(FOR INFORMATION OF TENDERERS)

1.0 DEFINITION

1.1 The Urban Redevelopment Authority (“the Authority”), acting as agent for
and on behalf of the Government of the Republic of Singapore (“the
Government”), is inviting offers for lease by tender for the Land Parcel at
Fourth Avenue (“the Land Parcel”). The lease of the Land Parcel is
subject to the Technical Conditions of Tender and the Conditions of
Tender for the Land Parcel contained in the Developer's Packet. Where
the context so admits, the expression "the Authority" herein shall include
the Government.

2.0 GENERAL CONDITIONS AND REQUIREMENTS

2.1 The successful tenderer for the Land Parcel is required under the said
Conditions of Tender to ascertain the exact and detailed conditions and
requirements of all relevant Competent Authorities and Public Utility
Licensees in respect of the proposed development thereon and shall at his
own cost and expense observe and comply with the same.

2.2 Without affecting the generality of paragraph 2.1 above and without
prejudice to the obligations of the successful tenderer as set out therein,
the contents herein are provided for the information of the tenderers only.
Whilst every care and attention has been taken in the compilation and
preparation hereof, the Authority does not warrant that the contents herein
represent all the conditions and requirements of the relevant Competent
Authorities and Public Utility Licensees in respect of the proposed
development on the Land Parcel or that they are free from errors or
omissions whatsoever. The contents herein are subject to changes by the
relevant Competent Authorities and Public Utility Licensees concerned.

2.3 A summary of the initial services requirements of the relevant Competent


Authorities and Public Utility Licensees is set out herein. It serves only as
an indication of the possible work involved with regards to services, and is
by no means exhaustive or final.

2.4 The successful tenderer shall ensure that the following requirements are
complied with:

2.4.1 to consult and liaise directly with the relevant Competent Authorities and
Public Utility Licensees regarding the actual locations of all service mains
within the Land Parcel and on the requirements and conditions for services
diversion, if any, and provision prior to the commencement of site work. All
necessary precautions shall be taken by the successful tenderer to
safeguard the service mains before they are diverted.

2.4.2 to engage his own licensed Cable Detection Worker and licensed
Telecommunication Cable Detection Worker to carry out cable detection
and if necessary to carry out trial trenches to locate any manholes and cable
routes prior to the commencement of site work. The successful tenderer
shall bear the cost of any diversion work.

2.4.3 to ensure that all service mains that do not need to be diverted are identified
and provided with protection, if necessary, during the construction stage of
the proposed development. The cost of repairs to any damaged service
mains as a result of work carried out by the successful tenderer shall be
borne by the successful tenderer.

2.4.4 to ensure that the relevant Competent Authorities and Public Utility
Licensees are allowed free and unconditional access at all times to services
that remain within the Land Parcel for the purposes of installation,
maintenance, repair and improvement works and all other work and
activities incidental thereto.

2.4.5 to make his own arrangements with the relevant Competent Authorities and
Public Utility Licensees and pay for the fees and costs of any diversion and/
or "capping off" of existing services, provision of service mains and service
connection, if any, in relation with the proposed development.

2.4.6 to provide for all the internal distribution for water, electricity, drainage and
sanitary discharge for the proposed development.

2.4.7 to liaise with all the relevant Competent Authorities and Public Utility
Licensees on upgrading the road reserves abutting the Land Parcel to
ensure that the necessary roadside drains, sidetable, kerb, etc are carried
out in accordance with the prevailing Road Reserve requirements.

2.5 The successful tenderer shall be responsible to carry out, at his own cost
and expense, his own site investigation to verify whether there is any sub-
structure or other obstructions e.g. footings, piles, tree roots, etc, in the
ground of the Land Parcel, and ascertain their effect on the proposed
development.

2.6 There may be some other existing services affected by the proposed
development. The successful tenderer shall inform the relevant Competent
Authorities and Public Utility Licensees immediately and bear the
necessary cost of diversion and/or "capping off" of these existing services,
if any.

2.7 In general, no structure shall be sited close to or over existing and proposed
services. The successful tenderer shall comply with all requirements as
stipulated by the relevant Competent Authorities and Public Utility
Licensees.

3.0 PUBLIC UTILITIES BOARD (PUB)

(A) DRAINAGE

3.1 General

3.1.1 The planning, design, construction activities and procedures for


plan submission shall fully comply with the requirements as
stipulated in the prevailing Code of Practice on Surface Water
Drainage and the Sewerage and Drainage (Surface Water
Drainage) Regulations 2007 and any subsequent addendum to
the Code of Practice. The Code of Practice can be downloaded
from the Public Utilities Board (PUB) website at

3.1.2 In complying with the minimum platform level (MPL)


requirement, the successful tenderer shall ensure that the
surface runoff within, upstream of and adjacent to the proposed
development can be effectively drained away without causing
flooding within the Land Parcel and in the vicinity of the Land
Parcel.

3.1.3 The development schedule of the Land Parcel shall be properly


considered to avoid a situation where the Land Parcel and/ or
lands in the vicinity become 'land locked' without proper
drainage outlets.

3.1.4 Any Drainage Reserve within the Land Parcel shall be


safeguarded. In addition, the successful tenderer shall also
ensure that all other existing drains and watercourses within
and in the vicinity of the Land Parcel are likewise safeguarded.
All existing drains within the Land Parcel shall not be altered/
interfered with without prior approval of the PUB.

3.1.5 If a proposed roadside drain cannot be fully accommodated


within the Road Reserve, the width of the additional Drainage
Reserve measured from the Road Reserve Line shall include
maintenance access with a width as stipulated and shown in
Appendix 1 of the prevailing Code of Practice on Surface Water
Drainage.

3.1.6 The successful tenderer may reconstruct the existing open
drains on the Land Parcel as closed drains of sizes as
determined by Catchment and Waterways Department of the
PUB. The width of the Drainage Reserve safeguarded for open
drains may be reduced in accordance with the Drainage
Reserve Requirements for closed drains as shown under
Appendix 1 of the prevailing Code of Practice on Surface Water
Drainage.

3.1.7 Drains/ Drainage Reserves that are cutting across the Land
Parcel may be diverted to optimise land use on condition that
the proposed diversion is technically and physically feasible and
acceptable to Catchment and Waterways Department of the
PUB. The drains shall be built by the successful tenderer to the
drain sizes as determined by PUB. Any proposal to alter/ divert
the drains shall be submitted to the PUB for approval.

3.1.8 The Land Parcel may be affected by common drains and other
smaller drains which serve the Land Parcel and areas outside
the Land Parcel. Surface runoff from the Land Parcel and all
neighbouring lands must be allowed to discharge through the
drains within the Land Parcel. Any proposal to alter, disturb, fill,
block, interfere or divert these drains shall be submitted to the
PUB for approval. Should the successful tenderer intend to
make use of these common drains within the Land Parcel for
further runoff from its Land Parcel such that the drain width
needs to be increased, then a Drainage Reserve shall be
imposed accordingly and this Drainage Reserve shall be
required to be vested to the State unless otherwise advised by
the PUB. The successful tenderer shall also be responsible for
the maintenance (structural and cleansing) of smaller drains
(without drainage reserve) that are flowing through the Land
Parcel.

