Preamble

We, the Electrical Engineering students of Palawan State University, imploring the aid of
Almighty God, in order to establish an organizational chapter, foster bonds of affection,
respect and unity, uphold the ideals and commitment of the IIEE, instill within the students
the values of service, integrity, loyalty, peace and equality, do hereby ordain and promulgate
this constitution.

ARTICLE I
Name and Domicile

Section 1: This organization shall be known as the Institute of Integrated Electrical

Engineers – Palawan State University – Student Chapter and abbreviated as
IIEE-PalSU-SC
Section 2: The official address of the IIEE-PALSU-SC shall be at the College of
Engineering, Architecture and Technology (CEAT), Palawan State University,
Tiniguiban Heights, Puerto Princesa City.

ARTICLE II
Declaration of Principles

Section 1: The IIEE-PALSU-SC shall uphold the constitution and shall adhere to the
guiding principles of service, integrity, loyalty, freedom, cooperation, peace and
equality for the attainment of its objectives.

Section 2: The IIEE-PALSU-SC shall assist in developing camaraderie among the students
and shall uphold their welfare.

Section 3: The IIEE-PALSU-SC shall interact with other organizations recognized by the
IIEE-CSC (National and Regional) for the betterment of the organization.

Section 4: The IIEE-PALSU-SC shall to it that the leadership and technical skills and
potential of every member are developed.

Section 5: The IIEE-PALSU-SC shall ensure the safety and well-being of its members.

Section 6: The IIEE-PALSU-SC shall promote good relationship among the students,
faculty and staff and the members in the local community.

Section 7: The IIEE-PALSU-SC shall protect and defend the rights of each member and
to help build the college in a manner that the members could be of help.

ARTICLE III
Membership

Section 1: All bona fide electrical engineering students enrolled on Palawan State
University shall be automatically members of this organization. A membership
fee of one hundred (100) pesos shall be imposed as a membership fee and shall
be collected every start of an academic year.

Section 2: Membership of the IIEE-PALSU-SC to the IIEE-CSC SLC and IIEE-CSC

National shall be accomplished with utmost priority.

Section 3: Application for membership to IIEE-SLC and IIEE-CSC National shall be

imposed only to the third year, fourth year and fifth year members.

ARTICLE IV
Bill of Rights

Section 1: Every member of this organization shall have the right to enjoy the freedom of
speech and/or expression through the social media.

Section 2: Every member shall have the right to peaceably assemble and petition the IIEE-
PALSU-SC for redress of grievances.

Section 3: Every member shall have the right information on matters of the student's
concern and access to official records, documents and similar things to public
character pertaining to decisions or transactions of the IIEE-PALSU-SC.

Section 4: Every member shall have the right against the imposition of excessive fines,
fees, and contributions.

Section 5: No members shall be subjected to disciplinary action or suspension without due

process of the law.

ARTICLE V
Duties and Obligations

Section 1: Every member shall uphold the constitution, aims, and principles of the IIEE-
PALSU-SC.

Section 2: Every member shall cooperate with the duly appointed and elected officers of
the IIEE-PALSU-SC for the attainment, development, and preservation of a just
and orderly student government.

Section 3: Every member shall report to their respective year level officers any relevant
information affecting the integrity and reputation of the organization.

ARTICLE VI
Suffrage

Section 1: Suffrage may be exercised by all bona fide members of the IIEE-PALSU-SC.

ARTICLE VII
The Officers of The Organization

Section 1: Election and Appointment

a. The President, Internal Vice-President, External Vice-President, Technical

Vice-President, Secretary, and the Treasurer shall be elected with the
majority vote of the student body at large.
b. The Executive Staff shall be appointed by the President.
c. The External Vice-President, Internal Vice-President, and the Technical
Vice-Presidents may appoint the Department Head and the members for the
Executive staff only upon the approval of the President.

