MINUTES OF BOARD MEETING, STATE TECHNICAL SCHOOLS BOARD
HELD ON TUESDAY, 25TH OF JUNE, 2019.

1.0 PRESENT:
1. Hon. George Henshaw - Chairman
2. Hon. Obonganwan Lovina Udo Efah - Board Member I
3. Ret. Hon. Biatus Udofia (JP) - Board Member II
4. Mrs. Umoho Udofort - Board Member III
5. Dr. Mrs. Helen I. Akpabio - Permanent Secretary

1) IN ATTENDANCE:
1: Mr. Billy A. Ibok - Recorder

1.1 OPENING:
The meeting was declared open at 12:48pm after a short prayer by the
Permanent Secretary.

1.2 ADAPTING OF AGENDA OF THE MEETING:


The agenda of the meeting was adopted for use after a motion moved by
Hon. Biatus Udofia, Board Member II, and seconded by Mrs. Mboho Udofort,
Board Member III.

1.3 CHAIRMAN’S OPENING SPEECH:


The Chairman welcomed members to the meeting. He thanked God for
bringing everyone safely and prayed for the success of the meeting.
The Chairman briefed members that the essence of the meeting was to
consider matters arising from the previous meeting and few other meetings.
The ended his opening speech by thanking His Excellency, The State
Governor, Deacon Emmanuel Udom for his show of love and magnanimous
disposition for providing money for the conduct of central promotion
examination.
1.4 READING/ADOPTION OF PREVIOUS MINUTES:
The minutes of the previous meeting was read by the recorder, Billy A. Ibok
(Mr.) After necessary amendments and corrections, a motion for adoption of
the minutes was moved by Rt. Hon. Biatus Udofia, Board Member II and was
seconded by Hon. Obonganwan Lovina Umoh Effah, Board Member I. The
minutes was thereafter adopted for use at the meeting.

1.5 MATTERS ARISING FROM THE PREVIOUS MINUTES:


i. DEFENCE OF CAPITAL AND RECURRENT BUDGET:
During the course of deliberation by members on the above subject, it
was agreed that the Permanent Secretary should direct the process
with regards to the proposed information and circulars, memos while
the Head of PRS was to handle the aspect of Capital Budget and the
Head of Account to take care of the recurrent budget in collaboration in
collaboration with the Head of PRS and other heads.
Furthermore, the Head of PRS and account were to request inputs from
the Board Members as well as informing the Board on the date of
defence.
Deliberating further on the above subject, the Chairman requested for
the necessary papers to keep them abreast or in the know. In response,
the Permanent Secretary informed the members that the soft copies
were not yet out.

ii. CENTRAL PROMOTION EXAMINATION:


On the above subject, the Chairman on the behalf of the Board,
thanked the State Governor, Deacon Emmanuel Udom for his show of
love by providing the Board the fund (N10m) for the successful conduct
of the 2018/2019 session central promotion examination.

iii. PROMOTION MATTERS:


The minutes of 2019 Senior Staff Management Committee (SSMC)
meeting and the Junior Staff Management Committee (JSMC) meeting
was read by the Recorder/Head of Administration, Billy A. Ibok and a
motion for its adoption was moved for adoption by Board Member II
and seconded by Board Member I.

1.6 ADJOURNMENT/CLOSING:
After exhausting the agenda for the day’s meeting, a motion for adjournment
was moved by Board Member I and seconded by Board Member III. Closing
prayer was offered by Board Member I. The meeting ended at 3:15pm.