3.1.9 The existing drainage system within and in the vicinity of the
Land Parcel shall be upgraded/ improved to cater for increased
runoff from the proposed development. In addition, new drains,
depending on the type and nature of the proposed
development, may be built within the Land Parcel. Appropriate
Drainage Reserves shall be set aside for drains in accordance
with the prevailing Code of Practice on Surface Water Drainage.

3.1.10 The successful tenderer must incorporate safeguards in his


design of the proposed development and also take all
necessary precautions to ensure that the works/ construction
activities at the Land Parcel will not cause any damage to, affect
the structural integrity of, or cause any geotechnical distress or
impact on the existing drains/ culverts/ canals.

3.1.11 The successful tenderer shall engage a Qualified Person [(QP),


as defined under the Sewerage and Drainage Act] to submit
comprehensive drainage plans, including any proposal to level/
backfill the Land Parcel, to the PUB for comments and approval.

3.1.12 Effective erosion and sediment control measures shall be
provided by the successful tenderer and the QP shall advise his
developer/ owner to provide such effective measures and
facilities with inputs from Qualified Erosion Control Professional
(QECP) (including site management system and perimeter cut-
off drain, silt traps, storage ponds, treatment plants, etc.) to
ensure clean discharge that complies with the statutory
requirement. The proposed erosion and sediment measures
shall be submitted by a Qualified Erosion Control Professional
to PUB for approval before commencement of works. All
affected watercourses shall be desilted and cleared until
completion of work. For reference, the information can be found
in the PUB website at

3.1.13 If the Land Parcel is within a water catchment area and earth
filling work is required at the development site, no marine sand
shall be used. Only washed sand with chloride content not
exceeding 0.01% (by Weight) shall be allowed. Test reports on
the chloride content of the washed sand shall be submitted to
Catchment & Waterways Department, PUB for records before
commencement of work.

3.1.14 PUB has in 2006 launched the Active, Beautiful and Clean
(ABC) Waters Programme. As part of the Programme, PUB has
launched ABC Waters design guidelines which provide ideas
on how natural runoff treatment systems termed ABC Waters
design features such as rain gardens, vegetated swales and
bioretention swales can be integrated within a development.
These features detain/ slow down stormwater runoff and
improve water quality by using plants and soil. They also
enhance the landscape and biodiversity of the development.

PUB encourages the implementation of ABC Waters design


features in the development. If applicable, the design and
construction supervision of ABC Waters design features as well as
drawing up the maintenance plan for these features shall be
carried out by an ABC Waters Professional.

3.1.15 Developments greater than or equal to 0.2 hectares in size are


required to control the peak runoff discharged from the
development sites. The maximum allowable peak runoff to be
discharged to the public drains will be calculated based on a
runoff coefficient of 0.55, and for design storms with a return
period of 10 years and for various storm durations of up to 4
hours (inclusive). Peak runoff reduction can be achieved
through the implementation of ABC Waters design features and
structural detention and retention features, such as:

• Detention tanks;
• Retention/sedimentation ponds;
• Wetlands;
• Green roofs;
• Planter boxes;
• Bio-retention swales;
• Porous pavements;
• Bio-retention basins or rain gardens, etc.

The Qualified Person shall be required to submit details (calculations


and/or hydraulic model results) showing how the proposed system
meets the required peak runoff rates. Due consideration shall be given
to meeting ABC Waters stormwater quality objectives, which will often
require treatment of stormwater runoff using ABC Waters design
features. For design guidance on the ABC Waters design features,
developer/QPs can refer to the ABC Waters Guidelines and relevant
chapters in the Engineering Procedures, available on the PUB
website.

3.2 Particular Requirements

3.2.1 Based on information given by the PUB, the minimum platform


level (MPL) for the proposed residential development with
basement shall not be lower than 104.0 m RL or at least 600
mm above the adjacent road/ ground levels, or any other levels
as determined by PUB in Clause 2.1 of the latest Code of
Practice on Surface Water Drainage (COP), whichever is the
highest.

3.2.2 The successful tenderer shall submit details of the drainage


design such as longitudinal sections showing proposed top and
invert levels of drain, proposed gradient, proposed ground
levels, structural design, etc endorsed by Professional Engineer
(PE) to PUB for comments and clearance.

3.2.3 PUB requests the implementation of ABC Waters design


features in the development as well as the achievement of ABC
Waters certification. Information regarding ABC Waters

3.2.4 The Land Parcel is within the Marina Water Catchment Area.
Pollution Control measures shall be adopted during the
construction and occupation of the Land Parcel. All sewage and
sullage water shall be discharged into public sewers.

(B) SEWERAGE

3.3 General

3.3.1 The planning, design and construction and plan submission for
sewerage works shall comply fully with the provisions of the
Sewerage and Drainage Act, the Sewerage and Drainage
(Sanitary Works) Regulations, the requirements as stipulated in
the prevailing Code of Practice on Sewerage and Sanitary
Works and all other sewerage requirements that may be
stipulated from time to time by the Public Utilities Board (PUB).

3.3.2 The successful tenderer shall establish the actual locations and
depths of all the sewerage system or sanitary facilities that may
be present on the Land Parcel by trial holes or other means. No
building or structures shall be erected over or across the public
sewers/ pumping mains that are present within the Land Parcel.
If there is a need to carry out works or activities near public
sewers or the pumping mains, the minimum lateral distance
required is as stipulated in the prevailing Code of Practice on
Sewerage and Sanitary Works.

3.3.3 A thorough site investigation of the development site shall be


carried out to determine the exact positions and levels of the
existing public sewers prior to the commencement of any works.
All practical measures shall be taken to protect the public
sewers from damage during construction works. The successful
tenderer shall comply with PUB’s general requirements for
protection of the existing sewers, pumping mains and DTSS
tunnels & structures. The proposals to protect the public
sewers/ pumping mains shall be submitted to Water
Reclamation (Network) Department of the PUB for approval
before the works can be carried out.

3.3.4 The successful tenderer is to consult Water Reclamation


(Network) Department on any proposed works in the vicinity of
the existing sewerage system i.e. within the excavation/ piling
works’ influence zone or a corridor of 25m / 36 m (DTSS tunnel
& facilities) from works to be carried out. The guidelines on
"Prevention of Damage to the Sewerage System" can be found
in the PUB website at

Before the commencement of works, the developer/contractor
is required to submit a notification for the commencement of
works to the Network Management Branch (NMB) at least 7
days before the commencement of any excavation works near
any sewers or sewerage system.