Section 2: Duties and Responsibilities

a. The President
i. The executive power shall be vested by the President of the IIEE-
PALSU-SC.
ii. Administering the approved laws, Activities, and Programs of the
Organization; carrying them into practical operation and enforcing
them;
iii. Shall have supervisory power over the Institute of Integrated Electrical
– Palawan State University – Student Chapter.
iv. Shall have the power to create special committee whose functions and
duties will be specified. Such committees may be terminated upon the
completion of the purpose for which they were created.
v. Representing the whole members of the Institute of Integrated
Electrical – Palawan State University – Student Chapter in matters
requiring representation of the organization either within or outside
Palawan State University unless otherwise other member(s) are
deemed to represent
vi. Appointing the following Executive Staff
1. Creatives and Publicity Department Head and department
officers
2. Procurement and Logistics Department Head and department
officers
3. Projects and Activities Department Head and department
officers
4. Public Relations Department Head and department officers
5. Sports Department Head and department officers

vii. Appointing the Assistant Treasurer

viii. Coordinating with the different accredited organization in and outside
the University
ix. Signing all contracts, memoranda of agreement/understanding, and
transactions entered by the Institute of Integrated Electrical – Palawan
State University – Student Chapter.
x. May create a special committee whose functions and duties will be
specified. Such committees may be terminated upon the completion of
the purpose for which they were created.

b. The External Vice-President

i. Monitors the affiliation of the organization to IIEE-CSC SLC and
IIEE-CSC National
ii. Communicates to IIEE-CSC SLC National on matters regarding
upcoming activities and events.
iii. Supervises and monitors the application for membership of bona fide
3rd year, 4th year and 5th year members to the IIEE-CSC SLC and
IIEE-CSC National.

c. The Internal Vice-President

i. Monitors the progress of the IIEE-PALSU-SC activities in relation to
in-campus activities.
ii. He shall supervise and monitor the list of Electrical Engineering
Students during the school year in his term of office.
iii. Shall gather, handle, and submit the requirements to the Office of
Student Affairs for the Organization’s Accreditation.

d. The Technical Vice-President

i. Monitors seminar and technical training activities.

e. Secretary
i. Shall keep all the records of the IIEE-PALSU-SC
ii. Make minutes of meetings
iii. Make Records available to members upon request
iv. Shall report the Accomplishments of the past and current
administration

f. Treasurer
i. Collects and keeps all funds of the Institute of Integrated Electrical –
Palawan State University – Student Chapter
ii. Signs all financial report at the end of every semester of his term of
office
iii. Signs all financial transactions of the Institute of Integrated Electrical
– Palawan State University – Student Chapter
iv. May recommend a candidate for Assistant Treasurer

v. Shall report the Financial standing of the Past and Current

administration

g. Assistant Treasurer
i. Assists the treasurer in collecting and keeping all funds of the Institute
of Integrated Electrical – Palawan State University – Student Chapter
ii. Assumes the responsibility of the Treasurer in case of absence or
disability, permanent vacancy due to removal from office, resignation,
death or permanent incapacity to discharge the function.

Section 3: Executive Staff

The Executive Staff shall be composed of five (5) Departments.
i. Each Department shall have one Department Head
ii. Each Department shall have a minimum of two (2) members and a
maximum of four (4) members.
iii. The Department Head and the members for each department shall be
appointed based on their skills and field of expertise by the President
iv. The External Vice-President, Internal Vice-President, and the
Technical Vice-President may appoint the Department Head and the
Members for each department based on their skills and field of
expertise only upon the approval of the IIEE-PALSU-SC President
v. The Executive staff shall report under the President.
vi. The Executive staff may report under the External Vice-President,
Internal Vice-President, and the Technical Vice-President only upon
the approval of the IIEE-PALSU-SC President

A. Creatives and Publicity Department

i. Responsible for generating attention-grabbing ideas, presentations,
documentations, and designs in and for the Organization.
ii. Ensures that the dissemination of ideas through different platforms
such as social media and prints will reach the whole faction of the
members of IIEE-PALSU-SC, Faculty, and Administration in the
most creative way possible.

a. Creatives and Publicity Department Head

i. Manages the efficient and productive serving
department
ii. Commands, assigns, and administer the members of the
department, activities, and elicit designs and plans for
the betterment of the Organization.
iii. May create a special committee upon the approval of
the President whose functions and duties will be
specified. Such committees may be terminated upon the
completion of the purpose for which they were created.

b. Creatives and Publicity Department Officers

i. Layout Artist
 Responsible for creating or designing templates,
poster, or logos of the organization.
 Responsible for making structures and layout as
per the Organization’s request
 Ensures that every detail included in, such as the
format and the colors that have been used, is
attractive and pleasing to the eyes of the viewers
ii. Publicity Officer
 Responsible for creating, writing, distributing
content for the Organization’s activities,
campaigns, and announcements in Social Media
and other platforms.
iii. Videographer
 In-charge of the images the public sees on social
media.
 Works as a part of the Creatives Department
that edits and prepares video productions and
documentaries.

