The  ANC  5E06  Monthly  Digest  is  a  comprehensive  information  companion  to  the  ANC  5E06  newsletter.  It  contains  a  much  more 
extensive  and  detailed  list of activities, events and resources to help the residents, business owners and workers in Commissioner Lewis’ 
Single Member District (SMD), which is ANC 5E06. 

ANC 5E06 
FOR ALL NEIGHBORS 
FINABLE  OFFENSES:  DC  Government  will  have  Solid  Waste  Education  and  Enforcement  Program  (SWEEP)  inspectors 
patrol  the  neighborhood  to  catch  infractions.  SWEEP  works  with  residents  and  businesses to keep the District clean. They 
support  neighborhood  clean-ups  through  the  Helping  Hand  program  and  give  youth  the  opportunity  to  earn  community 
service credits through the SWEEP Jr. program. ​Call: ​202.645.7190: 
PLACE... 
❏ all your trash in plastic bags and then place them in intact trash cans with tightly fitting lids, 
❏ all  trash  and  recycling  outside  no  earlier  than  6:30pm  the  day  before  your  collection  day(s),  then  return  your  trash  and 
recycling cans to your property by 8:00pm on your collection day, 
❏ bulk items out after 6:30pm the evening before pickup. Call 311 to make a service request.

❏ unkept tree boxes and yards: keep shrubs, bushes and trees trimmed so they do not obstruct travel in public spaces. 
❏ untidy vacant lots: keep vacant lots clean, litter-free and clear of vegetation to prevent rat infestation. 
❏ illegal dumping: trash piles should be placed in proper containers and not on vacant lots or public property. 
❏ illegal posters: questionable posters should not be posted on public property such as trees, poles or walls.

SPOT  IT?  REPORT  IT!:  Spot  something  you  don’t  like?  Then let your Commmissioner know. ​If you see something that 
looks  amiss,  please  call  311  or 911 and contact Commmissioner Lewis. Whether it is complaints about public safety hazards 
and  noise,  questions  about  upcoming  developments  or  vacant  lots,  concerns  about  a  neighbor  in  need,  letting  your 
Commissioner know will help ensure that your issues are escalated and contribute to positive changes in this neighborhood.  
TAX CHANGES ON OCTOBER 1ST: the ​Fiscal Year 2020 Budget Support Emergency Amendment Act of 2019 provisions, 
will  begin  on  Tue  Oct  1st.  These  will  include  “sales  and  use,  individual  income,  corporate  franchise,  real  property,  and

BLOCK INITIATIVES 
These  initiatives  require  participants  in  ANC  5E06  to  sign  the  paper  petition  by  scheduling  a  time  online,  see  links below, or contact

name, your name, and your address.  
RODENT  ABATEMENT:  These  measures  can  be  implemented  on  an  individual  household  basis.  However,  it  is  highly 
recommended  for  an  entire  block  to  be  treated  at  the  same  time  to  more  effectively  capture  rats  by  reducing  their  safe

BLOCK  CAPTAINS:  ​The  Commissioner  is  looking for one or more residents per block to be Block Captains. The role is to 


help  with  outreach  and  other  initiatives  in  ANC  5E06.  You  can  volunteer  for  a  few  hours  per  month.  Most  of  the  time  is 
flexible,  except  for  a  few  meetings.  Responsibilities  include  one  or  more  of  the  following  depending  on  your  preference: 
distributing newsletters and other materials for residents, and reporting issues on your block.

FREE  training  on  how  to  prepare  for  and  respond  to  emergencies.  Participants  learn how to provide: critical assistance for 
first  responders,  immediate  aid  to  victims,  organizational  support  for spontaneous volunteers at a disaster site, and help on

VIOLENCE INTERRUPTORS COMING TO ECKINGTON AND TRUXTON CIRCLE NEIGHBORHOODS: ​A Cure the 
Streets  team  will  be  established  in  the  Eckington/Truxton/Bates/Hanover  area.  Cure  the  Streets  is  a  program  within  the 
Office  of  the  Attorney  General  (OAG),  that  uses  “violence  interrupters”,  community  members  who  used  to  be  part  of  the 
problem,  to  go  to  the  front  lines  to  defuse  potentially  violent  situations.  The  program  utilizes  the  Neighborhood 
Engagement  Achieves  Results  (NEAR)  Act’s  public  health  approach.  Violent  crime  in  the  Trinidad  neighborhood  has 
reduced  by  15  percent  compared  to  last  year.  Cure  the  Streets  is  considered  to  be  one  of  the  factors  that  contributed  to  a 
drop  in  crime.  DC  Police  note  that  violent  crime  in  ANC  5E  increased  by  over  50  percent  this  year  compared to the same 
time in 2018. ANC 5E’s resolution requested the NEAR Act to operate in the Eckington/Truxton/Bates/Hanover area.