3.3.5 Any proposal to divert the existing public sewers / pumping


mains or to raise or lower any existing manholes shall be
submitted to Building Plan Unit (BPU/PUB) or the Water
Reclamation (Network) Department (WRN/PUB) for approval.
The works to divert the public sewers/ pumping mains or to

raise/ lower manholes shall be carried out by the successful
tenderer at his own cost and expense. All existing lateral
connections shall not be affected by the proposed diversion
works.

3.3.6 For proposed roads crossing existing/ proposed sewers or


pumping mains, the successful tenderer is to ensure that
adequate protection measures are provided to the affected
existing/ proposed sewers/ pumping mains so as to ensure that
they are able to withstand the loadings from the construction
activities and necessary vehicular loadings.

3.3.7 The successful tenderer shall engage a Qualified Person (as


defined under the Sewerage and Drainage Act) to submit
proposal and detailed plans including the proposed sewerage
system for the development to the Building Plan Unit
(BPU/PUB) for approval and obtaining the clearance certificate.

3.4 Particular Requirements

3.4.1 Based on information given by the Water Reclamation (Network)


Department of the PUB and as shown indicatively on the
Sewerage Information Plan, Annex A-1, there are existing
diameter 150 mm, 250 mm, 675 mm, 900 mm and existing
drainlines within / in the vicinity of the Land Parcel.

3.4.2 In addition, there is also a recently completed 300 mm diameter


sewer by LTA within / near the north eastern corner of the Land
Parcel.

3.4.3 The existing sewers and drainlines within the Land Parcel shall
not be abandoned/removed without prior CCTV inspection and
site investigation confirming that there are no more lateral
connections still made to them. Details of the
abandonment/removal works shall be submitted to PUB for
approval before commencement of works. The successful
tenderer shall also comply with “The Standard Requirements for
Sealing of Sewer Connection, Abandoned Sewers, Manholes
and Pumping Mains” as shown in Annex A-1a.

3.4.4 The sewer connection for the proposed development shall be


made to the newly completed 300 mm diameter sewer along
Bukit Timah Road as shown in Annex A-1.

3.4.5 The successful tenderer shall submit detailed sewer plan


showing the alignment and gradient, etc to WRN/ PUB for
approval before making DC submission to Building Plan Unit
(BPU), PUB through the Corenet system prior to commencement
of work for the proposed sewer diversion and connection.
Proposed sewers/ private sanitary drainlines diversion is to pick
up the flow from all affected premises and shall be shown in the
detailed plan.

3.4.6 The successful tenderer is to comply with PUB’s technical
requirements and to seek approval / consent from all relevant
Competent Authorities / affected land owners (such as the
Housing and Development Board (HDB), Land Transport
Authority (LTA), National Parks Board (NParks) and the
Singapore Land Authority (SLA), private owners etc.) for the
proposed works to be carried out beyond the development site.

(C) WATER

3.5 General

3.5.1 The successful tenderer shall liaise with the Water Supply
(Network) Department of the Public Utilities Board (PUB) on the
requirements for water supply and NEWater to the Land Parcel.

3.6 Particular Requirement

3.6.1 Based on information given by the Water Supply (Network)


Department, there are existing diameter 300 mm watermain
along the northern boundary of the Land Parcel, diameter 150
mm watermain along Fourth Avenue as shown in Annex A-2.

3.6.2 There are also diameter 900 mm and 1200 mm watermains


within the pipelines reserve abutting the western boundary of
the Land Parcel as shown on the Planimetric survey plan. The
successful tenderer shall comply with PUB’s requirements as
shown in Annex B when working in the vicinity of these
watermains.

3.6.3 The successful tenderer shall at his own cost and expense liaise
with the PUB to divert the diameter 300 mm watermain within
the Land Parcel that is serving the shophouses along Bukit
Timah Road, to be outside the Land Parcel. Part of the diameter
300 mm watermain along the northern boundary of the Land
Parcel is abandoned, the successful tenderer is allowed to
remove it if it is affected by the proposed development.

3.6.4 There are two existing fire hydrants along Fourth Avenue which
will be affected by the proposed road widening works, the
successful tenderer shall at his own cost and expense, liaise
with PUB on the relocation of the fire hydrant prior to
commencement of works. PUB will require a lead time of at
least 3 months upon receipt of full payment for the relocation
works to be completed subject to availability of manpower and
resources of PUB’s term contractor.

4.0 ELECTRICITY

4.1 General

4.1.1 The successful tenderer shall liaise with the Transmission


Licensee authorised under the Electricity Act for the electricity
supply and any other electrical provisions required for the
purpose of and in connection with the proposed development.

4.1.2 The successful tenderer shall purchase cable plans from SP


PowerGrid and engage a Licensed Cable Detection Worker to
carry out detection for any underground electricity cables within
the Land Parcel. For more information on the protection and
diversion to the underground electricity cables, the successful
tenderer can refer to www.spgroup.com.sg/what-we-
de/electricity-and-gas under the heading “Earthworks”.

4.2 Particular Requirements

4.2.1 The successful tenderer shall provide electrical substation(s)


within the Land Parcel. The electrical substation(s) shall meet
the technical requirements specified by the Transmissions
Licensee.

Abandoned LV and HT Cables within the Land Parcel

4.2.2 Based on information given by SPPG there are decommissioned


LV & HT cables within/ near to the Land Parcel. The successful
tenderer shall at his own cost and expense, engage a Licensed
Cable Detection Worker (LCDW) to carry out underground cable
detection work to locate and expose the decommissioned cables
prior to commencement of work.

4.2.3 If there are any other live cables detected or cables exposed, the
successful tenderer shall at his own cost and expense, liaise with
SPPG for the diversion/ removal of these cables prior to
commencement of works.

5.0 TELECOMMUNICATIONS

5.1 General

5.1.1 The successful tenderer shall liaise with the Telecommunication


System Licensee authorised under the Telecommunication Act,
for the telecommunication supply to the proposed development.

5.1.2 The successful tenderer shall provide all facilities for


telecommunication services, such as MDF room, Telecom riser
ducts, lead-in pipes and manholes etc, within the Land Parcel. All
Telecom facilities shall be provided according to the prevailing
Info-communication Development Authority of Singapore (IDA)
Code of Practice for Info-communications Facilities in Buildings.

5.1.3 The successful tenderer is advised to consult the relevant
Telecommunication System Licensees (e.g. Singapore
Telecommunications Ltd, StarHub Ltd, StarHub Cable Vision Ltd,
SP Telecommunications Pte Ltd, etc) early during the planning
stage of the proposed development, on the location and diversion
of existing Telecoms services.

5.1.4 The detailed Telecoms facilities plans for the proposed


development shall be submitted to and duly verified by
Telecommunication Facility Co-ordination Committee (TFCC)
through the CORENET e-submission system, and approved by
the IDA prior to the commencement of works.