B. Procurement and Logistics Department

i. Reviews the requirements for material or service being provided.
ii. All purchases should go through the approved procurement process
iii. May be able to suggest alternative standardized materials that can
save the organization money

a. Procurement and Logistics Department Head

i. Manages the entire process in the planning of
commodities procurement and supply chain activities,
logistics and distribution, and ensuring effectively-
functioning processes to avoid costly delays in the
IIEE-PALSU-SC
ii. May create a special committee upon the approval of
the President whose functions and duties will be
specified. Such committees may be terminated upon the
completion of the purpose for which they were created.

b. Procurement and Logistics Department Officers

i. Responsible for buying products and services at the
right price, from the right source, at the right
specification that meets the IIEE-PALSU-SC members’
and elected and appointed officers’ needs in the right
quantity.

C. Sports Department
i. Responsible for all sports-related agendas and activities that may
concern the organization.
ii. Obliged to manifest sporting excellence inside and outside of the
court.
iii. Encouraging the participants and fellow members of the organization
to do the same.
iv. Will be liable for the planning and development of the sports for the
whole academic year.
v. Adhering to the policies of the University related to the safety and
wellbeing of the students
vi. Build and manage a well-balanced competitive fixture program
vii. Promote physical wellbeing
viii. Be prepared to represent the Organization in various sports-related
events and activities of the University
ix. Exceed the expectations of the students
x. Finish the governing term in a much better position than before

a. Sports Department Head

i. Liaise with the staff to motivate and encourage active
role in the running of the program.
ii. To take account the needs and concerns of the
participants
iii. To raise the profile of sports across the University
iv. To help and support the ideas of the staff to further
improve the quality of sports
v. Monitor effectiveness of individual provision
vi. May create a special committee upon the approval of
the President whose functions and duties will be
specified. Such committees may be terminated upon the
completion of the purpose for which they were created.

b. Sports Committee
i. Provide assistance to the needs of the sports team
ii. Help organize and schedule sports events
iii. Attend to the suggestions and concerns of the
participants
iv. To implicate oneself to the tasks of the Department
Head

D. Public Relations Department

i. Shall disseminate information, announcements, or any important
messages from the Organization to all IIEE-PALSU-SC members
and elected and appointed office.
ii. Shall make formal correspondence with the Public Relations Officers
of the College Student Government.

E. Projects and Activities Department

i. Responsible for conceptualizing, planning, and organizing events of
the organization for the whole school year.
ii. Assures to make events and projects possible for the betterment of
the organization.

a. Projects and Activities Department Head

i. Responsible for leading the planning and organizing of
the department.
ii. Monitors and leads the work of his committee
iii. Assures that assigned work given to the committees is
being done and that the events are running smoothly.
iv. Responsible for maintaining work systems, procedures,
and policies that enable and encourage the optimum
performance of its people.
v. May create a special committee upon the approval of
the President whose functions and duties will be
specified. Such committees may be terminated upon the
completion of the purpose for which they were created.

b. Projects and Activities Department Officers

i. Events Manager
 Responsible for monitoring the flow on the
day of the event. During the initial stages,
project committee has a clear vision and high
hopes of producing the desired result.
ii. Events Planner
 In-Charge in planning and preparing
activities before the scheduled date of the
event
 Visualizes the whole run of event ahead of
time
iii. Project Planner
 In-Charge to initiate the establishment of one
project
 Seeks for a preferable spot to install a
planned project
 Creates a clear and concise plan to both
execute the project and monitor its program

