• JIT was implemented in 1995

• JPL converted to Oracle in 1998
• JIT was excluded from this conversion
• JIT is a “stand alone” application and not integrated with
Oracle
• JIT’s infrastructure and technology is outdated
• JIT’s software is not supported currently
• JIT maintenance requires an outdated personnel skill set
• JPL already owned the iProcurement Oracle module
