Ohio (Site). The company that is successfully awarded the contract by the Owner will be responsible
for implementing these bid specifications (i.e. specifications) and will be known throughout the
remainder of the document as the Contractor. Refer to Figure 1 for Site Location Map. The Owner is
actively seeking proposals for a Contractor that will complete the work outlined in the specifications
for the Site. The work includes, but is not limited to, demolition of the floor slabs and foundations
for some of the previously erected buildings; processing or crushing clean hard fill; pump and
discharge water; backfill below grade structures; excavate and dispose of lead contaminated soil;
excavate and dispose of underground storage tank; and excavate and disposal of total petroleum
hydrocarbon contaminated soil at the Site. The Contractor will be responsible for the completion of
the work outlined in the specifications to the satisfaction of the Owner. The Contractor is to follow
regulations referred to in Section 1.3 and receive approval from the Owner for any deviation from
these specifications. The Contractor will be responsible for furnishing all labor, equipment,
supervision, personnel protective equipment, materials, and permits required for conducting the
work described in these specifications. Arranging for electricity, water, or other utilities will be the
responsibility of the Contractor, and costs for such should be reflected in bids submitted to the
Owner. There is access to water at the Site and the Contractor will be responsible for ensuring that
the water is turned off upon completion of the work activities. The Contractor will be responsible for
securing the work areas at the Site and posting all notices. Posting notices shall also be performed in
a manner compliant with all applicable federal, state, and local regulations. Any remaining
equipment, steel, rebar, or metal located in the below grade portions of the buildings will be
recycled. Any money generated from the recycling of equipment, steel, or metal located in the
below grade portions of the buildings during the course of the project will be retained by the
Contractor. Please refer to Section 2 for details on the demolition and backfilling specifications.
Please refer to Section 3 for details on environmental tasks. Please refer to Section 4 for bid
information. 1.2 Site History and Information The Site is approximately 18.5 acres in size that ceased
operations in 2002 and consisted of 22 buildings with the majority of the buildings sharing a
common wall. The City of Mansfield purchased the Site in 2003 from the Mansfield Foundry
Corporation/Citation Corporation. Between 2003 and 2013, several environmental investigations
were performed at the Site, which included Voluntary Action Program (VAP) Phase I Property
Assessment, VAP Phase II Property Assessment, and Asbestos Surveys. In 2014, asbestos abatement
activities were performed and the above grade portion of 20 buildings was demolished.