SECOND  LOOK  ACT  OF  2019  (BILL  23-0127),  INCARCERATION  REDUCTION  AMENDMENT  ACT  (IRAA)  OF

CERTIFIED  PROFESSIONAL  FOOD  MANAGER:  Learn  the  principles  of  food  safety  management  and  how  to  create  a 
food  safety  culture.  The  Center  for  Nutrition,  Diet  and  Health is offering a three day, 16-hour course. Participants will take 
the  national  exam  which,  if  they  pass,  provides  them  with  an  accredited  certification.  The  certificate  is  required  to  sell  or

FIRST  ST  NW  PUMPING  STATION  CONSTRUCTION  SITE:  Update:  ​A  damaged  District  Department  of 
Transportation (DDOT) conduit that needed immediate replacement resulted in schedule delays. Applied for DDOT permits 
for  the  conduit  work  and  built  it  across  Rhode  Island  Ave  NW.  The  next  steps  will  be  to  ​build  a  fence  and  site  on  Rhode 
Island  Avenue,  NW.  Relocate/bypass  existing  utilities  within  the  site  and  start  jet  grouting.  Preparations  for  jet  grouting 
work  will  begin  at  First  St  and  Rhode  Island  Ave  NW.  Activities  started  in  August  2019,  and,  weather  permitting,  should 
end  around  February  2020.  Work  Times:  Mon  to  Fri  from  7:00am  to  7:00pm  ​Note:  ​If  you  notice  workers’  vehicles  in 
residential  parking  areas,  or  construction  trucks  driving  down  non-haul  routes,  take  a picture and contact NEBT Outreach

Travel Restrictions:  
❏ Rhode Island Ave NW between 2nd St NW and North Capitol St NW reduced to two traffic lanes both ways 
❏ First  St  NW  between  Thomas  St  and  Rhode  Island  Ave  closed  to  northbound  traffic.  Detour  signs  will  direct  traffic  to 
2nd St NW 
❏ 24/7 parking restrictions 
❏ Parking  restricted  on  the  north  and  south  sides  of  Rhode  Island  Ave  NW  between  North  Capitol  St  and  2nd  St  NW to 
allow for lane shifts 
❏ Parking restrictions on both sides of First St NW between Thomas St and Rhode Island Ave NW 
3RD ST NW AND FLORIDA NW: T ​ here may be noise on Saturdays between 7:00am and 7:00pm due to work crews. 
RHODE  ISLAND  AVE  NW  MEDIAN:  ​DC  Water  will  remove  portions of medians on Rhode Island Ave NW between 2nd 
St  NW  and  Florida  Ave  NW.  It  will  take  about  three  weeks.  Starting  on  or  about  Sep  12,  work  will begin to remove part of 
the  median  between  3rd St NW and Florida Ave NW. After that, a portion of the median between 3rd St NW and 2nd St NW 
will be removed. Any trees removed will be replaced at the end of the project.  
Travel and Parking Restrictions: 
❏ Traffic on Rhode Island Ave NW will be reduced to two lanes in each direction. 
❏ Parking  restrictions  in  both  directions  of  Rhode  Island  Ave  NW  will  exist  between  New  Jersey  Ave  and  North Capitol 
streets NW. 
Pedestrian Detour: 
❏ Pedestrians will walk around the construction on Rhode Island Ave NW where crosswalks will be temporarily closed.

NEBT  COMMUNITY  DAY  --  TOUR  CHRIS  THE TUNNEL BORING MACHINE: ​Visit the construction site just south 


of  RFK  Stadium.  Includes  going  down  the  drop  shaft,  riding  a  train  to  the  tunnel  and  watching  Chris  the  Tunnel  Boring 
Machine  in action. Tours run about two hours and are scheduled to begin every hour during the day. Participants must be at 
least  18  years  old  and  wear  fully  closed-toe  shoes  and  long  pants.  ​When:  ​Sat  Sep  14th  from  8:00am  to  5:00pm.  ​Cost: ​FREE
