BID EVALUATION CRITERIA

1. The bidder shall accept in Toto the Technical Specification and detailed scope of work
given in the tender with no deviation as per the clauses of the tender document.

2. Technically accepted bids will be evaluated on commercially Overall L1 basis, i.e. lowest
landed cost to MRPL.

REJECTION CRITERIA

1. Offers received after the due date / time will be rejected.

2. Techno-commercial offer without EMD will be rejected. However, PSU’s / firms


registered with NSIC/MSE (Micro & Small) vendors registered with District
industries Center (DIC) for the indented item / services are exempted from
submission of EMD.

3. Non adherence to technical / commercial terms and incomplete bids and bids in
deviation to tender conditions will be liable for rejection.

GENERAL TERMS & CONDITIONS

1. Please refer attached Scope of work, general terms & conditions. You are requested to
submit your most competitive offer for all works involved as per scope of work and quote
best prices. MRPL’s General terms & conditions forms part of this enquiry.

2. Bidder shall quote firm price as per enclosed price bid format which shall include all
requirements, supplies, taxes & duties etc., including Works contract tax if any shall be
borne & inclusive by the contractor. Service Tax, if applicable shall be extra, mentioned
separately. The prices shall remain firm & fixed till the execution of the entire contract. No
revision of rates on any account will be accorded during the tenure of the contract and
no price variation clause of the bidder will be considered. No minimum work is guaranteed
and no idling charges also shall be paid.

3. Labour law requirements such as-provident fund act etc, minimum wages act, workmen
compensation act, Employee state insurance or any such requirements as per rules of
central & state govt. MRPL Work permit system, Safety requirements, Security requirements
shall be complied by the Contractor while providing services at MRPL Site.

4. Offer shall be valid for 60 days from bid closing date.

5. Engineer in charge shall be GM (Mech Maint) or officer nominated by him.

6. The Contract shall be valid for a period of one year from the date of placement of Order.

7. Last date/time for submission is 28/07/2016 at 15:00 hours. Late Bids will be not be
accepted in the EPS System.

8. Earnest Money Deposit (EMD): EMD of Rs. 46,000.00/- (Rupees Forty Six Thousands only) to
be submitted in the form of DD in favour of MRPL payable at Mangalore or BG valid for 180
days from bid closing date from a nationalized or schedule bank is acceptable. PSU’s /
firms registered with NSIC/MSE vendors registered with District industries Center (DIC) for the
indented item/service are exempted from submission of EMD. Earnest Money Deposit will
be refunded to all unsuccessful tenderers after finalisation of the Tender without any
interest within 15 days.

9. Forfeiture of EMD: EMD will be forfeited in case of failure of the bidder to honor their offer
or withdraw their offer or inability to perform satisfactory after receipt of order in case of
successful bidder.

10. EARNEST MONEY DEPOSIT (EMD): AN EMD OF VALUE MENTIONED ABOVE IN THE FORM OF
DD/BG IN FAVOUR OF MRPL, MANGALORE SHOULD BE SENT TO
GGM (MATERIALS), MATERIALS DEPARTMENT, MANGALORE REFINERY & PETROCHEMICALS
LIMITED, KUTHETHOOR P.O.,VIA KATIPALLA, MANGALORE- 575 030.
Super scribe tender number.
Non receipt of EMD before the bid closing date will be rejected.

11. Price bid & technical bids if submitted together shall be summarily rejected.

(a) Technical bid shall contain, details, which shall include, commercial terms, (excluding price
part), tender terms for acceptance.

(b) Price bid shall contain only price part.

12. Work has to be undertaken as per MRPL instructions. The contractor shall indemnify MRPL
for all liabilities under insurance & labour laws. Contractor shall indemnify MRPL against all
liabilities to third party due to their omission and commission. Bidders shall take necessary
insurance policies covering third party risks and their workmen.

13. Any Technical queries related to the Tender may be addressed to Sr.Manager (Mech
Maint), MRPL; Mangalore; Ph 0824 – 2882369.

14. MRPL’s decision of tender finalization shall be final; no correspondence shall be entered
into MRPL in this regard. MRPL shall take no responsibility for, Loss of tender in transit etc.,
and no correspondence shall be entertained in this regard.

15. This notice shall be interpreted in accordance with the laws of India and in case of any
dispute on interpretation, the matter shall be referred to the GGM (Materials) of MRPL,
whose decision shall be final and binding on all parties.

16. No court other than those in Mangalore shall have jurisdiction on any matter, issue or
dispute arising out of or in relation to this notice or any application made thereunder.

17. Security Deposit: The Successful tenderer will have to deposit with MRPL an amount
equivalent to 10% of contract value as follows:
10% of Contract value as interest free security deposit towards due & satisfactory
performance of contract within 15 days.
a) In the form of Pay order or Demand Draft in favour of MRPL drawn on a Nationalised /
scheduled bank payable at Mangalore on which no interest will be payable or
b) In the forms of Bank Guarantee from Nationalised / scheduled bank acceptable to
MRPL as per company standard Performa enclosed. The Bank Guarantee will be valid
for 1 year, renewable every year, for the balance period of the contract

18. Terms of payment: 100% payment shall be made against certified bills duly certified by EIC,
within 15 days subject to submission of SD for 10% of the order value. SD shall be released
after completion of the contract as certified by EIC.

19. DEFECT LIABILITY PERIOD:


This shall be for 1 year from the date of completion of the job as per SCC(Sl no 9). SD shall
be released after successful completion of the contract subject to submission of PBG for
10% of the Contract value/Executed value for the defect liability period.

20.BREACH OF CONTRACT (PENALTY CLAUSE)/ LIQUIDATED DAMAGES: If the successful tenderer


commits any default or breach of terms and conditions of the Work Order to be placed on
them or fail in the due performance thereof within the time fixed by the contract (which is
the essence of the contract) and do not complete the entire supplies / work on the
stipulated due date, MRPL shall be entitled to recover from the successful tenderer by way
of compensation or liquidated damages an amount calculated at the rate ½% value of the
contract price subject to a maximum of 5 % of value of the contract for every week or part
thereof the delay beyond the stipulated date. LD will be imposed on the cost of contract
price of delayed in completing the work within the scheduled time, except however, where,
in the judgment of MRPL the executed partial job/work quantity does not fulfill the operating
need, LD will be imposed on full value of the Work Order.

21. CANCELLATION /TERMINATION:

MRPL shall be at liberty to cancel the contract forthwith at any time under the following
conditions:-
a. If the successful tenderer shall commit a breach of any of the conditions stipulated in the
contract and fail to remedy such breach within four days of the receipt of the written notice
from MRPL in this regard.
b. Upon
(i) The death or adjudication as insolvent of the successful tenderer, if he/she be an
individual.
(ii) The liquidation, whether voluntary or passing of the effective resolution for winding
up of the successful tenderer if it be a company.
c. If any successful tenderer or any partner in the firm of the successful tenderer shall be
convicted of any criminal offence.
d. If a receiver is appointed of any property or assets of the successful tenderer.
e. If the successful tenderer deliberately contaminates or tempers with quality or product
supplied by MRPL.
f. MRPL will be at liberty to short close the contract work order without assigning any reason
whatsoever by giving a notice of 1 (One) month.
The MRPL right to cancel the contract under the terms, aforesaid shall be without prejudice
to any of its other rights and remedies against the successful tenderer. In the event of MRPL
cancelling the contract, it shall not be liable to pay for any loss or compensation in respect
of such cancellation.

