maintenance shall be
included. Such tools shall be clearly identified in the quotation.

6.5 Warning signs shall be placed on the doors to the high and low voltage termination
compartments. These signs shall be RED with White lettering and say "DANGER
HIGH VOLTAGE".

7.0 PROTECTIVE COATINGS

7.1 The finish of the transformer shall be coated and painted strictly in accordance with
EMEPMI General Specification GS 19-1-2 Paint and Protective Coating. Preferred
exterior color is light gray.

7.2 Control cabinet interior shall be painted white.

8.0 TESTING

All testing shall be performed in accordance with the approved standard code and shall
include the following:

• Resistance measurements shall be made on all windings on the rated voltage tap
of each transformer. These shall also be made at the tap extremes on one
transformer only of each identical rating on the order.

• Ratio tests on the rated voltage connections and on all tap connections. The
transformer voltage ratio tolerance at no load shall be within 0.5% of the
nameplate marking.

• Phase-relation and polarity tests on the rated voltage connection.

• No-load losses at rated voltage on the rated voltage connection.

• Exciting current at rated voltage on the rated voltage-connection.

• Temperature tests, whenever temperature test data, in accordance with ANSI


standards, on an identical unit is unavailable.

• Impedance voltage (both zero and positive sequence) and load loss at rated
current on the rated-voltage connection of each unit and on the tap extremes of
one unit of each rating per order.

• Applied potential tests.

• Induced potential tests.

• Regulation and efficiency at rated load and voltage.

• Radio influence voltage levels; which shall not exceed those recommended in
NEMA TRI-0.048 when measured in accordance with NEMA TRI-9.03.

• Insulation resistance tests (high voltage to ground, low voltage to ground, high
voltage to low voltage).

8.1 Impulse test; whenever impulse test data, in accordance with ANSI standards, on an
identical unit is unavailable.

8.2 Transformers covered by this specification shall meet the short-circuit qualification
requirements given in the short-circuit Test Code prepares by IEEE Transformer
Committee as an application of ANSI standard C57.12.00, Section 10, entitled "Short-
Circuit Characteristics".
8.3 The transformer windings must be free of partial discharge up to at least 1.2 times the
rated line-to-ground voltage. Each high voltage coil shall be subjected to a partial
discharge test to verify its partial discharge.

8.4 The impulse rating of the high voltage windings must be at least equal to the Basic
Impulse Level specified by ANSI C57.12.90 for oil-filled transformers of the same
voltage class, without the use of supplemental surge arrestors.

8.5 The impulse rating of the low voltage winding must be at least (25kV for LV windings
rated 1.2kV and below) (45kV for LV windings rated 5kV and below).

8.6 Where information is not available from a type test on an identical unit a full load noise
test shall be made in accordance with NEMA or approved standard code.

9.0 INSPECTION

9.1 Inspection requirements and procedures shall be as described in GS 0-4-0 (Section 16).

9.2 The following checks shall be done on each transformer.

• The correct type, make and rating.


• The transportability, skid, lifting lugs, jacking pads etc.
• The suitability of cable entries including cable (bus duct) supports clamps, gland
plates, lugs and tie-ins.
• The layout of the auxiliary control box including all specified instrumentation,
customer connections etc.
• The no-load tap changer.
• Grounding connections
• Nameplate information completed as specified.
• All terminals marked clearly, permanently and correctly.
• The finish of the transformer and its accessories.

10.0 VENDOR DATA TO BE PROVIDED WITH QUOTATION

The following documentation shall be provided with the quotation in accordance with
attached VENDOR Data Requirement List.

• Nominal kVA rating when self-cooled.


