CONSTITUTION AND BY-LAWS OF PSYSC/YES-O ISAT CHAPTER

PREAMBLE
We, the members of the PSYSC/YES-O ISAT CHAPTER with the help pf Almighty
God, believing in the need for better organized club and in the development of the youth as
future scientists, desiring to form a unified organization that shall embody the ideals and
principles of scientific democracy and the promotion of the welfare of all members and the
academic standards of our alma mater, do herby promulgate and adopt this constitution and by-
laws that will advance, implement, and maintain our goals and aspirations.
ARTICLE 1
GENERAL PROVISIONS
Section 1: This Constitution and By Laws shall be known as the constitution of the PSYSC/YES-
O ISAT CHAPTER.
Section 2: For purpose of this Constitution and By-Laws, PSYSC/YES-O ISAT chapter refers to
Philippine Society of Youth Science Club/Youth for Environment in School’s Organization
Isabela School of Arts and Trades.

ARTICLE II
NAME AND DOMICILE
Section 1: The name of the organization shall be known as PSYSC/YES-O ISAT CHAPTER
Section 2: The office of the PSYSC/YES-O ISAT chapter shall be located inside the premises of
the school campus, with principal address at Brgy. Calamagui 2nd, City of Ilagan, Isabela,
Philippines, 3300.

ARTICLE III
DECLARATION OF PRINCIPLES AND OBJECTIVES
Section 1: The PSYSC/YES-O ISAT chapter shall promote mutual understanding, through
social, civic, intellectual, recreational and scientific programs and activities.
Section 2: The PSYSC/YES-O ISAT, shall have the following objectives:
1. Develop love of God, country and nature.
2. Help members develop scientific accuracy
3. Promote unity and cooperation among members and officers.
4. Maintain school aspirations to promote quality education.
5. Serve and protect the student’s rights, welfare, and development.

ARTICLE IV
MEMBERSHIP
Section 1: All bonafide students of the school are registered as members of the PSYSC/YES-O
ISAT chapter a membership fee shall be collected annually:
a. Officers: Twenty pesos (Php 20.00)
b. Non-officers: Ten pesos (Php 10.00)
c. PSYSC Affiliation Fee: (Php. 20.00)
 PSYSC affiliation fee is optional to students who are interested to become an
affiliate of PSYSC National Chapter.
Section 2: Names listed on the list of the Secretarial are the official members of the
PSYSC/YES-O ISAT chapter.

ARTICLE V
RIGHTS OF PSYSC/YES-O ISAT CHAPTER MEMBERS
Section 1: Every member has the right to conduct and participate in all of the Club’s activities.
Section 2: Every member has the right to information on all the issues and matters concerning
the club.
Section 3: Every member has the right to vote, to be nominated and be elected provided that the
president who is/are nominated has no presidential seat in other clubs/organizations.
Section 4: Every member has the right to be represented in the different meetings and assemblies
of the school on issues affecting the welfare of the club.
Section 5: Every member has the right to due process.
ARTICLE VI
DUTIES AND OBLIGATIONS OF MEMBERS
Section 1: Every member has the responsibility to observe, at all times, the Laws of the Republic
of the Philippines, the rules and regulations of the school and the By Laws of the Club.
Section 2: Every member must support and promote the principles and the objectives of the
PSYSC/YES-O ISAT chapter.
Section 3: Every member must participate actively in all club activities.
Section 4: Every member must exercise his/her rights and do his/her responsibilities.

ARTICLE VII
COMPOSITION, ELCTION, AND TERM OF OFFICE
Section 1: The officers of the PSYSC/YES-O ISAT chapter are duly elected President, Vice
President, Executive Secretary, Secretary, Treasurer, Auditor, Business Mngr., P.I.O., and Club
Analysts.
Section 2: Each year level should elect the same set of officers.
Section 3: Selection of each officer shall be based on highest vote garnered.
Section 4: Election of the PSYSC/YES-O ISAT chapter shall be conducted year lever wide and
school; to be held annually every 2nd week of July.
Section 5: Candidates for PSYSC/YES-O ISAT chapter elective positions must be:
1. A registered member of the PSYSC/YES-O ISAT chapter.
2. Of good academic standing with a general average of 80% and above without any
failing grade during the final grading of the previous school year.
3. Of good moral character and have not been subjected to any disciplinary sanction.
4. The candidate for the president should be a non-holder of any presidential position.
Section 6: The officers of the PSYSC/YES-O ISAT chapter shall hold office for one academic
year.

