Important Note:
Each student should hand in a project proposal to his/her IES supervising teacher before the
deadline according to the Assessment Plan set out by the school. This Project Proposal
Form, which serves as a comprehensive guide to the writing of a project proposal, can be
completed as the task of Stage I. Students might, in accordance with their supervising
teacher’s consent and the Assessment Plan, choose to fill in the Form part by part and
receive comments in a gradual manner and/or submit the fully completed Form to their
supervising teacher, bearing in mind that they might have to do this more than once.
Candidates are reminded that no re-submission will be allowed after the supervising teacher
has completed the assessment of the task and marks have been given to the task.

Title
Do Occupy Central do more good than harm to Hong Kong society?

Background Information
In the previous weeks, the occupying central has launched by a group of students and Benny Tai
Yiu-ting, Associate Professor of Law at the University of Hong Kong ,which the promoter of the
campaign. The campaign aims to fight for the universal suffrage in the chief executive election in
2017. Since the campaign launched, it did affect a lot of people's daily life and social harmony.
Moreover, a lot of violent conflicts burst out between citizens and government. By doing this IES
project, I wish to know more about the campaign from a wider angle to understand the whole thing.
To understand the above topic more, I come across some information from South China Morning
Post, different online news, the government official page, and also the official page of Occupying
Central Campaign. I have known that from different stakeholders can have extreme different views as
a result. Some commentators, however, claim that the protesters are hurting Hong Kong and even
undermining the rule of law, a core value and an important feature of Hong Kong's collective
identity. (Kelley, L. (2014, October 9) like the anti-Occupying Central people (Ng, K., Lam, J., & Gan, N.
(2014, August 18)). In this article, it said that ‘Shouts of "Against Occupy Central" echoed through the
streets as the crowds marched from Victoria Park in Causeway Bay to Chater Garden in Central. Police
said about 111,000 people took part, compared with its estimate of roughly 98,600 for the pro-democracy
march on July 1. The University of Hong Kong public opinion programme put the number at between

79,000 and 88,000, roughly half of its estimate for the July 1 march.’ This can show that not just a lot of
people support the campaign, but also reminds me to consider the anti-campaign people more. Moreover,
I have seen the article that government posted on Internet (Government urges immediate end to "Occupy
Central" (2014, October 2)). This helps me to understand and concern more about different people’s view
so that I can include their views while doing the project in order to dig deeper into the issue in a wide
horizons.

In this project, I have included different concepts and knowledge such as the quality of life, socio-
political participation, China reforms, especially about universal suffrage. The Occupying Central
campaign is started because of citizens are not pleased about the suggestion that China central
government gave and they want to fight for a real and fair universal suffrage. For quality of life, the
campaign did affect a lot of people’s daily life like shop owners, students etc.so I want to include it as
well. Also for socio-political participation, many citizens, even students did participate in the campaign,
or the anti-campaign functions. Finally it is of course related to China’s reform as China do

To find out if the campaign is suitable to hold in Hong Kong by analyze the weight of
benefits and costs