22. BEST PRICE CLAUSE:


In the case of 'Successful Tenderer (s)’, the orders placed on them will be governed by the
"Best price clause" under which the Tenderer on whom the order is placed offers a lower
rate/better terms (other than at which order is placed on the items tendered by MRPL) to
any other Oil Company (PSU)/other private parties during the pendency of the order, the
same price/terms will automatically be applicable to MRPL with effect from the date of

such lower rates offered by the vendor to other parties.

23. RISK PURCHASE CLAUSE: In the event of Contractor not meeting the indents placed by the
Company with in the stipulated time, then Company would be free to use the services of
any others and recover the difference in such services and additional expenses incurred
by the Company from the Contractor.

24. PROVIDENT FUND


The Contractor should strictly comply with the provision of the Employees Provident Fund
Act.
(a) Obtained licence under Contract Labour (Abolition and Regulation)Act 1970

(b) P.F. Registration Number allotted to them by RPFC.

(c) The agencies should promptly deposit P.F. deduction of the eligible contract
employees plus the employers contribution to the RPF. For this purpose agency must submit
a certificate in their Bill that PF amount has been deducted from the eligible employees
and along with the employers contribution has been deposited with RPFC. In support of
this the agency must furnish the challan / receipt for the payment made to RPFC for the
earlier months.

If the certificate and the challan / receipt are not furnished, the Finance & Accounts Dept.
of Owner will deduct 16% (Sixteen Percent) of the amount of the Contractor’s bill and
retained deposits may only be refunded to the contractor on production of the Challan /
receipt.

25. CONTRACTOR- FURNISHED INSURANCE

Insurance Cover for Workmen:


The contractor shall obtain adequate Insurance Policy in respect of his workmen to be engaged for
the work compulsorily towards compensations as admissible under the Workmen’s Compensation
Act 1923, and Rules framed there under upon death/disablement of a worker and the same has to
be produced to the DGM (P & HR) before start of the work.

All workers whose salary is more than Rs 15,000/- per month need not to be covered by ESI.
However, contractor to take insurance policy to cover the risk towards temporary disablement and
permanent disablement for the workmen.

CONTRACTOR shall at his cost and expense take out from a suitable insurance company
acceptable to owner and maintain for the entire period until ACCEPTANCE OF WORKS or until
such time thereafter as the CONTRACTOR may consider appropriate the following insurances.
(1) Workmen's Compensation Insurance (WCI)
This insurance shall confirm to and satisfy all the requirements of the applicable laws and
regulations of the country, state territory or province having jurisdiction over the
CONTRACTOR 's employees engaged in the WORKS.
(2) Employer's Liability Insurance (ELI)
The insurance shall cover the liability of the CONTRACTOR as employer, for compensation
beyond the coverage of the Workmen's Compensation Insurance for bodily injury to or loss of
life the CONTRACTOR's employees while engaged in the WORKS.
(3) Third Party Liability Insurance (TPL)
This insurance shall cover legal liability for bodily injury to loss of life of and/or damage to and
loss of properties of the third person party arising out of the performance by the
CONTRACTOR of the works.
(4) Automobile Liability Insurance (ALI)
This insurance shall cover all the CONTRACTOR's liabilities in connection with use by the
CONTRACTOR for the WORKS of any mobile equipment and automobile and when used

which are owned, non-owned hired and otherwise placed under the CONTRACTOR's
administration and control, for bodily injury to loss of life of and/or property damage of any
person or party.
(5) Movable All Risks Insurance (MRI)
This insurance shall cover the damage to and/or loss of the CONSTRUCTION EQUIPMENT
including watercraft and aircraft and further including the CONTRACTOR's TEMPORARY
WORKS, owned, non-owned, hired or otherwise placed under the CONTRACTOR's
administration and control with the full replacement value coverage for each and every
occurrence.

(6) Other Insurance


Other insurance which shall be necessary or which the CONTRACTOR deems necessary for
proper performance of the WORKS e.g.
 Overseas (and/or Domestic) Travellers’ accident Insurance.
 Burglary Insurance
 All Risks marine cargo Insurance for the CONTRACTOR's CONSTRUCTION EQUIPMENT, tools
and machinery, and for equipment and materials that the CONTRACTOR's TEMPORARY WORKS
and that the CONTRACTOR under the CONTRACT may supply for the WORKS and/or the
PERMANENT WORK and
 Fidelity Guarantee Insurance
The CONTRACTOR agree that the provisions of this Clause shall to the extent as appropriate,
be apply all the contracts that may for the WORKS be entered into by and between the
CONTRACTOR and the respective SUBCONTRACTORs and unless the CONTRACTOR furnished
insurance called for by the CONTRACT are good also for the SUBCONTRACTORs their
properties and/or their liabilities in connection with the WORKS the CONTRACTOR shall
include in such contracts as aforementioned the requirements for insurance conforming to
this clause.
Inclusion of such insurance requirements in such contracts as aforementioned however, shall
not release the CONTRACTOR from any of his responsibilities and liabilities under the
CONTRACT.

26. ARBITRATION CLAUSE:

[A] ARBITRATION:
Except as otherwise provided elsewhere in the contract, if any dispute, difference, question or
disagreement arises between the parties hereto or their respective representatives or assignees, in
connection with construction, meaning, operation, effect, interpretation of the contract or
breach thereof which parties are unable to settle mutually, the same shall be referred to
arbitration as provided hereunder:

A party wishing to commence arbitration proceeding shall invoke Arbitration Clause by giving
60 days notice to the other party. The notice invoking arbitration shall specify all the points of
disputes with details of the amount claimed to be referred to arbitration at the time of
invocation of arbitration and not thereafter. If the claim is in foreign currency, the claimant shall
indicate its value in Indian Rupee for the purpose of constitution of the arbitral tribunal.

The parties agree that they shall appoint only those persons as arbitrators who accept the
conditions of this arbitration clause. No person shall be appointed as arbitrator or presiding
arbitrator who does not accept the conditions of this arbitration clause.

Parties agree that there will be no objection if the Arbitrator appointed holds equity shares of
MRPL and / or is a retired officer of MRPL / any PSU. However, neither party shall appoint its
serving employee as arbitrator.

If any of the Arbitrators so appointed dies, resigns, becomes incapacitated or withdraws for any
reason from the proceedings, it shall be lawful for the concerned party /arbitrators to appoint to
another person in his place in the same manner as aforesaid. Such person shall proceed with
the reference from the stage where his predecessor had left if both parties consent for the
same; otherwise, he shall proceed de novo.

Parties agree that neither party shall be entitled for any pre-reference or pendente-lite interest
on its claims. Parties agree that any claim for such interest made by any party shall be void.
The arbitral tribunal shall make and publish the award within time stipulated as under:

The above time limit can be extended by the arbitrator, for reasons to be recorded in writing,
with the consent of the parties.
Each party shall be responsible to make arrangements for the travel and stay etc., of the
arbitrator appointed by it. Claimant shall also be responsible for making arrangements for travel
/ stay arrangement for Presiding Arbitrator and the expenses incurred shall be shared equally by
the parties.

