New Delhi, Nov 13 (PTI) A day after RSS expressed regret for its former chief K
Sudarshan for his derogatory remarks against Sonia Gandhi, one of its leaders went one
step further today asking the Congress Chief to file a defamation suit against him. The
suggestion by a former RSS spokesman M G alias Baburao Vaidya for a legal action
came even as protests against Sudarshan continued in parts of the country, notably in
Bihar, West Bengal and Jharkand.
Fresh demands for an apology by Sudarshan were also made by several leaders
including RJD supremo Lalu Yadav and Union Ministers Jyotiraditya Scindia and V
Narayanaswamy. There were also calls for a ban on the Sangh Parivar founthead.
With protests against the remarks continuing, the BJP asked the Congress to as k its
cadres to stop attacking the offices of RSS. "Sonia Gandhi should not take the
derogatory remarks against her lightly but initiate legal action, be it criminal defamation
or civil defamation," Vaidya told PTI in Nagpur. Since the serious charges are not
against Congress party as such or UPA government, but against the individual (Gandhi),
she should knock the doors of court of law, Vaidya said.
The street demonstrations and burning of effigy of Sudarshan will not do but the best
option is to drag him to court, he said. "Sudarshan''s statement is not justifiable and
therefore the RSS leadership has apologised and distanced itself from the comments,"
Vaidya said.
BJP asked Congress to put a stop to attacks on RSS offices by its workers to protest
Sudarshan''s remarks and warned that failure to do so would lead to nation -wide
agitations on n 2-G Spectrum, CWG and Adarsh Housing Society scams. "We are giving
a stern warning to Congress that if it continues with its violence and anarchy inspite of all
clarifications by BJP and the RSS, which remained calm even after Congress leaders
equated RSS with SIMI, we will launch a nation -wide agitation to expose Congress on 2 -
G Spectrum, Adarsh scam and CWG issues," BJP spokesperson Tarun Vijay told PTI in
New Delhi.

remarks and take necessary steps against him", state Congress president Choudhary
Mehboob Ali Kaiser told reporters in Patna.
"We will intensify our agitation after the elections in Bihar if Sudarshan fails to apologise
to the Congress and its president for his irresponsible statement", he said. In Jharkand,
Congress activists also held protests.
"Sudarshan has lost his mental balance; he sho uld be admitted to Kanke mental hospital
in Ranchi or in Agra mental hospital," Jharkand''s PCC president Pradeep Kumar
Balmachu said in a statement in Ranchi.

RSS had expressed regret at Sudershan''s statement while the BJP said its v iews on the
issue were the same as that of the RSS. But this did not placate the Congress.
"Congress actions will be befittingly replied to by the people as we replied post -1975
(Emergency) and post-1984.
Neither we are weak nor defensive. "We are committe d to expose Sonia Gandhi''s most
corrupt regime post-independence that has insulted the country by tagging terror to
Hindu organisations and compromising India''s integrity in Kashmir," Vijay said.
He insisted that BJP would not give up its fight against c orruption and compromises with
India''s security. "Congress should not put the patience of people in this democracy to
test," Vijay said.
Congress workers across several states held demonstrations and burnt
effigies of former Rashtriya Swayamsewak Sangh chief KS Sudarshan on
Friday for his derogatory remarks against their party pr esident Sonia
Gandhi.
In Akola, angry Congress workers attacked the RSS office and attempted
to set the premises afire.

During the incident, all the shops in the Latoush Road and Shivaji Marg
area downed their shutters and a panic was created after police entered
the bylanes to catch the Youth Congress activists creating law and order
problem.
Before attacking the RSS office, the Youth Congress workers also burnt the
effigy of former RSS chief K S Sudarshan to show their resentment on his
reported statement against Congress president Sonia Gandhi.
Police sources here said that 5 Youth Congress activists were detained for
their illegal activities.

One of the top officers of the Department of Telecommunications (DoT) who resisted
Telecom Minister A Raja's attempts to grant the controversial licences to nine operators
has blown the whistle. In an exclusive interview to The Financial Express, his first to any
media since retiring from office on December 31, 2007, former DoT secretary D S
Mathur has said that he had resisted the Minister's attempts to grant the licences without
first coming out with an "equitable and transparent policy".
"When the Minister (Raja) did not listen to my counsel, I told the joint secretary
concerned that I would not sign any files on licensing matters, therefore no files should
be put up before me," Mathur said over the phone from Bhopal.
Mathur said that the applications wer e ready for scrutiny in the first week of November
2007 and had he agreed to toe Raja's line, these licences would have been granted later
that month.
As is known, the relevant files were cleared by Mathur's successor Siddhartha Behura
who took charge on January 1, 2008 and the licences were given on January 10 the
same year.
Raja's single-minded determination to grant a huge number of licences was clear from
the day he took charge of Sanchar Bhavan as articulated by Mathur. "When he became
the Minister in May 2007, he called me and expressed his desire to award around 500
new licences. My response was that the same was not possible as there was not much
of spectrum and if such large number of licences were given, it would raise a big
question mark whether spectrum needs of the existing operators could be met or not
and whether new licensees could be given spectrum? I even told him that in the event
licences are given and government fails to give spectrum, companies could move to
court".
Raja has denied all wrongdoing and said that he followed policy and procedure and kept
the Prime Minister in the loop on all key decisions.
The controversial decision of Raja to advance the cut -off date for processing the
applications for licences, from October 1, 2007 to Sep tember 25 was also not okayed by
Mathur. "The minister had asked me to advance the cut -off date in October but I refused
stating that it would against the principles of natural justice since we have already invited
applications up to October 1 so it can't be done. He was unhappy. Later the same
month, I went abroad for two days on official assignment and when I came back, was
told that the dates have been advanced. Upon scrutinising the file, I found that in my
absence the minister had got (it) cleared by M ember, Technology, K Sridhahran in the
telecom commission".
Interestingly, while Raja had managed to get the official's signature to advance the cut -
off date in October 2007, it was announced only on January 10, 2008, hours before the
licences were granted.
As is known Raja's decision to advance the cut -off date has been struck as illegal by the
Delhi High Court and now by the Comptroller and Auditor General also.
Mathur said that when a large number of applications for licences came, he suggested
that before processing them one should formulate a policy to determine "competent"
applicants. "I told the minister that there should be a policy to determine who are the
competent applicants, meaning whether licences should be given to a firm formed to
provide real estate services or to a telecom firm?"
The other issue raised by Mathur was the modus for grant of spectrum and the fixation
of licence fee. "The then Member Finance in the telecom commission, Manju Madhavan
suggested to the minister on file that licence s should be auctioned to realize a fair price.
The minister never passed any order on that file but in discussions with the officials ruled
out any auction and made it clear that licences would be given at the price discovered in
2001 through an auction pr ocess". Later, Madhavan sought voluntary retirement due to
differences with Raja.
Mathur had even even suggested to Raja that a mechanism of grant of spectrum after
awarding the licences should be formulated because the first -come-first served policy
would create havoc because all applicants would furnish money at around the same
time.
"My suggestions did not make him happy and there was no agreement between us on
any issue. I then told the joint secretary concerned that since the minister was not
agreeable to my points, so it was not possible to come up with an equitable and
transparent policy to grant licence and spectrum, and since I had only a few months to
retire I would not sign any file and so no such files were put up to me".