5.2 Particular Requirements

5.2.1 Based on information given by Singapore Telecommunications


Ltd (SingTel), there are existing manholes and cables within / in
the proximity of the Land Parcel.

5.2.2 The successful tenderer shall at his own cost and expense,
liaise with SingTel to carry out recovery works of the cables prior
to commencement of works.

5.2.3 SingTel has estimated a minimum lead time of 3 months for the
recovery work upon full payment by the successful tenderer and
approval from the relevant Competent Authorities. The
estimated duration is based on the assumption that the works
can be carried out and completed as scheduled without any
complication or delay.

6.0 GAS

6.1 General

6.1.1 The successful tenderer shall liaise with Citygas Pte Ltd on the
requirements for gas supply to the Land Parcel.

6.2 Particular Requirements

6.2.1 Based on information given by PowerGas Ltd, there are existing


290/300 mm gas main along Bukit Timah Road.

7.0 LAND TRANSPORT AUTHORITY (LTA)

7.1 General

7.1.1 The successful tenderer shall locate the service areas, electrical
substation(s), refuse bin centre and storage lane within the Land
Parcel. Access to these service areas, if required, shall be taken
via the ingress/ egress point of the proposed development as

shown on the Control Plan, subject to the requirements and
approval of the relevant Competent Authorities.

7.2 Particular Requirements

Road Improvement Works

7.2.1 In addition to Condition 4.0 of the Technical Conditions of Tender,


the successful tenderer shall at his own cost and expense be
responsible for any other improvement works where necessary
and as required by LTA.

7.2.2 The internal layout shall be designed such that the entrance drop
barriers and guard post are located within the development to
provide sufficient vehicle queue length to prevent vehicle queue
from spilling onto the public roads.

7.2.3 All proposed street Works, as well as proposed engineering /


construction works within the road reserve shall be prepared /
designed, submitted, supervised and constructed in accordance
with Street Works (Private Street Works) Regulations, Street
Works (Public Street Works) Regulations and the following
prevailing standards and code of practice:

a. Code of Practice for Street Works Proposals relating to


Development works;
b. LTA Standard Details of Road Elements;
c. Materials & Workmanship Specifications for Civil &
Structural Works;
d. Code of Practice for Road Opening Works;
e. Code of Practice for Traffic Control at Work Zone;
f. Architectural Design Criteria; and
g. Civil Design Criteria.

7.2.4 The technical details, extent and completion date of such works as
stated in Conditions 7.2.1 to 7.2.3 shall comply with the
requirements of the LTA and other relevant Competent
Authorities in relation thereto.

Car and Motorcycle Parking lots

7.2.5 The successful tenderer shall provide car parks for the
proposed development in accordance with the requirements of
the prevailing Parking Places (Provision of Parking Places and
Parking Spaces) Rules which include the Range-Based Car
parking Standard (RCPS) where car parking provision can be
reduced up to 20% for developments within a 400 m radius of
MRT/LRT stations.

7.2.6 Car park provision for this Land Parcel will be reduced in view
of its proximity to Sixth Avenue MRT Station. The successful
tenderer is required to apply to LTA for a 20% reduction under

the prevailing Parking Places (Provision of Parking Spaces)
Rules for the residential component.

7.2.7 The successful tenderer is strongly encouraged to provide


motorcycle parking lots within the car park. The successful
tenderer is also encouraged to provide motorcycle bays at
areas where it is accessible such as loading/unloading bays to
provide easy access to short term motorcycle parking for
dispatch or delivery activities.

Bicycle Parking lots

7.2.8 The provision of bicycle parking spaces and related facilities


shall be provided in accordance with LTA’s Code of Practice
for Street Works Proposals relating to Development Works and
Code of Practice for Vehicle Parking Provision in Development
Proposals.

7.2.9 If the bicycle parking lots are located at different levels, the
successful tenderer shall ensure that the lift is able to
accommodate at least one horizontally standing bicycle.

7.2.10 The successful tenderer shall at his own cost and expenses be
responsible for the operation and maintenance of the bicycle
parking lots at all times.

Traffic Impact Study

7.2.11 The successful tenderer shall at his own cost and expense,
carry out a localised Traffic Impact Study (TIS) and submit it to
LTA for approval. The purpose of the TIS is to assess the
internal circulation and ingress/egress of the development
traffic and to recommend necessary measures to mitigate the
potential negative impact.

7.2.12 The scope and details of the TIS are to be determined in


consultation with LTA prior to the Development Control
submission stage. The successful tenderer shall, at his own
cost and expense, be responsible for the necessary localised
road improvement works in the immediate vicinity of the Land
Parcel, if recommended by the TIS.

Vehicle Access Arrangement

7.2.13 In addition to Condition 4.2.4 to 4.2.8 of the “Technical


Conditions of Tender,” vehicular access shall be taken from
Fourth Avenue. The access shall be located at least 100 m
away from the junction of Bukit Timah Road and Fourth Avenue
and at least 30 m away from the nearest access as shown
indicatively on the Control Plan.

7.2.14 The vehicle lay-by/drop-off point for cars and taxi shall be
located within the Land Parcel and designed for sufficient
queuing space within the development so as to ensure smooth
flow of vehicles along the main road.

Junction Improvement Works and Widening of Fourth Avenue

7.2.15 The successful tenderer shall, at his own cost and expense, carry
out junction improvement works at the junction of Bukit Timah
Road and Fourth Avenue and widen and realign the stretch of
Fourth Avenue abutting the development’s boundary. The road
works comprise the provision of a 1.8 m wide footpath, planting
strip, service verge etc in compliance with the LTA’s Code of
Practice for Street Works Proposals relating to Development works
and Standard Details of Road Elements (SDRE).

7.2.16 The road widening and improvement works within the road
reserve of Fourth Avenue shall be certified physically completed
and open for use by LTA before the issuance of Temporary
Occupation Permit (TOP) for the residential development.

7.2.17 The completed road works are to be maintained at the expense


of the successful tenderer and to the satisfaction of the LTA
during the maintenance period (MEP) and until such time when
they are handed over to the State for ownership and
maintenance.

7.2.18 The detailed design and construction of the proposed roads are
to comply with the requirements of the Authority, LTA, NParks
and the relevant Competent Authorities, The successful tenderer
shall submit a detailed proposal of all road works to the LTA and
all the other relevant Authorities for approval, in accordance with
Section 18 of the Street Work Act, Street Works (Public Street
Works) Regulations and the prevailing Standards and Code of
Practice of the relevant Authorities.

7.2.19 The successful tenderer is required to obtain a TOL from the SLA
for the area required for construction of the proposed roads. The
TOL area shall not be used for other purposes and is to be kept
free of obstruction, at all times. The successful tenderer shall
allow public agencies, including contractors, agents, employees
and owners/occupiers of adjacent developments, access and
use of the said TOL area at all times if required, without any
charge, payment, insurance, obstruction or restriction
whatsoever.