Section 4: Qualifications

a. The President
i. A student may be nominated for Presidency only if the student
has no failing grade in any subject taken during the immediately
preceding semester.
ii. No student may be elected as President unless the student is an
upcoming third-year student or higher.
b. The External Vice-President
i. A student may be nominated for the position of External Vice-
President only if the student has no failing grade in any subject
taken during the immediately preceding semester.
ii. No student may be elected as External Vice-President unless the
student is an upcoming third-year student or higher.
c. The Internal Vice-President
i. A student may be nominated for the position of Internal Vice-
President only if the student has no failing grade in any subject
taken during the immediately preceding semester.
ii. No student may be elected as Internal Vice-President unless the
student is an upcoming third-year student or higher.
d. The Technical Vice-President
i. A student may be nominated for Technical Vice-President only
if the student has no failing grade in any subject taken during the
immediately preceding semester.
ii. No student may be elected as Technical Vice-President unless
the student is an upcoming third-year student or higher.
e. Secretary
i. A student may be nominated for the position of Secretary only if
the student has no failing grade in any subject taken during the
immediately preceding semester.
ii. No student may be elected as Secretary unless the student is an
upcoming second-year student or higher.
f. Treasurer
i. A student may be nominated for the position of Treasurer only if
the student has no failing grade in any subject taken during the
immediately preceding semester.
ii. No student may be elected as Treasurer unless the student is an
upcoming third-year student or higher.

g. Executive Staff and Assistant Treasurer

i. A student may be appointed for any coterminous positions only
if the student has no failing grade in any subject taken during the
immediately preceding semester.

ARTICLE VIII
Accountability of Organization Officers

Section 1: The Organization Officers must be knowledgeable of their respective

responsibilities, authority and limitations and must have a thorough knowledge
of the constitution

Guidelines for Termination from Office

Section 2: Termination of Office – An executive order calling for removal of an official

within the boundaries of the Organization.

Section 3: Officers of the IIEE-PALSU-SC may be removed from office through the
termination from office.

Section 4: They may be removed from office if they are convicted of the following:
a. Culpable violation of the Institute of Integrated Electrical Engineers
– Palawan State University – Student Chapter Constitution
b. Graft and Corruption
c. Betrayal of Student trust
d. Incompetency with the performance of one’s duty with regards to
their respective officers

Section 5: The procedures of termination

a. A written complaint is filed to the IIEE-PALSU-SC Adviser
b. The IIEE-PALSU-SC President and Adviser will be the ones who
will have the exclusive power to initiate and try all termination trials
c. The two-man panel will decide the conviction of the officer in
question

Rights of the Accused

Section 6: No person shall be removed from officer without the due process of
termination

Section 7: The accused officer is subject to the presumption of innocence until proven
guilty

Resignation

Section 8: An Officer may resign from their position through the procedure of resignation
a. A resignation letter is filed to the IIEE-PALSU-SC Adviser
b. The resignation letter must be signed by the IIEE-PALSU-SC
President and Adviser

ARTICLE IX
Vacancy of Office

Section 1: In the case of permanent vacancy in the positions of the President, External
Vice-President, Internal Vice-President, Technical Vice-President, Secretary,
and Treasurer in the case of death, permanent disablement, expulsion from the
University, termination from office or resignation, the position will be open
for applicants.

Section 2: The applicants must submit their:

a. Application letter and/or Resume addressed to the President and
copy furnished to the Adviser
b. COR or Copy of Registration (if the Appointment is made during
the summer and the candidate has no summer class then they must
present the COR of the preceding semester)

Section 3: If in case there are no applicants for a vacated position, the IIEE-PALSU-SC
Officers may recommend to the President a competent student to assume the
position given that they are:
a. Admitted to the University
b. Qualified according to the qualifications of the position

ARTICLE X
General Provisions

Section 1: There shall be a regular meeting between the officers at the date, time and place
decided by the IIEE-PALSU-SC President or Adviser.

Section 2: The IIEE-PALSU-SC shall have consultations with the IIEE-CSC-SLC and
IIEE-CSC National on matters affecting the organization.

Section 3: All disbursements and bank withdrawals shall be made in accordance with the
programs, projects, and activities of the IIEE-PALSU-SC

Section 4: The IIEE-PALSU-SC President, Treasurer, and Adviser shall be the signatory
of all disbursements and bank withdrawals of the IIEE-PALSU-SC

Section 5: Funds raised for specific purposes shall not be diverted to other projects unless
otherwise approved by the IIEE-PALSU-SC Officers.

Section 6: The name IIEE shall not be used for unjust, unlawful or immoral ends.