In case of sole arbitrator, MRPL shall make all necessary arrangements for his travel / stay and
the expenses incurred shall be shared equally by the parties.

The Arbitration shall be held at the place from where the contract has been awarded. However,
parties to the contract can agree for a different place for the convenience of all concerned.

The Arbitrator(s) shall give reasoned and speaking award and it shall be final and binding on the
parties.

Subject to aforesaid, provisions of the Arbitration and conciliation Act, 1996 and any statutory
modifications or re-enactment thereof shall apply to the arbitration proceedings under this
clause.

Arbitration Clause applicable in case of Purchase Orders/ Contracts on Public Sector Enterprises
In the event of any dispute or difference relating to, arising from or connected with the contract,
such dispute or difference shall be referred by either party to the arbitration of one of the
Arbitrators in the Department of Public Enterprises to be nominated by the Secretary to the
Government of India, In charge of Bureau of Public Enterprises. The Arbitration and
conciliation Act 1996 shall not be applicable to the arbitration under this clause. The
award of the arbitrator shall be binding upon the parties to the dispute, provided, however,any
party aggrieved by such award may make a further reference for setting aside on revision of
award to the Law Secretary, Department of Legal Affairs, Ministry of Law & Justice,
Government of India. Upon such reference, the dispute shall be decided by the Law Secretary
or the Special Secretary/ Additional Secretary, when so authorized by Law Secretary, whose
decision shall bind the parties finally and conclusively. The parties in the dispute will share equally
the cost of arbitration as intimated by the Arbitrator.

[B] JURISDICTION:

The Purchase Order, including all matters connected with this Purchase Order shall be governed
by the Indian law both substantive and procedural, for the time being in force and shall be
subject to the exclusive jurisdiction of Indian Courts at the place from where the Purchase
Order has been placed.

Foreign companies, operating in India or entering into Joint ventures in India, Shall have to obey
the law of the Land and there shall be no compromise or excuse for the ignorance of the Indian
legal system in any way.

26. MRPL has Introduced Electronic payment system for all vendors/contractors. All payments
will be
Made through electronic mode (RTGS/NEFT) from our Corporation Bank Account. All the
vendors /contractors are requested to furnish the information as per attached format on issue
of order to successful bidder. Any change in the particulars shall be immediately informed to
MRPL.

27. “VERIFICATION OF CHARACTER AND ANTECEDENTS OF CONTRACTUAL MANPOWER:

In all contracts involving deployment of contractor's manpower within MRPL premises like Plants
and Offices etc. the contractor shall submit the following documents to MRPL prior to start of
work:

i. Undertaking from the contractor that they have scrutinised the previous work history of the
person(s) proposed to be deployed by them and character and antecedents of person(s)
proposed to be deployed by them is / are impeccable.

ii. Along with the above mentioned undertakings, the contractor will provide certified
photocopies of police verification certificate for inspection by the authorised
representatives of MRPL. The contractor has to obtain Police Verification Report from the
area where the person(s) to be deployed has / have been residing since the last five years.
In case the person concerned has not resided at a place for five years at a stretch, Police
verification reports should be obtained from that area where the person(s) has / have
stayed earlier.

iii. The contractor shall ensure at the time of submitting their final bills to the EIC, that it is
accompanied by a NOC from Security Dept., MRPL, for having surrendered all Photo passes
and Bio-Metric cards issued by MRPL. If any Pass and Bio-Metric Cards are not surrendered
even after the completion of job / contract, the contractors are liable to pay a fine of
Rs.200/- for every un-surrendered pass and Rs. 100/- for every Bio-Metric card (These fine
amounts are subject to revision by Security Dept., MRPL, from time to time.

28. Note:
1. Date format should be DD/MM/YYYY (Date/Month/Year)
2. Prices shall be written both in Words and Figures. In the event of discrepancy between the
price in figures and words, the amount entered in words would be taken into consideration
for evaluation and finalization of the order.

1) In consideration of M/s Mangalore Refinery And Petrochemicals Ltd., registered under the Companies Act,
1956, having its Registered Office at Kuthethoor P.O., Via Katipalla, Mangalore-575030, hereinafter called
“MRPL” which expression shall, unless repugnant to the context or contrary to the meaning thereof, include its
successors and assigns having invited / floated Tender

expenses caused to or suffered by MRPL by reason of non-performance and non-fulfillment or for any breach
on the part of the Tenderer of any of the terms and conditions of the said Tender.

perform or fulfill the said Tender in Terms thereof or committed breach of any of the terms and conditions of
the Tender and the extent of loss, damage, costs, charges and expenses suffered or incurred or would be
suffered or would be incurred by MRPL on account thereof.
3) We________Bank further agree that the amount demanded by MRPL as such shall be final and binding on
the Bank and the Bank undertake to pay to MRPL the amount so demanded on first demand and without any
demur notwithstanding any dispute raised by the Tenderer or any suit or other legal proceedings including
Arbitration pendings before any Court, Tribunal or Arbitrator relating thereto and our liability under this
guarantee being absolute and unconditional.
4) We,_______________Bank, further agree with MRPL that MRPL shall have the fullest liberty without our
consent and without affecting in any manner our obligations hereunder to vary any of the terms and
conditions of the said Tender or extend time for the performance by the Tenderer from time to time or to
postpone for any time any of the powers exercisable by MRPL against the Tenderer and to forbear to enfore
any of the terms and conditions relating to the Tender and we shall not be relieved from our liability by reason
of any such variation or extension being granted to the Tenderer or for any forbearance, act or omission on
the part of MRPL or any indulgence by MRPL to the Tenderer or by any such matter or things whatsoever
which under the law relating to sureties would but for this provision have the effect of relieving us.
5) NOTWITHSTANDING anything herein before contained, our liability under this guarantee is restricted to
Rs._________(Rupees________________________). Our liability under this guarantee shall remain in force until
expiration of 180* days from the date of opening of the said Tender. Unless a demand or claim under this
guarantee is made on us in writing within the said period, that is, on or before____*___all rights of the Messers
under the said guarantee shall be forfeited and we shall be relieved and discharged from all liabilities
thereunder.

previous consent of MRPL in writing.

General Guidelines to Suppliers (As applicable)


for Environment and Energy Compatibility

MRPL is an organization which is certified to ISO 14001 Environment Management System and
ISO 50001 Energy Management System and looks forward to its service providers to help them
maintain the system that is designed for this purpose.
All suppliers are to ensure compliance to the following while they are providing Materials to
MRPL or providing services within the premises of MRPL .
a) Ensure that the products supplied are Eco friendly (easily disposable as bio-degradable
waste and the end of life or with a buy back condition), when not covered by PO
specification.
b) Products supplied should be non-polluting when in operation/service.
c) Items supplied are to be energy efficientie “Star rated”.
d) Ensure that the packing and Packaging material used are disposal as bio-degradable
waste or with buy back condition.
e) Material Safety Data Sheets contain environment /energy related data /information on
energy efficiency usage, storage, spillage and easy disposal.
f) Specify action to be taken for spillages, if any to prevent contamination of air, land and
water.
g) Ensure that there is no threat to environment during transportation to and returns from
MRPL, during delivery / while supplying materials.
h) Material supplied should not lead to damage or harm to vegetation and greenery while
usage and disposal.
i) Supplier shall comply with all applicable regulations regarding the supplied Goods
including all materials used and shall provide all information necessary by such
regulation and/or requested by MRPL
j) Supplier shall be responsible, where physically possible, to take the Goods back for the
purpose of recycling them within the scope of the statutory requirements or to dispose
them in an environmentally-friendly manner.
k) Suppliers are to take action and comply with requirements when failures are intimated
by MRPL and repeated failures /failure to act may lead to termination of contracts.
l) Ensure that the noise and pollution levels of vehicles and equipment when used to
deliver goods are as per regulatory norms and are subject to verification.

