CHAPTER 1:
INTRODUCTION TO COMPANY BACKGROUND

1.1 Background of Company or Industry


The company was incorporated in Malaysia in 1994 under the name
of Pettex Resins Sdn. Bhd. The name was subsequently changed to
Scientex Packaging Film Sdn. Bhd in 1995 & began business
operations in 1996. The company is wholly owned by Scientex
Packaging Berhad with effect from Mar 2004.

The principal activity of the Company is the manufacture of plastic


stretch film. Since commencing operations in 1996, the company has
grown to become the largest manufacturer of stretch film in Asian
region with 90% of the products being exported throughout the world.
In 2000, the company became a Licensed Manufacturing Warehouse
(LMW).

The company's head office is located in Shah Alam & has 2


manufacturing plants, in Shah Alam (since 1996) & in Pulau Indah
(since 2001). The products being produced including hand wrap,
machine wrap, jumbo wrap.

Stretch film is widely as a packaging material for the wrapping of


goods in transit or storage. It is an efficient transparent packaging
material that provides protection against contamination whilst
securing goods on the pallet. This product has numerous applications
in diverse industries such as in chemicals, food, transport, services,
furniture, ceramics, paper & general merchandise.

1.2 Situation Before Course Attendance


Before I attend the CepSWaM course, there was already have
improvement made by previous competent person, Mr Terry.
Anyway there was several area need to improve such as ;
i) Previously SW 305 was placed in the corner of the castline.
Refer to Appendix II – (2) supporting evidence.
ii) Another temporary of scheduled waste was not sent to
scheduled waste storage.
Refer to Appendix II – (3) supporting evidence.
iii) Used Gloves was not thrown away where it should be.
Refer to Appendix II – (4) supporting evidence.

2.1 Organization’s Environmental Commitment

2.1.1 Quality & Environmental Policy (EP)
“The development and manufacture of plastics stretch film and
other plastics related packaging films to satisfy our customers
and other interested parties by continual improvement.
Fulfilling their requirements with on time delivery at the most
competitive cost while safe-guarding the environment”. SPFSB
also give a commitment to create a safe healthy and friendly
environment through continuous improvement in the company
business activities and productivies.
To achieve this, the company committed to:
1. To comply with applicable environmental legislation and
other relevant requirement .
2. To save and protect the environmental and conserve
natural resources through efficient use of plastic.
3. Minimize and control the waste generation to prevent
pollution.

2.1.2 Environmental Budgeting (EB)


SPFSB allocated for Environmental Expenses 2019 such as ;
To ensure SPFSB comply with the environmental regulatory
requirement, SPFSB located the budget RM 17,000.00 . This
amount need spend to Scheduled Waste Recovery and
Disposal due the SPFSB using material involving oil.

2.1.3 Environmental Competency (EC)


To ensure SPFSB compliance with the DOE requirement in the
environmental activities, SPFSB has assigned 1 person as
competent person to ensure scheduled waste in premise is
managed properly according to the legal requirement. Besides
that, SPFSB have designated the roles and responsibilities
within an organization as shown in Appendix I – (3).

2.1.4 Environmental Monitoring Committee (EMC)

EMC is responsible for identifying impending changes in activities,
product and services that may create new environmental aspects.
SPFSB perform the team to handle environment names
Environmental Monitoring Committee Organization Chart as shown in
Appendix I – (3). The organization shall monitoring and review
information about this external and internal issues.

2.2 Operational Environmental Commitment
2.2.1 Environmental Facility (EF)
Waste management infrastructure was provided SPFSB for
Scheduled Waste Storage. The Storage room is used to keep
all the scheduled wastes inside to avoid the scheduled waste
expose to sun and rain and to prevent the scheduled waste
from leakage or spillage to the ground. The Scheduled waste
activities is shown on Appendix II – (5).

