Welcome news for the Jumbo Valley
The Ktunaxa Nation Council has received approval
from Environment and Climate Change Canada for fund-
ing to develop an Indigenous Protected and Conserved
Area, up to 211,045 hectares, in the Qat’muk area of the
central Purcell Mountain range.
“After nearly 30 years of determined efforts to keep
Jumbo wild by the Ktunaxa Nation and people from
across the Kootenays – and around the world – we can
celebrate this major step toward legal recognition of
Qat’muk,” shares Wildsight’s Conservation Director, John
Bergenske.
The Ktunaxa Nation will receive $16.1 million over four
years from the Government of Canada to map and assess
cultural and biodiversity values, develop protected area
boundaries and more – with activities spanning from the
Purcell Wilderness Conservancy in the south to Bugaboo
Provincial Park in the north. The funding is conditional
on negotiating the project details and signing a contribu-
tion agreement. “The development of a Ktunaxa Indige-
nous Protected and Conserved Area in the central Purcell
Mountains is a momentous success and critical step in
protecting the plants and animals that call this special
place home,” states Bergenske.
Jumbo Valley is a vital part of one of North America’s
most important wildlife corridors and is critical griz-
zly habitat. The mountain ecosystems support habitat
for close to 300 at risk species, include the headwaters of
important watersheds and contain old growth ecosystems.
For the Ktunaxa people, Qat’muk (Jumbo) is a sacred and
spiritual place, home to the grizzly bear spirit.
Indigenous Protected and Conserved Areas are lands
and waters where Indigenous governments have the
primary role in managing, protecting and conserving
ecosystems through indigenous laws, governance and
knowledge systems.
“We can now start to imagine a future where wildlife
can freely and safely roam, where water runs clean and
clear from the mountains to surrounding communities
and where the ecological and cultural integrity of the wild
Purcells remains intact for future generations,” shares
Bergenske. “We celebrate this fantastic news and Wild-
sight will continue our work to maintain wildlife and bio-
diversity of the entire Purcell ecosystem.”

 Canadian Navigable Waters Act Notice:
Seven Mile Dam Reservoir Boom
Replacement

BC Hydro hereby gives notice that a submission has been added to the Navigable Waters Registry
pursuant to the Canadian Navigable Waters Act for public comment described herein and its site and
plans.

Pursuant to paragraph 10(1)(b) of said Act, BC Hydro has deposited with the Minister of Transport
on the online Navigable Waters Registry (http://cps.canada.ca/) and under registry number 47, a
description of the following work, its site and plans:

BC Hydro will be replacing the existing wooden debris boom upstream from the Seven Mile Dam and
Generating Station. The existing boom is 23 years old and is deteriorating from wear and exposure. The
replacement boom will be made out of steel, which will have a longer lifespan, superior performance
in intercepting debris, and improved public safety. The new boom will include improved signage,
markings and lighting, which will help boaters avoid the boom and the hazardous areas downstream.

The new boom design also includes the replacement of submerged anchors in the reservoir. The
existing submerged anchor cable is damaged and not repairable. Additional anchors will be installed
to increase the capacity of the boom to retain debris under flood conditions, ensuring the safe and
effective operation of the Seven Mile Dam spillway.

The replacement boom will generally have the same alignment and overall length as the current boom,
and will be located 550 meters upstream of the Seven Mile Dam and Generating Station on the Pend
d’Orielle Reservoir, which is approximately 10 kilometres upstream from the Waneta Dam. The right
shore anchor is located on PID 016-468-031 and the left shore anchor is located on PID 016-450-477.

This work is expected to take place from mid-October 2019 to January 2020. We do not expect
construction to require any closures to local roads or trails.

Comments regarding the effect of this work on marine navigation can be sent through the Common
Project Search site mentioned above under the Comments section (search by the above-noted registry #),
or by sending your comments directly to BC Hydro, 601–18th Street, Castlegar, BC V1N 2N1 or by calling
250 365 4565 if you do not have access to the internet.

Note that comments will be considered only if they are received not later than 30 days after the
publication of this notice.