General Guidelines to Service Providers (As applicable)


for Environment and Energy Compatibility

MRPL is an organization which is certified to ISO 14001 Environment Management System and
ISO 50001 Energy Management System and looks forward to its service providers to help them
maintain the system that is designed for this purpose.
All service providers are to ensure compliance to the following while they are providing
Materials to MRPL or providing services within the premises of MRPL.
a) Ensure that the products used while providing service are Eco friendly (easily disposable
as bio-degradable waste and the end of life or with a buy back condition), when not
covered by PO specification
b) Activities of the service provider should be non-polluting either by design or through
control.
c) Equipment’s brought for providing service are energy efficient i.e. star rated
d) Ensure that the packing and Packaging material brought are disposal as bio-degradable
waste or with buy back condition.
e) Material Safety Data Sheets are available for material brought for providing service and
contain environment /energy related data / information on energy efficiency usage,
storage, spillage and easy disposal.
f) Follow action specified by MRPL to be taken for spillages, if any to prevent
contamination of air, land and water.
g) Ensure that there are no threats to environment during transportation of material to
and returns from MRPL to be used for providing service to MRPL.
h) Material brought for usage and disposed at MRPL, should not lead to damage or harm to
vegetation and greenery.
i) Supplier shall comply with all applicable regulations regarding the materials used and
shall provide all information necessary by such regulation and/or requested by MRPL
j) Supplier shall be responsible, where physically possible; to take the Goods back for the
purpose of recycling them within the scope of the statutory requirements or to dispose
them in an environmentally-friendly manner, when covered by contract.
k) Suppliers are to take action and comply with requirements when failures are intimated
by MRPL and repeated failures /failure to act may lead to termination of contracts.
l) Ensure that the noise and pollution levels of vehicles and equipment used for providing
service within MRPL are as per regulatory norms and are subject to verification
m) Segregate waste generated when providing service as per the scope of work as per
MRPL norms i.e. Metal, Bio-degradable, Non-biodegradable, Solid waste and Hazardous
waste,.
n) Dispose waste generated as per MRPL norms in the appropriate waste bins provided.
o) Prevent / minimize /control /contain pollution by control on emission of gases,
spillageswhen providing service as per the scope of work
p) Supplier shall be responsible, where physically possible, to take its Goods back for the
purpose of recycling them within the scope of the statutory duties or to dispose of them
in an environmentally-friendly manner.
q) Follow safety precautions as per MRPL norms, when providing service as per the scope
of work.
r) Prevent wastage, excessive consumption and misuse of Electricity, steam and water.

A. SPECIAL SAFETY PRECAUTIONS TO BE TAKEN BY CONTRACTORS WORKING IN AN OPERATING


REFINERY (as applicable).

1. SMOKING INSIDE THE REFINERY IS STRICTLY PROHIBITED. Contractor shall ensure that all
workmen employed do not smoke inside the refinery premises. Workmen shall not strike any
arc or light naked flame without valid permit. They shall not be permitted to bring in any
flammable materials or matches while entering the refinery premises.
2. Contractor shall ensure that valid permits are available for doing the work. Contractor shall
not start or continue any type of work without the valid permit.
3. The contractor shall strictly adhere to all conditions and safety precautions mentioned in the
work permits. MRPL reserves the right to cancel any work permits issued, without assigning
any reason.
4. Contractor should ensure that all workmen being employed inside the Refinery premises
have undergone inchFire & Safety Training Program inch conducted by MRPL from time to
time.
5. The contractor shall ensure that their men do not tamper with the facilities in operation. They
shall not operate any Valves/ Switches etc. unless specifically directed to do so by Engineer-
in-charge.
6. All contract men shall wear Safety Helmets & Safety Shoes. They shall not be permitted to
enter operation unit area without wearing SAFETY HELMET & SAFETY SHOES.
7. Depending upon the nature of the job, contract men shall compulsorily wear Personal
Protection Equipment such as Hand Gloves, Safety Belt While working at heights, Face
Shield, Goggles, Boiler Suit. However other than the above, special PPE if required for the job
shall be supplied by MRPL on returnable basis.
8. Contractor shall instruct his workers to stop all jobs immediately in case of fire alarm. Further
they must leave the work site and proceed towards the designated areas like, the central
control room in case they are working in the Upper Plateau and OM & S Building if in Lower
Plateau. (Except during testing of the Fire alarm at 13.00Hrs every Saturday.)
9. Contractor shall instruct his workers to stop all jobs immediately incase release of
liquid/gas/toxic/hazardous chemicals etc, and inform the concerned MRPL personnel
available at site.
10. The contractor shall ensure that his workmen do not move around freely inside refinery
premises other than the assigned place of work & also do not sleep anywhere inside refinery
premises.
11. Consumption of intoxicating preparation or attending duty under the influence of such
products is Strictly Prohibited.
12. The personnel engaged by the Contractor shall maintain good conduct and discipline
commensurate with Industrial standard. If in the opinion of the Engineer-in-charge any of
the personnel have not maintained good conduct and discipline, the Contractor shall
remove such personnel immediately from MRPL premises and provide alternate personnel.
13. Contractor’s Vehicles/Engines and permitted type of electrical equipment/tools, Lifting
tackles etc. that are required to be used inside operating units are to be certified by
competent authority.
14. MRPL may suspend work at any time or terminate the contract for a pattern of frequent
failure to adhere to Safety Laws, Regulations & Onsite-Safety Procedures.
15. Contractor to ensure the PPE used by their personal must be conforming to following
standard
a) Safety Helmet - confirming to IS-2925/EN:397/ANSI Z 89
b) Eye Protection - confirming to IS-5983:1980/EN:166 1F/ANSI Z 87.1
c) Hand Gloves - confirming to IS-6994(Part-1)/EN:388

• On submission of compliance report / recommendations from EIC, HR will give clearance
to Finance for release of payment.
• Any deviation from the above procedure and non-production of required documents will
result in delay in issuance of gate pass and payment of monthly bill, final bill and release of
retention money / Security Deposit / Bank Guarantee, etc.
• Contractor should also give an indemnity bond to MRPL absolving MRPL of all statutory,
Non-statutory clearance by their employees, sub-contractors and supplies.