Safeguarded Road and Road Related Facilities

7.2.20 The successful tenderer is required to at his own cost and expense
construct a 2.4 m wide covered linkway from the proposed
development to the existing bus shelter along Bukit Timah Road at
the location as shown indicatively on the Control Plan.

7.2.21 The successful tenderer shall at his own cost and expense,
maintain the completed covered linkway to the satisfaction of the
relevant Competent Authorities until such time when the covered
linkway is handed over to the LTA for ownership and
maintenance.

7.2.22 The LTA will take over the maintenance of the covered linkway
when they are satisfied that the covered linkway complies with
their requirements. To facilitate LTA to take over covered linkway
within road reserve, the covered linkway structures outside the
Land Parcel have to be structurally independent.

7.2.23 The successful tenderer shall construct a shared path along Bukit
Timah Road between the development boundary and the existing
pedestrian footpath at the location as shown indicatively on the
Control Plan. A 2.0 m width of the shared path is safeguarded for
a cycling path to be implemented by the LTA in future.

7.2.24 Existing commuter facilities within the road reserve if affected by


the proposed development are to be reinstated and made good.

7.2.25 The successful tenderer shall comply with LTA's prevailing design
criteria / checklists for commuter facilities (can be obtained from
LTA website).

Provision of Covered Linkway in the Proposed Development

7.2.26 The successful tenderer is encouraged to provide internal covered


linkway(s) from the proposed development to the covered linkway
along Bukit Timah Road to ensure seamless weather protection for
the residents.

Rail Requirements

7.2.27 The Land Parcel falls within the Railway Protection and Railway
Safety Zones of the Downtown Line MRT Rapid Transit System.
Part of the subterranean MRT station box of the Sixth Avenue
MRT station is within the Land Parcel. The allowable imposed
load above the station box is 25kN/m2. The successful tenderer
shall comply with the following requirements:

a. The successful tenderer shall obtain approvals for


development and building proposals on the Land Parcel from
the LTA under the prevailing Rapid Transit Systems
(Development and Building Works in the Railway Corridors
and Railway Protection Zone) Regulations. A permit to
commence works must be obtained from the Authority under
Regulation 6 of the Rapid Transit Systems (Development
and Building Works in the Railway Corridors and Railway
Protection Zone) Regulations, before carrying out any
building works.

b. The successful tenderer shall obtain approvals for
development and building proposals on the Land Parcel from
the LTA under the prevailing Rapid Transit Systems
(Development and Building Works in the Railway Corridors
and Railway Protection Zone) Regulations. A permit to
commence works must be obtained from the Authority under
Regulation 6 of the Rapid Transit Systems (Development
and Building Works in the Railway Corridors and Railway
Protection Zone) Regulations, before carrying out any
building works.

c. The design and construction of the development and all


associated construction works shall comply with the technical
requirements in the Code of Practice for Railway Protection,
the Rapid Transit Systems (Development and Building
Works in the Railway Corridors and Railway Protection Zone)
Regulations and any conditions under which the plans and
amendments are cleared by LTA.

d. The proposed buildings on the Land Parcel shall meet the


requirements of separation distance calculated for
unprotected opening in accordance with the Code of Practice
for Fire Precautions in buildings (Fire Code) or at least 6m
clear, whichever is greater, of the outermost edge of the
Rapid Transit System (RTS) structures.

e. Since the development on the Land Parcel will be affected by


noise and vibration from the operation of the railway, the
successful tenderer shall take into consideration the effects
of the MRT system and their operations when designing the
development.

f. The successful tenderer shall obtain clearance from the LTA


before carrying out any restricted activities as specified in the
Schedule of the Rapid Transit Systems (Railway Protection,
Restricted Activities) Regulations. This includes the soil
investigation work. The restricted activities shall meet the
requirements in the Guide to Carrying Out Restricted
Activities within Railway Protection and Safety zones.

8.0 NATIONAL PARKS BOARD (NParks)

8.1 General

8.1.1 In carrying out the proposed development, the successful


tenderer shall adhere to all of NParks' standard requirements
and ensure that all trees with girths of more than 1 metre
measured 0.5 metres from the ground, which are growing or
situated on any land designated as a tree conservation area or
on any vacant land pursuant to the Parks & Trees Act
(Cap.216), whether such trees are on the Land Parcel, or on
any neighbouring or adjoining land, or along any common

boundary line of such land or lands, shall be protected, unless
otherwise approved by NParks for removal.

8.1.2 The development is to comply with requirements for green


buffers and 2-metre wide peripheral planting verges. The green
buffers and peripheral planting verges must be free from any
encroachment above ground, and/or are to be recessed to at
least 2-metre below ground level, and are not to slope with
gradients steeper than 1:2.5.

8.1.3 The successful tenderer is to consult NParks’ Parks and Trees


Regulatory (PTR) Branch early at the planning and design stage
on the felling of any trees that may be affected by the proposed
development with a copy of recently surveyed plan of the site
(of less than 2 years) and its peripheral roads, at a scale of at
least 1:500, clearly indicating information on tree species,
height and girth.

8.1.4 The successful tenderer is to ensure that existing roadside trees


abutting the Land Parcel are not to be affected, except with
approval from NParks, for vehicular ingress / egress, taxi lay-
bys, pick-up / drop-off points, services access, loading /
unloading bays, fire engine hard-standing areas and any other
statutory requirements to divert or reconstruct services or road
features / elements etc. The successful tenderer is to consult
NParks on tree protection criteria of the roadside trees during
early design stage.

8.1.5 The successful tenderer is required to replace existing roadside


green verge abutting the Land Parcel with a new one if the
existing green verge is affected by the proposed development.
The width of the new planting verge is either to be provided in
accordance with LTA’s standard road code for that category of
road or to match the existing verge along the road.

8.1.6 The successful tenderer is to inform NParks at least 8 weeks


before commencement of works, for consideration to transplant
/ salvage existing trees either within the Land Parcel and / or
existing roadside trees. The cost for transplanting / salvaging of
the existing trees, if selected, will be borne by NParks.

8.2 Particular Requirements

8.2.1 The successful tenderer shall, at his own cost and expense, install
trellises to green up new covered linkways that connect the
proposed development to the existing covered linkways along
Bukit Timah Road.

8.2.2 There are existing plants and trees along Sixth Avenue MRT
station structures that are growing within the Land Parcel. This
landscape had been carefully designed to create a pleasant
environment along Bukit Timah Road. The successful tenderer is
strongly encouraged to retain these plants and trees to be part of
the landscaping of the proposed development.

