1 GENERAL
1.1 Purpose
The purpose of establishing the “Minimum Crew Transfer Vessel Requirements” is to ensure a minimum level
of all chartered/used vessels within SGRE Wind Power Limited. While it is acknowledged that some
requirements may exceed the statutory requirements for the vessel type, they have nevertheless been included
in order to ensure that a vessel can perform at the level required by SGRE and to ensure that in doing so it can
achieve this higher level of performance with no consequence to the requirement for zero harm to persons, and
the environment.

1.2 Scope of application and validity


This document applies to Crew Transfer Vessels chartered for/or used by SGRE Wind Power Limited or
chartered third party contracted vessels entering a SGRE-operated windfarm.

2 RESPONSIBILITY AND AUTHORITY


Vessel Owner/ The Vessel Owner is responsible for operating the vessel according to applicable rules and
Operator legislation and as specified within the contract.
Vessel Crew The crew shall perform their duties as described in this document. The crew must also be
able to assist with transfer of SGRE Site Personnel to and from the SATV.
SGRE Site Site Personnel perform work on the wind turbines or other related tasks.
Personnel
SGRE SGRE shall ensure that adequate requirements are forwarded to the Vessel
Owner/Provider including the signed Charter Party and the demands in the TSA.
Marine The Marine Coordinator coordinates the traffic of the vessels, helicopters and personnel
Coordinator within the windfarm.

3 REQUIREMENTS IN GENERAL
The vessel must be capable of transferring personnel from shore to fixed and/or floating structures within the
designated offshore windfarm with suitable boat landing and/or to any vessel equipped with suitable boat
landing.

The Vessel Owner/Operator shall comply with standards defined by the vessel´s flag and Classification society
and vessel shall be delivered with valid certification appropriate for the vessel type and its intended area of

operation. All certification is to be maintained in accordance with the relevant statutory requirements for the
duration of the charter.

The vessel must have an up-to-date IMCA CMID document not older than 12 months in reference to the date of
delivery to Contractor. The audit/inspection should be performed by an IMCA accredited vessel inspector. A
closed out List of Findings must be attached to the latest CMID report.

All vessels shall be subjected to a SGRE suitability survey prior to acceptance on hire, confirming compliance
with the requirements below, and project-specific requirements.

3.1 Requirements to SATV


1) The vessel should preferably be classed in a recognized classification society (IACS).
2) Offshore endurance, preferably 14 days / min. 7 days
3) Cargo capacity 2 x 10” containers on deck
4) If direct push on boat-landing maximum 200kn @ 2knt (TBC by SGRE)
5) Speed min. 14 knots / preferably 20+ knots.
6) The crane(s) and any equipment must be of good condition and properly maintained in accordance with
manufacturers instruction. Crane minimum 1T @ 9m outreach, should be able to move cargo within full
reach of the vessels deck

7) A list of critical spare parts shall be available on board. There must be sufficient spare parts, tools and
consumables on board each vessel or ready available onshore as applicable to meet the requirements
of planned maintenance.

8) Flag State rules for Noise at Work and IMO Area Noise level limits according to vessel´s age and area
of deployment must be met, - but cannot exceed the DnV- GL rating no 3 (crn) as per below table @
15% MCR. Comment: I think it would be better just to mention the crew cabins as a lot of these areas
are not applicable to this type of vessel. Noise treatment is heavy.

9) “No accommodation or recreational or catering facilities should be exposed to excessive vibration”.

Comment: Aircon is suitable for operations in Taiwan temperature ranges but not as per table below.

11) The Vessel must be free of asbestos and carry a Declaration of conformity under SOLAS regulation II-
1/3-5 and/or certificate on the ship being asbestos-free.

12) A supply of medicine and medical equipment, in accordance with the vessel's Flag Sate, must be
available on board, - but minimum 1 crew must be trained and hold the certification for competence of
medical care as per A-VI/4-2 of the STCW Code.