The Columbia River
teaches local youth
Columbia Basin youth have just returned from a two week
paddle and learning adventure along the mighty Columbia
River.
This is the second year that Wildsight has run the Columbia
River Field School, an amazing opportunity for 16 youth ages
15 – 18 to learn about the complex social, economic and natu-
ral history of the Columbia River – all for high school credit.
“This program has changed my life. I came into the Field
School with very little knowledge of the Columbia River,
expecting to leave somewhat more knowledgeable. But I am
leaving with so much more than that,” shares one student.
“Not only is my head exploding with new information about
the river and the watershed – I am also leaving with strong
friendships that reach across the Basin.”
Paddling and camping along key sections of the river, local
youth met with 20 guest speakers on both land and water,
encouraging participants to think and ask questions about
the Columbia River Treaty, dams, reservoirs, electricity gen-
eration and their ecological and social impacts. Some of the
speakers came from First Nations, local and provincial gov-
ernments and some were independent experts, including
ecologists, hydrologists, biologists, adventurers, artists and
writers.
“The Columbia River Field School is truly authentic, place-
based learning, where students follow a journey that focuses
on the story of the river and its past, present and future, delv-
ing into topics from social studies, science, outdoor education
and leadership,” shares Wildsight Education Manager Monica
Nissen.
Field school participants were guided and instructed in
canoe skills by School District 8 teacher Grace Broadfoot and
Roger Warnatsch of the Recreational Canoe Association of
BC, earning their Lakewater Level 1 and Canoe Tripping Pad-
dler certifications. This included important canoe tripping
and camping skills like reading maps, packing, cooking, set-
ting up camp and leave no trace practices to minimize their
impact on the land.
“A trip highlight was the ‘Future of the River Symposium’
held at Selkirk College. Students met with guest experts
to discuss a range of topics, including climate change, the
Columbia River Treaty, ecosystem and salmon restoration
and reconciliation,” explains Wildsight Field School Coordi-
nator Graeme Lee Rowlands. “Many students shared that they
had never before been in a setting where adult professionals
were so genuinely interested in learning from their perspec-
tives and supporting their voices.”
The field school took place just weeks before the sixth Inter-
national Columbia Basin Transboundary Conference meets
in Kimberley from September 12 – 14, 2019. The confer-
ence will bring together key members of the Columbia River
Treaty negotiating team, where the future of the river will be
discussed.
“This program has opened my eyes to the complexities and
immense importance of the Columbia River Treaty negotia-
tion, a current issue that has the possibility to greatly impact
the area in which I live,” explains a trip participant. “It has
made me a more informed citizen about something so many
people are unaware of.”

Accepting Conservation Fund
proposals now
Kootenay Conservation Program, on behalf of the Regional
District of Central Kootenay, is now accepting proposals for the
Kootenay Lake Local Conservation Fund (KLLCF). The KLLCF
was established by the RDCK in 2014 by referendum and prop-
erty owners in Electoral Areas A, D and E pay a parcel tax of
$15 per parcel per year towards this dedicated fund, which each
year provides financial support to local projects that help con-
serve and restore the area’s prized natural surroundings.
Kootenay Conservation Program (KCP), which works in
partnership with the Regional District of Central Kootenay
to administer the KLLCF, is encouraging conservation groups
operating in the participating RDCK Areas A, D and E to sub-
mit funding proposals for 2020 projects. The deadline for appli-
cations is November 1st, 2019. If you have a project idea that
can benefit fish and wildlife or other conservation values in the
region, please contact the KCP Program Manager. Community
groups and associations can partner with an eligible non-profit
to qualify.
”The Kootenay Lake Local Conservation Fund is an excellent
resource for local organizations that have projects helping sup-
port fish and wildlife habitat, open spaces and water quality,”
says Juliet Craig, Program Manager for the KCP.
In 2019, nine projects successfully received KLLCF funding:
the acquisition of Next Creek by the Nature Conservancy of
Canada, promoting wildflowers for pollinators by the Kootenay
Native Plant Society, restoring Kokanee spawning habitat by
the Friends of Kootenay Lake Stewardship Society, conserving
western painted turtles by the BC Conservation Foundation,
developing conservation mapping and plans for the Crawford
Bay regional park, grizzly bear conservation through Grizzly
Bear Coexistence Solutions, water monitoring of north Koo-
tenay Lake by the Kootenay Centre for Forestry Alternatives,
western toad conservation in the Fish and Bear Lakes area by
the Valhalla Wilderness Society and bat conservation on private
land through the Kootenay Community Bat Project.
Local conservation priorities have been identified in a
KLLCF Guidance Document that the RDCK commissioned in
the spring.