9.0 NATIONAL ENVIRONMENT AGENCY (NEA)

9.1 General

9.1.1 Under the Environmental Protection and Management (Control


of Noise at Construction Sites) Regulations, construction sites
within 150 m of residential estates need to comply with more
stringent noise limits at construction stage, especially during
night time hours and other times as specified by NEA. Hence,
the successful tenderer shall implement proper noise control
measures during the construction period to ensure that the
noise emission levels from the activities are within noise limits
and would not cause nuisance to any nearby residents. In
addition, construction activities for the proposed development
are not allowed to be carried out from 10pm on Saturday to 7am
on the following Monday as well as from 10pm on the eve of
public holiday to 7am on the day after the public holiday.

9.1.2 The proposed development shall comply with all the applicable
requirements and provisions of the Singapore Standard on
Code of Practice for Pollution Control (i.e. SS593:2013), the
Code of Practice on Environmental Health, the Code of Practice
on Sewerage and Sanitary Works, the Code of Practice on
Surface Water Drainage, the Code of Practice for the Control of
Legionella Bacteria in Cooling Towers, the Environmental
Protection and Management Act, the Environmental Public
Health Act, the Sewerage and Drainage Act, the Radiation
Protection Act, the Energy Conservation Act and their
Regulations.

9.1.3 Abatement measures shall be provided for all proposed M&E


equipment installed in the proposed development to mitigate
the impact of noise, smell, fume, vapour or heat flux from
operations and maintenance of these equipment on residential
and noise sensitive premises. The successful tenderer shall
ensure that the noise emitted from the operations of M&E
equipment installed in the proposed development does not
cause nuisance to surrounding residential and noise sensitive
premises. The successful tenderer may take reference to the
NEA’s Guidelines on Boundary Noise Limits for Air-
Conditioning and Mechanical Ventilation Systems in Non-
Industrial Buildings for the noise limits. A copy of the Guidelines

9.1.4 Sewage and sullage water from the proposed development


shall be discharged into the public sewer. The QP/developer
shall check with PUB (Water Reclamation Network Department)
on the point of sewer connection and the allowable discharge
rate.

9.2 Particular Requirements

9.2.1 The Land Parcel is within the Marina Water Catchment Area,
where rainwater and surface runoff are collected in the
downstream reservoir for treatment to produce drinking water
by PUB. The proposed development shall not cause pollution
directly or indirectly to the water resources. Activity that could
cause serious contamination problem to the water resources
shall not be carried out. The successful tenderer shall comply
with the requirements for developments in water catchment
areas as shown in Annex C.

Noise Mitigating Measures

9.2.2 The proposed development abuts a major road (i.e. Bukit Timah
Road) and is located in the vicinity of Sixth Avenue MRT station,
existing pre-school, commercial and residential developments.
Hence, the site has high ambient noise level attributed to road
traffic, M&E equipment operations, community events/activities
carried out in the vicinity.

9.2.3 The successful tenderer is advised to factor the high ambient


noise level and other nuisance impacts in the layout planning
and design of the proposed development, such as siting the
proposed residential buildings as far away as possible from the
nuisance sources, and incorporate mitigation measures in the
proposed development to mitigate noise and other nuisance
impact.

9.2.4 The successful tenderer shall carry out a noise impact


assessment (NIA) to demonstrate that the noise level at the
residential building’s facade would not exceed 67 dBA (Leq 1
hour) and the indoor noise level would not exceed 57 dBA (Leq
1 hour) under natural ventilated condition with windows/sliding
doors fully opened.

9.2.5 The successful tenderer shall obtain NEA’s clearance of the NIA
and submit it as part of the development application to URA
before the development application can be considered for
Provision Permission (PP), subject to compliance with relevant
planning requirements.

9.2.6 NEA requires the successful tenderer to inform the prospective
buyers of the apartment units of the potential dis-amenities
posed by the activities from the uses in the vicinity of the subject
site. The successful tenderer is to liaise with NEA to comply with
all requirements, procedures, directions and requests related to
the above NEA’s requirement.

10.0 BUILDING AND CONSTRUCTION AUTHORITY (BCA)

10.1 Buildable Design and Constructability Requirements

10.1.1 The successful tenderer is required to adopt labour-efficient


designs and construction technologies to achieve the higher
Buildable Design Score and Constructability Score as set out in
the Code of Practice on Buildability for the development on the
Land Parcel.

10.1.2 The Buildable Design Score computes the extent of


standardisation, simplicity and integrated elements applied to
buildings at the design stage. It measures the potential impact
of a building’s design on labour usage. The higher the Buildable
Design Score obtained, the easier it is to construct. The
Constructability Score measures the level of adoption of labour-
efficient construction methods and construction processes such
as system formwork and climbable scaffolding. Higher
constructability scores would translate to savings in manpower
and shorter construction time. More details are available at

10.1.3 The successful tenderer shall comply with the requirements,


procedures, directions and requests of BCA and shall also
render his full co-operation to BCA, its officers, employees and
agents in relation to meeting the required Buildable Design
Score and Constructability Score.

10.2 Prefabricated Bathroom Units (PBU)

10.2.1 The successful tenderer is required to adopt prefabricated


bathroom units (PBUs) for 65% or more of the bathroom units
in the non-landed residential component of the development on
the Land Parcel as stipulated under the Building Control
(Buildability and Productivity) Regulations.

11.0 OTHER INFORMATION

11.1 The estimated cost, excluding prevailing GST, of relocation/ diversion for:

Diversion of 300 mm water main (Clause 3.6.2) $20,000/=


Diversion of 2 nos of fire hydrant (Clause 3.6.3) $10,000/=
Recovery of Singtel’s plant (Clause 5.2.2) $10,000/=

11.2 The above estimate is indicative only. It is based on information and facts
known to the Authority at the time when the estimate is made. The Authority
and the Competent Authorities and Public Utility Licensees do not warrant
the accuracy of the above estimate.

11.3 For the diversion of the existing services, the successful tenderer shall
liaise with the Competent Authorities and Public Utility Licensees/
Telecommunication System Licensees on the time frame required to
complete the diversion work from the date payment for the diversion cost
is received from the successful tenderer.

ANNEX B

PREVENTION OF DAMAGE TO PUB WATERMAINS

General

1 We would like to draw your attention to Section 57 of the Public Utilities Act
which stipulates a duty to enquire on water mains if any person wishes to
carry out any work in the vicinity of watermains. We wish to highlight that
under Section 47A of the Public Utilities Act, any person who, whether
wilfully or otherwise, removes, destroys or damages or causes or permits to
be removed, destroyed or damaged, any watermains belonging to or under
the management or control of the Board, shall be guilty of an offence and
shall be liable on conviction to a fine not exceeding $40,000 or to
imprisonment for a term not exceeding 3 months or to both; or if the
watermains is 300 mm or more in diameter, to a fine not exceeding
$200,000 or to imprisonment for a term not exceeding 3 years or to
both. For more information of the Public Utilities Act, please refer to

2 Before commencing any works in the vicinity of PUB watermains, the QP


shall obtain Water Service Plan (WSP) which indicates the approximate
position of the water mains and raw water mains in the vicinity of the
development. Smaller submains and connection pipes (< 100 mm) to
customers' premises/properties may not be included. The QP is to
determine and indicate the exact alignments and depths of the watermains,
submains and connections, on site by means of trial holes using manual
excavation especially near watermains before commencement of any
work. The position and alignment of the watermains shall be indicated on
the survey plan, and shown at site to allow easy identification of the
watermains in future after completion.