TENDER FOR HOT INSULATION JOBS IN CCR/SRU BLOCK
COLUMNS/VESSELS

Tender for Box type scaffolding erection/removal, removal of old insulation at specified locations,
supply of new insulation materials, ancillary materials, Moisture barrier, wire-netting, Bands,
Aluminium Foils, Screws etc three coats of heat resistant aluminium painting or any other painting
as specified in the tender along with manpower with required expertise at working at height for
removal & re-insulation of surfaces as per insulation thickness specified and strictly as per lining
procedure including supply & Supervision of manpower along with safety supervisor, all necessary
Tools, Tackles as per scope of work, detailed scope of work, scope of supply & services, additional
condition of contract, SOR, tender document and as per instructions of EIC for a Period of one year
from date of placement of order to cater the emergency & meet the requirements Inspection
recommendations.

1. SCOPE OF WORK

The scope of work shall include box type scaffolding erection (as per Annexure-I) till the required
elevation with contractor scaffolding material (clamps, gratings, pipes, etc), removal of old insulation
at stiffener ring locations or entire column/vessel as per instruction of EIC, supply of new insulation
materials, ancillary materials, Moisture barrier, wire-netting, Bands, Aluminium Foils, Screws etc
three coats of heat resistant aluminium painting or any other painting as specified in the tender along
with manpower with required expertise at working at height for removal & re-insulation of surfaces

2. DETAILED DESCRIPTION OF WORK

2.1 The contractor shall erect box type scaffolding (as per Annexure-I) from ground level or
from intermediate platform to the required elevation with contractor’s scaffolding materials
(pipes of different lengths, gratings, clamps, double couplers, base plate, etc). The erected
scaffolding shall be safe enough to carry out insulation and painting jobs. The Contractor
shall get the scaffolding material checked by MRPL prior to the erection. These materials
can be taken back after the job as per instruction of EIC.
2.2 The contractor shall unscrew the self tapping screws, clips and remove the entire cladding
from the areas. Approximate width of lagging which shall be removed on both sides of the
insulation support rings and around the nozzles will be intimated by EIC on case to case
basis. If required, the entire lagging of the above mentioned section shall be removed as per
the instruction of EIC.
2.3 The contractor has to take proper care while removing the cladding sheet considering the
reuse of the removed sheets. Contractor has to keep sufficient stock of new corrugated
aluminium sheets in case the removed sheets are found unusable.
2.4 The exposed surfaces shall be hand-tool cleaned to SSPC SP-2 as per MRPL painting
specification 00-ES-100-005 Rev06. All insulation stiffener ring water drain holes shall be
cleaned thoroughly and made blockage free.
2.5 After getting clearance from EIC, apply three coats of following paint :
a) Heat resistant aluminium paint 20 micron per coat suitable upto 2500C for
DA1701/DA2401 & FA2407. Clearance shall be obtained from EIC after application of
each coat and sufficient drying time has to be given between application of subsequent
coats.
b) Epoxy phenolic coating 80 micron per coat for DA261/DA2611/DA2612. Clearance shall be
obtained from EIC after application of each coat and sufficient drying time has to be given
between application of subsequent coats.
2.6 The contractor shall start putting back the new mattress after getting clearance from EIC.
The mattress used shall be light resin bonded blanket of rockwool and density 128 kg/m3.
The insulation application procedure and insulation materials like mattress, bands, screws,
sheets, etc shall conform to applicable EIL specification.
2.7 After the completion of lagging, cladding shall be started with required aluminium sheets.
Old removed cladding sheet shall be used if condition is found good. However the
contractor shall keep sufficient new cladding sheets if removed cladding sheets are found
unusable and on instruction by EIC.
2.8 The contractor shall apply leak sealing putty on the cladding sheet joints and secure the
cladding sheets with bands.
2.9 The contractor shall remove the scaffolding after getting clearance from EIC.

3. MRPL SCOPE OF SUPPLY

3.1 MRPL shall provide Utility water, power, lighting, air required during the execution of job
on free of charge basis. However, Contractor shall be arrange for the necessary connections
as and when required. Proper care of the electrical fittings shall be taken by the contractor.

4. CONTRACTOR SCOPE OF SUPPLY


4.1 Contractor shall arrange all necessary manpower including safety supervisor & supervisor for
executing the job. The manpower shall be adequately experienced to carry out insulation job

at height in refinery. Safety supervisor must be deployed for the full time during job
execution.
4.2 Contractor shall arrange Insulation materials like new corrugated aluminium sheet, new
mattress, bands, screws, S clips, J clips etc conforming to applicable EIL specification.
Contractor should specify the source of supply of insulation material& aluminium sheets and
submit the test certificates.
4.3 Contractor shall arrange Heat resistant aluminium paint upto 2500C & Epoxy phenolic coating
with necessary test certificates.
4.4 Contractor shall arrange Scaffolding material like pipes of different lengths, clamps, gratings,
double couplers, base plates, etc.
4.5 Contractor shall arrange all the tools, tackles, equipment, chain pulleys, rope, etc.. All these
items can be taken back by the contractor after successful completion of the job.
4.6 Contractor shall arrange all personnel protective and safety equipments like gloves, double
lineared full body harness safety belts, safety shoes, goggles, helmets, ear plugs, dust masks.
The contractor is solely responsible to ensure that his workmen use the necessary PPE as per
the work permit requirement.
4.7 The contractor shall arrange transportation for their manpower, scaffolding material,
insulation material, tools, tackles, equipments, consumables and material handling
equipments.
4.8 The contractor shall arrange all the food requirements for their manpower during the
execution of the job.
4.9 The contractor shall keep area clean during the job. The contractor shall do the housekeeping
during and after completion of the job. The contractor shall arrange for all kind of materials
necessary for cleaning/Housekeeping.

5. TEST CERTIFICATES

5.1 The contractor shall procure material only from the approved list of makes as mentioned in
clause 16 of Part-B Of the tender [SPECIFICATION FOR HOT INSULATION OF
PIPING, EQUIPMENT VESSELS AND STORAGE TANKS] & produce relevant test
certificate for the materials brought into the refinery for the subject work. These certificates
should indicate all properties of the materials as required in relevant specifications or
international standards.
5.2 MRPL may decide to carry out the test on leachable chlorides in MRPL Lab or ask the
contractor to send the sample to another lab to carry out the test on leachable chlorides
additionally and the cost has to be borne by the contractor. The density verification if required
will be done by MRPL on the lagging materials received at MRPL.
5.3 The cladding materials being brought inside should have the batch number mentioned on the
rolls of sheets along with the test certificate corresponding to those batch numbers from the
authorized dealers of the approved make of aluminium cladding as per this tender.

6. INSPECTION

6.1 The work is subject to inspection at all times by our Engineer-In-charge or his representative.
The contractor shall carry out all instructions given during inspections and shall ensure that
the work is being carried out according to the technical specification enumerated in this order.
Any work not conforming to the relevant specifications or codes shall be rejected forthwith
and the contractor shall carry out rectification at their own cost. Inspection and acceptance of
work by the Engineer-in-charge shall not relieve the contractor from any of his responsibilities
covered under this order.