ARTICLE VIII
DUTIES AND FUNCTIONS OF OFFICERS
Section 1: The resident shall be the chief executive officer of the PSYSC/YES-O ISAT chapter.
He/She shall have the following duties:
a. Preside over all meeting and/or may designate another officer for specific
meeting.
b. Enforce this Constitution and By Laws, and other regulations that may be
promulgated.
c. Sign all official minutes, resolutions, correspondence, and other official paper
of the PSYSC/YES-O ISAT chapter.
d. Represent the PSYSC/YES-O ISAT chapter or designate his/her
representative for any external or internal affairs/functions.
e. Implement PSYSC/YES-O ISAT chapter programs and projects.
f. Perform such other functions inherent and incidental to his/her office.
Section 2: The Vice-President shall have the following duties:
a. Assist the President in all matter where his/her assistance is necessary.
b. Assume the office of the President when the position become vacant.
c. Supervise members in planning and arranging meeting, programs and
activities.
Section 3: The Secretary shall have the following duties:
a. Keep accurate records of the minutes and documents proceedings of the
meeting.
b. Keep all the file of pertinent documents and paper of the PSYSC/YES-O
ISAT chapter and make them accessible to members.
c. Call and prepare all notice of PSYSC/YES-O ISAT chapter meetings.
d. Perform such other duties assigned by the club adviser.
Section 4: The Executive Secretary shall have the following:
a. Keep accurate records of the minutes and documents proceeding of every
meeting conducted by the President.
b. Assist the President in all his undertakings.
c. Perform such duties assigned by the club President.
Section 5: The Treasurer shall have the following duties:
a. Keep all financial records of the PSYSC/YES-O ISAT chapter.
b. Serve as disbursing officer of the PSYSC/YES-O ISAT chapter.
c. Prepare the annual budget of the PSYSC/YES-O ISAT chapter.
d. Prepare financial report every month, after the activity, and at the end of the
term.
e. Formulate pertinent financial guidelines for the organization.
f. Perform such other duties assigned by the club adviser or president.
Section 6: The Auditor shall have the following duties:
a. Certify the legitimacy and correctness of the disbursement funds;
b. Audit all the expenditures by the PSYSC/YES-O ISAT chapter.
c. Assist the Treasurer in formulating the guidelines and reports;
d. Keep and update inventory of all PSYSC/YES-O ISAT chapter property.
e. Perform such other duties assigned by the club adviser or president.
Section 7: The Public Information Officer and the Business Manager shall have the following
duties:
a. Popularized thrusts and objectives of PSYSC/YES-O ISAT chapter.
b. Build and maintain credible image of the PSYSC/YES-O ISAT chapter.
c. Take charge in the promotion of the PSYSC/YES-O ISAT chapter projects
and activities.
d. Perform such other duties assigned by the club adviser or president
Section 8: The Club Analysts shall have the following duties:
a. Help the presiding officer in confronting issues and concerns of the club
during meetings;
b. Represent the club to different seminars and activities.
c. Perform such other duties assigned by the club adviser or president

ARTICLE IX
PSYSC/YES-O CHAPTER ADVISER
Section 1: The PSYSC/YES-O ISAT chapter Adviser/s are the science teachers of Isabela School
of Arts and Trades.
Section 2: The PSYSC/YES-O ISAT chapter Adviser/s shall monitor all programs, projects,
activities and meeting at all times.
Section 3: The PSYSC/YES-O ISAT chapter Adviser/s shall manage the overall election of
officers.
ARTICLE X
THE GENERAL ASSEMBLY
Section 1: The general assemblies of the PSYSC/YES-O ISAT chapter shall be composing of all
elected officers and members;
Section 2: The general assembly shall be a forum for information and consultations, which
decisions shall be significantly considered.

ARTICLE XI
MEETINGS AND QUORUMS
Section 1: The PSYSC/YES-O ISAT chapter general officers shall conduct regular meetings
every Wednesday of the week at 12:30 P.M. as agreed upon by the officers of the Club.
Section 2: Special meetings of the PSYSC/YES-O ISAT chapter may be called upon by the
President, by the majority of the officers of by the Club advisers.
Section 3: Majority of the officers of the PSYSC/YES-O ISAT chapter (50%+1) shall constitute
a quorum.
Section 4: Each officer of PSYSC/YES-O ISAT chapter is entitled to one vote.

ARTICLE XII
FINANCE
Section 1: The PSYSC/YES-O ISAT chapter shall be born from the membership fee. The
amount collected will be used to finance all activities and projects of the club.
Section 2: The PSYSC/YES-O ISAT chapter can undertake fund-raising activities to subsidize
its projects and activities.
Section 3: The PSYSC/YES-O ISAT chapter can accept cash or in kind donations from any
member or any private or public person or institution, for as long as it will not affect the integrity
of the club.
Section 4: The PSYSC/YES-O ISAT chapter Adviser, President and Treasurer shall be the
signatory of all fund disbursement of the PSYSC/YES-O ISAT chapter.
Section 5: Funds of the PSYSC/YES-O ISAT chapter shall be audited at the end of the term, or
at the end of every activity.

ARTICLE XIII
IMPEACHMENT. RESIGNATION, AND VACANCIES
Section 1: The officers of the PSYSC/YES-O ISAT chapter may be impeached on the following
grounds:
a. Culpable violations of the Constitution and By-Laws.
b. Gross misconduct, violence to person in authority, negligence and disloyalty to the
cause of PSYSC/YES-O ISAT chapter and the school.
c. Non-attendance in regular meetings for 6 consecutive times; and,
d. Abuse or misuse of power and authority.
Section 2: Two-thirds vote of the officers of the general assembly shall be necessary to decide
after hearing the case of impeachment.
Section 3: Decision of the general assembly shall be final. However the officer-in- charged shall
be informed twenty days prior to his/her impeachment case proceedings, of the charge/charges
against him/her, to afford him/her opportunity to be heard with/without his counsel in defence.
Section 4: Resignation shall be in writing and subject to the approval of the majority of the
officers.
Section 5. Any vacancy in any of the positions for the reason of death, resignation or
impeachment, shall be filled within 20 days from the day the position is vacated subject to the
recommendation of the PSYSC/YES-O ISAT chapter. The officer elected shall serve for the
remaining period.
Section 6: The PSYSC/YES-O ISAT chapter General officers shall manage the election of the
vacated position.

ARTICLE XV
AMENDMENTS

Section 1: The Constitution and By-Laws maybe amended or modified in full or in part once
every five years from its official issuance. Majority of the whole members shall be needed to
approve amendments.

Section 2: Amendments to this Constitution and By-Laws shall take effect immediately upon its
ratification by general assembly.