3 The QP shall design both the temporary and permanent works in such a way
to ensure that ground movements are kept to an absolute minimum. The
employment of proven techniques and good workmanship are important
to minimize ground loss and in turn ground movements.

4 The QP shall select and ensure the operation of construction equipment shall
be in a manner such that vibration induced damage to the watermains is
prevented.

5 The QP shall establish and inform PUB of the procedures and methods for all
excavation and other construction works within 10 meters radius of PUB
watermains to prevent damage to the watermains during the work.

6 Before commencement of works, the QP shall submit the detailed method


statement and drawings for the construction works, details of the
machinery/equipment used with analyses / assessment to demonstrate that
the construction method proposed is non-invasive and will not cause any
impact or damage to the watermains.

7 Equipment Vibrations - Construction activities such as piling, excavation, soil


improvement, diaphragm wall and retaining wall construction etc and the use

of construction equipment such as piling/boring machine etc shall not subject
the watermains to a peak particle velocity (PPV) exceeding 15 mm/s at any
frequency. The QP shall provide a detailed impact assessment that clearly
demonstrates the vibration attenuation for each of the equipment proposed to
be used at the development site and in similar ground conditions to show that
this vibration limit would not be exceeded on the existing watermains.

8 Ground Displacements - Ground displacements caused by construction or


other activities shall be “zero”. If the QP's analysis shows that the ground
displacement due to the construction or other activities exceeds “zero”, a
further design check shall be undertaken to ensure that the construction or
other activities will not induce any damage to the watermains.

9 Groundwater Drawdown - The groundwater drawdown shall not exceed 10


kPa in the vicinity of the PUB watermains.

10 No heavy machinery or vehicles shall be located or driven over PUB


watermains.

11 Construction Impact Assessment Report (CIAR) - The QP shall carry out a


construction impact assessment of the construction effects of the works on the
watermains in the vicinity of the works and submit the report to PUB for
records. The report shall include the following details:

(i) The ground conditions, geotechnical profiles and relevant borehole logs.

(ii) The proposed construction equipment and methods, and sequencing of


construction.

(iii) Assessments on the use of the proposed construction equipment


/methodology on the existing watermains, vibrations, ground
displacements and groundwater draw downs and how the impacts
would be mitigated to meet requirements.

(iv) Vibration characteristics and attenuation for major construction


equipment/methodology.

(v) Instrumentation and monitoring proposals.

(vi) The damage potential and risks to the watermains.

(vii) Preventative and precautionary measures to protect the watermains


from damage and remedial measures to be taken in the event of
damage/incidents.

12 The QP shall advise PUB on the assessed probable risk and level of damage
to the watermains and his proposed mitigating measures for preventing the
watermains and watermains structures from damage to the satisfaction of
PUB.

Instrumentation and Monitoring Programme

13 The QP shall carry out an instrumentation and monitoring programme to
monitor the surface and subsurface ground movements, vibrations, the
variation of ground water table and pore pressures, and the displacement and
distortion of watermains.

14 The QP shall include in the monitoring plan all watermains that in his view are
likely to be affected by the works.

15 The QP shall submit full details of the proposed monitoring procedures and
instrumentation to PUB for concurrence before commencing the works.

16 The QP’s method statement shall include the proposed monitoring intervals
and all requirements imposed by PUB.

17 The QP shall review the safe limits of ground movements, vibration levels or
other changes for ensuring the structural integrity and proper functioning of all
watermains. The QP is to provide PUB with the new alert level and stop work
level for each of the monitoring instrumentations that will be deployed at
site. He shall provide comprehensive basis for the proposed safe limits.

18 The QP shall provide a recharge well at site to maintain existing ground water
table so as to prevent ground subsidence. The QP is to provide the proposal
for the recharge well, with the technical drawing and calculation, to PUB for
approval.

19 The QP shall verify and certify by monitoring that construction works have not
resulted in displacements or vibration levels that have or will cause damage
to any watermains. As a minimum, the following are required to be carried out
and the relevant details are to be submitted to PUB:

i Monitoring of the displacements or vibration levels of watermains or


the adjacent ground from the construction works.

Ii Preparation of action plans for remedial action in the event that


displacements or vibration levels exceed the design limitations or
cause damage.

20 It shall be clearly understood that the submissions of the instrumentation


monitoring results and reports to PUB are only for PUB’s information. The QP
shall be fully responsible for the analysis and interpretation of all the readings
and measurements and for taking all remedial measures where necessary.
When abnormal readings or measurements are obtained, QP shall
immediately investigate the causes of the abnormalities and take all
necessary remedial measures. QP shall promptly inform PUB should such
abnormalities be likely to affect the structural integrity of the watermains.

21 Instrumentation monitoring regime consists of inclinometers, ground


settlement markers, vibration meters, piezometers, strain gauges, rod
extensometers, etc. shall be carried out by QP to check whether ground
movements & vibration impacts are within allowable limits during the
construction works. Records of the instrumentation monitoring regime shall be
endorsed by the QP and properly maintained at the site, submitted to PUB or
made available for inspection by PUB upon request.

22 QP shall monitor and review the instrumentation monitoring results twice
daily during the construction work on each day. QP shall look out particularly
for excessive ground movements that may cause damage to the watermains.
The QP shall submit the instrumentation monitoring records to PUB at a
frequency stipulated by PUB. QP shall highlight in his submission if there are
any excessive ground movements monitored or any other abnormalities.

23 QP shall stop the works immediately if the instrumentation monitoring


results exceed the allowable limits and inform PUB immediately before
investigating whether the works have any impacts on the watermains. The QP
shall submit his assessment of the impacts of the works on the watermains,
including his proposed mitigating measures to address the excessive ground
movement or any other abnormalities, to PUB for approval, before resuming
the works.

24 It shall be clearly understood that the submissions of the instrumentation


monitoring results and reports to PUB are only for PUB’s information. The QP
shall be fully responsible for the analysis and interpretation of all the readings
and measurements and for taking all remedial measures where necessary.
When abnormal readings or measurements are obtained, QP shall
immediately investigate the causes of the abnormalities and take all
necessary remedial measures. QP shall promptly inform PUB should such
abnormalities be likely to affect the structural integrity of the watermains.