7. MEASUREMENT OF WORK

7.1 Measurement for finished lagging will be certified only on the outside diameter of bare pipe or
bare pipe with tracing line for the purpose of circumference calculation and length purely on
straight line length along the centre line of the pipe. The elbows, tees, valves ,fittings will be
certified purely on the site dimensions only and no separate compensation for bends, tees,
elbows, flanges will be paid. The measurement for valve boxes will be as per the site
dimensions of the outsidee diameters of valves for lagging.
7.2 The cladding will be certified purely on the basis of the outside diameter of the cladded pipe
line for the purpose of calculation of circumference and length purely on the basis of centre
line length of the pipe lines including
including for bends, elbows, tees, flanges .No additional charges
will be paid for the overlap of cladding sheets, the contractors to quote accordingly.
7.3 The old insulation removal charges is inclusive of lagging removal, cladding removal,
disposing the removed ed lagging and cladding materials as per instruction of EIC. No separate
charges will be paid for removal of lagging and cladding.
7.4 Certification for Hot/cold Insulation removal which includes cladding and lagging removal,
certification will be on the basis of outer diameter of bare pipe and centre line length only. No
extra payments for bends, tees, reducers etc will be paid.
7.5 The contractor has to ensure that the temperature on the surface of the finished insulation
should be as per IS14164 ANNEXURE B. The contractor to arrange suitable temperature
measuring instruments with valid calibration.
7.6 Preformed insulation lagging will be certified based on Pipe line centre line measurement in
metre only. No extra charges will be paid for the bend, tees, valves and fittings
f .
7.7 Certification of painting under insulation will be purely on the actual surface area painted.
7.8 The thickness of new insulation lagging material being used in the
pipelines/vessels/columns/elbows/valves/tees should be strictly as per the original drawing

of EIC.
7.9 IS14164 RECOMMENDATION ON EXTERNAL TEMPERATURE ATTACHED BELOW

8. ADDITIONAL CONDITIONS OF CONTRACT


8.1 Housekeeping and safety regulations are to be strictly followed by the contractor.
8.2 The contract personnel should have relevant experience in working at heights and they should
be medically fit. If the contract personnel are found not suitable in the opinion of the
Engineer-in-charge, the services of such personnel shall be discontinued and the contractor
shall provide suitable alternate personnel immediately.
8.3 The contract personnel shall maintain discipline, safety standards, commensurate with
industrial standard. In the opinion of the Engineer-in-charge, any of the contractor personnel is
found unsuitable services of such personnel shall be discontinued and the contractor shall
provide suitable alternate personnel immediately.
8.4 The contractor has to erect scaffolding wherever required. Sufficient scaffolding material for
erection and removal will have to be arranged by the contractor.
8.5 The contractor must ensure that all good and reusable cladding sheets are reused.
8.6 The contractor shall be solely responsible for ensuring that personal protective safety items are
used throughout the day while on duty and also for the health of their employees.
8.7 Entire Job is subject to stage-wise inspection and approval by MRPL Engineer-In-
Charge/Inspection. The job acceptance is subject to the entire satisfaction of Engineer-in-
Charge/ Inspection.
8.8 The job shall be executed only during daylight including Sundays & Holidays. Scaffolding
erection shall be started during normal operation of the plant considering the safety of the
working personnel and on clearance by operations department. Insulation removal, cleaning,
painting, re-insulation including lagging and cladding jobs have to be completed within the
shutdown period. Scaffolding removal shall be carried out during normal operation of the
plant
8.9 The Contractor shall return the entire special tools, special safety equipment and other items
taken from MRPL on completion of work duly certified by the Engineer-in-charge. For any
items lost or damaged by the Contractor, the replacement cost shall be recovered from the
Contractor’s bills.
8.10 The contractor shall quote separately as per SOR and no minimum quantity is guaranteed.
8.11 The Contractors are advised to go thro’ all the attachments of the tender carefully before
quoting for the Job.
8.12 The Quantities mentioned in the SOR are indicative only. However payment will be made as
per the quantities executed and as per Schedule of Rates.
8.13 The contractor shall produce relevant test certificate for the materials brought into the
Refinery for the subject work. These certificates should indicate all properties of the materials
as required in relevant specifications or international standards. The contractor shall make
returnable gate pass for the insulation materials, scaffolding materials, painting materials, etc.
brought inside the refinery and the balance unused new material shall be taken back. However
the old removed insulation mattress, sheets shall be returned to MRPL and dumped in the area
shown by EIC.
8.14 The insulation for 140mm and 150mm shall be provided in two layers and for 225mm
insulation shall be provided in three layers.
8.15 Insulation measurement shall be as per the actual site measurement and no additional
measurement shall be given. For lagging, measurement shall be taken from the OD of the
column/Vessel and for cladding, measurement shall be taken from the OD of the lagging. For
painting, measurement shall be taken from the OD of the column/Vessel.

8.16 The contractor is advised to refer the following specifications before quoting for the job and
job shall be carried out strictly as per the specifications. These specifications are available
with the EIC and shall be provided to the contractor on request.

b. EIL specification-6-44-02 Revision4 for hot insulation of vessels, piping and equipment.

9. GUARANTEE
9.1 The contractor shall stand guarantee for the work carried out under this contract for one year
from the date of completion of work. The contractor shall arrange to rectify the defects, if any,
due to bad workmanship/faulty materials during the guarantee period at his own cost.

10. COMPLETION PERIOD


10.1 Contractor will be given a notice of 15 days for mobilization & set up of equipment at our site.
Contractor should be ready to take up job as per instruction of Engineer-In-Charge.
10.2 Time is essence of the job. The jobs allotted to the contractor have to be completed within 15
days from the time of issue of clearance for the individual column (excluding scaffolding
jobs). Hence contractor shall deploy the resources on round the clock basis including Sundays
and holidays as per instructions of EIC to complete the job.
10.3 However based on the circumstances MRPL EIC may suspend the activities in between during
the shutdown period. These days will not be considered in the time of completion.
10.4 No minimum quantity/value is guaranteed. However payment shall be made on the actual
quantity executed by the contractor and certified by EIC.

11. PENALTY CLAUSE

11.1 Non-Performance Penalty:


The contractor is supposed to provide all required resources including manpower, supervisor &
Safety supervisor within 15 days of request from EIC. In case the contractor fails to provide the
manpower with all necessary materials, tools, equipments & PPE’s within requested time or
delay in completion of work in all respects, the following shall apply. In the event the contractor
fails to take up the job within the mobilization days, a penalty of Rs.5000/- will be levied for
poor response by the contractor. Additionally, as the necessary Box type scaffolding as per
annexure-I required for carrying out the insulation job at heights is in the contractors scope as per
this contract and if the insulation job is held up for want of scaffolding, MRPL may consider to
carry out the scaffolding jobs through other contractors and actual amount along with penalty of
Rs.50/- per cubicmetre of scaffolding will be levied in the insulation contracts RA Bills. The
Engineer-In-Charge shall at his sole discretion may get the work done through other contractor at
the risk and cost of the contractor to whom the job had been awarded. The contractor may not be
considered for future tender in MRPL.

11.2 Safety Violation Penalty:


The Contractor shall strictly follow safety regulations inside the Refinery. In case the Contractor
is found to violate any safety norms like PPE violation, Unsafe act/ condition or Any near-miss is
reported or Reportable Lost Time Injury is reported, a penalty of Rs 1000/- per occasion per
person will be deducted. The decision of EIC will be final in this regard.