ARTICLE XI
The Institute of Integrated Electrical Engineers – Palawan State University –
Student Chapter Adviser

Section 1: The IIEE-PALSU-SC Adviser shall be from of the Department of Electrical

Engineering faculty

Section 2: The Institute of Integrated Electrical Engineers – Palawan State University –

Student Chapter Officers shall be allowed to recommend Adviser to the Dean
of the College of Engineering, Architecture, & Technology

Section 3: The Institute of Integrated Electrical Engineers – Palawan State University –

Student Chapter Adviser shall have the following responsibilities:
i. Advise the Institute of Integrated Electrical Engineers – Palawan
State University – Student Chapter in matter pertaining to
internal and external affairs
ii. Support the Institute of Integrated Electrical Engineers –
Palawan State University – Student Chapter in its programs,
projects, ad activities
iii. Co-signatory of the Institute of Integrated Electrical Engineers –
Palawan State University – Student Chapter bank account

ARTICLE XII
Amendments and Revisions

Section 1: Any amendments to, or revisions of this Constitution and By-Laws may be
proposed by the IIEE-PalSU-SC President or IIEE-PalSU-SC Year Level
Representatives, upon a vote from a majority of its officers.
A constitutional convention which the IIEE-PALSU-SC President may call,
upon a vote from the majority of all its members.

Section 2: Any amendments to, or revisions of the Constitution and By-Laws shall be valid
after having been voted by a majority of all its officers which shall not be later
than four (4) weeks after the approval of such amendments or modification by
the IIEE-PALSU-SC Adviser.
Section 3: Any amendments to, or revisions of this Constitution and By-Laws regarding
the Institute of Integrated of Electrical Engineers – Palawan State University –
Student Chapter seal may be proposed by the IIEE-PalSU-SC President, and be
valid upon a vote from a majority of its officers and the approval of the IIEE-
PALSU-SC Adviser.

ARTICLE XIII
Institute of Integrated Electrical Engineers – Palawan State University – Student
Chapter Seal

Section 1: The Institute of Integrated Electrical Engineers – Palawan State University –

Student Chapter shall have its OWN seal that will embody the holistic character
and principle of the organization that it wishes to have.

Section 2: The seal shall be present on all documents of the Integrated Electrical Engineers
– Palawan State University – Student Chapter and it must always appear on the
uppermost right side of a document. The National IIEE Seal shall be on the
uppermost left side. If the College Student Government Seal is present, it shall
be at the uppermost center of the document.

Section 3: If the document represents the Institute of Integrated Electrical Engineers –

Palawan State University – Student Chapter as a whole and if its purpose is to
be used within the organization then the seal must be in the uppermost center.
If the document is to be used for external purposes, then the Institute of
Integrated Electrical Engineers – Palawan State University – Student Chapter
seal must be at the uppermost right corner with the National IIEE seal at the
uppermost left corner.

Section 4: Composition of the Seal:

a) Laurel Leaves – Represents the triumph that we will achieve through
overcoming all hardship on our way.
b) Lightning bolt – Represents the spark within all Electrical
Engineering Students.
c) Transmission Pole – Represents the support from all the people
around us EE Students that help the spark within us grow.
d) Light bulb – Represents the light that will be created through all the
hard work and determination, that will help us shine on the path to
excellence.
e) Logo as a whole – Charged by the lightning bolt of Passion within
all EE students – which grew because of the support of the post that
help us carry the high voltage of hardships and troubles creating the
light bulb that will shine and help us see that path to excellence.

Section 5: Any document that bears the seal shall be an official document. It must not be
used to incorporate any personal affairs.

Section 6: Any individual who uses the seal without any authorization shall be charged
administratively.

ARTICLE XIV
Transitory Provision

Section 1: All incumbent elected officers of the Institute of Integrated Electrical Engineers
– Palawan State University – Student Chapter shall remain in office until after
the newly elected set of the Institute of Integrated Electrical Engineers –
Palawan State University – Student Chapter officers have taken their oath of
office.

Section 2: Vacant elected position shall be on appointment basis upon approval of the
IIEE-PALSU-SC Adviser.

Section 3: All out-going IIEE-PALSU-SC officers shall be required to formally turn over
the following:
a. Remaining funds and properties
b. Accomplishment Reports
c. Financial Reports
d. All miscellaneous files used within the outgoing IIEE-PALSU-SC
Officers’ year of term

Section 4: This Constitution and By-Laws shall take effect upon approval by the majority
of the votes of the IIEE-PALSU-SC officers and shall supersede all previous
constitution and by-laws.