Surveillance Cameras above Large Diameter Watermains (≥ 300mm in


Diameter)

25 Contractor shall provide web-based IP surveillance cameras to continuously


monitor construction activities in the vicinity of the large diameter (≥ 300mm)
watermains. The number of cameras to be provided shall be approved by PUB
and shall be sufficient to cover at least 6 meters from the watermains.

26 The surveillance cameras must be able to capture still pictures and perform
continuous video recording.

27 The contractor shall provide PUB with the Internet website address for
centralized viewing of the still picture and video recordings of the construction
activities above PUB watermains captured by the surveillance cameras.

DOs AND DON’Ts WHILST WORKING IN THE VICINITY OF WATERMAINS

DOs

1 Do write in to PUB, Water Supply (Network) Department for the


latest watermains plan.
2 Do trial holes to identify the exact location of existing watermains.
3 Do use manual excavation especially near watermains.
4 Do use pipe locators with the assistance of valve chambers and
hydrants to identify the location of existing watermains.
5 Do consult PUB, Water Supply (Network) Department on the
location of the existing watermains when you are unable to locate
them.
6 Do lay services such as cables, pipes with a separation distance
of one meter from PUB existing watermains.
7 Do have proper protection for the existing watermains during
excavation (PE certification on design of supporting existing
watermains is required).

DON’Ts

1 Don’t allow heavy machinery to move over PUB watermains


without adequate protection (eg steel plate).
2 Don't use excavator for trial holes to locate the existing
watermains.
3 Don't lay sewer pipes on top of the existing watermains.
4 Don't construct any structures on top of the existing watermains.
5 Don’t allow the valve chambers to be covered over with
construction debris especially at worksites. Contact PUB, Water
Supply (Network) Department for PUB valve chambers at
worksites to be raised to prevent them from accidentally being
covered over. The watermains and connections must be
accessible for maintenance and repair works at all times;
6 Don’t expose the watermains without prior approval from PUB,
Water Supply (Network) Department.
7 Don’t erect any structure either permanent or temporary over or
within one metre from the watermains. The buried watermains
requires a minimum cover of one metre, and you must provide
adequate protection for the watermains should the cover be
removed or reduced by your works.

ANNEX C

POLLUTION CONTROL MEASURES


FOR PROPOSED DEVELOPMENT
WITHIN WATER CATCHMENT AREA

1 Storage of Toxic Chemicals

(a) No toxic or hazardous chemicals shall be stored or moved within


the premises.

(b) Storage of fuel may be allowed subject to provision of pollution


control measures as stipulated in the Singapore Standard on Code
of Practice for Pollution Control (i.e. SS593:2013).

2 Public Sewerage System

(a) Public sewerage system shall be extended to serve the proposed


developments.

(b) All sewage shall be collected and discharged into the public
sewers.

3 Drainage System

Vertical steel gratings shall be installed at major outlet drains.

4 Refuse Management System

Storage and transfer of refuse shall be confined within buildings.

5 Pollution Control Measures

(a) The exterior walls of buildings shall, where practical, be


constructed, coated or clad with materials that do not require
periodic painting.

(b) Boundary fence/wall shall, where practical, be built with materials


that do not require periodic painting.

(c) The developments shall be designed to ensure that all activities


that generate wastewater or spent oil are carried out within
buildings. The design may include the following:

 All sanitary fittings including wash areas be provided within


buildings.

 Kitchens be designed to have sufficient area to ensure that
all food preparation and washing facilities are confined to
within the premises.

 Washing bays for vehicles be provided within buildings and


wastewater from the washing of vehicles be collected,
treated and reused or discharged into the sewers.

6 Pollution Control Measures at Construction Stage

(a) During construction stage, no sewage from the construction sites


shall be discharged into the open drains leading to the reservoir.

(b) All washings activities shall be carried out within the buildings and
all sewage and the wastewater shall be collected and discharged
into the public sewerage system or holdings tanks and tankered
away for disposal at a Water Reclamation Plant approved by PUB.

(c) No servicing and repairing of mechanical plants and equipment


are allowed within the construction sites.

(d) Fuel storage tanks, if any, shall be provided with containment


facilities as stipulated in the Singapore Standard on Code of
Practice for Pollution Control (i.e. SS593:2013).

(e) The requirements for the control of silt discharge from a


construction site as stipulated in the Code of Practice on Surface
Water Drainage shall be complied with.

Annex A-1a

STANDARD REQUIREMENTS FOR SEALING OF SEWER CONNECTION,


ABANDONED SEWERS, DRAINLINES, MANHOLES AND PUMPING MAINS

a) QP is required to check and confirm that there are no other lateral


connections to the sewers/common sanitary drainlines /drainlines which
are to be abandoned. The QP shall submit a plan to PUB, Water
Reclamation (Network) Department (WRN) showing the point of sewer
connection to be sealed for approval;

b) The proposed abandoned sewer shall not be sealed off until the new sewer
has been completely inspected and certified fit for use and the flow
diversion work is completed. PUB(WRN)’s approval shall be obtained
before carrying out the sealing works;

c) QP shall arrange with PUB’s Network Management Branch (NMB) (Tel


No.: 62894013, Fax no.: 62840383) to witness the sealing/grouting work.
No demolition or grouting of abandoned sewers/pumping mains/inspection
chambers/manholes or other sewerage facilities shall be carried out
without PUB’s approval;

d) Where existing manholes/inspection chambers are to be abandoned, all


openings, including those of backdrops/tumbling bays, shall be sealed
water-tight with 225 mm thick brickworks and rendered with cement mortar;

e) The top 600 mm of the abandoned inspection chambers/manholes below


ground shall be demolished and the abandoned inspection
chambers/manholes shall be completely filled up with well compacted
approved soil;

f) The frames and covers of abandoned inspection chambers/manholes are


to be removed;

g) All abandoned sewers/pumping mains of diameter 300mm and above shall


be filled/grouted with cement grout or approved materials. Alternate to
grouting, the abandoned sewers/pumping mains shall be removed off the
site if necessary;

h) The upstream (inlet) and downstream (outlet) ends of the abandoned


sewer connection line, drainlines and/or sewers/pumping mains of all
diameters shall be sealed water-tight with 225 mm thick brickworks and
rendered with cement mortar. QP shall submit the photographs showing
the sealed inlet & outlet pipe ends and the backfilled abandoned manhole
to PUB(WRN) together with his Certification of Inspection and Completion
of Sewerage/Sanitary works (PUB-BPU-OMPOFWORK) when
applying for the sewerage clearance for TOP/CSC;

i) The Developer/QP is required to reflect the actual manner of abandoning the
sewers/pipes and manholes/chambers in the as-built drawings, including
indicating the locations of all watertight seals and submit the drawing to PUB
(WRN).

j) Precautionary measures are to be taken to prevent cement grout from entering


the sewers which would still be in use; and

k) The safety procedures/requirements for working in a confined space are to be


complied with.