B- TECHNICAL SPECIFICATION

SPECIFICATION FOR HOT INSULATION OF PIPING, EQUIPMENT VESSELS AND


STORAGE TANKS
1. SCOPE
This specification covers the technical requirements for the supply and installation of thermal
insulation for process piping equipment, vessels and tanks in hot services. This insulation is for heat
conservation process requirements and also for personal protection.

2. GENERAL REQUIREMENTS
The application of insulation shall generally be as per this specification. The additional
requirements if any or any deviation from this specification are to be approved by MRPL Engineer-
In-charge.

All insulation & ancillary material covered in this part is under the scope of the contractor.

Contractor shall guarantee that the physical and chemical properties of materials used are suitable
for the different applications and shall be responsible for the safe keeping of materials. Contractor
shall contact Engineer-In-charge for assignment of the area for installing his working field and also
carryout area cleaning on day-to-day basis.

If insulation work proceeds in advance of hydro testing and inspection, welded and mechanical
joints shall be left uninstalled for a length of minimum 30mm on either side.

Wet or damaged insulation shall not be used under any circumstances.

End joints in the insulation shall be suitably staggered.

Expansion joints filled with compressed material rock fibre shall be provided at due intervals as
necessary in the insulation depending on the services temperature.

Single layer insulation shall be used up-to 75mm thick above which multiple layer shall be
employed with separately staggered joints. Insulation shall be completed, beveled and proofed at all
terminal points where it is required to remove bolts etc. without damage to the insulation.
Equipment nameplates shall remain visible after insulation.

Surface to be insulated shall be thoroughly cleaned, dried and made free from loose scale, oil or
grease. It shall be insulators responsibility to remove clearly adhering scale and dirt before applying
insulation.

Suitable inspection windows shall be provided as per the direction of Engineer-in-charge.

3. INSULATION MATERIALS

The following materials are suggested for hot insulation of piping, vessels and tankages.

Fibrous material - Resin, light resin mineral glass wool

Fibrous type insulation shall not be used on equipment and pipe handling hot penetration liquids.

Stag wool shall not be used except for crack filling. The exact material to be used shall be as per the
insulation schedule and as per directions of Engineer-in-charge.

Loose mineral wool shall be used only for crack filling. The use of handmade Mineral Wool
Mattresses is not permitted.

Fibrous insulation shall contain ductile, tough and non-hygroscopic fibres Insulation material shall

Mineral wool /LRB materials mattresses and preformed wool shall not contain leachable chlorides
more than 10 PPM for stainless steel and for all other pipe lines as per MRPL Additional
requirement .

Specification to carry out work shall be as per EIL spec 6-44-02.Rev-LATEST

Steam traced piping and fittings shall be installed with oversized sections to allow accommodation
of both parent and tracer pipe without damage or deformation of insulation. They should be totally
enclosed with designed warm air annuls maintained throughout tracer pipe length and suitable putty
shall be used to improve contact between pipe and tracers throughout length of trace.

Electrically traced piping shall be provided with same size insulation as would be if the piping were
not electrically traced.

It should confirm to EIL specs 6-44-02 Latest Rev in general and specific as listed below.

Insulation should conform to the requirements of respective codes, unless otherwise specified
herein and shall be tested and test certificates on representative samples furnished as per
IS:8183/IS:9842/ASTM:C 547/ASTM: C 592/ASTM :C 612

Density-140 kg/m3 for resin bonded pipe sections of rockwool

Density-128 kg/m3 for resin bonded LRB Blankets of rockwool

Maximum resin content at the above mentioned densities of rockwool shall be 2%

Thermal conductivity, linear shrinkage, compressive strength as per EIL Spec 6-44-02 Latest Rev

Chloride content should not exceed 10ppm for all the rockwool mattresses and preformed wools
being used.

Acceptable limit for moisture content and adsorption should not be more than 2% when tested as
per IS 3144.

Insulation LRB Blankets shall be faced on one side with 20mm galvanized 22swg wire mesh
stitched through with 22swg galvanized lacing wire

For insulation over Austenitic SS Pipelines and SS Equipments the wire mesh and lacing wire
should be of SS304/316

Test certificates in support of the above shall be reviewed by one of the TPI agencies namely M/s
TUV,DNV,LRIS,BVIS,IRS OR EIL only and no additional charges will be paid for these third
party certificate .The contractor has to consider these charges while quoting.

4. ANCILLIARY MATERIAL

Insulation coverings:

Aluminum cladding sheets of 22 SWG shall be used for weather protection over insulation in hot
piping and tanks and vessels.

Flat sheet: ASTM B 209 Alloy 3003 H16 or IS 737 design 31000 condn.H3

Corrugated: IS737 Design 31000 Condn. H4 sheet

Corrugated aluminum sheet 22 SWG shall be used on hot storage tanks and large vessels over 2
metres dia except for tank roof where 18 gauge flat aluminum sheets shall be used. The test
certificates of the aluminium cladding should be reviewed by third party inspection agencies
namely M/s TUV,DNV,LRIS,BVIS,IRS OR EIL only, no additional charges will be paid for this
and the bidder has to consider the same while quoting

To ensure perfect water proofing ,All cladding joints shall be of Lap joint, packed with sealing
material which may either be in the form of a elastomeric sealing compound or fibre based
bituminous felt strips.

For reformer piping and other very high temperature application cladding material should be of26
gauge(0.46MM) A167 OR A240 TYPE 304 sheet plain over insulation excluding insulation
blanket

For piping insulation covers, preformed sheeting with bent edges (preferably corrugated sheets)
shall be wrapped on to preformed pipe insulation section such that a locked lap joint is made.

Hard setting plaster shall be a mixture of cement sand or cement asbestos or plaster of paris
asbestos. The hard setting plaster shall be applied over the specified Wire-netting on piping on tank
roofs subjected to foot traffic.

MOISTURE BARRIER (FOR FIBROUS MATERIALS)

For surface up-to 125 deg C, apply a breathing type moisture barrier. A 3mm thick coating of
mastic shall be applied to the surface of the insulation while this coat is still wet, glass cloth shall be
laid over the surface and embedded in the mastic. After 12 hours and another 3mm coat of mastic
also to be given. The mastic shall not be applied over wet insulation.

5. WIRE NETTING
This shall be used for insulation support as well as for reinforcing hard setting plasters/cement.
Wire netting shall be annealed galvanized steel 20mm mesh out of 22 SWG wire mesh stitched
through with 22 SWG galvanized lacing wire. For insulation over stainless piping only SS wire of
the above gauge shall be used for the first layer of insulation, subsequent layers shall be netted with
GI wire. Lacing and switching wire shall be 22 SWG respectively of GI/SS as necessary.

6. BANDS
If materials is Aluminium ,then specification shall be Aluminium ASTM B 209 Alloy3003 H 16 or
IS737 Designation 31000 condition H3 and for Stainless steel cladding it shall be 18/8 .

For securing Fibrous insulation on-

For securing cladding on Insulation(All types)

For piping band, SS 12mm(min) wide x 24 SWG thick

On equipment Band,ss,20 mm wide x 24 SWG Thick

On vertical storage tanks & spheres band, stainless steel , 25 mm wide x 24 SWG thick

7. SCREWS
Screws required for metal jacket securement shall be stainless steel/cadmium plated steel self
tapping type A No 8 dia x 12 mm long as per spec to complete with neoprene washers under the
head.

