INTRODUCTION

Malaysia, like any developing country, is always responsive to the latest developments in the media.
The Malaysian government has implemented various development plans and promoted human
development, especially in today's environment of socio-economic change. Malaysia is also
concerned about the rapidly changing world of information and communication technology; but at
the same time realizing the impact of the information gap or digital divide on the Malaysian public.
Local media is mandatory and is expected to act as an important supporter of the ruling system since
the time of the fourth Prime Minister of Malaysia, Tun Dr Mahathir Mohamad, announced Vision
2020 to transforming Malaysia into a developed nation by 2020. Media has been showcased in
Malaysia for the first time in spreading and promoting the government's Vision 2020 mandate to the
public. This has encouraged and tied the media to increasing their integrity to practice openness,
transparency and accountability to the public in delivering media content related to the Vision 2020
agenda to form a caring, mature and democratic society that meets the highest ethical standards;
enlightens the community to be collectivists and not individuals which encourages them to think and
assert that "society comes before themselves" (Zaharom, 1994) and Kaur, 2004). The potential of
information and communication innovations such as satellite and telecommunications systems,
computer-based communication networks and also the internet is a blessing. However, all of these
can have varying effects on social change and national development. Advances in information and
communication technologies, especially with the emergence of the Internet, have also brought new
challenges to the regulatory regime. Not only has this technology change changed the way
businesses and media organizations operate.

conclusion

In conclusion, it is absolutely necessary for the Government to help develop the country's music
industry. However, as the one-sided proverb goes nowhere, so industry players need to provide both
mental and physical assistance in this regard. Participants, especially NGOs in this industry need to
have a paradigm shift and change of mind and be brave and always try something new for the
development and success of the industry. But this change of attitude is a concern that Malaysian
music will always be behind the global music scene and more importantly, the country's artistic
talents will sink. swallowed up with nothing to be proud of as a national heritage.