• Maximum kVA rating with forced air-cooling.
• Nominal and maximum short time overload capacity.
• Efficiency at full-load, 1/2-load and 1/4-load in percent.
• Regulation at unity and 0.8 power factor (Guarantee).
• Excitation current at rated voltage.
• Inrush magnetizing current.
• Impedance (Guarantee within tolerances).
• Dimensions
(a) overall height
(b) overall depth
(c) overall width
(d) base width, depth and height
(e) base and jack pad dimensions should be tied to the centerline of the
enclosure

11.0 VENDOR DATA TO BE SUBMITTED FOR APPROVAL

The VENDOR shall submit the following detailed drawings and data for approval
BEFORE manufacturer of the transformer(s) commences.

11.1 Transformer outline and nameplate data within three weeks after receipt of Purchase
Order.

11.2 Complete structural drawings including:

(a) Plans, elevations and dimensions of the high voltage termination cabinet.
(b) Plans, elevations and dimensions of the low voltage termination cabinet.
(c) Dimensions and locations of the high and low voltage terminal lugs.
(d) Location of all accessories
(e) Anchor bolt locations (base detail)
(f) Ground pad locations

11.3 Wiring diagrams of all devices with switches or electrical connections.

11.4 Drawings showing locations of all terminal blocks for customer connections. All wire
designations shall be clearly marked.

11.5 Data covering tap changers and all other accessories.

11.6 Total weight of transformer

11.7 Four unpriced copies of each VENDOR's purchasing orders to the SUB-VENDOR
shall be forwarded to the PURCHASER immediately upon the issue of the purchase
orders. The PURCHASER reserves the right to approve or reject the SUB-VENDOR.

11.8 As soon as possible after receipt of order and a minimum of 4 weeks before shipping
the VENDOR shall issue an Installation, Operation and Maintenance Manual. Manuals
shall be specific to the equipment supplied, properly integrated rather than a collection
of SUB-VENDORS standard information and shall include as a minimum the
following:

(a) Description of the equipment, devices, systems, drawings and performance data
and curves
(b) Installation instructions and pre-start checks
(c) Operating instructions
(d) Safety procedures
(e) Maintenance instructions including a master list of maintenance and inspection
procedures
(g) Complete spare part list, including part location diagrams tasks with
recommended intervals.
(f) Trouble shooting (including a master list for the package) and repair

11.9 The VENDOR shall use for all his drawings that he will submit to he PURCHASER a
drawing numbering system for tracking purposes. This drawing numbering system will
be a 10-digit system as follows:

XX - YYYY - ZZZ where: XXX is the platform tag no.


YYYY is the transformer tag no.
ZZZ is the drawing sequence no.

12.0 PREPARATION FOR SHIPMENT

12.1 Preparation for shipment shall be in accordance with GS 0-4-0 Section 12 and
manufacturer's standards unless otherwise noted on the request for quotation or
purchase order. The VENDOR shall be solely responsible for the adequacy of the
preparation for shipment provisions employed with respect to materials and
application, to provide materials to their destination in ex-works condition when
handled by commercial carrier systems.

12.2 Where temporary blocking devices are used in transformer coils/cores for shipment, a
location list showing the exact locations of these blocking devices shall be provided.

12.3 Any special tools required for erection, commissioning or maintenance shall be clearly
marked and shipped with the transformer.

12.4 Any "Ship Loose" items shall be clearly marked and shipped with the transformer.

13.0 GUARANTEE

13.1 The package shall be guaranteed to meet the specified requirements of the transformer
in accordance with GS 0-4-0 Section 16.

13.2 VENDOR shall guarantee all components; merely extending a SUB-VENDOR's


guarantee is not acceptable.

14.0 FIELD ASSISTANCE

14.1 VENDOR shall be capable of supplying the services of a competent on-site service
engineer who shall be responsible for verifying proper installation, commissioning and
ensuring that the installation complies with mechanical and design requirements for
proper operation of the package prior to being placed in service.

14.2 VENDOR shall quote separate rates for this service engineer.

14.3 This service engineer shall be made available within fourteen-(14) day's notice during
the installation, commissioning and warranty period with all the essential tools and
tackles required for him to perform the above function.