13) A heart defibrillator must be available on board

14) The vessel shall be fitted with a bow fender manufactured from appropriate materials to provide
adequate friction when pushed onto a wind turbine generator (WTG) foundation and provide a
clearance of between 500mm and 650mm between the fully compressed fender, and ladder, when
approaching at any angle.

15) The access area must have railings of appropriate height and type to provide transferring personnel
handholds and which prevent transferring personnel from falling overboard and be of an appropriate
size allowing a crew member to assist technicians with yoyo and baggage when entering and leaving
TP.

16) The step over area shall be covered by CCTV with recording function for minimum 72 hours (recordings
must be made available on demand within 24 hours)

17) There should be established satellite-based communication on the vessel this should cover both
telephone and E-mail communication. Communication should hold a capacity of 2048/256 kbps.

18) Mess room with seating for all technicians at the same time, 6 meals per day as per
International/European food.

a. Sufficient cups/mugs, plates, knives, forks, spoons etc. for the number of passengers the vessel
is certified to carry;
b. Sufficient fresh drinking water tank capacity to ensure that fresh drinking water is available to all
passengers while on board. A water quality test certificate must be provided and renewed at
intervals not exceeding six months.
c. Hot water boiler or other device capable of providing hot water for tea and coffee making;
d. Microwave;
e. Refrigerator;

19) Lounge / recreational room

a. (TV, DVD, WIFI, Terrestrial tv.)


b. Preferred fitness/exercise equipment
c. Audio and video equipment in the passenger area capable of playing DVD presentations and
must be visible and audible from all seating positions;
d. A public address system which enables broadcasts to be made, by the master in the
wheelhouse, to the passenger accommodation and the forward bow transfer area;

20) The vessel’s accommodation is to be provided/fitted with the following welfare facilities:

a. 12 pax in single cabins. All cabins above weather deck with windows, 1 cupboard, TV and WIFI.
b. Bathroom with shower and toilet, wash basin with hot running water, connected to the cabins.
Two pax can share bathroom.

21) Changing room / extra toilet (can be combined with seating room area) / Laundry and drying room

22) The vessel shall have space available for the storage of 1 x transfer suit, 1 x lifejacket, and 1 x safety
helmet for every passenger it is certified to carry.
23) Baggage space shall not obstruct any escape route or muster station.

24) The vessel must have a crew finder installed on the bridge (Type: Sea Marshall) compatible with the
PLB in the technician´s life vest when working at offshore installations
25) The vessel must have a Class 1 AIS installed

26) The vessel must be equipped with a 2” vertical DD connection for bunker operations with spill trays
fitted to all fuel oil bunker stations, overflows and vents from tanks.

27) Oil spill kit or so called SOPEP equipment with sufficient absorbent capacity must be available on
board.

28) The SATV must be equipped for being towed and have procedures for such.

29) Vessel is to be provided with a Man Overboard (MOB) recovery system which can be operated by one
person and be of an approved type meeting the requirements of the vessel’s Flag State.

3.2 Requirements to operation


1) The vessel must be managed and operated according to the principles of the International Safety
management Code (ISM Code) and MLC compliant.

2) The vessel must be manned with well experienced crew including a cook and properly qualified master
a. The vessel must have crew members (including master) certified according to the minimum
safe manning certificate and accepted by the maritime authorities in the area of operation
b. Crew member to be qualified “Banks Man Slinger or Owners industry customised Crane
Training” as per owners ISM system and additional if required by national or regional legislation
c. Any person holding navigational watches on vessels where an ECDIS has been provided as the
primary means of navigation shall have completed both generic and type specific ECDIS
training.
d. Crew members designated to provide medical first aid must be trained in medical care on board
ships according to STCW Code A-VI/4.
3) Crew member (other than the master) should have certificate to take command of vessel or have
documented qualifications to handle vessel if e.g. the master becomes unwell or worse. Documented
training in the form of a training log must be presented upon request.

