July 26, 2019 Mayer, Let me begin by thanking you for giving me the opportunity to work for you as the Finance Director for the City of Enterprise, Please accept this letter as my formal resignation from the Finance Director Position. My last day with the City will be August 8, 2019, My reasons for leaving my position are detailed below: The hostile work environment that has been created by the City Clerk\Treasurer and Council President Perry Vickers. For instance, 2 couple of weeks ago while you and | were meeting the Clerk\Treasurer and Mr. Vickers came into the meeting uninvited and sat down. Mr. Viekers then demanded an apology for the tenor of my emails. He also berated me because he did not think that | understood chain of command. | understand that | am not the first department head that has been treated this disrespectfully and belligerently by the City Clerk\Treasurer and City Council Presiden: Perry Vickers. This showed a great disrespect for you and your office as well and ! am not comfortable with that. The Finance Director position was not well defined relating to whom this position would report to. The position should report directly to the Mayor and if necessary to the Council, | have been told one thing. by the City Clerk\Treasurer and another by you. This has caused several unnecessary contlicts that have taken a tell The City of Enterprise is large enough to need a strong financial person on staff that is involved in every aspect of city government that involves the use of city financial resources. | have asked to be include ‘those matters that pertain te finances but after seven months { am still not included. The Cit Clerk\Treasurer that is included in those matters has no financial background and does not communicate any information regarding these matters to me. In my opinion, this put the City of Enterprise in 2 precarious position. The City needs to hire someone for this position that you and the Council will be willing to include in all financial decisions. In my opinion and from my experience here, your next Finance Director needs to be a male. Aman will be less likely to be bullied by the City Clerk\Treasurer or Perry Vickers. am proud of what the Finance Department has accomplished in the last seven months including, the completion of the audits three months ahead of last year, bank reconciliations up to date, timely monthly financial reports, and discovering and correcting large errors with the bond refunding. It has been two years since these things have been accomplished. There is still alot of work ahead for the finance department but | 2m confident that you will select someone with the necessary skills and expertise to lead the department well Again, thank you for this opportunity. | wish you and the City of Enterprise continued success, Sincerely, Alaa Stephanie #, Crowe, CPA