2.2.2 Environmental Reporting and Communication (ERC)


For ERC, SPFSB implementing procedure communication on
3rd March 2019, we created the Whatapp group for Scheduled
waste for daily update. This procedure uses for establish
communication quality and environmental associated
company’s operation.

2.2.3 Environmental Transparency (ET)


For Environmental Transparency, SPFSB encourage recycling
activities, especially reused paper, plastic film. Besides, all
inventory of scheduled waste disposal of scheduled waste are
recorded on E-Swiss. The monitoring chart shown on Appendix
III – 1 e-SWIS portal SPFSB

THE MANAGEMENT OF SCHEDULED WASTES

3.1 Description of Scheduled Wastes


3.1.1 Identification and Classification of Scheduled Wastes
SPFSB registered 10 waste code on E-Swiss System; SW305,
SW305, SW402, SW409, SW409, SW410, SW410, SW417, SW418,
SW422. The quantity produced estimation is 2.605 metric ton per
month. The identification of waste is shown below ;

All scheduled waste generated are packed and labeled in accordance
with their phases (solid, liquid or gas), physical and chemical
properties, hazardous characteristics, composition and
incompatibilities in appropriate containers. In the process of packing
the scheduled waste in the appropriate containers, the
incompatibilities of scheduled wastes and the container need to be
checked as described in the Fourth Schedule of EQSWR 2005.
Appendix II – (6)(i) to (vi).
In SPFSB, all production department are involved in 5S
activities,because cleaning up / repair and servicing machine/castline,
equipment or part detail as below.

In SPFSB, SW409 is generated from production department and
maintenance department. All used container (pail/spray can) shall
always be closed to prevent the spillage or leakage.

SPFSB also generated SW305 and every 6 month will change the
gear box oil. The changing the gear box oil is the major scheduled
waste generated. In this case, the used lubricant oil containing
hydrocarbon is the component of scheduled waste.
In first scheduled of EQSWR 2005, Used Lubricant oil are
classified under scheduled waste catogery code SW305. Process
flow for SW305 Used Lubricant Oil is shown as below ;

3.1.2 Packaging and Labelling of Scheduled wastes
All scheduled waste generated are packed and labeled in
accordance with their phases (solid, liquid or gas), physical and
chemical properties, hazardous characteristics, composition and
incompatibilities in appropriate containers. In the process of
packing the scheduled waste in the appropriate containers and the
container need to be checked as described in the Fourth Schedule
of EQSWR 2005.
The selection of scheduled waste labels is based on Third
Schedule of EQSWR 2005. The schedule wastes generated by
SPFSB are labeled in accordance with the hazardous properties
of the wastes.

The ten(10) scheduled wastes which I am in-charge of are packed


and labeled as follows:
a.) SW305(2 type)
Spent Lubricant oil are stored into the 200 liter bunghole
steel drum with cap closure and labeled as follow:

3.1.3 Storage of Scheduled Wastes


Currently, the company has allocated one Scheduled waste storage
area and already updated the scheduled waste storage area. The
scheduled waste storage can stored for maximum of 180 days from
the date when they are first generated or maximum of 20 metric tons.
For safety and to differentiate wastes, we have done some
improvement on May 2019. During my field training period, some
improvement has been done for labelling every part of scheduled
waste.

3.1.4 Transportation of Scheduled Waste


Scheduled waste are sent for disposal through licensed transport
contractor. Currently we are using the following licensed transport
contractors:
i) Kualiti Alam Sdn Bhd
The Waste Information (Waste Card) is prepared from our
company. The Waste Information (Waste Card) is prepared for
each category of scheduled wastes generated by the company.

Appendix III – 1 shown the Waste Cards that under my


responsibility.

treatment agreement with Kualiti Alam

3.1.5 Disposal of Scheduled Waste


According to EQSWR2005 Regulation 4(1), Scheduled waste shall be
disposed of at prescribed premises only. Currently we are sending our
scheduled wastes to the DOE licensed prescribed premises

3.2 Conduct of Scheduled Waste Management Data

3.2.1 Situation Before Course Attendance


Before I attended the CePSWaM course, the condition of
scheduled waste management was poor organized by previous
competent person. For example, all scheduled waste activities
are in and out not SW storage was not recorded in log book.
There is no label in each place to place scheduled waste.