4) Audio/Video equipment in passenger area to display EHS and vessel safety videos which must be
displayed in the beginning of all voyages covering:
a. Shipboard policies.
b. Safety information relevant for the particular voyage (Weather and sea conditions).
c. What to do if detecting Man Overboard, fire or smoke on board
d. Safety information, signage and alarm signals for:
i. Man Overboard
ii. Detection of fire or smoke,
iii. Fire, abandon ship or general alarms;
e. Location and instruction in the use of lifesaving appliances;
f. Identification of muster stations and emergency escape routes
g. Availability and provision of medical treatment.
h. Smoking areas
i. Opportunity to ask safety related questions.

5) The working language on-board shall English and no limitations to the and at least the master and Ch.
O must be able to communicate in English operation or safety due to language barriers may occur. In
case of doubt or dispute on the Master’s ability to communicate effectively in English, the Owners may
be required to arrange for a test of spoken English to be completed, and for the result to be presented
to the Charterer's representative.

6) Emergency signage must be in English

3.2.1 Transfer Operation


The crew transfer operation to and from the vessel is one of the key functions and must be conducted in
accordance with SGRE procedure for Offshore Transfer.

A safe means of access is required at all times between the vessel and its berth and, where relevant, the vessel
and another vessel which it is secured alongside. Whereby a gangway is not utilized as a safe means of access
the following shall apply, as per SGRE procedure for Offshore transfer; step up, or down, (from the berth or
another vessel) a distance greater than 0.30m; or step across a gap of greater than 0.650m.

All access areas from shore-to vessel, vessel-to-vessel or vessel to WTG shall be illuminated by the SATV. This
includes step over point and up to the first access platform or preferably the main access platform on the WTG.

3.2.2 Offshore bunkering


The vessel must have a procedure for offshore bunkering. The procedure shall be aligned with SGRE
procedures and other relevant requirement (national or Client requirements) before operation. The Vessel
Owner/Operator shall include a drill of spillage during offshore bunkering in their operational documentation.

3.2.3 Reports
DPR must be completed by the master of the vessel in order to document and report the work carried out by the
vessel as well as essential performance figures during the day in question. The VDR must be forwarded on a
daily basis to SGRE.

3.3 EHS
The Vessel Owner/Operator shall comply with the health and safety requirements and show track record of
accidents, injuries and near misses.

The Vessel Owners/ Operators shall cooperate with SGRE when producing risk assessments and method
statements. SGRE will comply with the Owners Safety Management System e.g. Permit to Work System where
applicable.

The Vessel Owners/Operators commitment towards Zero Harm must be clearly defined and senior
management must demonstrate a clear commitment to aim for reaching these goals through continuous
improvement. The Vessel Owners/Operators must comply with the Alcohol and Substance Abuse Policy of
SGRE. Random testing and post incident testing of Vessel crew and SGRE Site Personnel must not be
obstructed.

Accidents, incidents and near misses on the vessel operation must be reported to SGRE instantly.

In the event of an incident occurring, SGRE will expect an investigation to be carried out by the Vessel Owner/
Operator to an agreed standard and within a clearly defined timescale. In addition, SGRE reserve the right to
supplement / support the investigation with its own personnel to ensure effective root cause analysis and
corrective action setting.

The Vessel Owners/Operators must prescribe levels for the use of PPE appropriate to the location on board and
nature of the work being undertaken according to produced risk assessments. PPE charts shall be displayed on
board for easy reference which includes, but are not limited to use of safety shoes, Hi-Viz cloth, hardhat, boiler
suits and lifejackets, fall arrest etc.

Drills/ exercises:
The vessel has to follow IMO requirements with regards to all drills. All drills shall be undertaken as safe as
possible in accordance with method statements and risk assessments and where possible, include SGRE
personnel.
Furthermore, the SATV should participate as required in:

 Offshore exercices (SAR etc.)


 Evacuation exercises
 Site conducted exercises
