II. Briefly answer the following.

1. Describe the role of education in defining science and technology in the country.

Science and technology are an integral part of modern life, and as such, it is argued that
educational activities and the mass media should contribute to increasing public interest
and knowledge about the subjects. Some key issues and recent trends in the development
of science and technology are discussed, with particular reference to interdisciplinary
education in both primary and secondary schools.

2. Discuss how science and technology was represented in the Philippine government then
until now.

In Pre-Spanish Period, They’re already engaged in farming, shipbuilding, mining and weaving. In
Spanish Colonial Period, The Spanish introduced formal education and founded scientific
institution. Parish schools were established where religion, reading, writing, arithmetic and
music was taught. And in American Period and Post-Commonwealth era, Science during the
American period was inclined towards agriculture, food processing, medicine and pharmacy.
Not much focus was given on the development of industrial technology due to free trade policy
with the United States which nurtured an economy geared towards agriculture and trade.

3. Research on the vision and mission of the following DOST Research and Development
councils.

a. Philippine Council for Agriculture and Resources Research and Development (PCARRD)

Vision: Sustained dynamic leadership in science and technology (S&T) innovation in the
agriculture aquatic and natural resources (AANR) sectors.

Mission: Provide strategic leadership in promoting S&T as a platform for AANR products
innovation and environment resiliency.

b. Philippine Council for Industry and Energy Research Development (PCIEERD)

Vision: The PCIEERD envisions to be recognized for the quality of its people, leadership and
performance and contribute to the nation’s productivity and competitiveness.

Mission: To lead and partner with the public and private institutions in generating S&T policies,
strategies and technologies that will contribute significantly to national economic
development.

c. Philippine Council for Health Research and Development (PCHRD)

Mission: As the national coordinating body for health research, we provide central direction,
leadership and coordination of health S&T. To achieve this, we are committed to do the
following:

• Formulate agenda, plans, policies and strategies for health science and technology
development.

• Mobilize resources to support health S&T development.

• Develop and strengthen capacity for health research.

• Support the development of affordable, accessible and quality S&T-based solutions and
innovations.

• Ensure the dissemination and utilization of health research outputs.

• Monitor and evaluate health S&T activities.

• Establish linkages and partnership with local and international organizations.

• Advocate an ethical health research culture.

d. National Research Council of the Philippine (NRCP)

Vision: The National Research Council of the Philippines is a collegial body of highly-trained and
productive scientists and researchers addressing the demand for knowledge, skills and
innovations in the sciences and humanities, in order to effectively and efficiently contribute to
nation-building and improvement of the quality of life of the Filipino people by 2025.

Mission: The NRCP is committed to promote frontier and problem-oriented researches in the
sciences and humanities that provide solutions to pressing and anticipated national issues. In
the next ten years, we seek an enabling environment where our members can continuously
generate new knowledge and exemplary researches as well as mentor future members. We
foster a culture that allows our employees various opportunities for professional growth. We
adhere to the highest ethical standards in research and dissemination. In partnership with
DOST and other linkages, we optimize our resources to achieve these goals in the country and
in the international community.

4. If you were to propose for the establishment of an additional DOST research and
development council in the country, what would it be? Explain.

I would like to propose a research and development council dedicated for marine biologist.
Because we are lack of knowledge about other species in our very own oceans, rivers, and etc.
And this is important because it will be up to this and future generations to build upon our
existing knowledge of the ocean and its potential to help meet the needs of the world and its
inhabitants.