Rivets required for metal jacket securement shall be expanding Aluminium POP Blind eye
type/stainless steel,9.5 mm long x 5 mm diameter.

Incase of high winds or mechanical vibration or where leakage through self-tapped holes is not
permitted, self-tapping screws are to be replaced by firm bolting with bitumen washers.

‘S’ & ‘J’ clip formed from 25mm wide SS banding.

8. APPLICATION OF INSULATION
Piping to be insulated

All piping, fittings, inclusive of valves, flanges and special parts for temp. 100 deg C and above.
All piping and fittings with temperature above 60 deg C and below 100 deg C requiring insulation
due to process or personnel protection requirements.

All flanges, valves and other special parts of steam lines/steam traced lines or electrically traced
lines.

Vessels and equipment tanks to be insulated.

All vessels equipment and tanks with operating temperature 100 deg C or higher unless a heat loss
is required.

All vessels, equipment and tanks with temperature above 60 deg C which requires insulation due to
process requirements or for protection of personnel.

To ensure perfect water proofing, all the cladding joints shall be packed with sealing materials
which may either be in the form of a elastomer sealing compound or fibre based bituminous felt
strips

The insulation support rings, stiffeners which are found damaged in the existing pipe lines during
insulation will have to be informed to MRPL by the contractor and MRPL will provide these rings
on free of cost basis for replacements. The job of refixing on pipe lines will have to be carried out
by the contractor

9. EXTENT OF INSULATION
The following items shall not be insulated unless and until required as per the specifications:

Piping Vent valves

Steam traps, filters and strainers

Instruments and piping for instrument except those which are to be used for fuel oil and in services
where condensation of process fluids leads to response errors in instrument.

Piping where a heat loss is required

Vessels, Equipment and Tanks

Vessels equipment which are insulated internally (generally refractory lined)

Nozzles, flanges manholes and any attachments of stairways, ladders etc

Steam traps, strainers and filters

Saddles, supporting legs of vessels except the stretches indicated in the installation specifications.

10. ACCESS AND CLEARANCES


Insulation for the valves if specified shall leave the packing gland open accessible. Insulation on
both sides of flanged joints shall be tapered to permit bolt/stud removal without damaging the
insulation.

Flanges valves/machinery etc., which require frequent maintenance shall be insulated as removal
boxes. A 6mm dia drain/vent tube shall be provided to detect the leaks, if any, from the system.

A minimum clearance of 50mm shall be maintained between the outside of any insulation and
adjacent equipment structure for free movement.

11. SURFACE PREPARATION FOR INSULATION

All carbon steel and low alloy steel piping and equipment with normal operating temperature upto
150 deg C and below shall be painted with three coats of 80 microns each (minimum) dry film
thickness of Epoxy phenolic coating P-12 Which is a two pack ambient temperature curing epoxy
phenolic coating suitable for application under insulation with a volume solid of 65%

All carbon steel and low alloy steel piping and equipment with normal operating temperature above
150 deg C shall be applied with three coats of 20 microns dft each of heat resistant silicone
aluminium paint suitable for 500 degc P8-single pack silicone resin based medium with aluminium
flakes with volume solids of 20%

All austenetic stainless steel piping and equipment, which are to be insulated, shall be protected
against chloride attack.

For Stainless steel pipe lines of operating temperature of150 deg to 400 deg C , clean with emery
paper ,wash/flush with chloride free DM water followed by wiping with organic solvents and
painting with one coat of P-13 Polysiloxane coating of 75 microns DFT Per coat or one coat of
thermaline 2954 with primer and DFT as recommended by Carboline the surfaces shall be wrapped
with 0.1mm or 36SWG IS-737. Designation 31000, condition H2, aluminum foils with 50mm
overlap at longitudinal and circumferential joints before application insulation. All joints of
aluminum foil should have Barium chromate primer interposed.

For austenetic stainless steel piping and equipment 150 deg C & below operating temp. the surface
shall be painted after cleaning with emery paper ,wash/flush with chloride free DM water followed
by wiping with organic solvents and painting with three coat of 80 microns each (minimum) dry
film thickness of Epoxy phenolic coating P-12 Which is a two pack ambient temperature curing
epoxy phenolic coating suitable for application under insulation with a volume solid of 65% before
application of insulation and a layer of 0.1mm or 36SWG IS-737 Designation 31000, condition H2,
aluminum foils with 50mm overlap at longitudinal and circumferential joints before application of
insulation.

MRPL approved paints only to be used for the painting jobs

12. INSULATION THICKNESS


The insulation thickness for the different requirements will be as per the existing thickness installed
in the pipe lines as this tender is for carrying out maintenance jobs.

The contractor may request for the isometric drawing details if in doubt before the commencement
of jobs

15. SCAFFOLDING

Scaffolding erection inclusive of supply of scaffolding material and dismantling after completion of
job. It is recommended to build scaffolding on a firm base with pad plates and as per MRPL
Standard drawing attached herewith the tender (in annexure-I) and in conjunction with IS 3696(Part
1). Stability and plumbness of the scaffolds needs to be maintained. The scaffolds will be subjected
to inspection by Engineer.

Scaffolding including Scaffolding material, clamps/couplers, Gratings, tools, tackles, steel wire for
binding, lifting & handling equipment for erection required for the job, mobilization & de
mobilization including transportation by the contractor to the work site. Scaffolding required shall
be erected by the contractor as per specified standard and removed after the insulation job is
completed. The contractor to have sufficient scaffolding materials at site for carrying out
scaffolding jobs for regular insulation repair jobs. The contractor should be additionally able to
mobilize scaffolding materials on request within a short period of 48 hrs for any urgent
requirements. The scaffolding erected for insulation jobs will be utilized for carrying out any other
activity on the pipe line/equipments not connected to insulation like thickness survey etc by MRPL
and no additional charges will be paid for the duration the scaffolding will remain idle .On
completion of the jobs the contractor should immediately dismantle the scaffolding and shift the
materials to the contractor storage yard within MRPL at the contractors cost

Note:

1. Quantities shown in SOR are indicative only. No minimum Quantity/Value is guaranteed.


However Payment shall be released based on the actual quantity executed by the contractor
as per awarded item rates and certified by EIC.
2. Quoted rates shall be inclusive of all supplies, Labour, materials, required PPE’S for the
deployed personnel, consumables, overheads and all other costs, charges, expenses including
all applicable taxes/ duties, excluding Service tax , Swacch Bharat cess & Krishi Kalyan cess.
3. Service tax , Swacch Bharat Cess & Krishi Kalyan cess shall be extra at actuals.
4. WCT if applicable shall be indicated in the Priced bid and the same shall be reimbursed at
actuals as shown in the Tax Invoice / Bill of Sale.
5. Vendor shall also submit self-declaration on WCT amount applicable along with each Tax
Invoice/Bill of Sale. Such self declaration shall be signed by authorized person, with name &
designation.
6. Rates shall be firm and fixed till execution of the contract.
7. All expenditure related to the scope of work to be included in the quote.