3.2.2 Change Instituted


After joining CePSWaM training in april 2018, I analyzed and
received the previous activities and to plan for new activities for
improvement. These activities had taken 6-7 month from
October 2018 until May 2019. I exposed about schedule waste
during joined the CePSWaM training only. Every e-SWIS
record will update before 10th of the month.

3.3 AREAS OF IMPROVEMENT OF THE SCHEDULED WASTE


MANAGEMENT

3.3.1 Area of Improvement


a) Company’s Policy on Environment
“ The develop and manufacture of plastics stretch film and
other plastics related packaging films to satisfy our customers
and other interested parties by continual improvement. Fulfilling
their requirements with on time delivery at the most competitive
cost while safe-guiding the enviroment’.
1) Periodically reviewing objectives.
2) Compliance to all interested parties (customer, legal,
stakeholders)
3) Prevention of pollution and accident.
4) Promotion of 4R (Recycle, Reused, Reduced and
Replace).
5) Production of reliable quality products.
6) Building of team work within the organization.
7) Efficient control of cost.

In order to enhance the staff awareness of Scheduled Waste to


higher level, I plan to carry out more comprehensive training
program in SPFSB which include the following topics:
 Introduction to Scheduled Waste Legislations and Policy
 Identification, Classification and Properties of Scheduled
Waste
 Scheduled Waste Packaging and Labeling
 Scheduled Waste Storage, Transportation and Disposal
 Record Keeping on Scheduled Waste

c) Packaging of Scheduled Waste


Improved the Packing method after attended course.

d) Scheduled Waste Storage: area /condition


Currently, the company has allocated Scheduled waste storage
area. These schedules wastes are stored for a maximum of
180 days from the date when they are first generated or a
maximum of 20 metric tons of total waste stored.
During my field training period, some improvement has been
done.

Recording/Record keeping of Scheduled Waste: Generated


and Disposal According to EQSWR2005 Regulation 4(1),
Scheduled waste shall be disposed of at prescribed premises
only. Currently we are sending our scheduled wastes to the
DOE licensed prescribed premises.

team member skill on handling the chemical spill .Therefore, I
plan to provide chemical spill training to the team members.

As the Chemical spillage team leader, I need to improve the

plan to provide chemical spill training to the team members.
Besides this, the equipment inside the chemical spill kit also
limited and plan to purchase for replacement. Preparing before
an emergency incident plays a vital role in ensuring that
employers and workers have the necessary equipment, know
where to go, and know how to keep themselves safe when an
emergency occurs.

CHAPTER 4:
CONCLUSIONS

This CePSWaM course have provide better understanding on waste


management principle to anyone who work where hazardous wastes are
generated, handle and stored. By attending CePSWaM course, the
management and handling of scheduled wastes in our company have been
significantly improved by complying legal and requirements on scheduled
wastes management such as:

 Understanding the characterization of toxic and hazardous waste, the


definition and characteristics of scheduled wastes
 Understanding the scheduled waste categories, the Enviromental
Quality (Scheduled Wastes) Regulation,2005
 Able to identify, classify and categories scheduled wastes generated
 Able to handling scheduled wastes including notification, inventory,
consignment note, waste cards, storage, labeling, packaging,
transportation, record keeping and safety aspect.

After doing 8 months of field training regarding scheduled waste


management, there is always room for improvement and has been useful
in practicing what has been learnt during CePSWaM course. By

preparing the field training report, it was important aspect of learning as it
gives the opportunity for me to apply the knowledge in the various
aspects of operating and managing scheduled wastes according to the
laws and regulations of the country. We hope that we will be able make
aware of the important of reducing or eliminate wastes as much as
possible.
